The Permanent Secretary, Ministry for Transport and Infrastructure invites applications from Public Officers in the Malta Public Service for the post of Operations Manager (Third Parties, Compliance and Administration) at the Building Regulation Office within the Ministry for Transport and Infrastructure. Public Officers in the Malta Public Service who are on secondment/on loan/detailed with/deployed with/on attachment to Public Sector Organisations may also apply. Terms and Conditions 2. The salary for the post of Operations Manager (Third Parties, Compliance and Administration) is Salary Scale 7, that is, €21,426.98 per annum, rising by annual increments of €531.17 up to a maximum of €24,614. Duties 3. The duties of an Operations Manager (Third Parties, Compliance and Administration) include: (a) (b) (c) (d) (e) leading strategic planning in the Office and ensuring the efficient delivery of services thereby provided as well as the proper utilization of human resources, to ensure that third party rights are safeguarded; providing advice and other assistance to the Head regarding managerial efficiency, direction and control; contributing to the coordination of efforts between the Office, other departments and other entities in the sphere of works being executed to ensure the safeguarding of Third Party Rights; responsibility for the management of personnel in connection with the provision of enforcement services to safeguard Third Party Rights while ensuring that compliance with prevalent legislation is adhered to while keeping relevant records accordingly; any other duties according to the exigencies of the Public Service as directed by the Principal Permanent Secretary. Eligibility requirements 4.1 By the closing time and date of this call for applications, applicants must be Public Officers: (a) in the grade of Principal Technical Officer; or (b) in the grade of Works Manager I or Technical Officer III and, who were assimilated as “Officers in Grade 9” or “Officers in Grade 8” in terms of Section 3 of the Technical Grades Agreement; or (c) in the grade of Senior Technical Officer, and who are in possession of at least a Higher Technician Diploma or a recognised, appropriate, comparable qualification, and who have not less than five (5) years experience in site project management and/or workforce supervision; or (d) in the Technical Class who possess a recognised relevant degree at MQF Level 6 or a recognised, appropriate, comparable technical qualification, and have at least five (5) years experience in site project management and/or workforce supervision. 4.2 The Higher Technician Diploma is rated at MQF Level 5. A person in possession of an MQF Level 4 appropriate qualification followed by two (2) years proven appropriate experience shall be deemed to satisfy the clause ‘Higher Technician Diploma or a recognized, appropriate, comparable qualification’ found under sub-paragraph 4.1(c) above. The two-year period will not however be reckonable for the purposes of computing the five-year mandatory requirement in site project management and /or workforce supervision. Qualifications at a level higher than that specified above will be accepted for eligibility purposes, provided they meet any specified subject requirements. Moreover, candidates who have not yet formally obtained any of the above-mentioned qualifications will still be considered, provided that they submit evidence that they have been approved for the award of the qualifications in question by the closing time and date of the call for applications. 4.3 Due consideration will be given to applicants who, besides the requisites indicated in paragraph 4.1 and 4.2 above, have proven relevant work experience. 4.4 Prospective applicants should note the requirement to produce MQRIC recognition statements in respect of their qualifications from MQRIC, or other designated authorities, as applicable, as per provisions applicable to this call for applications (see link below). Submission of supporting documentation 5.1 Qualifications and experience claimed must be supported by certificates and/or testimonials, copies of which should be attached to the application. Scanned copies sent electronically are acceptable. 5.2 Original certificates and/or testimonials are to be invariably produced for verification at the interview. Selection procedure 6. post.
