 Pacific Urban Forum 2015 “Towards a New Urban Agenda” 23‐27 March 2015 Tanoa International Hotel, Nadi, Fiji Tentative Programme 23-24 March Workshop on Sanitation and Water Services in Informal Urban Settlements The Forum proper will be preceded by a two‐day workshop on “Sanitation and Water Services in Informal Urban Settlements in four Melanesian Countries: Overview and Next Steps" led by the Water and Sanitation Program ‐ World Bank in partnership with UN‐Habitat, Asian Development Bank and UNICEF, under the auspices of the Pacific Regional Infrastructure Facility Water Sector Working Group. 25-27 March Pacific Urban Forum DAY 3 – Wednesday 25 March 2015 8.15 – 9.00am 9.00 – 9.30am 9.30 – 11.00am Registration Opening Session • Welcome remarks by UN‐Habitat Regional Office for Asia and the Pacific • Sustainable Urban Development/PUA/PUF in the context of the “Framework for Pacific Regionalism”, PIFS Session 1: Introduction This session will provide background to and objectives of the Forum, review the history and outcomes of the Pacific Urban Forum (since 2003), place the PUF 2015 in the context of the wider regional preparations for the Third United Nations Conference on Housing and Sustainable Urban Development (Habitat III) and outline key priority issues for sustainable urban development in the Pacific. • Preparatory process for Habitat III: Status and Roadmap (including Asia Pacific Urban Forum and the High‐level Regional Preparatory Meeting for Habitat III for Asia Pacific), UNESCAP • PUF 2015 in the context of the regional preparations for Habitat III, UN‐

11.00 – 11.30am 11.30 – 1.00pm 1.00 – 2.00pm 2.00 – 3.30pm 3.30 – 4.00pm 4.00 – 5.00pm 6.30 – 9.00pm Discussion Tea & Coffee Break Session 2: Sustainable Urban Development in the Post 2015 Development Agenda This session will review the status of negotiations of the Sustainable Development Goals and discuss the relevance of sustainable urban development in the context of the Post 2015 Development Agenda and include the experiences of the Vanuatu consultations on Localising the Post‐2015 development Agenda: • Status of Pacific negotiations of the SDGs and the SAMOA Pathway, • Relevance of the Urban SDG for the sustainable urban development agenda in the Pacific, • Discussion Lunch Break Session 3: Priority Issues for Sustainable Urban Development in the Pacific – Part A: Social Development This session will identify and discuss key priority issues for sustainable urban development in the Pacific in relation to the post 2015 Development Agenda and Habitat III, with a view to developing recommendations for APUF and Habitat III. This session will focus on issues related to social development, including social inclusion, safe cities, access to land and housing and settlement upgrading strategies with a key presentation from Papua New Guinea’s Informal Settlements Upgrading Strategy. Tea & Coffee Break Inspiration, Innovation, Success: Case Studies from the Field This session will provide 3‐4 presentations of 10 minutes each of “inspiration, innovation, success cases,” providing good practice examples of effective strategies, programming models and tools etc for addressing critical urban issues. Presentations will be followed by walkabout of participants around 3‐4 booths established for presented cases and case‐specific discussions with presenters. This session will discuss issues related to environmental sustainability and planning, cities and climate change and urban risk resilience. Tea & Coffee Break Session 5: Priority Issues for Sustainable Urban Development in the Pacific – Part C: Economic Development This session will identify and discuss key priority issues for sustainable urban development in the Pacific in relation to the post 2015 Development Agenda and Habitat III, with a view to developing recommendations for APUF and Habitat III. This session will discuss issues related to economic development, the harnessing of positive forces for sustainable urbanisation and include the experiences of the Samoa City Development Strategy. Lunch Break Session 6: Priority Issues for Sustainable Urban Development in the Pacific – Part D: Governance This session will identify and discuss key priority issues for sustainable urban development in the Pacific in relation to the post 2015 Development Agenda and Habitat III, with a view to developing recommendations for APUF and Habitat III. This session will discuss issues related to governance and local government actions to address urban challenges and include an overview of Pacific National Urban Policies. Development partners and National Government representatives will be invited to present. Tea & Coffee Break Session 8: Capacity – Matching needs with capacities This session will discuss what is required so that urban practitioners and policy makers have adequate capacities to effectively implement mandates and utilise resources to effectively drive sustainable urban development. Lunch Break Session 9: Opportunities for regional collaboration This session with discuss the opportunities for regional cooperation and collaboration to enhance the capacities of urban practitioner and stakeholders to address gaps, issues and challenges in order to create a more significant impact on managing urban growth and development. Tea & Coffee Break Session 10: Wrap‐up: Preparations for APUF‐6 and Next Steps This session will wrap‐up the discussions of the Forum and discuss the next steps in preparations for APUF, Habitat III and advancing recognition for and commitment to a new Pacific urban agenda.
