Por la prohibición de los plaguicidas altamente peligrosos
Décadas de experiencia han mostrado que un uso seguro de los plaguicidas altamente peligrosos no es posible, a pesar de los muchos programas para un “uso
seguro“. Todavía existen seres humanos, ganado, animales silvestres y naturaleza que sufren daños graves a causa de los plaguicidas altamente peligrosos.
Después de décadas de fracasos que cobraron milliones de muertos en todo el
mundo, cada vez se hace más necesaria una nueva política para detener la intoxicación por plaguicidas. La reducción progresiva del uso y la prohibición de los
plaguicidas altamente peligrosos, así como una nueva política para el fomento de
alternativas, pueden impulsar un cambio hacia un mundo sano y sustentable.
Nosotros, las organizaciones firmantes, apelamos a los gobiernos y a la iniciativa
privada a realizar pasos concretos hacia una prohibición progresiva de los plaguicidas altamente peligrosos e iniciar su sustitución por alternativas basadas en los
ecosistemas.

Antecedentes
En el 2006, el Consejo para la Alimentación y Agricultura
(FAO) de la Organización de las Naciones Unidas,
recomendó, junto con las medidas para la reducción de riesgos de plaguicidas, considerar también una prohibición progresiva de plaguicidas altamente peligrosos. PAN International acoge esa recomendación.
Un comité de expertos de la FAO, la Organización Mundial de
Salud (OMS) y el Joint Meeting on Pesticide Management
(JMPM), desarrolló en consecuencia una lista de criterios
como base para poder identificar a los plaguicidas altamente
peligrosos.
Sin embargo, PAN identificó algunas debilidades graves en la
lista de criterios (por ejemplo, no incluye criterios referidos al
medio ambiente). En cosecuencia PAN ha decidido elaborar
una lista propia sobre los plaguicidas altamente peligrosos.
Esta lista „PAN International List of Highly Hazardous Pesticides“ fue elaborada por PAN Alemania para PAN International,
publicada por primera vez en 2009, fue actualizada varias
veces y después de cinco años de su existencia, se revisó a
fondo por un grupo de trabajo de PAN International. La ver-
sión actual es la de junio 2014 (ver link en la página siguiente). La lista de PAN de los plaguicidas altamente tóxicos puede ser usada por todas las personas, instituciones, organizaciones y empresas para identificar plaguicidas altamente
peligrosos y para tomar medidas para la reducción de su
aplicación.

demanda para poner fin al uso de los plaguicidas altamente
peligrosos. Entre más fuerte sea la demanda, más rápidamente las intoxicaciónes por plaguicidas podrán ser impedidas en el futuro.

El Pesticide Action Network (PAN) es una red global de mas de 600 organizaciones no gubernamentales y
