ness district leaders from 24 districts
met with Mayor Hales, Assistant Police
Chief Robert Day and Precinct Commanders, to discuss crime and safety issues in their districts.
I was there as was Paul Wild from Mt
Hood Community College representing the
NE side, GABA and PBA. We talked with
both the North and east precinct commanders and their day sergeants. It was very
informative and helpful. These kinds of
activities can lead to better relations
and will help the livability of the area.

This first-ever meeting was organized by Venture Portland, Assistant Chief Day and the Office of Neighborhood
Involvement and helped strengthen relationships between
neighborhood businesses and the Portland Police Bureau.
Assistant Chief Day spoke about PPB’s role in protecting
neighborhood businesses and business district leaders asked
questions and voiced concerns about crime-related issues in
their districts. Topics discussed include transient camping,
aggressive panhandling, drug dealing/consumption and effective ways for businesses to communicate and partner with
officers in their districts.
Commanders from the Central, East and North precincts
along with Neighborhood Crime Prevention Coordinators
then met with attendees to further discuss business district
specific issues and shared resources for neighborhood businesses.
Following the meeting, online resources are available to
help businesses implement crime prevention best practices:

You are not alone.
The Historic Parkrose Neighborhood Prosperity Initiative is a small non-profit group,
dedicated to promoting economic development along Parkrose’ commercial district. They help organize many high
profile neighborhood events, like the Taste of Parkrose street
fair, and less visible projects, like neighborhood cleanups,
job fairs, and crime prevention programs.
The Historic Parkrose NPI was incorporated as a non-profit
organization in 2009. It is governed by a board of directors,
which consists of neighborhood residents. It has two paid
staff members, Mingus Mapps, the “District Manager” and
Abbey Reinhart, their “Economic Opportunity Coordinator.”
Historic Parkrose’s office is located in the community police
station at 111th and NE Sandy.
Historic Parkrose’s programs that tend to focus on three
themes—business development, promoting community connections, and promoting Parkrose as a “destination location.”

Historic Parkrose sponsors two programs that focus on business development, a grant program for storefront improvements and technical assistance program for small businesses.
Thanks to funding from the Portland Development Commission, Historic Parkrose is able to offer a small number
of matching grant program to local businesses who want to
make improvements to their storefronts. Historically, grants
range in size from $500 to $3000. For more information
about this program, visit this webpage: http://historicparkrose.com/business-development/storefront-grant-program/
Historic Parkrose’ technical assistance program for businesses is a collaboration with the IRCO, the Immigrant and
Refugee Community Organization. Through this program,
Historic Parkrose is able to offer free technical assistance
to local businesses for things like bookkeeping, market
research, and tax preparation. These free consultations are
offered by Anne Jasperson, a Business Development Specialist with IRCO. In order to set up a meeting with Jasperson,
call (971) 271-6478.
Historic Parkrose promotes community connections by sponsoring community events like the Taste of Parkrose street fair.
Finally, the Historic Parkrose NPI promotes Parkrose as a
“destination location” by sponsoring projects that improve
the quality of life in the neighborhood. For example, Historic Parkrose organizes monthly neighborhood clean ups.
They also sponsor a monthly meeting on crime and safety
issues.
All of Historic Parkrose’s activities are driven and directed
by volunteers. To learn about volunteer opportunities with
Historic Parkose, contact Abbey Reinhardt, their volunteer
coordinator-- [email protected].

MINUTES OF MEETING OF BOARD OF DIRECTORS
PARKROSE BUSINESS ASSOCIATION
MAY 6, 2015
President Michael Taylor called the meeting to order at 7:04 a.m. The meeting took place at the Airport
Holiday Inn, Portland, Oregon. Directors present included Wayne Stoll, Mark Eves, Marsha Grabinger,
Jason Zwick, KT Goeke, Kristin Trevino, Alison Stoll, Sharen Fowler, Angie Jenkins, and Kelly Brown. Directors absent with approval were David Ableidinger, David Borer, Paul Wild, and Cathy Morris. Also
attending the meeting was Katie S. Meyer, the Executive Director.
The Directors approved the minutes of the meeting of the Board of Directors dated April 8, 2015.
Marsha Grabinger presented a Treasurer’s Report. The Directors again reiterated their desire to receive
additional clarification regarding grant expenses and grant funds held in the account.
The Directors voted to have better clarity regarding whether absences at Board meetings are with approval. Beginning with the next meeting of the Board, the agenda will include a decision by the Board whether
absences are excused. Notice that a Director will not attend an upcoming meeting of the Board will not constitute an excused absence.
Katie S. Meyer announced that business conflicts and health issues are forcing her to resign as the PBA
Executive Director. The Directors present expressed sadness, but also gratitude, for the excellent job which
Katie has done. Katie provided information regarding: The upcoming Coffee Quarterly events, the plans
for upcoming Halloween events, the agenda for upcoming meetings involving Venture Portland and the six
business associations which are on the East side of Portland. Katie also reported that the deadline for the next
grant is now unclear. She advised that there is a need to involve Board members in the transition of responsibilities from Katie Meyer to the Board or to a successor. She reported that someone, or a group, will need
to address work on the planned map of the Parkrose Business District. She reported that the programs for
the monthly meetings are complete through September. It was agreed that Paul Wild and Alison Stoll will be
working on program scheduling in the future.
Marsha Grabinger and other Directors discussed the progress of Parkrose Business Foundation in
selecting the four recipients of the PBF grants. It was announced that the scholarships will be awarded at the
monthly PBA meeting on June 14, 2015.
President Michael Taylor opened discussion regarding whether a membership for FBLA at Parkrose High
School could be created. The Board designated the chapter of FBLA at Parkrose High School to be an honorary member of PBA for the coming year.
Alison Stoll discussed Venture Portland training and other activities. Due to timing issues, candidates to
be hired by Venture Portland to provide assistance to eastside business associations will need to be identified
and interviewed again. Alison also provided useful insight regarding the budgeting process of the Portland
City Council. She reported that the City has “found” approximately $43 million which will be available for
street maintenance and other basic City needs.
Sharen Fowler reminded the Directors to fill in and submit their volunteer hours.
Respectfully submitted:
