PROFILE
PDEA Regional Office - National Capital Region
Creation
The Regional Office - National Capital Region (RO-NCR) of the Philippine
Drug Enforcement Agency (PDEA) was created under Republic Act No. 9165
or “The Comprehensive Dangerous Drugs Act of 2002” incidental
to the
creation of the latter.
Section 84 of RA 9165 provides, among others, that PDEA shall establish
and maintain regional offices in the different regions of the country which shall
be responsible for the implementation of said law and its policies, programs,
and projects in the respective regions. Pursuant to the aforecited provision of
law, seventeen (17) regional offices including RO-NCR were established.
Mandate
The mandate of RO-NCR, just like the other Regional Offices, is to assist
the Director General in the supply reduction and demand suppression
of
illegal drugs in the country. This mandate is broken down into specific duties
and responsibilities under the approved Organizational Structure and Staffing
Pattern (OSSP) of PDEA, to wit:
1. Implement anti-drug policies, programs and projects;
2. Conduct anti-drug operations, neutralize drug personalities,
file cases of arrested personalities, conduct casing and
surveillance operations and information campaign; and,
3. Monitor all activities of drug personalities listed in the watch list
within the region and report progress to national office;
monitor status of drugs cases.
Manpower and Structure
RO-NCR has the strength of One Hundred Twenty Two (122) capable
men and women tasked to carry out the above mandate. Eighty-five (85)
of which are Drug Enforcement Officers (DEOs), Thirty-Two (32)
Administrative/Technical Personnel, Three (3) Case Monitors and, Two (2)
Kitchen Assistants.

As to organizational structure, RO-NCR is headed by a Regional Director
assisted by the Assistant Regional Director. It has two (2) Divisions, the
Operations Division (OpDiv) and the Administrative Division (AdminDiv).
The
OpDiv, under which are Six (6) Special Enforcement Teams, Two (2) Interdiction
Units, Two (2) Sections and the PDEA Custodial Facility (PCF), has the task of
conducting anti-illegal drug operations within the area of jurisdiction. On the
other hand, the AdminDiv performs Support to Operation (STO) and General
Administrative and Support Services (GASS) functions.
However, it was deemed necessary to create sections for proper
distribution of responsibilities and for more effective and efficient discharge
thereof. Said sections/units are: the Human Resource and Records
Management Section (HuRRMS), Supplies and Logistics Unit (SLUnit), Finance
Unit (FinUnit), General Services Unit (GSU), Office of the Regional Director
Support Unit (ORDSU), Information and Public Education Section (IPeS),
Investigation Section, Intelligence Section and the Children and Women Desk.
Area of Responsibility
The area of responsibility of RO-NCR covers seventeen (17) Local
Government Units (LGUs) – sixteen (16) cities and one (1) Municipality – with a
total area of 638.55 sq. kms. The 16 cities are Caloocan, Las Pinas, Makati,
Malabon, Manila, Mandaluyong, Marikina, Muntinlupa, Navotas, Paranaque,
Pasay, Pasig, Quezon City, San Juan, Taguig and Valenzuela; while the lone
municipality is Pateros.
Quezon City has the biggest land area of 161.12 sq. km. and
coincidentally, it is where RO-NCR is located. Pateros, the only municipality in
the region, has the smallest land area of only 2.10 sq. km.
Leadership
RO-NCR is headed by Director Erwin S. Ogario, MPA, CESE, CSP. He was
recalled from PDEA-ROXIII in February 2015 to head RO-NCR. However, he
is
not new to the National Headquarters setting as he was assigned thereat in
various capacities from 2008 to 2012 notably as the Director of the
Administrative and Human Resource Service in June 2009 to June 2010. Further,
he has been in the public service for almost twenty years now.
He started
his career in the public service as youth leader when he tenured one term as
Sangguniang Kabataan Federation President of the Local Government of
Liloan, Southern Leyte in 1993 to 1996.
Director Ogario was pirated from the Local Government of Liloan,
Southern Leyte in July 2008 and has been with PDEA since then. A leader
equipped with administrative and operations experience, a new leadership
style may be tested considering that the previous leaders of RO-NCR have

started their careers either in the military or in other law enforcement offices.
