Local, state and federal agencies discussed response preparedness plans with the public at the
second in a two-part series of public meetings sponsored by the
Environmental Protection Agency.
Representatives from the Webster Parish Sheriff’s Office, the
Office of Homeland Security, the
Louisiana Military Department
among others were on hand to talk
to attendees about the response
structure in the event of an incident during the remediation of
millions of pounds of M6 propellant and clean burning igniters at
Camp Minden.
Webster Parish Sheriff Gary Sexton says Camp Minden and the
Doyline area already experienced
a true emergency in 2006 when the
Town of Doyline and all of Camp
Minden was evacuated following a
series of explosions of TNT at one
of the old ammunition lines.
“In 2006, we went through the
best training we’ll ever get – and
that’s the real thing,” he said.
Col. John Kendall, installation
commander at Camp Minden,
says a full training exercise will
take place in May where all agencies involved will drill on what to
do, how to do it and when. He
assured attendees the public will
be notified through media outlets
before the training exercise takes
place to alleviate any fears.
Kendall says the Louisiana State
Police will take point in implementing response plans for all
involved. They will head up a unified command system, which
means all other agencies will defer
to the state police, State Trooper
Jay Hardy said.

With just a 20 percent
chance of rain early Saturday
morning, the weather surely
won’t dampen this year’s
Spring Arts Festival as it gets
underway.
ChickenStock 2015 is set to
begin at 10 a.m. with a day full
of fun-filled art activities from
artwork on display to live
music and plenty of art stations
for the public to get into the
spirit, there is something for
everyone. Melissa Downer,
ChickenStock chairman, says
this event will offer a variety of
activities.
“We are so excited to kick off
ChickenStock 2015,” Downer
said. “We have logged in more
than 1,000 volunteer hours and
Saturday isn’t even here yet.
Past festival-goers will find this
year’s festival a little different.
We replaced the Great Talent
Search with a larger hands-on
museum filled with various art
stations for people of all ages to
come and create. There will be
an area for adults to sit under
the big shade trees and enjoy
some music by area artists.”
“The grounds will be filled
with artists, Farmers Market
vendors and Madame Junk will
be here,” Chris Broussard, cofounder and chairman of the
event, added. “She's a regional
favorite among shabby chic
collectors.”

For 21 years, Cultural Crossroads has hosted the event,
providing children and families
of Webster Parish a true art
experience. It has also offered
children their first real and
meaningful taste of the arts.
Thousands of entries were
submitted by area children that
will be on display at The Farm
Saturday. The top 10 have been
chosen and an awards ceremony will begin at 3 p.m. in the
Children’s Hands-On Museum
Tent.
Admission is $3 each with
children aged 3 and under free.
All gate proceeds will benefit
the Minden High School
Instrument program.

An alleged home invader was picked
up in Shreveport Tuesday, after Shreveport Police apprehended her on three
warrants.
Linda Ann Taylor, 51, no address
given, was charged with home invasion, simple burglary and simple criminal damage to property. Bonds totaled
$30,500.

from an incident that
occurred during the first
week of April.
On April 1, he says,

a home on Highway 80
and asked the resident of the home for
money. When the resident said no, she
reportedly pushed her way in.
“The victim is an elderly woman,”
Reynolds said. “Often times, as in these
types of cases, the victims are elderly
and are reluctant to report it. Because
of this victim’s quick action, it may have
prevented the suspect from committing another crime.”
The victim gave her a little bit of
money and some food and Taylor left.
On April 6, according to reports, the
same victim was across the street at a
neighbor’s and noticed a truck parked
at her residence. She sent her grandson
to the house to see who it was, and the
grandson reportedly witnessed Taylor
going through his grandmother’s purse.
It is not known if she took anything
from the purse, but she exited the
home, got in her truck and tore up the
yard going around a vehicle parked in
the driveway, Reynolds says.
Taylor was brought back to Webster
Parish where she was booked into
Bayou Dorcheat Correctional Center
on the above charges.

He says everyone at the
schools will immediately
get on the busses and be
transported to a rendezvous point at Lake
Bistineau State Park. At
that point, a head count
will be done to make sure
everyone is accounted for.
Currently, they are in conversation with the Bienville
Parish School System to try
to use the Ringgold School
complex as an off-site shelter. At that time, parents
will be allowed to pick up
their children. He emphasized that no one would be
allowed to pick up their
children
at
Doyline
schools.

Hayden says Willis

prompted Wells to call him
in with Chesapeake Cyndi.
“She was not being
straight with the deputy
when he was talking to
her,” Hayden said. “Due to
her actions, something
just didn’t feel right with
him, and he called and
asked me to bring (Chesapeake) Cyndi.”
Hayden says he took
her around the car and
she kept going back to the
trunk area.
“Once she did that, we
looked in the trunk and
found the (suspected)

occurs, then the Bossier
jail would be placed on full
lockdown in order to lend
its transport vehicles in
aiding the evacuation of
BDCC.
In an evacuation of Doyline, a call system will be
used urging residents to
leave. WPSO will also have
extra patrol in the area for
door to door notifications,
Sexton says. Media will
also be utilized in getting
the word out.
Jenny Reynolds, with
Webster’s Office of Homeland Security and Emergency Preparedness, talked
about the state’s Get a
Game Plan website where
it offers preparedness
plans for families, businesses and others in
preparation for an evacuation. She says to take stock
of what will be needed for
several days, such as batteries, flashlights, medication and other things a
family will need in the
interim.
“To have a family plan is
invaluable information,”
Reynolds said.

go a long way in helping
with
an
evacuation,
because even though the
government is there to
protect its citizens, it starts
at the local level.

According to reports,
roughly 500 grams of suspected marijuana was discovered. That equates to
about one pound of marijuana, Hayden says. Willis
was placed under arrest,
and during questioning,
she reportedly admitted to
ownership of the suspected marijuana.
Chesapeake Cyndi is 8years-old and has been
trained strictly as a nar-
cotics K-9 officer. Hayden,
who has partnered with
her for six years, says she
is trained to sniff out marijuana, heroin, methamphetamines and cocaine.

given to the sheriff’s office
several years ago in efforts
to better equip the law
enforcement agency in its
fight against drugs.
Deputies Wells and
Charles Clark made the
initial traffic stop. Hayden
was called to the scene,
and after Chesapeake
Cyndi alerted to the drugs,
Deputies Tommy Zilliner,
Bobby Igo III and Joel
Thomas came to the scene
and took the case from
there.
Willis was transported
to Bayou Dorcheat Correctional Center and booked
on the above charges.

No. 6 receives
$50k grant

WASHINGTON — The Cullen Fire Protection Organization, District No. 6 has received a $50,972 federal grant
that will be used to purchase firefighter safety equipment.
U.S. Senator David Vitter, R-Louisiana, announced the
award in a press release Thursday. The grant comes
through the Federal Emergency Management Agency’s
Assistance to Firefighters Grant Program.
“Making sure our firefighters receive the necessary
equipment, vehicles, and training in order to protect
Louisiana communities is a real priority of mine,” Vitter
said in the release.
Cullen Fire Chief Thomas Arnold says the funds will be
used to help keep firefighters safe.
“This grant will go to purchase much needed gear for
our firemen, to keep them safe while fighting fires,”
Arnold said.
Welcome home event
set for La. National
Guard battalion
MONROE— A weekend welcome-home event is set in
Monroe for members of the Louisiana National Guard's
528th Engineer Battalion.
More than 150 soldiers are returning to friends and
family after deploying to Kuwait for construction and
engineering projects in support of Operation Enduring
Freedom.
Some of the soldiers went to Afghanistan to manage
units that fell under their command.
The Guard notes in a news release that the 528th Engineer Battalion previously deployed to Afghanistan in
2004-2005. The unit has also responded to numerous
storms and disasters, including Hurricanes Katrina and
Rita in 2005.
Saturday's event is set for noon at Monroe Regional
Airport's CenturyLink Hangar.
Citizens Advisory Group meeting
The Citizens Advisory Group, sponsored by the Environmental Protection Agency, will meet at 6:30 p.m., Monday, May
11 in the Family Life Center at First Baptist Church of Doyline.
The purpose of the group is to keep in close contact with the
EPA, Camp Minden officials and the contractor chosen to perform the remediation of the M6 propellant. CAG will monitor
the cleanup process as well as collect data on groundwater, soil
and air before, during and after the cleanup takes place. They
will also ensure the process is in line with the guidelines proposed by the Camp Minden Dialogue Committee. For anyone

She is survived by her husband, Robert W. Wynn of

April is
child abuse
prevention
month
When 1 in 10 children have
been either sexually or physically
abused, my sister, Alice, and I continue on our lifelong mission of
exposing child abuse.
Having grown up in a very physically and sexually abusive church
run orphanage, back in the sixties,
I cannot comprehend why some
people say "we should let sleeping dogs lie."
I'll never forget the shock I felt,
at fourteen, when I was
approached at church by a tenyear-old girl. She asked me to step
into the bathroom after services
were over.
In horror I watched as she
unveiled massive layers of blackened bruises hidden beneath her
clothing. Without hesitation I
told her "Tomorrow we will go to
the school nurse."
All day long I feared returning
home from school.
When I stepped off the bus, I
saw the superintendent waiting
for us.
Instinctively I knew he was
looking for the culprit who reported the abuse.
I was verbally slapped, after I
confessed
reporting the
abuse. He told
me he'd tell my
housemother
because the
nurse had kept
my name anonymous when she
visited the home
that day.
Behind closed
doors, my houseSARAH

mother dealt
with me as she
lectured me for
hours, telling me how she had
once beaten her own daughter
with a garden hose so severely she
had to be put to bed. She didn't
dare lay a hand on me, fearing I
might tell.
My punishment was to be one
month's grounding -- and I wouldn't be able to bathe, wash or roll
my hair. I was to wear the same
dirty clothes to school and church
for the duration of my grounding.
Though fifty-three years have
passed and gone, and the abusive
housemother was finally fired the
following year, as one case after
another was reported, and my own
abusive housemother was fired
twenty years later, I'm still proud
of the shy, undersized, awkward
fourteen year old girl from the
backwoods of Arkansas, who took
justice into her own hands back
then and continues to do so today.
Being the activists we are, my
sister and I strive to be advocates, for those who have no
voice!
And even though the orphanage
has moved from Turley to Claremore, Oklahoma, and changed
their name, Claremore court
records show abuse still reins while
they home school their children
making it harder for the children
to report the abuse.
Randy Conkling, a housefather,
is serving time in prison until 2018
for repeatedly raping and sodomizing a young girl in 2003.
In 2010 we published a book of
true stories written by these
adult children (many in their 50's
and 60's) because they wanted to
finally be heard to help prevent
future abuse. Also I told my story
to the Aha Moment Tour that came
through Shreveport in May 2013. I
was grateful to set up an interview
for , another victim, to tell her
story on the last day of that tour at
Salem, Oregon, which is right
where she lives.

Planting trees,
rebuilding communities
and restoring hope
As the nation celebrates
Arbor Day (April 24), let’s
reflect on the value of trees,
and highlight the important
ability of trees to restore
hope, bring healing, and lift
spirits following natural disasters. Trees are vital to successful, long-term recovery
efforts – from a critical conservation recovery perspective, and also when considering the emotional healing
and recovery of people and
the fabric of a community.
Trees bring hope and
healing, raising the spirits of
residents who suffered the
loss of their cherished trees.
Many shared a similar sentiment as that of the good
people of Mississippi. When
asked why he came for the
trees, one resident responded, “So I can bring life back.”
Trees serve many purposes. They are very much a part
of the fabric of life and of the
community. Trees provide
both physical and emotional
landmarks –marking childhood adventures, romantic
walks, and lazy Saturday
afternoon picnics, among
others. Trees evoke memories and help to establish a
sense of place, meaning and
belonging. Putting trees into
people’s hands following loss
serves to lift spirits, restore
hope, and help to begin the
healing process. On this
Arbor Day, it is important
that we recognize that trees
are vital infrastructure just
like our roads and our
bridges.
Disasters such as wildfires, tornadoes, windstorms
and floods wreak havoc
upon both our physical and
emotional landscapes. The
comfort and security – the
sense of place provided by
our trees – is dramatically
altered, and sometimes even
erased. New trees bring
hope and are part of the
holistic recovery of a community following a natural
disaster.
After Superstorm Sandy,
residents of New Jersey experienced first-hand the hope
and healing brought forth by
new trees. One said, “More
and more communities are
engaged.
We are on
the road to
recovering
our precious tree
canopy,
one tree at
a time.”
The
need for

that includes providing new
trees to communities in need
is today more important
than ever due to increased
threats of severe storms and
wildfires. When natural disasters strike, our partners on
the ground, including state
foresters across the nation,
are poised to respond and
ready to provide new trees
through the generous support of our caring members
and partners. 2015 Community Tree Recovery campaigns are visible across the
country in Alabama,
Arkansas, Colorado, Ken-
tucky, Mississippi, Missouri,
Nebraska, New Jersey, Oklahoma, Texas and Washington. Trees are part of the
recovery process. Together,
we can continue to bring life
back through trees.
In Texas, a local official
helped plant new trees to
replace trees lost in the devastating 2011 wildfires. He
said, “As we plant these trees
we’re helping people to know
that life goes on and things
can be restored.”
Arbor Day reminds us all
to plant, nurture and celebrate trees.
Let’s continue to plant
trees whose benefits will be
enjoyed not only by us, but
also by our nation’s children
and grandchildren.
On this Arbor Day, let’s
appreciate the trees for their
important role in helping to
establish a sense of place,
meaning and belonging; for
serving as both physical and
emotional landmarks that
define important milestones
along life’s journey; and for
being so seamlessly, intricately woven deeply into the
rich fabric of our life and our
community.
Please join me and thousands of others as we continue to work directly with our
state forestry leaders on the
ground to put trees into people’s hands following the loss
caused by natural disasters,
so that we may lift spirits,
restore hope, and help to
begin the healing process.

Obama
in
dream
land
If you missed President
Obama's "interview" on MSNBC
this week, you had plenty of company. The man who once filled
stadiums with screaming and
adoring fans can't even win the
coveted cable news demo of
viewers between the ages of 25
and 54.
MSNBC's softball conversation
with the president was beaten by
Erin Burnett on CNN, and
absolutely crushed by Greta on
FNC. Of course, given his tendency to ignore bad news, President
Obama may wish to focus on the
fact that he attracted more young
viewers than CNBC's Shark Tank.
It could well be that Americans have had their fill of the
president's denial, especially
regarding the miserable state of
the world. Mr. Obama did concede in his MSNBC lovefest that
there is "a lot of tumult and
chaos," but quickly added this:
"There actually is probably less
war and violence around
the world
today than
there might
have been thirty, forty years
ago."

describing it as
"adolescent."
Charles pointed out that, by that
measure, Lincoln was the lousiest
president of the 19th century,
FDR the worst of the 20th century.
Now, it's perfectly natural for
any leader to stress successes and
downplay failures. No one
expects President Obama to say
the globe is on fire and he's holding a book of matches. What's
truly disturbing is that this president seems to actually believe
what he's saying.
Does the president truly
believe his current claim that the
United States will "work with
partner countries to try to resolve
conflicts?" He apparently envisions a 60-nation coalition
sweeping in, much like the mythical Justice League, to make the
world right. If that's the case, that
coalition had better get to work.
Here are just a few of today's
messes:
Terrorists are running wild in
the Middle East, slaughtering
tourists, women, children, Christians, and others who don't fit
their strict definition of faith.
The butcher Assad is comfortably ensconced in Syria long after
leaping over President Obama's
"red line."
In Russia, Vladimir Putin looks
to the West and throws up his
middle finger.
The animalistic thugs of Boko
Haram still terrorize central
Africa a year after kidnapping
more than 200 schoolgirls.
China has developed a wandering eye and is claiming territory belonging to its neighbors.
Europe is overrun by desperate North Africans fleeing the
chaos in post-Gaddafi Libya.
And of course, ISIS is beheading Christians, while Afghanistan
seems ready to explode.
Most clear-thinking Americans
want our president and secretary
of state to identify and deal with
villains, those terrorists and
tyrants who make the world a far
more dangerous place than it was
thirty, forty years ago. Instead, the
administration is chasing the
chimera of "global warming."
We expect so much more from
our leaders. We expect them to be
realistic, rational, and truthful
about the state of the world. Then
again, perhaps that's a sign that
we are the ones living in a dream
world.

over the North Caddo
Rebels.
The Warriors ended district play with just one loss,
to the Calvary Cavaliers.
The Warriors record
now sits at 17-8 overall and
9-1 in district 1-2A.
Lakeside smashed their
way to 14 hits on the night,
including three extra base
hits.

break the game open.

BATON ROUGE Former Lakeside sprinter,
Chris Lewis, had an outstanding day at the LSU
Alumni Track meet on
Saturday, April 18. Lewis,
a freshman at Merdian
Community College, participated in the 100 meters
and 400 meter relay.
The 100 was made up of
18 outstanding sprinters
divided into two nine person heats.
Lewis finished sixth in
his heat running a windlegal personal best of
10.39. This time placed
him in eighth overall.
Olympic gold medal

Thompson, won the competition
at
10.04.
Thompson, a former LSU
All-American sprinter, was
the winner of Lewis' heat.
Lewis' previous personal
best was 10.49 at the AA
State Track Meet last year.
Lewis also ran the opening leg of the MCC 400

to LSU. LSU ran a 39.11
while Meredian clocked a
39.94 which is second best
in the National Jr. College
rankings.
Lewis is already a
National Jr. College AllAmerican from his runnerup finish in the 60 meters
in March at the Indoor
Championships.
He will try to add AllAmerican outdoor awards
at the championships in
Lawrence, Kansas in late
May.

Jindal blasts companies opposed to religious objections bill

BATON ROUGE — Gov.
Bobby Jindal said Thursday that businesses
opposed to religious
objections laws are entering an "unholy alliance"
with the same liberal elites
who support more taxes,
regulation and "demonize" profit-making.
In a meeting with
reporters, the Republican
governor said he was
alarmed when business
groups united with LGBT
advocates to oppose such
laws in Indiana and
Arkansas, prompting lawmakers to make changes.
Jindal, whose building a
possible presidential campaign on an appeal to
social conservatives, is
backing a religious objection bill in Louisiana. Critics of those laws say they
could allow discrimination
of same-sex couples, and
businesses have expressed
concerns about the
Louisiana bill, which is a
cornerstone of the governor's legislative agenda.
In a Thursday opinion
piece published in The
New York Times, Jindal
called out business leaders
for betraying what have
historically been their
conservative allies.
"You had what I'd term
an unholy alliance
between big business and
radical left groups trying
to infringe on religious liberty rights," Jindal said of
opponents of the Indiana
bill. "I felt strongly enough
about it, I wrote an op-ed,
warning these corporate
boardrooms that this is a
temporary alliance that is
not going to benefit
them."
Jindal said the "national
radical liberal groups" that
fought Indiana's bill "are
the same
groups that
demonize
industries,
are for more
taxes, are for
more regulations, that
don't
believe busiJINDAL
nesses
should be making profits."
He suggested business
leaders should remember
who their friends are:
"Those who believe in religious liberty also believe
in economic liberty."
The number two ranking member of the
Louisiana House suggested Jindal was spreading a
"message of divisiveness."
"It is truly a sad day for
Louisiana, when one must
look to New York to hear
from the Governor of
Louisiana. Hopefully the
legislature will address the
truly urgent issues and
work to improve and
strengthen our communities and economy in a display of fairness, equity,
and opportunity for all
Louisianians," Rep. Walt
Leger, D-New Orleans, an
opponent of the religious
objections bill, said in a
statement.

actions taken "in accordance with a religious
belief or moral conviction"
about marriage.
Computer giant IBM —
which has plans for an
800-worker facility in
Baton Rouge — sent Jin-
dal's office a letter last
week opposing the bill as
discriminatory, and the
governor said other corporations also have asked
him to oppose it.
What the bill would
actually do has been the
subject of heated debate.
Opponents say it would
sanction discrimination
against same-sex couples,
while proponents say it
would do no such thing.
Some legal experts have
said if a proposed anti-discrimination provision is
added, the amended bill
might not accomplish
anything.
Jindal says he’d veto budget tied to tax break suspensions
BATON ROUGE — Gov.
Bobby Jindal said Thursday
he won't support a legislative effort to temporarily
suspend tax breaks to
drum up quick cash to
patch together next year's
budget.
The Republican governor, in a sit-down with
reporters to recap the second week of the legislative
session, said he's told legislative leaders that he
would consider the move a
tax increase and he would
veto a budget dependent
on it.
"I made it very clear to
them that we're not
encouraging any kind of
games or workarounds or
loopholes," he said.

Lawmakers looking for
ways to stop deep cuts to
health care services and
college campuses have
filed an array of measures
to make tax changes that
would
generate
new
money for the state.
Two dozen proposals
are temporary suspensions
of tax credits, rebates,
exemptions and deductions that could provide a
short-term fix to balance
the budget if lawmakers
can't reach a broader,
long-term agreement on
tax changes.
The idea behind the
temporary proposals is
that a tax break suspension
would generate money for
the next year, while a new
governor and new Legisla-
ture elected this fall comes
in and works to restructure
Louisiana's tax structure
and spending protections.
Jindal couldn't veto the
resolutions that allow for
the temporary tax break
suspensions — but he
could veto a budget bill
tied to them. His threat to
do so could kill efforts to
advance those pieces of
legislation, since a veto
override takes a hefty twothirds vote and lawmakers
traditionally don't support
veto overrides.
One caveat could be if
lawmakers include the
temporary tax break suspension as part of a larger
plan that Jindal wouldn't
consider a net increase in
taxes, an idea that seems
like a long-shot.
Lawmakers are trying to
stay within guidelines set
by Jindal about what sorts
of tax changes he'll consid-
er, parameters set in accordance with the policies of
national anti-tax activist
Grover Norquist.
In his budget recommendations, the governor
proposed to lessen state
spending by more than
$500 million on a dozen
refundable tax credits in
which the state writes a
check to businesses above
their state tax liability.
But legislators have
resisted the proposal,
which faces strong opposition from business leaders,
and instead have come up
with their own ideas.
This week, the Senate
Finance
Committee
approved a bill to repeal
the local property tax
charged on inventory. The
maneuver would save the
state more than $500 million a year that it gives
businesses in tax credits to
offset the expense.
Next week, the House
Ways and Means Committee will consider proposals
to raise the cigarette tax
and scale back tax breaks
for the film and solar
industries, among other
ideas.
Jindal commended lawmakers
for
making
progress in the budget
negotiations.
"This will obviously be a
complicated
process.
There will be a lot of moving parts," he said.
