Director of Operations Mental Health Appointment Brief May 2015 Introduction Dear Prospective Candidate, Thank you for your interest in the Director of Operations position with Community Care Trust (South West) Ltd. CCT is a charity with a proud tradition of developing and delivering recovery responsive services to support people before, during and after a mental health crisis. Our extensive pathway of service provision across the Trust has a clear vision and passion for people to fulfil their potential and retain control of their recovery goals in life. The Trust recently celebrated a formal merger with our long-term partner, St Loye’s Foundation. Our strong reputation for innovation and excellence with provision affords us a close and positive relationship with our health and social care commissioners where our pathway of provision is fully embedded in local statutory acute care delivery models. Our three key strands of provision are delivered through: 1. PREVENTION SERVICES • The Trust Recovery College runs a range of co-produced courses for self-management Last year we were able to support more than 1,000 people in our mental health service pathway and continue to receive inspiring feedback from people who have used our services. In partnership with St Loye’s Foundation we developed a specialist autism service in 2012 and today we provide an average of 240 hours of support to people across Devon each week.The service, Positive Aspects, is delivered by a specialist team trained through the National Autistic Society and continues to grow in reputation and demand. In July, I will take up the position of CEO for St Loye’s Foundation and retain my CEO role for CCT. I am looking to recruit a Director of Operations for CCT to lead dayto-day operations and support me and my colleagues to continue to develop our significant role in innovative mental health provision. Staff made me feel human again” Director of Operations | May 2015 5 Role Description Leading the Senior Management Team, you will have collective responsibility for the quality of services provided, the strategic direction and financial well-being of the organisation. RESPONSIBILITIES INCLUDE: • Provide operational leadership for the delivery of high quality health and social care services across the organisation • Ensure implementation of the agreed strategy and business plan across the organisation • Relationship management with major clients, governing bodies and stakeholders including PCT’s, Social Services, CQC, etc • Lead the development, implementation and monitoring of the Trust’s business and individual service development plans • Play a key role in the development of the vision for, and with, the people we support • Ensure services are able to respond to government and commissioning policy changes • Work closely with commissioners and the Senior Management team to develop innovative approaches and better opportunities for improved service provision • In conjunction with the CEO and board of Trustee’s, lead the process of developing the annual Business Plan with the active participation of the Managers and other Head Office members • Provide leadership to the Trust’s Senior Management team • Promote the values of the Trust and group structure development HUMAN RESOURCES • Ensure service managers follow Trust policy and make effective use of HR support services • Ensure the cycle of the Trust policy review is monitored and presented at agreed fora 6 • Ensure Trust recruitment strategy is developed and reviewed with HR, Marketing, SMT and CEO on a regular basis FINANCIAL MANAGEMENT • Take responsibility for the financial and operational performance of your business units. • Provide timely reports for board and SMT meetings • Ensure close liaison and effective communication with the Finance team PERFORMANCE MANAGEMENT • Responsibility for overall performance of existing and developing services • Drive development and performance targets with a keen eye on commissioning and contract monitoring for Key Performance Indicators • Ensure appropriate systems are in place to monitor and, where necessary, improve performance and development of both staff and services • Advise the CEO about those matters which are considered to present risks and how they may be overcome • Provide clear, timely, and accurate reports to the CEO and Board of Trustees PARTNERSHIPS • Work closely with our group structure partners • Work closely with existing and developing commissioning partners retaining high reputation for delivery, innovation and credibility • Work closely with existing third sector partners and seek to extend this group for business development where people we support are at the heart Experience of commissioning, contract management SKILLS/CHARACTERISTICS • Ability to negotiate, with strong communication, and tender writing • Demonstrable record of delivering or directing high quality and complex care services • Sound financial management, communication and IT skills interpersonal and networking skills • Ability to inspire, develop and support the senior team • Ability to lead staff and deliver effective direction • Excellent people management skills with the ability to drive performance management and hold people to account • Comprehensive up-to-date knowledge of care
