(MARRC) is a non-profit corporation established in 1997 by manufacturers and marketers of lubricating products in Manitoba. MARRC was incorporated under The Corporations Act of Manitoba on April 1, 1997. It operates in accordance with a Letter of Approval issued by Manitoba Environment on February 26, 1998 under Section 7 of the “Used Oil, Oil Filters and Containers Stewardship Regulation” of the Waste Reduction and Prevention Act. MARRC received a letter of approval dated January 24, 2003, from the Minister of Conservation extending the Stewardship Plan term for an additional five years to December 14, 2007. The Corporation derives revenue principally in the form of Environmental Handling Charges (EHCs) applied to the sale or consumption of selected lubricating products in Manitoba. The Corporation’s primary expenses are related to the: • establishment and operation of a publicly-accessible network of licenced collection facilities for used lubricating products, • payment of Return Incentives to companies licenced by the province and registered with MARRC to collect used lubricating products and transfer them to approved processors and end-users, • payment of Processing Incentives to companies licenced by the province and registered with MARRC to recycle used lubricating products, and • development and distribution of public education materials. MARRC’s affairs are managed by a seven-person Board of Directors drawn from the member companies of MARRC and from other stakeholder organizations. 2 MARRC - Making every drop count 3 MARRC - Making every drop count 4 MARRC - Making every drop count 5 MARRC - Making every drop count Collection Activity by Product Oil (estimated total recoverable per year: 16.5 million litres) Litres (M) 16.0 12.0 10.8 * 11.9 11.2 11.8 11.8 11.9 2000 Actual 2001 Actual 2002 Actual 2003 Actual 12.5 12.6 2004 Actual 2005 Est. 8.0 4.0 0.0 ’98 Annualized ’99 Actual * Pre-MARRC: 6.3 million litres Filters (estimated total recoverable per year: 2.03 million filters) Filters (M) 2.00 1.50 1.43 1.30 1.49 1.50 1.51 1.55 * 1.54 2001 Actual 2002 Actual 2003 Actual 2004 Actual 2005 Est. 1.10 1.00 0.50 0.00 ’98 Annualized ’99 Actual 2000 Actual *A portion of increase in 2004 reflects filters collected in 2003 but not processed until 2004 Containers - under 30 litres capacity (estimated total recoverable per year: 840 thousand kilograms) Kilograms (K) 600 Re-used 500 Recycled 400 170 300 170 200 100 0 405 351 90 92 116 ’98 Annualized ’99 Actual 2000 Actual 155 164 179 181 2001 Actual 6 2002 Actual 2003 Actual 2004 Actual 235 2005 Est.
