Presidentially Speaking...
Can you believe it! Another Summer come and
gone. I hope you found some time to get away with
family and see a new part of these beautiful United
States. My Summer included a first trip to The
Homestead resort near Hot Springs, Virginia. A
wonderful and historic Virginia resort where
Thomas Jefferson once took advantage of the
restorative powers of the bubbling waters. And,
importantly, a place surrounded by great twisty,
curvy and scenic roads. We explored dams,
waterfalls, gorges and wooded trails. I recommend
it strongly even if only for a few days.
Other members of our Club have been racking up
the miles too. Elsewhere in this newsletter you will
find an article on the National Oktoberfest event in
Colorado. Several members made the trek. I hope
you enjoy their story.
As usual we have a lot of events coming up. A big
event is our annual Chapter Oktoberfest at
Checkered Flag BMW. The event is scheduled for
Saturday, September 21st. Just come out and
enjoy yourself. There are lots of things to do:
discounts, giveaways and free food. I will be
hanging around all day so stop by and say hello.
We also have two more driver education schools
this year. Please see the article on page 12 and
the application enclosed on page 11 (or at
www.tidewaterbmwcca.org) Send it in early!! We
have a drive on the Eastern Shore in October to
replace the cancelled Portsmouth Oktoberfest, a
quarterly dinner in Virginia Beach in November and
the annual drive to the Weeping Radish in Manteo,
NC in December. Make plans now to attend as
many events as you can. More details on these
events appear in this newsletter or on our web site.
Our Chapter elections are coming up fast. If you
would like to run for any office, please indicate your
interest and send a short letter about yourself to our
Secretary, Gary Wickstrand no later than October
15, 2002. He will publish the slate in the
November/December newsletter and provide a
ballot for casting your vote. If you have questions
about any position, please call or e-mail me for
information. We also would like to add to our
volunteer corp. We have a great group now but can
always use more. If you would like to help out,
please let me know!!

For O’fest 2002 my husband and I flew out to
Denver International airport on Saturday night
before events began, picked up our rental (Volvo,
yawn) and met my brother Adam and family, who’d
driven from Pittsburgh with their 750iL. Sunday
morning we stopped by the track to watch the time
trials for the club race, getting the chance to see a
lovely Z coupe making the rounds. Just watching
everyone go by convinced me that signing up for a
driving schoool might be more fun than I had thought.
On the way out to the car, we did an impromptu tour
of the parking lot for a chance to see many of the
race cars up close. After a short drive to Keystone,
where the festivities were held this year, we settled
into our temporary home for a week of fun.
Next up we had the Fun Rally, which always takes
2 runs for us. As always the rally instructions guide
us through some of the best scenery in the area, as
well as past plenty of temptations for the avid
shopper. Usually on day one, we concentrate on
making it through without getting lost. Day two, we
take our time and find missed answers.
On the 2nd rally, a Monte Carlo-style affair
where you’re given directions and speeds, but no
times, we placed somewhere in the middle of a pack
of about 50 novices. Someone should talk to Volvo
about standard OBC’s. That afternoon my husband
and brother did the TSD rally, while us gals headed
back to base for some relaxation. The boys took 2nd
overall, but due to a mixup, ended up with a 1st place
trophy(a quite hefty pewter 2002).
One mistake we have made at previous
O’fests is signing up for too many events. Many take
the better part of a day, and if you’re not careful, you
can be left without a chance to see the sites. This
year my brother and his wife have autocross,
driving school, and a few rallies, while we signed
up for more of the test drives, a few rallies of our
own, and the social events.
The week ended with the annual awards
banquet. There were guest speakers and door
prizes, and so far through our 5 O’fests, we’ve never
gone home emptyhanded. Best of all though were
the friends made, as well as the hospitality of our
hosts, The Rocky Mountain Chapter. The O’fest has
become our annual summer vacation these past 5
years, and we don’t plan changing anytime soon.
Next year’s location hasn’t been nailed down yet,
but rumored are Austin, St. Louis, or somewhere in
Michigan. Whereever it is, we’ll be there, will you?

First up was the autocross, held in the
parking lot, walking distance from our condo. The
course was 3 laps, though many of the drivers lost
the ability to count in the middle of the event, and
the occasional 2 or 4 lap run was the result.

ARE XENON HEADLAMPS
TOO BRIGHT?
In the case of HIDs, we have received numerous complaints
stating that these newer lamps produce excessive glare. Even
though they are required to comply with all federal lighting
requirements and we have no reason to believe that they do not
comply, HIDs are still being singled out as being troublesome glare
producers for other drivers. The reason expressed by drivers is that
the HID headlamps are brighter. This may be due to the spectral
content of the produced light, the generally wider and more robust
beam pattern, and/or their conspicuous color relative to other
headlamps, or misaim.
In an effort to create a headlamp which provides better
illumination, longer life, and a unique styling appearance, vehicle
lighting manufacturers developed HIDs. They have been typically
offered on higher end vehicles and can cost as much as $400 to
$800 for the option. HIDs are unlike conventional halogen
headlamps in that they operate more like street lamps. Instead of
heating a tungsten filament, an electrical arc is created between
two electrodes. This excites a gas inside the headlamp (usually
xenon) which in turn vaporizes metallic salts. These vaporized
metallic salts sustain the arc and emit the light used for the
headlamp’s beam. These lamps provide more light than that produced by halogen lamps and only use two-thirds the power. As a
result, they are more efficient, and because there is no filament to
burn out, these bulbs are claimed to last for as much as 100,000
miles of driving time.
Although the agency has seen advertising and received many
complaints claiming that the light produced by HIDs is twice or
three times as bright as that which is produced by halogen lamps,
laboratory measurement, made by various parties, do not support
these claims. HID light sources (bulbs) typically have about two to
three times the available light flux (volume) of halogen light sources,
but because of such an abundance of light, the HID optical design
does not necessarily need to be as efficient at collecting and
distributing light as a halogen system. The HID beam pattern is
certainly more robust, providing a more even and wider illumination and the potential for better visibility and comfort. This
performance results in more light on the road surface and more of
the roadway being illuminated. However, this additional light is not
supposed to be projected upward from the lamp toward other
drivers’ eyes. During inclement weather, when the road surface is
wet, the additional volume of light can result in higher levels of light
reflected off the road surface into other drivers’ eyes. However,
those who have complained about HID glare have not specifically
reported inclement weather as the only time when there is a
problem with HID glare.
Another factor that may be involved is the phenomenon that may
have occurred with the introduction of halogen lamps in the early
1980’s. Drivers are attracted to headlamps that are different colors
than would normally be seen. As such, the drivers may look directly
at on-coming headlamps during driving to see the unfamiliar item.
This is something that they do not normally do. Initial halogen
headlamp introduction elicited some glare complaints, even though
the first halogens used were actually very similar in performance to
the standard non-halogens headlamps. The only marked
difference was the color of the halogen headlamps. If this is the
case now, one would expect glare complaints about HIDs to stop
when drivers become familiar with the HID color. NHTSA is aware
of no studies or evidence to suggest that this theory is correct.
Another factor that may lead to the perception that HIDs are
significantly brighter than halogen lamps is that human eyes may be
more sensitive to bluish-white light of HIDs than to yellowish-white
light of halogens. When observing some HIDs, it may seem that they
are not emitting white light, as required by Standard No. 108. However,
when observing the beam pattern projected on a white screen, HID
headlamps that comply with our lighting standard will appear to be
white with color separations occurring only at the extreme edges of the
pattern. Non-halogen, halogen, and HID light sources appear to be
different colors to observers. Non-halogen lamps appear to be yellow
when compared to halogen lamps, and halogen lamps appear to be
yellow when compared to HIDs.
In a recent study by the University of Michigan Transportation Research
Institute (Flannagan, M. J.; 1999, ASubjective and Objective Aspects of
Headlamp Glare: Effects of Size and Spectral Power Distribution,”
Report No. UMTRI-99-36, available in Docket Number: NHTSA-20018885-3) the differences reported between halogen versus HID lamps
caused a small but statistically significant difference in discomfort glare
noted by observers. However, it had no effect on disability glare. It is
not known yet whether it is the difference in spectral power density of
these headlamps, but this difference in the human eye’s glare response
to these different lamp designs is shown in that study.
HIDs are not just more white (having less yellow content and more
blue content in the emitted spectrum), but the light is generated in a
different manner. HIDs achieve light by having vaporized metallic salts
participate in the electrical current flow through an arc in the bulb
capsule. This is contrasted to a heated metal filament which gives a
relatively even level of light at all colors in the spectrum, and thus
achieves smoother white light. The HIDs blend of metallic salts is
designed such that the different salts, emitting different colors of light
with different energy levels, will complement each other when fully
heated and electricity is passed through them, because each salt contributes various frequencies of light and at different levels of energy.
The result is white light, but with a few relatively high energy spikes of
light at very narrow bandwidths. These spikes are obvious in a mapping of the spectral power density of the light emitted. (See Docket

Big Controversy” by James R. Healey, page 1, the side bar A harsh
blue light contributes to glare”). This comparison shows that the light
spectrum of HIDs is not as smooth as the light from a heated filament in
a halogen lamp. It is possible that our eyes are not necessarily reacting
to the whiter light, but to the high energy spikes that rise above a
background energy achieving the white light. If this is a cause for the
UMTRI findings, it may be that a redesign of the HID system is necessary. However, this is just a theory, with no supporting data. NHTSA is
initiating research to study all potential factors that may be causing
HIDs to be an annoying lighting source.

NATIONAL ELECTIONS

At the meeting of the Board of Directors in
Pasadena, CA, August 10 and 11, members of the
Board were asked to indicate their intentions as to
whether they would be running again. Barbara
Adams has indicated that she intends to run; Kathy
Lyle has indicated that she will not; Scott Blazey
has indicated that he will; Carlos Diaz-Estrada has
indicated that he intends to run; and Keith
Wollenberg has indicated that he will not run.
OKTOBERFEST 2003
Will be held in Austin, Texas. Preliminary planning
discussions are under way and you can be sure we
are in store for another outstanding event!
OKTOBERFEST 2004
The city of Pasadena will be the site for Oktoberfest
2004. The August Meeting of the Board of Directors
of the BMW CCA was held at the Pasadena Hilton
and the Board previewed several of the properties
that are under consideration as host hotels. A
number of LA Chapter members joined us for the
meeting and dinner Saturday evening at the
historical Ritz-Carlton.

has been a member for at least six months prior (the
nomination must include the BMW CCA
membership number of the nominating person) and
the candidate’s acceptance of the nomination should
be countersigned on the same page (including the
candidate’s own membership number).
Nominees for Regional Offices, and those
nominating them, must reside and be a chapter
member in the specific region.
Nominations should include a candidacy statement
of no more than 300 words and an appropriate
photograph of the candidate. Those wishing to help
in refining the CCA’s strategic framework: its
values, vision, mission and broad goals; those
wishing to help formulate and refine policies that
govern our practices should send their nominations,
acceptances, candidacy statements and
photographs must be received at the National
Office before 5 PM EST October 31, 2002.

CHAPTER DRIVING SCHOOL INFORMATION
The last two chapter driving schools of the year will be held at Langley Racetrack. The dates are October 19
and November 16. The application required is on page 11 of this newsletter and also found on the website.
Please contact the school coordinator Bob Brochu at [email protected] - (430-8124) or
registrar Curt Kiser at [email protected] - (410-4321) for additional forms or changing
information. School applicants will receive additional medical and vehicle tech forms via email once they
are registered. Drivers may also visit the chapter website at www.tidewaterbmwcca.org for the extra medical and vehicle tech inspection forms that are required.
NOTICE....due to increases with the National clubs insurance carrier there is a slight increase for the school
fee. It will be $60 for each student driver. It’s still a bargan so get those applications in early.
