Why standards?
› Article 8(5) of the WEEE Directive requires the Commission to request that the
European standardisation organisations develop European standards for the
treatment, including recovery, recycling and preparing for re-use, of WEEE,
reflecting the state of the art.
› Mandate of January 24 2013 with the purpose:
To develop one or more European standard(s) for the treatment (including
recovery, recycling and preparing for re-use) of waste electrical and electronic
equipment, reflecting the state of the art.
› Unlike harmonised standards, the references of which are published in the
Official Journal of European Union, and which are prepared to support Union
harmonisation legislation, these standards do not automatically provide a
"presumption of conformity". However, the Commission may in the future
adopt implementing acts laying down minimum quality standards based in
particular on the European standards developed by the European
standardisation organisations.

Where are we in the process?
› Standard on collection, logistics & treatment requirements for end-of-life
household appliances containing volatile fluorocarbons or volatile hydrocarbons
is published. The related specification on depollution will be published soon.
› The standard on general treatment requirements for WEEE has been accepted
by the national standardisation commitees and will be published soon.
› The related de-pollution standard is going through the last technical process
and will then go for voting
› The same applies to the lamp standard
› The display standard and the collection specifications are being worked on
› The alignment report will probably be ready before summer
› The rest of the standards and specifications are just starting up

How is the standardisation work organised?
› The standardisation work is done within CENELEC, the European
standardisation organisation for electric and electronic equipment.
› The national standardisation organisations, in Denmark Danish Standards,
vote as to whether they support the work and will send experts to the
committees and working groups, in this case TC 111X, working groups 4, 6
and 7.
› A convenor is appointed to the working groups and to the sub-groups working
on the specific standards.
› Commenting rounds are carried out first within the sub-groups, then the
working group, then a technical inquiry to the national committees and finally
a national committee approval round, where you can only vote yes or no.
› Since the commission wants the standards ready as a part of the
implementation process, the process has been shortened as much as possible
within the rules.
› So if you want influence, you have to participate from a very early stage.

Will the standards improve the possibilities for
extraction of critical resources from WEEE?
› At the moment, the standards are not set to be legally binding by the
directive, so their impact will be dependent on to which degree the countries
making tem binding within their national legislation.
› Right now, The Netherlands, Sweden, Ireland, Germany, and probably France
and Italy how said they intend to make them legally binding (as far as I
know).
› The standards will – if implemented – improve both the way WEEE is collected
and treated and impede the possibilities for illegal export.
› In this way they will help to ensure that the metal fractions in the WEEE are
recovered and do not contain to many impurities, which is a prerequisite for
an enhanced degree of extraction of critical resources.
