WELCOME BACK!
Ready, Set, Go! School Starts September 6
Late start for grades 10–12
Students, families and school staff are gearing up for what promises
to be a great year in Robbinsdale Area Schools. School begins on
Tuesday, September 6. Students in grades 10–12 at Robbinsdale
Armstrong and Cooper High Schools will catch their bus exactly
four hours later than the regular time on the first day of school.
This allows for a special morning program for students in 9th grade.
Check your mail box for bus information and back-to-school information from your school this month.
Some students attend new schools
Last December, elementary and middle school attendance area
boundaries were changed for the 2005–06 school year to address
the closing of New Hope Elementary School and the addition of an
attendance area for Robbinsdale Middle School. All families with
students moving to a new school received a letter notifying them
of the change as soon as the decision was made. A map of the new
boundaries is on the next page. Families can also visit your neighborhood school to view the map, or go to the district web site at
www.rdale.k12.mn.us and click on Reorganization under News to
access maps. A school finder feature is also available which allows
you to type your address into the web site’s on-line form to find out
which schools serve your address.

Registration Information
Students who have not registered for the 2005–06 school year
should do so as soon as possible. Families whose first language is
something other than English should register children for school at
Robbinsdale Area Schools Welcome Center located in the former
New Hope Elementary School, 8301 47th Avenue North in New
Hope. Call the Welcome Center at 763-504-7680 for more information.
All other families who have recently moved into the district,
or who have a child entering kindergarten, should register at their

District Lands Grant Aimed at Helping High
School Students
Robbinsdale Cooper and Robbinsdale Armstrong students will
benefit from a $1.7 million grant from the U.S. Department of
Education. The four-year grant will help build “Smaller Learning
Communities” that will create a more personalized learning environment, increase academic achievement, help students succeed in
rigorous courses, and prepare students for postsecondary education
or careers.
Staff development will be a strong component of the program,
meaning the program will be sustainable for many years after the
term of the grant.
The grant award letter stated, “Our peer reviewers considered
your application to be among those with the highest-quality design
and potential success.” Robbinsdale Area Schools was one of only
10 districts nationwide to be awarded the Smaller Learning Communities grant.
Legislature Funds Public Education
Impact on Robbinsdale Area Schools
The conclusion of the state legislative session, and its action to
increase general formula funding for public education brought a
sigh of relief to Robbinsdale Area Schools’ officials. “We are very
grateful to the Governor and the legislature for this needed funding,” said Superintendent Stan Mack.
Even with the increase, the district expects to use approximately $1.5 million of fund balance for ongoing expenses for the
2005–06 school year. The district has been adding to its fund balance for the past several years to replace up to 18 13- to 15-yearold buses valued at $1.2 million. The impact of ongoing expenses
and the bus purchase result in district expense of $2.7 million in
fund balance to balance the 2005–06 budget. The budget shortfall
can be partly attributed to declining enrollment—enrollment is
projected to decline by almost 300 students, resulting in a $1.44
million decrease in revenue next year. The increase in state funding
comes on the heels of the district’s reorganization which resulted in
significant savings by selling surplus facilities, streamlining programs and closing a school.
Girls’ Lacrosse Now a School Sport

Girls’ lacrosse, a popular club sport at Robbinsdale Armstrong and
Robbinsdale Cooper High Schools, will be a district sanctioned
sport during the 2005–06 school year. There are currently 16
registered girls’ lacrosse teams in Minnesota. Cooper’s team is rated
fourth in the state, and Armstrong’s team is rated fifth. About 80
players are expected to turn out for the sport district wide.

Christiansen to Oversee District
Administrative Services
Dr. John Christiansen joined Robbinsdale Area Schools
as the new Executive Director of Administrative Services
this spring.
“John comes to us as an experienced leader in public
education,” said Superintendent Stan Mack. “He is first
and foremost committed to children, but John also
understands the details of running the infrastructure of a
school district.”
For the past 22 years, Christiansen has been the
superintendent of schools for four districts, including
Centennial, Minn.; Red Wing, Minn.; Mitchell, S.D.;
and Geneva, Neb. He also served as an Adjunct Professor at Dakota Wesleyan University in Mitchell for nine
years. Christiansen began his career as an elementary
school teacher in Omaha, Neb. before serving as elementary
principal for seven years at three schools in Nebraska
and Iowa.
The Executive Director of Administrative Services for
Robbinsdale Area Schools oversees the financial planning for the
district, including the management of an annual public school budget in excess of $145 million. The position supervises the functions
of payroll and finance, purchasing, transportation, buildings and
grounds and child nutrition.

New and Improved Student Data System
Now in Place
Parent Portal is here! It’s a new system that provides parents of
students in grades 6–12 with even greater access to their student’s
grades, assignments and other important information through their
school’s web site. Benefits of Parent Portal include a new feature
that allows access to data by term. And information is now posted
in real time—as soon as information is posted by a teacher, it can be
accessed by parents.
If you are already registered with ParentConnectXP, the previous
system, your passwords remain the same. If you haven’t registered,
do it today! It’s a great way to stay in the loop on school activities and your student’s achievements. For more information, go to

School Closing Announcements
When the weather or other circumstances make it necessary
to cancel school or start late, the decision is usually made by
5:30 a.m. Cancellation, late start and early dismissal information will be announced on the district’s web site at

channel 4, KSTP-TV channel 5, KMSP-TV channel 9, KARETV channel 11 and cable channel 12. To receive school closing

Families with children in Adventure Club should review the
Adventure Club parent handbook regarding school closings.
School Bus Information
Students in grades K–12 will receive a postcard prior to the
first day of school with their bus number and pick-up location.
If your child will get on or off the bus at a location other than
his or her home address, please inform the school. Call the
transportation department at 763-504-8107 for all school bus
related questions. Students in grade 10–12 will catch their bus
exactly four hours later than the appointed time on the first day
of school.
Seven Dreams Foundation
The Seven Dreams Foundation is a Community Fund for Innovation in Robbinsdale Area Schools. Its mission is to help students
succeed by funding education initiatives that are innovative and
involve community resources, skills and experiences. To learn how

Chemical Health Program
Chemical health specialists are assigned to each secondary building
to provide assistance to students and families who are experiencing
difficulty with chemical issues. For information, call Rita Dornbush

Program for English Language Learners
English as a Second Language (ESL) instruction is provided in
grades K–12 for students with home languages other than English.

Gifted and Talented Education
A number of programs provide opportunities for gifted and
talented students to enhance thinking skills, problem solving,

Title I
Title I is a federally funded program that provides assistance for
educationally disadvantaged students in the areas of reading and
math, according to federal guidelines. For information, call Julie

Immunization Requirements for 2005–06
By their first day of school, all students attending Robbinsdale
Area Schools must be in compliance with the Minnesota immunization law that requires immunizations for diphtheria-pertussis-tetanus (DPT), polio (OPV/IPV), measles-mumps-rubella
(MMR), hepatitis B and varicella (chicken pox). Immunizations
can be waived for medical reasons or for families who are conscientiously opposed to immunizations. Student immunization
records from a physician, public clinic, parent, or previous school
are acceptable for school notification. Records must include the
specific month, day and year for each immunization. Students
will not be allowed to attend school until they meet these state
health requirements. Please bring all immunization records when
registering your child for school.
Immunization Requirements for Kindergarten
New requirements include a second MMR and varicella (or a history of chicken pox disease), in addition to the other requirements
for DPT, polio and hepatitis B.
Immunization Requirements for Grade 7
The state immunization law requires all 7th graders to provide
documentation of two doses of MMR, the hepatitis B series, a
tetanus-diptheria (Td) booster after age 11, and varicella (or a
history of chicken pox disease).
If you have questions about these health requirements or need

will not be allowed to attend school until they meet the state
health requirements.

International Baccalaureate (IB) diploma candidates from
Robbinsdale Cooper High School received great news last
month. Each of the 14 candidates earned a diploma—
remarkable considering the world-wide pass rate is
approximately 75-80 percent. Tiffany Ng, now bound for the
University of Pennsylvania, earned 41 points, an all-time high
for the Cooper IB program.
Students beat the world-wide average in English, French,
Spanish, History of the Americas, and Math Methods. All
other subjects were at or close to the international average.
Graduates are: Bariituu Adam, Paul Anderson, Yelena Bailey,
Aaron Biel, Katie Ekberg, Rebecca Lynn Gallagher, Lana
Haugberg, Emily Helgerson, Jenna Himsl, Bradley Horras,
Caroline Leitschuh, Tiffany Ng, Perry Shoemaker and
Matthew Weinberg.
CHILD NUTRITION
School Lunch
Robbinsdale Area Schools serves tasty and nutritious lunches for
$1.80 at elementary schools, $2 at middle schools and $2.10 at the
high schools. Milk is included with all meals or sold separately for
40¢. Ala carte items are available at some schools and students may
use the funds in their accounts to purchase these items. No charging
is allowed for ala carte items.
School Breakfast
School breakfast is offered at all schools. Any student approved for
free or reduced-price meals can eat breakfast for free each school
day. Breakfast is $1.15 for all other students. The breakfast menu is
posted at each school and is the same at all sites.
Pre-paid System
Robbinsdale Child Nutrition uses a pre-paid computerized system,
which is a convenient, easy way to participate in school breakfast, lunch and ala carte meals. The system eliminates the need for
students to deal with tickets or cash. A confidential PIN (Personal
Identification Number) is used to access their account, which is
tracked electronically. Account balances/purchases may be monitored by registering with Pay Pams (Parent Account Management

when their account has approximately three (3) meals left.
Student Personal Identification Numbers
Student personal identification numbers (PINs) remain the same as
long as the student stays in the same school. A child nutrition staff
member will be available at each school’s open house night during
the last week of August to hand out PINs and collect deposits for
student’s accounts. Account balances follow the student so any positive or negative balance will carry over to the new school year.
Free and Reduced-Price Meal Applications
The application for the 2005–06 school year free and reduced-price
breakfast and lunch meals was mailed to all district households the
last week of July. A new application is required each year and can be
picked up at any school or at the Education Service Center.
Students are responsible for paying full price for their meals until an eligibility approval notice is received from the district’s Child
Nutrition Department. It is very important to save the eligibility notice as it may be needed for other services and benefits throughout
the school year. Students approved for free or reduced-price meals
are eligible for one breakfast and one lunch per school day. For more

Limited Student Information is Public
In accordance with state and federal data privacy laws and regulations, student directory information is public information. Limited personal information about students may be released or made public without the consent of a
parent, legal guardian or the student if over age 18.
“Directory information” includes the following information relating to a
student: the student’s name; address; telephone number; photograph or video
image; date of birth; dates of attendance; grade level; participation in officially
recognized activities and sports; weight and height of members of athletic
teams; degrees, honors and awards received; and the student’s school. “Directory information” does not include identifying information on a student’s
religion, race, color, social position or nationality.
Student information that is NOT public and may NOT be released
includes grades, grade-point averages, specific courses taken, daily attendance,
test scores, health or medical records and parent names and addresses.
In order to make any or all of the directory information listed above “private” (i.e. subject to consent prior to disclosure); the parent or eligible student
must submit a Request to Withhold Information form with completed directory information data section to the student’s school office by September 30,
2005.
Robbinsdale Area Schools reserves the right to publicize school activities,
including the use of directory information such as student names and photographs or video images. Students whose data is made private will not appear
in district publications without parent or guardian permission.

Asbestos Notification
As part of the Environmental Protection Agency Asbestos Hazard Emergency
Response Act (AHERA) 40 CFR Part 763, all the buildings in the Robbinsdale
Area School District were inspected for asbestos in 1988. Since then, the school
district has had five re-inspections performed by local environmental testing firms. The most recent AHERA inspection was conducted in 2003, with
the next AHERA inspection scheduled for the fall of 2006. The results of the
original survey and the re-inspections are located in the principal’s office in each
school building as well as at the Education Service Center. If you wish to review
these documents, please call your school office to make an appointment.
It is the policy of the Robbinsdale Area School District to manage the presence of existing asbestos by following the asbestos management plan and a specialized operations and maintenance plan developed for each facility. The EPA
AHERA requires that damaged friable materials (easily crushed by hand pressure) be repaired, and, if not feasible, removed. It is our policy to meet with our
environmental consulting firm to discuss a plan for the continued maintenance
and/or potential removal of damaged asbestos materials.
During the spring and summer of 2005, large-scale asbestos abatement
has occurred at Armstrong High School. The scope of service provided by the
district’s environmental consulting firm includes monitoring compliance with
Environmental Protection Agency (EPA), Minnesota Pollution Control Agency
(MPCA), and Minnesota Department of Health (MDH) Rules and Regulations
relating to asbestos abatement in schools. Both visual inspections, and testing
for compliance with clean air standards are included in the above-mentioned
standards.
The Robbinsdale Area School District is committed to providing students,
parents, teachers and visitors an atmosphere where asbestos is properly managed.
The asbestos management effort is based on the advice of experts with experience in asbestos abatement projects. If you have any questions, please contact

Pesticide Notification to Parents/Employees
A Minnesota State Law requires school districts to inform parents and employees if the district applies certain pesticides on school property. Schools are required to maintain an estimated schedule of pesticide application. The pesticide
application schedule for the Robbinsdale Area School District is available for
review or to copy at the facilities office, Education Service Center, 4148 Winnetka Avenue North, New Hope.
The long-term health effects on children from the application of pesticides,
or the class of chemicals to which they belong, may not be fully understood.
If you would like to be notified prior to the pesticide application made during
the 2005–06 school year, other than those on the estimated schedule (excluding emergency applications) please send a written request to Bonnie Briggs,

This class is for parents in the Adult Academic Program and

parents with academic needs. While adults are in class, their children are involved in educational activities of their own.
This program is free for qualifying families. Limited transportation for District 281 residents and a free or reduced-lunch

Creative Play Preschool Taking
Registrations for Fall

Robbinsdale Area Schools Creative Play Preschool offers classes
for children ages 3 to 5 years. Classes are available at five different locations: Cavanagh Early Childhood Center, Lincoln School,
Neill Elementary, Sunny Hollow Elementary and Zachary Lane
Elementary. Classes start in September and run though May. Twoand three-day-a-week classes, each 2-1/2 hours long are available at
most sites. A new 2-1/2 hour, 5-day-a-week class for 4 and 5 year
olds is also starting at Sunny Hollow this fall.

New Program to Get 9th Graders Off to a
Great Start
Students in grades 10–12 to start late on first day of school
This year’s freshmen at both Armstrong and Cooper High Schools
will be welcomed to high school with cheers, a powerful assembly
and other student-led orientation activities. The new 9th grade
transition program, called Link Crew, is modeled after a successful
national program that will help 9th graders start high school with a
positive experience and give them support throughout the year.
Link Crew is built on the belief that students can help students
succeed. Over 100 students at each high school have begun extensive training to lead groups of 8–12 freshmen through orientation
activities, as well as provide follow-up activities throughout the
school year. These positive role models will show freshmen what it
takes to be successful in high school.
Because of Link Crew orientation, there will be a late start
for students in grades 10–12 on the first day of school. Students
in grade 9 will arrive at school at the regular start time. Students
in grades 10–12 will catch the bus exactly four hours later than
the appointed time. More details about the first day of school
will be mailed to all high school families about two weeks prior
to the opening of school.
Link Crew is part of the Smaller Learning Communities
project at both high schools. The goals of this project are to create
a more personalized environment for students, increase academic
achievement and participation in rigorous courses, and improve the
transition to postsecondary education. The Smaller Learning Communities project is funded through a $1.7 million grant from the
U.S. Department of Education.
McGonigal is New Principal at
Cooper High School
Jeff McGonigal is the new principal at Cooper High
School this year, replacing Jane Liepold, who retired in
June. “Jeff’s strong leadership with large suburban high
schools made him the best candidate for the Cooper job,”
said Superintendent Stan Mack.
McGonigal has worked in education in Minnesota
for more than 20 years. For the past six years, McGonigal
worked as an associate principal at Roseville Area High
School. He was also associate principal at White Bear Lake
Area High School for three years, and an athletic/activities
director at Lakeville and at Princeton. He began his career
as a teacher in the Anoka-Hennepin and Osseo school
districts.

New High School Assistant Principals
Now on Board
Robbinsdale Area Schools has hired three new assistant principals at the two high schools in the district. Claire Vincent
and Ellen Hebert joined Robbinsdale Cooper High School and
John Cook joined Robbinsdale Armstrong High School in July.
Claire Vincent has worked 15 of the last 18 years
for Robbinsdale Area Schools, most recently in
district administration. For the past three years she
has administered the district’s area learning centers,
student discipline and summer school and managed
the 21st Century Grant, a program that offers specialized literacy instruction for students in poverty.
Vincent has also worked for the district in special
education and school psychology at Cooper High
School and Sandburg Middle School.
Ellen Hebert joins Cooper by way of Hanover
High School, Mechanicsville, Virginia, where she
served as assistant principal for two years. She
was an activities director at John Randolph
Tucker High School in Richmond, Virginia from
2001–2003, and at Patrick Henry High School,
Minneapolis, for the four years prior. She worked
for seven years as an English teacher at Patrick
Henry.
John Cook joins Robbinsdale Armstrong High
School after spending his entire career in the Minneapolis Public Schools’ system. He spent the last
two years as an administrative teacher on special
assignment (TOSA) at Minneapolis Edison High
School, and was a TOSA at Anne Sullivan School
and Northeast Middle School for five years prior.
Cook was an English teacher for grades 6–8 at
Northeast and Anne Sullivan from 1994–1998.

Family Resources offers support, information and resources
to families and individuals living within the boundaries of the
Robbinsdale Area School District. Services in the areas of parenting, housing, Hennepin County Economic Assistance, referrals
to community agencies and classes are offered. Family Resources
offers school supplies and clothing throughout the school year for
children in need.
Welcome Center
The Welcome Center assists English language learner students and
their families enrolling in Robbinsdale Area Schools. Free services
include: proper completion of registration materials; documentation of age and school history; referrals to clinics for immunizations; assistance with transportation needs related to school entry;
information about public school requirements, rights, obligations
and laws and an introduction to resources and support within the
Robbinsdale Area Schools community.
Family Resources and the Welcome Center is located in the
former New Hope Elementary School located at 8301 47th Avenue

is a service of Robbinsdale Area Schools Community Education,

Why I want to serve on the
school board
There is nothing more important than educating the
children in our community.
We have an outstanding district that reaches across both
city and economic boundaries. I would represent all our
children regardless of those
boundaries. I have taken on
many leadership roles that
work toward improvement of
the whole. As a community
we passed the “Everyone
Benefits” Referendum on the
promise of honesty, openness, inclusion and fiscal
responsibility between our
school district and our community. As a board member
I would honor that commitment always aware that the
community must be engaged
and informed and that promises must be kept.

Why I want to serve on the
school board
It was an honor being elected
in 2001. Since then, I have
learned more about the
complexity of our district
and challenges facing public schools. Thanks to our
dedicated staff and supportive
community, we have tackled
many of these challenges. We
made difficult budget decisions to live within our means
and we are beginning to make
systemic changes to meet new
government mandates. Moving forward, I believe experienced and consistent leadership is vital for the success of
all our students and greater
community. In asking for

School Board Primary Election
is September 13
Sept 1
Four seats will be open in this November’s
school board election. Four-year terms expire
for Mary Moreira, Linda Johnson, Patsy Green and
and Barb Van Heel on December 31, 2005. A
school board primary election will be held on
September 13 to narrow the field to two candidates per position. Voters will
choose up to four candidates, with the top eight candidates moving on to
the General Election to be held November 8, 2005. Profiles of the candidates are on pages 23–31. Elected school board members represent all
district residents and make policy decisions for Robbinsdale Area Schools.
Three polling places have changed from previous elections. Please see
the school district web site at www.rdale.k12.mn.us for a list of current
polling places and a map of precincts, or call 763-504-8038.
