Winter is coming and according
to the Farmer’s Almanac this
winter will be colder and drier
than normal but snowfall will be
above normal in most of the
region. As old man winter
approaches take the time to
make sure your homes are
properly winterized. Big repairs
bills may result if it is done only
half way, or improperly. Here
are a few quick reminders:
Turn Off Water. The first step is
usually easy; locate and turn off
the main water shut off valve.

Delmarva Power upgrades in Ocean
City
From power lines to smart
meters Delmarva Power is
making some changes in
Ocean City.
Along Coastal Highway
between 41st street and 85th
street, Delmarva Power has
begun the process rebuilding
the high voltage transmission
line by replacing 90 wooden
poles with galvanized steel
poles. The galvanized poles
will require less maintenance
and will withstand winds up to
120mph. Half of the poles will
be raised to 90ft in order to
allow for greater safety and
clearance around buildings for
the 69,000 volt transmission
line and the other 45 will be
roughly the same height as the
existing utility poles.
Construction for the $10 million
project is expected to last until
mid- April.
Delmarva Power has also
recently begun installing new
smart meters across Ocean
City.

Commissions to help meet
energy-reduction goals. The
new smart meters will allow
customers to track and manage
their electricity use, are more
environmentally friendly, and
will help improve reliability. The
new smart meters will provide
the customer with tools and
information to become more
energy efficient. The new
meters will allow Delmarva
Power to be more accurate in
their meter readings giving the
customer fewer estimated
readings. They will also allow
for quicker outage detection.
A letter, along with a fact sheet,
will be mailed to you
approximately one to four
weeks before the planned
meter exchange. Electric
service to your unit will be
temporarily interrupted during
the meter switch.

FEMA DRAFTS NEW
FLOOD MAPS
FEMA has presented the
preliminary draft maps to the
Town of Ocean City and
Worcester County Officials.
While the preliminary flood
maps are favorable for Ocean
City, some questions were
raised regarding the harm the
new flood maps could cause
property owners in Ocean City.
Earlier this year, industry
leaders and town officials had
lobbied (FEMA) to re-classify
the town’s oceanfront
properties into a less intense
flood risk zone, to account for
the resort’s highly successful
dune system. The expectation
was that this would reduce
those properties’ rates under
the National Flood Insurance
Program (NFIP). Prior to the
current re-mapping, most of the
resort’s oceanfront was in a “V”
zone, an area subject to the
highest insurance rates given
the risk of both static flooding
as well as impact from waves
and debris. What the city was
expecting in the re-mapping
was that those areas, given the
dune buffer, would be reclassified as “A” zones, which
are assigned a high water mark
or ‘base flood elevation’ but not
subject to additional damage
from impact.
But what was not anticipated
was that FEMA would go so far
as to completely eliminate the
flood hazard zone for vast
majorities of the resort, giving
property owners the option to
go uninsured. However, much
of the resort has now been
labeled an “X” zone, meaning
one that is outside of the 100year floodplain and therefore
has no base flood elevation or
insurance mandate.
Considering that Ocean City is
a Coastal Barrier Island, prone
to occasional flooding and
coastal storms, this has many
people concerned. While not
having to pay premiums will
have a face-value benefit to the
taxpayers, the tax base as a
whole could suffer a major blow
if the city was left to look after
derelict properties itself, without
federal insurance assistance,
following a catastrophic storm.

lowered the
speed limit
on Coastal
Highway
between 33rd
and 62nd
streets, from
40 to 35
miles per
hour. The
section of
Coastal Highway south of 32nd
Street is already limited to 35
mph. The speed limit north of
58th Street will remain 40 mph.
The new speed limit took effect
on October 1, 2013.






road. It’s illegal to text

CANAL DREDING
The Town of Ocean City is planning to perform maintenance dredging
along several of the bayside canals over the next five years. In late
October, the City designated $500,000 towards dredging the canals with
the highest priority. The first canals planned to be dredged starting this
winter (2013/14) are:
Canal #19 located between Hitchens Ave and Trimper Ave
Canal#20 located across from 48th Street at Wight Bay Condominium
Canal #21 located across from 52nd Street into Warrens Park.
In addition, the shallow areas near storm drain outfalls in the following
areas will also be addressed:
Outfall A located off Seaweed lane
Outfall B located off Tunnel Ave
Outfall C Located off Sinepuxent Ave near 136th Street
Outfall D Located off Jamaica Ave between 123rd and 125th Streets
The dredged material will be deposited in the approval Northside Park
Lagoon disposal site or along the Ocean City Beach. More information on

SEMINARS ANNOUNCED
CAI is an international organization dedicated to building better communities. CAI
provides information, education and resources to all community association
stakeholders, including community managers and homeowner leaders. We
encourage all Board members to participate in these educational seminars!
The Chesapeake Region Chapter of CAI is has announced that the first breakfast
seminar of 2014 “ALTERNATIVE BOARD MEETINGS IN THE DIGITAL AGE—
IMPROVING PARTICIPATION, CONVENIENCE, AND EFFICIENCY FOR YOUR
COMMUNITIES” will be held on Saturday, February 12 at the Snyder’s Willow
Grove Restaurant in Linthicum, MD.
A second breakfast seminar “BOARD GOVERNANCE – HOW TO STAY OUT OF THE
ATTORNEY GENERAL’S OFFICE”, will he held locally at the Princess Royale on 91st
St in Ocean City on Saturday, March 28.
Registration information and details on other breakfast seminars being held in
2014 can be found in the enclosed flyer. All Board members and homeowners
who are interested are encouraged to attend. More information about CAI and

TIPS FOR PROTECTING YOUR IDENTITY
Identity theft is a problem any
time of the year, not just during
the holiday season. If there’s
one thing consumers don’t
need, it is dealing with identity
theft after the holidays. The
National Foundation for Credit
Counseling (NFCC) offers the
following tips to help consumers
protect themselves throughout
the year.:
• Be aware of your
surroundings. Sidewalks and
malls will be crowded and
shoppers will be distracted—the
perfect combination for a pickpocket. If someone bumps into
you, don’t assume it was an
accident. Women should clutch
purses closely at their side or in
front of them with the wallet
hidden at the bottom. Men
should stow wallets in an inside
coat pocket.
• Don’t carry large sums of
cash. Charge your purchases
or use a debit card. Just
remember that credit cards
offer some protections that
debit cards don’t. When you
use a credit card, you can
dispute a purchase before
paying for it. With a debit card,
the money is removed from
your account at the time of the
purchase.
• Guard your PIN number at the
ATM. Be aware of anyone
lurking around the ATM, and if
someone is standing too close,
simply ask him or her to step
back. Thieves can also install
devices that read your
information at the ATM without
you knowing it. If you notice
anything unusual about the
ATM, use a different one, and
report what you’ve seen to the
bank.
• Lighten your wallet. Remove
anything from your wallet that
you don’t absolutely need to
have with you. That way, if
someone is successful in
stealing it, they won’t get as
much. Never carry your Social
Security card with you, but
check other cards that might
use your SS# as an identifier. If
you’re not going to be using
your checkbook, leave it at
home.
• Make copies of your credit
cards. Copy both sides of all
your cards. If you lose your
wallet, you’ll have easy access
to all of your account numbers
and phone numbers, allowing
you to alert your bank
immediately.
• Keep up with all receipts. Not
only will you need them to
make returns easily, but crooks
are very interested in stealing
the information they contain.
Never stuff the receipts into
your car visor or leave them
exposed in any way.
• Open your credit card
statements as soon as they
arrive. Check the bill for any
unauthorized purchases. Even
better, keep a watchful eye on
your accounts by going online
and reviewing your accounts
each week. If you notice
anything out of the ordinary,
report it immediately to your
bank. Doing so will likely
remove any payment
responsibility you might have
for fraudulent purchases.
• Order your credit report.
Consumers are allowed one
free credit report every 12
months from each of the three
bureaus. Order a report now
from one bureau, and order
another one in January from a
different bureau. This will give
you a good snapshot of activity
and will alert you to anything
unusual.

are victimized by ID theft,
contact an NFCC Member
Agency for help. Their certified
counselors can walk you
through the steps to recovery.

It is important for the board and the management company

Open House provides an opportunity for local
residents and business owners to
visit with community and county
officials, the State,
and FEMA to learn:

About the current mapping project,

What the new maps means to them,

What options are available if they are
affected, and

Where to obtain more information.
This is a collaborative effort among FEMA, the
State, and local communities. In order for the
open house to be successful it is important to
pool resources, and plan well in advance of the
meeting. Planning and outreach normally takes
6 to 8 weeks to ensure sufficient time for advertising and tailoring the Open House to meet
community needs.
A committee is formed consisting of FEMA, the
State, and the local partners who meet through
teleconference and webinar to discuss roles,
responsibilities, and troubleshoot details that
may arise during the planning phase.
