International Global Humanitarian Interventions PSI/DOC/042017/039 THE PRACTICAL MODEL FOR SUSTAINABLE INTERVENTION IN GLOBAL HUMANITARIAN AND HUMAN DEVELOPMENT CHALLENGES Professor (Grandmaster) Adefioye Sunday Adewumi Pratibha Systems Int’l [email protected] EXECUTIVE SUMMARY Several international and regional organizations have over the years engaged in providing assistance and reliefs during various humanitarian challenges across the world, however, the United Nations (UN) remains the largest inter-governmental organization whose one of its key activities and area of interest is towards sustainable global humanitarian challenges management and administration. Most humanitarian challenges across the world are closely tied to one or more of natural disaster, health challenges and conflicts. The author’s first critical look into some major regional humanitarian crisis was in January 2017 when he carefully analysed humanitarian and human development crisis in Yemen which consequentially led to the development of two intervention models (in the same month) which are (1) the 70 30 90 Rule and (2) the Principle of Earning Power Per Person (EPPP). Also from information sourced from the media and online archives, a careful analysis of some of the global humanitarian challenges revealed that the present mode of international interventions, crisis administration and intervention management have not been sustainable due to the mono-facet concentration of most intervention programs on one area of interventions – reliefs and aids! Human development contains complex systems of interrelated variables that should be considered and integrated into any development or humanitarian programs, projects or situations that would be sustainable and successful. And immediate vague success-like results in humanitarian intervention is not synonymous to long-term sustainability or sustainable development. Therefore, this document officially presents to the United Nations and all other international organizations with interest in sustainable humanitarian and human development challenges intervention across the world, the practical model for sustainable intervention in global humanitarian and human development challenges. This model is applicable and expansible at the discretion of each international organization and in line with their organizational objectives. The model also known as the Approaches, Methods and Sustainability to Humanitarian and Human Development (AMS-HHD) Model carefully describe in a coherent generalized format integrated components of every humanitarian and human development interventions. The model is broadly divided into three (3) parts briefly discussed as follows; 1. Approaches. Since different situations requires different approaches though some approaches are similar to the other, this component of the AMS-HHD model describes the four (4) approaches to international humanitarian and human development interventions regardless of the causes or sources of respective humanitarian/human development challenges. These approaches are; a. Emergency interventions. This approach is adopted in situations of critical urgency that requires proactive measures to save lives e.g. in cases of natural disasters, health Copyright © 2017 || Professor Adefioye Sunday Adewumi || All Rights Reserved International Global Humanitarian Interventions PSI/DOC/042017/039 challenges and/or conflicts leading to mass loss of lives. In such cases, immediate or quick deployment and applications of reservoir of knowledge/expertise, financial and human resources, materials and technologies becomes imperative. b. Primary interventions. This approach is essentially adopted for situations where the urgency is not critical or immediate however large numbers of victims are involved for the situation to be regarded as major humanitarian crisis e.g. natural disasters such as famine and drought. This could also involve deployment of aids and relief materials administered in a more organized manner and for a longer period of time. c. Secondary interventions. The objective of the secondary approach to humanitarian interventions is to stabilize the positive results from both emergency and primary intervention approaches. Secondary interventions look beyond deployment and distribution of aids and relief materials to victims but to provide a sustainable solution to the humanitarian and human development challenges in the region e.g. through skill acquisition and employability empowerment programs with international market opportunities that would facilitate regional self-sustenance on the long-run, etc. d. Tertiary interventions. Tertiary interventions is to regularly check the effectiveness of the first three approaches to ameliorate their lapses, implement new strategies and/or abolish detrimental programs. Tertiary interventions or approaches could also be used for international research purposes since it does not in any way involve critical humanitarian situations or emergencies. Various recurrent international human development programs such as sensitization and awareness could be regarded as facilitated tertiary approaches to humanitarian/human development challenges. 2. Methods. Methods of intervention depend on the respective approach adopted to tackle imminent humanitarian and human development challenges. Methods of humanitarian intervention could be one or combination of; a. Materials/Financial Interventions (Aids and Reliefs). This method is the mostly adopted method during various international humanitarian needs and while this method have proved effective majorly in emergency situations, it has not been practically efficient in providing lasting and sustainable long-term solutions to human development challenge anywhere in the world over the years. b. Administration/Services Intervention – on site skilled personnel deployments e.g. military and health personnel to areas in emergency humanitarian challenges. c. Internal Human Development Interventions. This method aims at developing the internal abilities of the population under consideration to be able to meet certain internal needs by themselves and towards a greater goal of regional selfsustainability. Such methods include externally managed skills acquisition programs, labour development, local business development, and youths and women empowerment among several others. d. Policy/Regulatory Partnership. This method involves partnership with relevant local, regional and national authorities in developing quality policies and implementing programs that facilitated accelerated improvement of the human development situation in areas/regions of interest. Sustainability of various international humanitarian and human development interventions is to achieve effective and lasting human developmental results in areas of crisis whereby a significant level of internal self-sustenance is achieved in the long-run. CONCLUSION From the foregoing, a strategic, coordinated and organized perspective to global humanitarian and human development challenges intervention such as presented in this publication would not only facilitate quicker responses to various humanitarian/human development needs and emergencies but also ensures a long lasting sustainable human development results such of regional selfsustenance rather than the age-long international dependencies. Among several other efforts relating to the AMS-HHD Model presented in this document, the 7030-90 Rule developed by the author postulated a dynamic approach to children development in humanitarian crisis through women empowerment and the Principle of Earning Power Per Person (EPPP) aims to empower the population towards a sustainable socio-economic development with regional self-sustenance as the central focus. Most approaches and models to humanitarian interventions are often focused on aids and reliefs administration, the practical model for sustainable intervention in global humanitarian and human development challenges took a comprehensive approach to humanitarian challenges and presents an holistic model for effective humanitarian and human development challenges administration and management useful for implementation and applications by all international organizations including the United Nations.
