Annual Report and Directory
FY 2015
Created more than forty years ago by visionary public leaders,
Iowa’s Councils of Governments (COGs) provide professional
planning, programming, and technical assistance to Iowa’s cities,
counties, businesses, community organizations and Iowans of all
ages.
COGs are grass roots, local organizations formed by cities and
counties to serve local governments and their regional citizenry.
Their governing boards are made up of local elected officials,
business and education leaders, economic development
professionals and individual citizens.

Iowa residents.
COGs provide regional planning and technical assistance to local governments and the
communities in their regions by:
• Providing individualized assistance to cities, counties, businesses, community
organizations and community members
• Providing planning services across multiple jurisdictions, such as long range
transportation planning
• Providing a forum that combines the elements of transportation planning,
housing development, solid waste planning, land use planning, workforce development,
and economic development into a comprehensive approach to regional growth and
development
To ensure the vitality and growth of their regions, COGs actively pursue funding
opportunities from a variety of local, state and federal resources. They provide expertise to
cities and counties in securing competitive state and federal grants. As Regional Planning
Organizations, COGs plan for and program the distribution of federal transportation funds
within their regions, including funds for highways, transit, trails and other enhancement
programs. COGs also administer revolving loan funds targeted at economic development
projects. Some COGs provide direct service such as regional transit operations and
workforce assistance.
The FY 2015 IARC Directory provides information on each of Iowa’s COGs. The directory is
designed to provide contact information for each agency, as well as background information
on membership, officers, and specific programs and services provided by each COG.

Five Year Impact Data
The total impact of COGs statewide is significant. In the last five years
COGs have:
• Created more than 2,600 jobs through small business loans
• Programmed more than $478 million in Federal transportation funds
• Rehabilitated 3,000 homes, both renter and owner-occupied
• Financed more than 1,300 new homes
• Secured more than $226 million in funds for water and sewer infrastructure projects

Metropolitan Planning Organizations (MPOs)
Metropolitan Planning Organizations (MPOs) are designated by the Governor of the State of Iowa to carry
out requirements of federal transportation planning and programming in urbanized areas. The COGs also
serve as MPOs in Council Bluffs, Dubuque, the Quad Cities, Sioux City and Waterloo/Cedar Falls. Separate
MPOs are designated for Ames, Cedar Rapids, Des Moines, and Iowa City. A directory is listed below.

exception of the Des Moines MPO/CITRPA area. These districts are recognized by
the Economic Development Administration under the US Department of Commerce.
Each has an approved Comprehensive Economic Development Strategy (CEDS) with
public input. The CEDS outlines a program of cooperation and local investment to
foster economic development. The regions also are outlined in the Iowa Code.
