THE CITY OF BULAWAYO FIRE AND AMBULANCES
SERVICES
Proposal of the Bulawayo and Surrounding Industries Fire Competition (B.A.S.I.F.C)
This project funded by the I.F.E and to be held under the auspices of the Institution of
Fire Engineers (I.F.E) Zimbabwe Branch in partnership with City of Bulawayo Fire and
Ambulance Services, seeks and aims to achieve among others the following primary
objectives, to:
 “Promote, encourage and improve the science and practice of Fire Extinction,
Fire Prevention, and Fire Engineering and all operations and expedients
connected therewith, and to give an impulse to ideas likely to be useful in
connection with or in relation to such science and practice to the members of
the Institution and to community at large.”
 Enhance knowledge and practise of fire safety that improves working conditions
in firms, companies and industries aiding business continuity.
 Promote creativity, teamwork, sharing of helpful ideas whilst enhancing a
culture of fire safety in workplaces.
 Encourage creation of synergies / partnerships amongst stakeholders that
promote the culture of fire safety in workplaces in Bulawayo and surrounding
areas.
Structure of the Project
 Registration of competitions participants:A nominal registration fee shall be paid by participating firms, companies or
industries to cater for the day’s programme / activities.
A membership register / roll call shall there-in be created for both day’s
programme and future reference purposes.
Registration by participating firms / companies will be by a non-refundable
registration fee of ninety dollars (USD $90) per team.
Firms or companies registering for the competitions shall be represented by a
participating team comprising of at least six (6) people and up to a maximum of
ten (10) participants per team.
 Competition Categories: Best Fire-team in fire hydrant drills (Standard H1 Fire Service drill).
 Best Fire-team in fire extinguishers identification and correct usage.
 Best Fire-team in use of Breathing Apparatus sets (stripping and
assembly, donning, starting up and doffing procedures).
 Best Fire-team in squad drills.
 Fire Safety Quiz competition (5 questions to each team).

 Marketing / Merchandising / Poster presentations:Participating firms/companies will be allocated a stand on the open ground to post /
showcase their presence and products/services in form of banner or stand or poster.
Depending on the programme of the day, participants may also be given an opportunity
to engage with the audience verbally – however this will be subject to time available.
 Winners:An overall grand prize of a floating shield plus a retained trophy will be won by one fireteam; a second prize of runner-up winners’ floating medium-sized shield and a third
place winners will get a comparatively smaller floating shield on the day of the
competition.
Participating Companies / firms will each get a company / firm certificate of attendance,
while individual fire-team members will also each get a certificate of participation.
Winners will be chosen on the basis of the final evaluation of results (and judges’
decision is final).
The City Council shall be indemnified against loss, injury or any such adverse result
of the event.
 Sponsors / invited guests:As a way of gratitude or appreciation to our valued corporate or individual
sponsors/donors (and invited fire engineering companies) will be also allocated
exposure and /or space to market their products or services to the audience.

Project budget, planning, organising and implementation schedule
 Proposed venue: Nkulumane Fire Station (unlikely to disturb normal fire operations,
adequate space for the programme activities, among others.)
 Proposed date: to fall preferably on a Friday (3rd of March 2017).
 Proposed time: between morning tea times and up to lunch time.
 Other proposed requirement: (to be financed by I.F.E)
- P.A system (including music for entertainment)
- Refreshments (bottled water, soft drinks, pre-packed lunch)
- Prizes (3 floating shields, 1 retained trophy, attendances certificates)
- Guest of honour and judges appreciation gifts
- Posters (banners) for I.F.E, B.C.C and I.F.E printed T-shirts
- Still photo / video camera and Camera person

NB: Participating fire-teams will be requested to bring their own company personal protective
gear and all four major types (water, dry chemical powder, foam and carbon dioxide) fire
extinguishers which will be used during the competitions and firms will bear the costs of their
servicing. Companies or firms are legible to enter for any number of competition categories.
Other competition equipment or material such as soft suction fire hoses, branches,
standpipes and Breathing Apparatus sets are being requested at no cost to I.F.E from the
partners – the City of Bulawayo Fire and Ambulance Services.
