THE PRESIDENT’S MESSAGE
Many of us are comfortable in our
professional lives. We’ve achieved some level of
mastery in our craft through the practice of
dentistry fueled by continuing education. But, have
you ever been faced with a question that caused
you to step back and ponder that which you’ve
accepted as dogma; to reexamine a fact so basic
to our understanding of a disease process that
you never questioned its validity? This happened to
me recently when I was given an anti-fluoridation
pamphlet that was presented to the Lancaster
City Mayor, Rick Gray. Claims ranged from lack of
evidence that fluoride protects us from decay to
negative impact on systemic health, learning and
behavior.
I expect some of you are experiencing the
same immediate response that I did: this assertion
is ridiculous! The FDA wouldn’t allow us to support
a harmful program, right, or would they? We’re in
the midst of an information revolution with an
answer to every question at our fingertips. Have
these lobbyists stumbled upon legitimate data
or have they merely presented an effective spin to
support their claims? Is there a sound basis for
their conclusions or are they exploiting our fears
with pseudo-science and conspiracy theory? I’ll be
honest, when I first read their anti-fluoridation
pamphlet, I was swayed. Rest assured, though,
you’re not a Charlatan. Here are the answers that
you need to know should you be presented with this
flyer or questioned by your patients:
• One of the most widely respected
sources for information regarding fluoridation
and fluorides is the American Dental Association.
The ADA maintains Fluoride and Fluoridation Web
pages at http://www.ada.org/goto/fluoride. This web
page is replete with citations from peer-reviewed
literature addressing all areas of fluoride research
including the scientific basis for fluoride utilization,
safety and efficacy.
• Throughout more than 60 years of
research culminating in countless published articles
supporting our own professional experience, the
overwhelming weight of credible scientific evidence
has consistently indicated that fluoridation of
community water supplies to optimal levels is safe.
• The Centers for Disease Control and
Prevention has proclaimed community water
fluoridation (along with vaccinations and infectious
disease control) as one of ten great public health
achievements of the 20th century.
• Studies prove water fluoridation
continues to be effective in reducing dental decay
by 20-40% independent of other variables, even in
an era with widespread availability of fluoride from
other sources,
such as fluoride rinses and toothpaste.
• For most areas, every $1 invested in
water fluoridation saves $38 in dental treatment
costs.
In closing, I would like to first say that I
am honored to serve as our society President for
the coming year and, in addition, offer my sincere
appreciation to Dr. Laura Harkin for her outstanding
leadership during her term. She paved the way for
an action-packed year ahead, which will include an
array of outstanding speakers and CE opportunities
as well as social events and the return of the
prestigious H.K. Cooper Award, to be presented at
the May 5th 2017 installation of officers meeting.

Volunteer dentists
providing a "Dental Home"
for low-income uninsured
patients.

A dental home is a dental practice that provides ongoing
care, including routine cleanings. Patients pay a small co-pay for
each visit based on their income. DALCO’s database includes 140
local dental providers.
Though the list continues to grow, it is small in
comparison to the dental needs of the uninsured in this
community. DALCO currently has a 3 month wait list. We are
always looking for more dentists to participate with the DALCO
program. If everyone does a little, no one will feel they are doing
a lot.
The DALCO providers have provided over $1,091,000
worth of donated dental care. We realize many dentists already
link with other local organizations to provide dental care to those
in need; but we are asking you to consider joining DALCO as well.
Signing up to see even one patient WILL make a difference.

Thank you to the dentists and their staff for providing
clinical experiences for the students. We understand that this
is difficult for busy practices to help students gain valuable
experience. Even though students have completed their entire
program prior to going into the offices, students will need
assistance learning your office routines since you know that
every office is very different. Going into an office is quite
intimidating to students. (For some this is their first job
experience.) Trying to prepare students for the many different
offices is one of the challenges of teaching students. For
example, think how many ways there are to make a temporary
crown, or the many different forms/consents that each practice
has adopted.
LCCTC sent a survey in May for a needs assessment
for starting a Dental Hygiene Program. Thank you for your
responses. We will let you know the results from that survey
once we have analyzed the data.
We are in process of converting one classroom into
a more office like area with an additional five dental chairs to
better help students have practice areas and to prepare for the
potential dental hygiene program. One of the goals is to set up
a more functional area for the currently run dental clinic.
The LCCTC Dental clinic saw a total of 76 patient visits. A variety of procedures were done with students assisting
including reviewing medical histories, vital signs, charting,
writing up dentrix charts, extractions, fillings, radiographs,
impressions, informed consents, providing post op instructions. This was a good start; however, not all students were able to
participate. Only students who demonstrated ethics and skills
completion were able to assist during clinic. The next clinic will
begin in October on Thursday afternoons. We hope to eventually
open this clinic to engage other providers so that more
students will gain experience while in school before coming out
on clinical rotation.

Join us for a ”TED (Totally Excellent Dentistry) Talk” as some of Lancaster's best dentists are
tasked with treatment planning for a patient with a complex combination of multiple needs. The actual

Moderator/Speaker Bio: Dr. Nipul Tanna has a dual specialty. He is

In 2013, Dr. Tanna became a Diplomate of the American Board
of Periodontics. Dr. Tanna currently practices in the Faculty Practice at
the Robert Schattner Center on 40th Street. He also teaches and is
actively involved with several clinical research studies. He continues to
maintain his active membership with the American Dental Association,
The American Association of Orthodontists, The Academy of
Periodontology, The Academy of Osseointegration, The American
Association of Dental Research, The Pennsylvania Dental Association
and the Philadelphia County Dental Society.

Happenings with the Alliance
Alliance Last Meeting of the Year
Alliance met for the last meeting of the business year
on May 24th at Ciro's restaurant. Celebrating
our New Member's and Past President's
Dinner, we were lucky enough to be joined by our
State Alliance President, Jenny Zehner. The news
at hand was how the Alliance was extremely
blessed this year with support from the dental
community. With our fundraising success this
year, we were able to give cash donations to
multiple dental clinics throughout the county

(Water Street, the Brush Brush Smile bus, and Welsh Mountain);
deliver over 1700 dental health kits locally to needy recipients; and
give cash prizes to our Children's Poster Contest Winners. We still
had money left in our coffers, so this meeting was not only the year
end wrap up, but also a brain storming session to find a worthy cause
for our final donation. Many ideas were bandied about - including
sending Jenny to Convention! - but in the end, it was decided that
in line with our mission, we would support dental education in the
community by offering an award to the top place students in the
dental assistant program at LCCTC. Two $100 awards were handed
out by President Stephanie Grambau at the graduation ceremony
on May 31st. Congratulations to the winners Kira Nickel from
Conestoga Valley and Adelee Huss from Manheim Township!

The children’s oral health need remains,
so, what's next?
The Future of Children’s Oral Health
at CHI St. Joseph Children’s Health
In 2004, CHI St. Joseph Children’s Health began our
journey to improve the oral health of children in the Lancaster
Community. The goal of finding a dental home for every child
in the Lancaster Community drove these efforts forward. As
a part of our oral health initiative, we developed the Brush.
Brush.Smile!® Mobile Dental Clinic program which many of you
have come to know. Since its inception of the mobile program,
over 7,500 students in the county have received basic dental
care from CHI St. Joseph Children’s Health. After 12 years
of mobile dentistry and a thoughtful discernment process
regarding the goals and purpose of our engagement in oral
health, CHI St. Joseph Children’s Health determined that
the time is now for our program to evolve and take the next
steps toward our goal of assuring every child in the Lancaster
Community has a dental home. As a part of that evolution,
we will be shifting from a mobile dental program, which by
definition can never serve as a dental home, to a fixed-site
dental strategy.
Why would we elect to stop a program
that reaches over 1,100 children each year
with dental care?
When we talk about our oral health programs, we use the
word evolution. Our commitment to meet the oral health needs
of children in our community remains unfettered. Based upon the
results and a critical review of the program, the organization
decided it was time to change tactics, not to abandon our goal.
In January, we opened our first dental home for children in the
Lancaster Community – the Columbia Dental Center. This fixed-site
location allows CHI St. Joseph Children’s Health to be a dental home
for children for the first time in our history. The Center has capacity
to provide on-going care within a dental home environment for up to
3,500 children each year, significantly more children than could be
provided a dental visit on the Mobile Dental Clinic.
Yet, our commitment does not end with the Center in
Columbia. Plans are underway to add a second Center at 1929
Lincoln Highway East, Lancaster. Renovations are starting shortly
and we anticipate seeing our first patients at the new Lancaster
Center this fall. With the creation of both Dental Centers, our capital
investment in creating children’s dental homes in Lancaster County
during the past year will approach almost $1,000,000.

as dental homes for up to 7,000 children, almost
matching the total served by the Mobile Dental
Program in twelve years of service to the
community

• While there is no denying that our mobile program has
provided access to dental care to children and families,
after 12 years the Mobile Dental Program has failed to
change the critical condition of dental access for children
in our community. At the start of the project, CHI St.
Joseph Children’s Health estimated that 19,000 children
in Lancaster County had never seen a dentist and many
more were not receiving consistent dental care through a
permanent dental home. Unfortunately, after 12 years,
little has changed in this area.
• While the Brush.Brush.Smile!® Program provided children
with dental visits, our program was unable to establish
dental homes for the overwhelming majority of children
and families referred to us. During most years, the program
struggled to link more than 3% of the children served to
dental homes. Capacity within the existing dental care
system in the county simply did not exist.
• Less than 30% of the children seen in any year returned to
the program for on-going dental care. As a result, many of
the children served returned to their previous state of not
receiving, accessing or maintaining essential dental care
after their initial visit(s) on the Mobile Dental Clinic.
