We have an exciting weekend in store for you; challenging courses, exciting fan-­‐packed venues and competition from all over the country. With our top team of race commentators, Dave Towle and Greg Saunders, our live coverage and live streaming will be first class. Since our inception in 2006, we have strived to improve our event annually in hopes that you, your friends and family (maybe host family) will have a great weekend in Tulsa. All 2016 USAC rules apply. The UCI scale of penalties applies to the Pro 1 Men’s and the Pro 1/2 Women’s events. NCC Points The Men’s Pro 1 and the Women’s Pro 1/2 Race is a PRT Criterium Omnium. Racers will accrue PRT points from each stage (25, 19, 14 etc. for 10 places) as well as the final overall standings (20, 15, 11, etc. for 10 places) as determined by USAC. These points are used for PRT rankings; they are separate from Saint Francis Tulsa Tough Omnium scoring. See attached Point Schedule from USA Cycling. Eligibility •

PRT races are limited to 6 riders per team. Team managers for the PRT race teams must provide contact info at registration on Friday night. Licenses: Active participants in Category A races including officials, riders, team managers and mechanics must hold a USAC license or a license from a governing body that is a member of the UCI and must show license at registration. Masters A: 40+ in age and Categories 1, 2 or 3 Masters B: 40+ in age and Categories 3 or 4 Women Masters: 40+ in age and Categories 1, 2 or 3 Juniors: Between ages 9 and 18 7 SAINT FRANCIS TULSA TOUGH | JUNE 10-­‐12, 2016 GENERAL REGULATIONS Race Packet Pickup •

Race day packet pickup will be at registration for each race venue. Registration is available up to 30-­‐minutes prior to the start of each event. Race numbers are not transferable. A valid racing license must be shown at packet pick-­‐up or for any onsite registration. You may only race in the category for which you have a license or in the appropriate age category. Your appropriate age category is the age you will be as of December 31, 2016. At the time of packet pickup, all registered riders will be required to complete and sign the USA Cycling Accident Waiver and Release of Liability. No refunds will be given. Two (2) race #’s will be issued. Both bib #’s must be placed on the back of the jersey with the bottom edge of each bib # aligned with the jersey side seam. (#’s will run vertically on the back.) No folding or trimming of #’s is allowed. All Racers must queue up in the designated staging corral before the start of their race. Free lap rule is in effect, but ends with 7 laps remaining on Friday and 6 laps remaining on Saturday and Sunday. All racers are responsible for knowing the course and following USA Cycling rules. Special attention should be paid to the timeliness of protests and appeals. Medical Services A fully staffed first aid station and EMSA will be located on each course throughout the weekend. Each race packet will contain a set of two (2) race numbers. Numbers may not be folded or trimmed. You will receive a second set of numbers if you are racing in more than one race category. Numbers must be worn on both sides for all events and the bottom should be aligned with the side seam of the jersey (vertical orientation). If you lose your number, you will be charged a $10 fee for a replacement number. Omnium Races Saint Francis Tulsa Tough is an omnium race for the Men’s Pro 1 (PRT), Women’s Pro 1/2 (PRT) & Men’s Cat 1/2 races. Omnium points accrue to all riders entered in any or all of the 3 races. Riders are not required race every event. Omnium points will be scored for riders in each event as follows (Points 1st–Final Place): Men’s Pro 1 and Women’s P 1/2 (25 Places) 31, 27, 24, 22, 21, 20, 19, 18, 17, 16, 15, 14, 13, 12, 11, 10, 9, 8, 7, 6, 5, 4, 3, 2, 1 Men’ Cat 1/2 (20 Places) 26, 22, 19, 17, 16, 15, 14, 13, 12, 11, 10, 9, 8, 7, 6, 5, 4, 3, 2, 1 NB: In case of a points tie between two or more riders in the same race category, the tie breakers will be in order: 1. Greatest number of wins 2. Highest placing in the River Parks Criterium 3. Highest placing in the last criterium raced 9 SAINT FRANCIS TULSA TOUGH | JUNE 10-­‐12, 2016 Finishes, Prizes and Primes After completing your race, please do not congregate at the finish line. Never cross the finish line in the opposite direction or a second time in the same direction. Be aware of the finish line cameras! • The overall omnium and individual event prize list is cash in all categories except Men’s Cat 5. • YOU MUST SHOW YOUR RACE NUMBER AND RACE LICENSE TO CLAIM PRIZES AND PRIMES. • Only the racer himself/herself can claim prizes. Racer must provide a legible signature when claiming a prize. • Friday payouts will be available anytime payouts are available on Saturday or Sunday. • Saturday and Sunday Event Prizes and Primes will be available after each race’s results have been made final at the payout tent at each venue. • Special attention should be paid to the timeliness of protests and appeals. • Omnium prizes will be available following the standard 15-­‐minute protest period on Sunday. • If you win over $600, you must fill out a W-­‐9 form before receiving payout. Forms will be available at the payout tent. • All prizes must be picked up before the end of the weekend! Individual Criterium and Omnium Prizes See attached Flyer and Payout Schedule. Doping Control Anti-­‐doping inspections will be carried out by USADA (United States Anti-­‐Doping Agency). If a rider is requested to be screened, their race # will be posted at the results board or USADA personnel will directly inform the racer. It is the responsibility of the each racer to check the board and to report to the USADA location. Failure to appear will result in a positive test result. Races will start and finish on 2nd Street, East of Elgin heading west. Enjoy dinner at one of several restaurants on the route. And you won’t go thirsty — the course passes nearly every bar and club in the Blue Dome District. Come early and stay late! Course Description The counterclockwise course design is an elongated figure eight. From the start line, racers head one half block West and make a right turn onto Elgin. The racers will then make three left turns (a little down and up) to come back on Second Street going East. After one block, the racers will make a right-­‐hand turn onto Elgin and proceed to Third Street. After turning left onto Third Street, the racers will go down two blocks to where the course flattens at Greenwood. Two more left turns will take racers to the finishing stretch. From the last corner to the finish line is 165m and completely flat; the racers should be able to hear the crowd as they contest the final two blocks. The finish line is near the historic Blue Dome building. The course is .7 miles (1.1 k) long with 25 feet of elevation gained per lap. See attached map. •

We will do a call-­‐up for the defending SFTT Champ and for a standing National champ wearing the Stars and Stripes. Staging corral is located on the North side Second Street on the finishing stretch, 100 meters before the finish line. The SRAM neutral wheel pit is located after turn one of the course on the right side. If you put wheels in the pit, they must be removed immediately after your race. Results will be posted at the conclusion of each event near the finish line and online at tulsatough.com. Riders must submit protests to the Chief Judge within 15-­‐minutes of the time the results were posted. Prizes may be picked up anytime on Saturday or Sunday with race number and race license. 12 SAINT FRANCIS TULSA TOUGH | JUNE 10-­‐12, 2016 George Kaiser Family Foundation BRADY ART DISTRICT CRITERIUM DETAILS SATURDAY, June 11th, 2016 All events will be staged in the Brady Arts District located at Main Street and Brady Avenue in downtown Tulsa. Previously a warehouse district, many of the buildings have been rehabilitated into art studios, restaurants and bars. Enjoy lunch or dinner at any of these restaurants along the route and then step outside and stroll to Guthrie Green to watch the speed and competition of the races. Course Description The counterclockwise course is L-­‐shaped and begins on Brady Avenue at Boston Avenue heading East. After one block, racers make two quick left turns to head West on Cameron. Two flat blocks later, the racers will make a right turn (Cameron is very narrow at this point) onto a wide Main Street and glide uphill past the historic Cain’s Ballroom. At the top, a left turn onto the narrow Easton Street to another left turn will lead the racers to a three block downhill stretch passing by the Brady Theater. The last corner is a super fast downhill left turn onto a long flat two block finishing stretch (220m) that sets up for a great drag race to the line. The course is .84 miles (1.4 k) long with about 33 feet of elevation gain per lap. See attached map. •

The staging corral is located on the South sided of Brady Avenue on the finish line stretch about 50 meters before the finish line. The SRAM neutral wheel pit is located before the finish line at Main Street and Brady Avenue on the left side of the course. If you put wheels in the pit, they must be removed immediately after your race. Results will be posted at the conclusion of each event near the finish line and online at tulsatough.com. Prizes may be picked up any time on Saturday or Sunday with race number and race license. 13 SAINT FRANCIS TULSA TOUGH | JUNE 10-­‐12, 2016 RIVER PARKS CRITERIUM DETAILS SUNDAY, June 12th, 2016 All River Parks events are staged from Riverside Drive and Houston Avenue. The winners of Sunday’s criterium will prove themselves to be Tulsa Tough! The race takes place in the beautiful River Parks and the Riverview Neighborhood. Area residents will be out in force to cheer racers as they face the challenges of the course and their competition. The crowd on Cry Baby Hill (13th & Lawton) always has something special in store – don’t miss the action here! Course Description The clockwise course starts with racers starting North on Riverside Drive along River Parks and the Arkansas River. At Lawton Avenue, the course makes a right turn up a short, sharp incline that is lined with townhouses. After 150 meters, racers will make another right turn onto 13th Street (Crybaby Hill) and continue up through residents and townhomes and huge crowds. After a dip and another short climb, the course turns right onto Galveston Avenue and begins the McBirney Descent with a sharp right turn (120 degree) at the bottom. It is then ‘off to the races’ to the finish line (195m) on Riverside Drive. (All riders should pre-­‐ride the course. The 120 degree corner is challenging.) The course is .83 miles (1.3 k) long with just under 100 feet of climbing per lap. See attached map. •

The Staging Corral is on the W side of Riverside Dr on the finish line stretch about 70 meters before the finish line. Call ups for this race will include the top ten in the omnium for the P1 men and the P1/2 Women The SRAM neutral wheel pit is located just before the Start/Finish line on the left side of the course. If you put wheels in the pit, they must be removed immediately after your race. Race Results and Omnium Results will be posted on the board near the start finish area line and online at tulsatough.com. Protests must be submitted to the Chief Judge within 15-­‐minutes of the time the results are posted. After review of all protests and updated results, all results will be final and an awards ceremony will distribute the awards. Final Omnium Results will be posted Sunday evening on the website, tulsatough.com. In the case of a tie on total individual points among riders, the tie will be broken in the favor of the rider who has the most first place finishes or, if still tied, the most second place finishes, etc.; or, if still tied, the highest placing in the last individual race of the calendar. Team Scoring The top three riders of each team in each event score points for their team. For any given day of racing, the total team points for a given day will be the sum of the individual points for the top three scoring riders. For stage race general classifications and criterium omniums, the total team points for a given race will be the sum of the individual points for the top three riders in the overall standings. Only the officially registered riders of a team may score points for the team Pro Road Tour rankings. If a team has a guest rider who would have scored points as one of the top three riders, that rider will score no points, but the next best placed scoring rider will be counted.Only teams officially registered with USA Cycling may compete for Pro Road Tour team rankings. These teams will comprise: 1. UCI teams registered through USA Cycling 2. UCI teams registered through another federation that have also registered with USA Cycling for the purpose of competing in Pro Road Tour races 3.
