A LEGACY
Outstanding leadership has been a distinguishing mark of
Pillsbury United Communities since its founding in 1879.
Many dedicated men, women and children have shared
their expertise, volunteered their time and given generously to ensure that the Agency’s mission is preserved and
its future secured. From our founders, to our current Board
Chairs, to our President, Tony Wagner*, there is a legacy
of leadership that has inspired thousands of community
members to learn more and do more, help them reach their
potential and become effective citizens.
Pillsbury United Communities’ adaptation, communitybased services and civic empowerment are what make the
Agency unique, and are assets that continue to be needed
in the 21st century. We are committed to continuing our
efforts to create choice, change and connection for people
from all walks of life. We are deeply grateful for the
commitment, caring and generosity of so many individuals
and organization who invest in our mission.
The accomplishments of this past year, and the goals we
have set for the years ahead are because of you. Our work

PILLSBURY UNITED COMMUNITIES IS GOVERNED BY AN ACTIVE AND DEDICATED
VOLUNTEER BOARD OF DIRECTORS:
The roots of many of our accomplishments in 2010 can be traced to earlier decades. For nearly six
decades, we have been building on a legacy of accomplishments, adding new successes to our
foundation and achieving more than we ever could have imagined at the beginning. Looking at our
work in 2010, we could never justly declare that Pillsbury United Communities best days lie in the
past. Our latest legacies compel us to believe that our best days are yet to come.

• Brian Coyle Center established formal partnerships with Augsburg College, the University of
Minnesota and the Cedar Riverside Resident Advisory Council and conducted a
comprehensive neighborhood “asset map”.
• Oak Park conducted focus groups to hear neighborhood resident’s ideas about their needs
and desires for the north side, resulting in the creation of a north side strategy for PUC and
new initiatives for Oak Park such as the Freedom School.
• Pillsbury House + Theatre developed a Cultural Community Hub model that integrates arts
and community center operations. Pillsbury House also completed a 6-month planning effort
to design and determine the meaning, brand value and operating imperatives of a “cultural
community hub”.

Clinical Psychologist
• The Urban Institute for Service and Learning was launched in July 2010. The Urban
Institute was awarded Minnesota’s only Public Allies program and WIBO—Workshop in
Business Opportunities—franchises and developed curriculum for staff and resident training
and provided Health Realization Training as an earned income venture.

Innovagraft Biologics, Inc.
• Waite House led and organized public/private collaboration (Park Board, Running Wolfe,
Minneapolis SWIM, Ventura Village, Association of People with Diabetes, and the Native
American Health Board) to plan and design the Phillips Community Center to better serve
the neighborhood. Waite House and its partners plan to relocate to the currently vacant
Phillips Community Center in late 2011.
