JOB DESCRIPTION Smokefree Project Coordinator Position Title: Smokefree Project Coordinator Inpatient Unit Organisational Unit Mental Health and Addiction Services Location: Whangarei, Northland District Health Board Responsible to: Service Manager, Mental Health and Addiction Services Primary Functions of the Position: This role is responsible for the implementation of the Smoke Free policy on the Inpatient Unit. The coordinator will work closely with the mental health smokefree steering group to implement the ‘Nonsmoking Mental Health Unit’ workplan Functional Relationships The NDHB Smokefree Facilitator will develop and maintain excellent relationships with: Internal External General Manager, Mental Health and Addictions Services Nurse Manager, Leaders and Clinical Nurse Specialists NDHB Smokefree Steering Group NDHB Smokefree Facilitator NDHB Smoking Cessation Practitioner Public & Population Health Smoke-free Team NDHB Nursing & Midwifery Directorate Mental Health Smokefree steering group and mental health unit staff Ministry of Health Tobacco Policy & Implementation Team Key Responsibilities and Expected Outcomes Northland District Health Board has established a set of values by which the organisation will respond, in part, to achieving its goals and objectives through their workforce. Work closely with Clinical Leads and Smokefree champions to support all staff being onboard with keeping patients and staff Smokefree on the Inpatient Unit. Facilitate meetings of the Mental Health Unit Smokefree steering group Facilitate meetings of staff to answer their queries and reenforce the benefits for patients and staff of the Unit Being Smokefree. Provide support for staff to allay staffs doubts around working within a Smokefree environment. Work closely with the Mental Health Smokefree Steering Group to develop and implement the Nonsmoking mental health unit workplan. This includes: - ensure agreed actions and timeframes are met - provide timely progress reports - ensure key stakeholders are engaged - implement the agreed communication plan - work with staff to embed changes in practice Key Responsibility Area Expected Outcomes Provide support for mental health unit staff’s knowledge regarding NDHB’s Smokefree policy Ensure resources to support smoking cessation while in the IPU are available and utilised consistently, including strategies to support client, whanau and community education Facilitate access to support for staff who wish to stop smoking Establish processes to evaluate ongoing implementation of the smokefree mental health unit. Training Develop a relationship with the DHB Smoking Cessation Educators to enable: An overall approach to training for ABC delivery is integrated, coherent, and effective for IPU staff. Encouraging Mental Health care workers to deliver ABC to support patients being Smokefree in the inpatient unit. This means ensuring that health care workers embed ABC into their daily practice by:. • Creating expectations and a culture that support the DHB’s Smokefree policy and the consistent uptake of ABC. • Regularly feeding back information to health care workers about successes and progress. Equipping health care workers to deliver ABC. This means ensuring that people delivering the ABC approach have the technical knowledge and skills they need to apply it effectively, including knowledge about: • Common barriers for people trying to quit • The ABC approach and its expected benefits • Their role in delivering ABC, both as health professionals and DHB employees • Approaches to Asking and providing Brief advice (including how to apply successfully for different target groups and populations) • Different cessation treatments and support, which are proven to be effective. Teamwork & Communication Focus on effective use of resources that includes, but not limited to: • Utilizing clinical leads and champions as a key resource. • Different models of training delivery for different audience needs (train the trainer, on-line, face to face). Actively participate and contribute to internal meetings as required. Attend Clinical Services and Public & Preventative Health Smoke-free Team meetings. Actively participate in and contribute to regional and national network meetings. Establish and maintain relationships with internal and external stakeholders as described above (functional relationships). Key Responsibility Area Expected Outcomes Report & Evaluation Requirements Reports – internal - monthly to your manager and the hospital tobacco target steering group and external quarterly to Ministry of Health as required. These will be submitted accurately and on time. Programmes will be evaluated as required. Key Performance Indicators will be identified, met and reported on as part of planning. Monthly reporting against the mental health unit smokefree implementation plan Personal Development Performance Appraisals will be carried out annually and performance objectives will be set. Quality Improvement All services will consider the five dimensions of quality as per the NDHB Quality & Safety Framework. Services will be safe, effective and efficient. Services will be consumer focused, acceptable, timely and accessible irrespective of factors such as ethnicity, age, impairment or gender. Treaty of Waitangi Contribute to the promotion of the principles of Treaty of Waitangi and the involvement if Maori within the decision making process for their health and independence, within District Health Board management processes and procedures Include the principles of the Treaty of Waitangi within all aspects of the role and its outcomes Ensure that consultation and engagement processes include appropriate mechanisms to meet the need of Maori in a culturally appropriate and safe manner Attend the Northland District Health Board Treaty of Waitangi Training Health & Safety Observe and promote safe work practices, rules and instructions relating to work, and be pro-active in hazard management Willingly co-operate in the achievement of all health and safety goals and initiatives by: Practicing and observing safe work methods; The use of safety equipment; Reporting unsafe conditions or equipment; and Reporting and documenting all accidents or incidents Variation of Duties Duties and responsibilities described above should not be construed as a complete and exhaustive list as it is not the intention to limit in any way the scope or functions of the position. Person Specification Education and Qualifications Essential Degree in health related field (or equivalent work experience) Qualification in smoking cessation Desirable Qualification in adult education or training Nursing qualification Experience Essential Understanding and working experience of secondary care (hospital) services Delivery of smoking cessation interventions Project leadership, management and process improvement experience within the health sector Desirable Delivery of training in smoking cessation Managing projects and / or change in a mental health care setting Mental health nursing experience and / or ability to be comfortable within the mental health unit inpatient environment Awareness and Understanding of Essential The Treaty of Waitangi and its application to the health setting Privacy Act (1993) and Health Information Privacy Code (1994) Health and Safety in Employment Act (1992) New Zealand Smoking Cessation Guidelines (MoH 2007) Desirable Health and Disability Commissioner (Code of Health and Disability Services Consumers’ Rights) Regulations (1996) New Zealand Council of Healthcare Standards Implementing the ABC Approach for Smoking Cessation (MoH 2009) Ministry of Health tobacco control targets Skills & Personal Attributes Skills Able to work in a Treaty partnership model, supporting both Maori and non-Maori to advance the health aspirations of Tangata Whenua Understands iwi, hapu and whanau and the levels of interaction with each Ability to complete successful projects within a health related environment Ability to establish good working relationships with staff who may not agree with the goals you are tasked with achieving Strong ability to facilitate relationships and work collaboratively with multiple stakeholders (ie different disciplines and teams within secondary care, consumers) Excellent communication skills, both oral (e.g. presentations) and written (e.g. publication) Able to guide, inspire and motivate a diverse range of stakeholders to make change Able to mentor and support health care practitioners to implement effective smoking cessation interventions Well developed planning, organisational and complex problem solving skills Personal Attributes Empathetic Appreciation and empathy for mental health clients and their whanau Flexibility to work within a changing environment Solution and results focused Commitment to being smokefree Able to align work style with organisation values Credible Innovative and enthusiastic Performance Development Review An initial review of performance will be conducted after three months, with an annual review thereafter.
