In January, the Office of Economic Development welcomed author Peter
Kageyama, who is best known for his books For the Love of Cities and Love Where
you Live, to the Annual Economic Development Update Breakfast. Peter speaks all
over the world about bottom-up community development and the amazing
people who are making change happen in their communities. He spoke about
ways that citizens and communities can work together to build better, more
loveable cities and gave examples from other communities.
Peter’s dynamic message helped community stakeholders engage in our
community and recognize why they “Love Cocoa” in an afternoon Community
Engagement Workshop. During the workshop, groups pitched ideas about small
community projects in an effort to win a $500 grant to kick-start those projects.
Two groups were chosen including a community garden project for Endeavour
Elementary School proposed by the Environmental Club at Eastern Florida State
College and a bench art project in Cocoa Village that was proposed by community

City of Cocoa Donates Water to Flint, Michigan
Ten pallets of water were shipped to Flint as part of the Elastec Bottled Water Drive
In February, the City of Cocoa donated 10 pallets or 17,280 bottles of clean water (13,520 lbs.) to Flint, MI as part of
Elastec's bottled water drive, Operation W.E.T. (Water Express Transport). Members of City Council and staff were
on hand at the Cocoa Utilities Building to help send the shipment on its way and sign a banner to send along with the
shipment.
Elastec, which has an office here in Cocoa, held the bottled water drive for the citizens of Flint, MI from February 112, 2016. Elastec sponsored the cost to ship Cocoa’s 10 pallets of water to their home offices in Illinois where they
would be shipped with all other donations to Flint, MI. “Operation W.E.T. has been a huge success,” according to
Elastec Shipping Manager, Ruth McAllister. “We are pleased to organize the collection and shipping logistics for the
City of Cocoa donation.”
The citizens of Flint, MI have been in a water crisis for more than a year and are in desperate need of clean water.
Water in Flint has tested positive for lead from aging pipes throughout their water system. “We are proud to donate
our Cocoa water to those families and citizens in need and are appreciative of the support provided by Cocoa
business, Elastec to get the water shipped to Flint. It is times like this that I am proud to be a citizen of this great
community,” said Cocoa Mayor Henry Parrish. Elastec received over 21 pallets of water as well as monetary and case

Cocoa Vil age BBQ & Blues Named 2016 FL State Championship
The 6th Annual event was chosen to represent the Florida BBQ Association State Championship
Jim Elser, Vice President of the Florida BBQ Associa on, recently announced that Historic Cocoa Village's BBQ & Blues has
been chosen to represent the FBA Florida State Championship. June 3rd & 4th, 2016, Historic Cocoa Village will host the 6th
Annual BBQ & Blues Fes val at Cocoa's Riverfront Park. BBQ & Blues has enjoyed sanc oning by the Florida BBQ
Associa on every year. Their par cipa on brings professional BBQ compe tors from all over the southeast and thousands
of people from all over the state into our area.
Emma Kirkpatrick, BBQ & Blues Chairperson, was thrilled at the news. "We are very excited that our contest has been

July 4th Celebrations along the Space Coast
The City of Cocoa and City of Rockledge will be hos ng our Independence Day Celebra on on July 4th in Cocoa’s
Riverfront Park featuring a free concert by the Brevard Symphony Orchestra as they play along with a beau ful fireworks
display over the Indian River. The concert begins at 8pm on the main stage in Riverfront Park and fireworks begin at
9:15pm. Food vendors will be available prior for those ge ng their spots early!
Don’t miss three nights of spectacular fireworks displays right here on
the Space Coast as we partner with Port Canaveral and the City of
Cocoa Beach to promote the 7th Annual Smoke on the Water and Fire in

When given the opportunity to open a restaurant in the Cocoa
Commons plaza, Neil Shastri, a seasoned Cocoa business owner, wanted
to create an establishment the community would be proud to patronize.
Serving fried gator tail and a cheerful atmosphere, the resul ng
business is a great addi on to the City of Cocoa.
Cheers Seafood & Grill opened its doors on October 2, 2015 offering a

Cocoa Main Street hosts Wednesday Friendsday - May 4th
The largest monthly business networking event in the area wil be held at the Civic Center
Cocoa Main Street in partnership with the Cocoa Beach Regional
Chamber of Commerce and the City of Cocoa will be hosting
Wednesday Friendsday on May 4, 2015 from 5:30-7:30pm at the
Cocoa Civic Center. Registration for vendors is now open and space is
limited. Tabletops are available for $60 and must be reserved by
Monday, April 25th. Admission into this monthly networking event is
$10 for Cocoa Beach Regional Chamber partners and $50 for nonchamber partners and includes two (2) beverage tickets and hors
d’oeuvres.

Strategic Plan Update
Water Tower Update
The City of Cocoa embarked on a strategic planning
process in May 2014 that will guide the direction of the
city for the next 5 years. We are nearing completion of
this project and will be publically presenting the plan
for City Council review on Tuesday, April 26, 2016 at
6:00pm in Council Chambers at Cocoa City Hall during
that night’s Council meeting.
Work is substantially complete on the elevated water
tank as of the end of March. There were some
corrosion related structural issues uncovered during
the repainting project this past year. Cocoa staff
recognized the need for a structural assessment prior
to the recent paint job; however, they could not fully
assess the extent of the corrosion until the tank was
completely sand blasted.
Staff’s presentation at this meeting will consist of the
process of creating the plan, where we are at in the
process and the implementation of the plan.
Staff will present the plan at this meeting for
consideration of adoption by Council. Once the plan
has been adopted, it will be posted on our social media
platforms and our website, www.cocoafl.org.
The tank was repainted last year as part of this overall
project which garnered nationwide attention when
Cocoa’s tank was selected as the 2015 Tank of the Year
by Tnemec Co. Members of Tnemec Co. came to the
March 22, 2016 Council meeting to present the award.

Volunteer Spotlight
I’m Redeemed Outreach Ministries - Trash Bash
Sylvia Smith, Pastor at I’m Redeemed Outreach Ministries and
her ministry children are this quarters volunteer spotlight. Ms.
Smith and her kids volunteer each year to help the City of Cocoa
pick up trash for the annual Trash Bash event held in
conjunc on with Keep Brevard Beau ful.
This annual event organizes hundreds of volunteers throughout
the City to pick up trash and keep our community beau ful.
Thousands volunteer for this event county-wide. Ms. Smith has
organized 45 people to assist with this year’s Trash Bash event
that will be held on Saturday, April 16, 2016 from 8am-2pm.
Groups are sent out at 8am to begin the trash clean-up and then
return to the Civic Center in Cocoa Village at noon for lunch that
is donated by the Merri Island Chick-fil-A.

Endeavour Elementary Becomes a Community School
At the beginning of January, Endeavour Elementary officially became a Community
School, a first in the state for elementary schools. This is a unique partnership
between the school and other community resources with an integrated focus on
academics, health and social services, youth and community development, and
community engagement. This leads to improved student learning, stronger
families and healthier communi es. It gives our children and their families an array
of support from community partners' right at their school.
Nearly every student was in a endance of the official opening ceremony held at
the school, along with teachers, staff, district staff, school board members, police,
and community partners. Principal Rachad Wilson said, “Years in the making,
Endeavour Community School will offer much more than just instruc on in the
classroom. It will enhance learning by making sure its students are well taken care
of, physically and emo onally.”
Mayor Henry Parrish said, “This is a giant deal. For me, it's a big help when it comes to repairing the community and
the neighborhoods.” Ul mately, the school will serve local residents and become a place that will truly serve the
en re “community”.

Cocoa Utilities to begin Project to Rehabilitate Gravity Sewer Pipes
The project which will be spread over a 6 year period begins this year
The City of Cocoa's gravity sanitary sewer system includes about 100
miles of gravity sewer pipe. Much of that pipe is made from vitrified
clay (VCP). VCP is commonly used in gravity sewer collection mains
because of its long life and resistance to almost all domestic and
industrial sewage. However, vitrified clay is brittle compared to
other types of pipe and is known to develop cracks and breaks over
time. During rain events, sewage flows at the Jerry Sellers Water
Reclamation Facility increase significantly indicating that water is
seeping (infiltration) through the ground into the gravity sewer
pipes.
Most of the city's gravity sewer system was inspected by RedZone
Robotics during fiscal year (FY) 2014. RedZone sent robots equipped
with closed-circuit television (CCTV) through the sewer mains.
RedZone provided the city with the CCTV data, and an assessment of the condition the pipes. With the help of the
engineering firm CDM Smith, Cocoa used this information to develop a plan for gravity sewer rehabilitation and
replacement. The plan prioritized repairs based on the likelihood of failure (physical condition of the pipe) and the
consequence of failure to formulate a six year implementation plan.
The existing service area covers approximately 3,200 acres within the Cocoa city limits. A network of 52 wastewater
lift stations and approximately 100 miles of gravity sewers and 50 miles of force mains transport wastewater to the
Jerry Sellers Water Reclamation Facility. Over half of the gravity sewer system is vitrified clay pipe (VCP), with
polyvinyl chloride (PVC) also representing a significant percentage of the system.
Cocoa began rehabilitation of portions of the gravity sewer system in 2008 to reduce infiltration and increase the
structural integrity of the system. This was achieved by lining the pipes with cured in-place pipe (CIPP).
Approximately nine miles have been lined to date.
CDM Smith analyzed the selected pipe segments to determine the appropriate rehabilitation or replacement
recommendation. The project will incorporate various technologies and methods including: CIPP, point repairs, pipe
replacement, high-pressure water jetting, grease chemical control, mechanical root cutting, root chemical control,
and trimming laterals.
The first phase of the plan will begin in March, 2016 by using CIPP, also known as sliplining, to rehabilitate 10,000 feet
of gravity sewer pipe. Cocoa will continue to repair about 10,000 feet of pipe per year over the next six years.
Sliplining is a trenchless process so it results in less disruption to vehicle traffic. During the process a resin-saturated
felt tube made of polyester, fiberglass cloth is inverted or pulled into a damaged pipe. Once the slipline cures the
result is a new pipe inside the old pipe.
The project should take 4-6 weeks to complete and all affected residents and businesses along the sections will be
notified 48 hours in advance with a door hanger prior to the work beginning. Streets will not be completely blocked
but watch for warning signs and flagmen.

The City of Cocoa Protects it’s Customers from Lead Contamination
Cocoa Utilities has been keeping a close eye on the Flint, MI water contamination issue
The City of Cocoa is paying close attention to what unfolded in Flint, MI. We do not have firsthand information about what occurred in Flint, but this much seems clear: When Flint switched
its water supply source; it did not take the required steps to manage water chemistry. Flint's
new water source, the Flint River, is corrosive due to high levels of chloride ions which caused
lead to leach from service lines and home plumbing.
The first job of the Cocoa Utilities Department is to protect the families we serve and adhere to
stringent drinking water standards. Those of us involved in managing, cleaning, and delivering
water, share a solemn obligation to protect public health. Lead does not come from the treatment plants and water
mains; it comes from lead service lines running between the water main in the street and the home, and from plumbing
inside the home.
This kind of incident is unlikely here because the Dyal Water Treatment Plant (DWTP) delivers water with a slightly
elevated pH and alkalinity. This results in water that is not overly corrosive and leaves a thin coating of calcium carbonate
inside the pipes and plumbing fixtures as it flows to our customers. This calcium carbonate layer prevents lead and copper
from leaching into the water.
The Florida Department of Environmental Protection (FDEP) requires us to monitor for lead and copper every three years.
We test water samples daily to verify that the water isn't corrosive (pH, total alkalinity). The water leaving the DWTP is
constantly monitored for pH and alkalinity and limits must be met for compliance. Data are collected daily and reported to
FDEP.
Property owner can take steps to address potential risks from lead in water. Lead service lines are typically present in older
homes, but brass faucets with lead content can be in newer homes. A certified plumber can tell you for sure if you have a
lead service line, check for lead solders in your internal pipes and look for fixtures containing lead. The only way to know
with certainty if you have lead at the tap is to have your water tested by a certified laboratory. Visit

Eagle Scout Project at Anderson Park
In October of last year, David Neuterman organized his Boy Scout troop to
refurbish the basketball courts at Carl Anderson Park on Fiske Blvd. in
Cocoa. This was part of his Boy Scout Eagle project. The scouts worked
hard to pressure wash, line, paint and seal the courts as well as repaint
and replace the hoops and nets. The new court looks fantas c and is used
by those in the community on a daily basis. We are so glad that David
chose a Cocoa community park to work on and make something that is
enjoyed by so many in the community great again.
Good job to David and the en re troop and thank you for your hard work
and dedica on to our community. David is now an Eagle Scout!

Christ Central Church Helps Local Family with Home Makeover
Hundreds of volunteers came out to the 2nd Annual Community Counts MLK
Weekend community project. Community Counts is a faith based ini a ve designed
to help local homeowners, started through a ministry of Christ Central Church in
Cocoa. Volunteers come out over Mar n Luther King Jr. weekend and help make over
local homes within our community for families that are in much need.
Members of the Cocoa Police Department and City Council par cipated this past
January. Cocoa Police PIO, Yvonne Mar nez wrote: “Through our partnership with
local sponsors, as well as other churches, we offer to paint qualified homes for free
over MLK weekend. Our partnerships within the community are so important and we
take them very seriously. We got our hands dirty to make a difference in the
community we love.... It was part of Community Counts 2016 and it's another reason to #LoveCocoaFL.”

Cocoa’s Super Hero Parking Recognized Nationwide
Cocoa was recognized locally in the Florida Today and on Fox News for the Super Hero parking
signs that were installed in front of City Hall. Both stories were picked up na onally and we
have been receiving inquiries from other states such as Ohio, Arizona and Wisconsin. District 4
Councilman, Tyler Furbish no ced the idea on social media and thought it was important for
the City of Cocoa to honor our local heroes. The signs were installed November 2015, just
before Veteran’s Day.
