Recommendation
That Item CCW 16-347, dated October 11, 2016 regarding the County of Simcoe Paramedic
Services Response Time Performance, be received; and
That staff establish the recommended 2017 Response Time Performance Targets as
generally outlined in Item CCW 16-347.
Executive Summary
In September 2012, Item HS 12-155 (September 2012) was approved, and the 2013 Paramedic
Services Response Time Performance Plan was submitted to the Ministry of Health and Long
Term Care (Ministry) pursuant to the requirements of the Ambulance Act (Act). The Act also
mandates response time performance for the period be reported no later than March 31st of the
following year. Review of 2015 and partial 2016 response time performance suggests that no
change to current targets is indicated. All response time targets per the legislation are related to
the performance of Paramedic Services as the agency mandated to undertake medical response.
Cardiac arrest response targets can also incorporate the performance of other parties to measure
the true community capabilities of applying defibrillation within 6 minutes.
Background/Analysis/Options
Prior to the downloading of land ambulance services to the Upper Tier Municipalities there were no
legislated response time standards in place. After the Ministry downloaded land ambulance
services, they introduced a standard that required the Upper Tier Municipalities to maintain the
1996 - 90th percentile response time to emergency calls for their service area. The County of
Simcoe’s 90th percentile response time mandate was set at 15:00.

In 2008, changes to the Ambulance Act, Ontario Regulation 267/08 (Regulation), amending O.
Reg. 257/00 with the heading Part VIII, Response Time Performance Plans required change in
response time performance planning and reporting to the format outlined in this item. Section 23
(7) of this same Regulation outlines the requirement to report response time performance. An
excerpt of the Regulation is attached as Schedule One (1). These targets and performance
reporting requirements are regulated by the Ambulance Act and related solely to Paramedic
Services as the agency legislated and certified to provide this service. The only deviation from this
is the tracking of the arrival of defibrillators to cardiac arrest patients which can occur in a number
of different ways.
The Response Time Performance Plan outlines response targets based on the following
breakdown of patient types:

Cardiac Arrest
Percentage of times that a person equipped to provide defibrillation will arrive on-scene within
six (6) minutes for a sudden cardiac arrest patient (this will include the use of Public Access
Defibrillators placed throughout the community, as well as other agencies or individuals, such
as teachers, rink attendants, fire, police or paramedic personnel).

Cardiac Arrest/Critically ill (CTAS 1)
Percentage of times that a paramedic crew is on-scene within eight (8) minutes for cardiac
arrest patients and other critically ill patients (categorized at the highest priority in the
Canadian Triage Acuity Scale 1).

Less Acute
The percentage of times that a paramedic crew has arrived on-scene to provide ambulance
services to patients categorized as Canadian Triage Acuity Scale 2, 3, 4 and 5.
2015 Performance Targets
Table 1 below outlines the 2015 response time performance targets and mid-year performance.

2017 Performance Targets
After a full review of the 2015 data set, the County of Simcoe Paramedic Services along with the
support of local community agencies met or exceeded all response time targets. The mid-year
2016 performance suggests that response time targets will be met.
Paramedic Services across the Province continue to advocate for enhancing the accuracy in the
prioritization of calls through improvement in dispatch practices. If these improvements are made,

response time performance for more urgent patients should decrease while response times for the
less urgent patients would increase.
CONCLUSION:
Staff have recommended that no changes be made to the Response Time Performance targets for
2017.
Further to the requirements of the Ambulance Act, the herein outlined response time performance
targets will be reported to the Ministry, which will report same on their website which can be

There are no financial or resource implications associated with this Item.
Relationship to Corporate Strategic Plan
Strengthen Social, Health and Educational Opportunities: Establish partnerships to identify
opportunities for strengthening human services and education to support improved health and wellbeing for our residents.
The partnership established between the County of Simcoe Paramedic Services, tiered response
agencies and the public through public access defibrillators to defibrillate cardiac arrest patients
impacts the health and well-being of our residents.
