An Attendance Advisory Panel is a group of suitably
qualified people formed under the School Education
Act 1999 (the Act) to inquire into the reasons for a
student’s persistent absence from school and offer
advice or assistance to engage the student, and their
family, to restore satisfactory attendance.
Who comprises an
Attendance Advisory Panel?
A Panel must consist of three or more people.
• At least one person should be a community
representative.
• A nominated chairperson.
• Support can be provided to the Panel by an
appointed Executive Officer (EO).

What is A Panel
Executive Officers can be selected from schools,
networks or regional offices.
An EO is appointed by either:
• the Regional Executive Director; or
• an Independent Public School principal.

Prior panel
Prior to the Panel Meeting the EO should:
• arrange a suitable time and venue for the Panel
to convene;
• prepare required documentation; and
• act as the contact person for the Panel members
and the school.

The EO is also required to liaise with parent(s) to inform
them about:
• the purpose of the panel, composition and format;
• the practicalities of the Panel (time and place); and
• the rights and responsibilities of all parties.

During the meeting
During the Panel meeting the EO should:
•

ensure the meeting is procedurally fair and adheres
to legislation and Department policy; and
keep accurate records of Panel discussions, advice
provided and assistance offered.

Procedural Fairness
Procedural Fairness consists of two legal rules:
• a person against whom adverse findings might be
made must be given an opportunity to be heard; and
• the person is entitled to an unbiased hearing.
This is an important obligation because the Panel is
able to recommend prosecution.

Following the Panel meeting, the EO should:
• prepare a written report;
• ensure all Panel members sign the report; and
• ensure that the report is provided to all parties
listed in Section 40 (5) of the Act.

If the Panel decides that the parent(s) and
student have failed to reasonably comply
with the advice and suggestions given, they
may initiate referral for legal action.
