THE POSTGRADUATE DEANERY FOR KENT, SURREY AND SUSSEX (KSS) Part of Brighton & Sussex University NHS Hospitals Trust JOB DESCRIPTION Job Title: GP Programme Director Conditions of Service: GP Educator Grade: GP00 Contract Hours: Up to 2 sessions per week Responsible & Dean Director of Postgraduate Medical and Dental Education KSS Deanery, through the Dean of Postgraduate General Practice Education. Accountable To: In relation to day to day activities, the GP Programme Director will be responsible to the Patch Associate GP Dean. Deanery Department: Postgraduate General Practice Education INTRODUCTION The Department of Postgraduate General Practice Education is part of the KSS Postgraduate Medical & Dental Education Deanery, which is hosted by the Brighton and Sussex University NHS Hospitals Trust The KSS GP Department covers the suburban and rural coastal areas of Kent, Surrey and Sussex. It is responsible for the health of 4,500,000 people. There are 17 Postgraduate Centres (PGCS) in NHS Hospital Trusts. There are approximately 4,500 General Practitioners in KSS Deanery, with approximately 200 new appointments each year. There are approx 430 appointed GP Trainers in 250 training practices and 50 Doctors on the Retainer Scheme. The KSS GP Department has 15 GP Specialty training Programmes with 65 GP Programme Directors and 23 GP Tutors in General Practice. The KSS GP Department has responsibility to contribute to the workforce planning and the development strategy of the NHS and assure the quality of training posts and the educational environment provided by Hospital and Community Trusts, and in particular in approved GP training Practices. The Deanery is expected, and welcomes the opportunity, to contribute to multiprofessional workforce planning and learning through strong links with the SHA and the commissioning organisations which will be developed. Programme Director – JD – July 2011 1 JOB PURPOSE: The objectives of this post are To support the Kent, Surrey & Sussex Deanery to oversee the implementation of the GP Training Programmes in accordance with the Deanery, the GMC and the Royal College of General Practitioners guidance for GP Specialty Training and for the GP Curriculum and its assessment. To coordinate and support professional development of local GP educators and to liaise with both hospital and community clinical supervisors in this respect. To work with the GP School management in quality control and quality assurance processes for GP training. To support the training places for trainee doctors in the Foundation programme in general practice KEY ACTIVITIES: This job description reflects the changes that have been made to GP training in the UK since 2006 with the expectation that it will be revised continually to meet the changing requirements of patients and the NHS. This role is going to be subject to ongoing review and refers to a role held in collaboration with a team of colleagues. The Programme Director role will cover the following areas: Management of the GP training programme for general practice including recruitment Management of the local FY2 Foundation programme in general practice Wider Deanery role Requirements for GP Training Programme Directors Experience as GP Trainer GP Programme Directors are required to support GP Trainers, GP FY2 Clinical Supervisors and GP trainees, and must thus have a comprehensive understanding of the GP curriculum, and all the assessments (WPBA, AKT and CSA) as well as the evidence needed for the ePortfolio. In order to do this they will need to be either active GP Trainers or to have had experience of being a GP Trainer within the last five years, and must be in possession of the MRCGP or FRCGP. Academic requirements The effective delivery of many of the areas of this role requires some experience in, and understanding of, educational theory and principles and the processes of managing medical education. The role has significant academic and leadership responsibilities and undertaking the role carries with it a necessary and inherent process of academic career and leadership development for the incumbent. Those appointed to this important role will thus need to have demonstrated at the very least postgraduate academic progress subsequent to the possession of the MRCGP and the possession of a PG Certificate in Education, or established progress towards the awarding of a PG Cert in Education as an approved course student on a validated and approved course, ideally on the KSS Modular GP Educators course. All GP Specialty Training Programme Directors in KSS will be encouraged and supported to continue their academic development to the level of a postgraduate Masters degree. Secondments to post The KSS Deanery may, if appropriate, agree to provide educational support to GP Training Programmes using appropriately educationally qualified academic staff who have been involved in the teaching and training of healthcare professionals. These will normally undertake a similar role to the Programme Director, but will be normally seconded from a Higher Education Institute (normally a University). They will undertake their roles in line with this guidance and to ensure that the totality of the workload is covered by the GP Programme Director team for that locality, however, they will not need to be medically qualified, nor have experience of being a GP Trainer. Programme Director – JD – July 2011 2 These secondments will be organised by the Deanery, will be the responsibility of the Dean of Postgraduate GP Education, and will be distinct to the process of appointment and employment of Programme Directors as described in the rest of this document. Management of the GP training programme will involve: A) THE CORE ROLE The Programme Director will Ensure congruent teaching mapped to the GP curriculum. Encourage the research and development of innovation in teaching practice. Apply academic rigour to both the content and process of teaching. Be able to work collaboratively within a multi-professional organisation Demonstrate leadership by taking responsibility for the quality and evaluation of education in all areas Take an active role in supporting self-directed learning and hand over of the information on trainees from one placement to others. Oversee the ARCP (Annual review of competency progression) process locally and work with both the GP School Management and local Clinical and Educational Supervisors to implement its satisfactory delivery and the outcomes resulting from it. The following are the more specialised roles that fall within the job description but which will be shared amongst members of the locality Programme Director team. The team must be able to demonstrate that all areas are covered at all times. 1) The Curriculum. Programme Directors will Endeavour to ensure the integrity of delivery of the GP curriculum across all parts of the GP Specialty Training Programme. This will involve having a clear understanding of the curriculum and how its aims can be met. Liaise with the hospital Clinical Tutors and GP Educational Supervisors concerning the content of teaching and learning within each post. Work with Human Resource (HR) and Medical Education Managers (MEM) in putting together appropriate GP Training programmes individualised where possible to the needs of the learner. 2) Induction and Seamless Transfer The Programme Director will Co-ordinate induction for all parts of the programme and liaise with Clinical and Educational Supervisors to ensure a seamless progression for the Speciality Registrars in the GP Training Programme Ensure provision of pastoral and ongoing educational support for the Speciality Registrars in the GP Training Programme 3) Assessment The Programme Director will Need up-to-date and detailed knowledge of the assessment processes that underpin the MRCGP and the Foundation programme. Support the delivery of these assessment processes. Manage the support of Speciality Registrars in General Practice who fail to progress or who are found to need extra support. Take an active role in supporting the ARCP process and its outcomes. Programme Director – JD – July 2011 3 4) Management of the Educational Network The Programme Director will Support the development of GP Trainers. Support Clinical Supervisors in all placements including those for those trainees in GP placements in the second year of the Foundation Programme. Actively promote training in the wider general practice network and encourage adequate recruitment to GP Trainer and Supervisor placements to ensure succession and continuity for the GP Training Programme in the locality. Facilitate and support a robust and effective Local GP Faculty Group, and its regular meetings, as described in the KSS Deanery Graduate Academic and Education Regulation guidelines (GEAR) Ensure that the local Quality Control of GP Training is robust and effective and support the Deanery in the Quality Management of GP and other specialty training. This will involve taking part in Deanery Local GP Faculty Visits. 5) Placement and Allocation The Programme Director will Work with HR, Medical Education Managers and local Trainer Groups to make effective and appropriate placements possible for individual GP trainees. Work with Acute and Psychiatric Trusts to ensure placements take account of patient safety and meet clinical governance processes. Work with representatives from the Acute and Psychiatric Trusts over any changes in placements that will occur as a result of any service or Trust reconfigurations. Make themselves available to individual GP trainees to provide career advice as required. 6) IT and Information The Programme Director will Explore and expand the use of available information technology in developing both the administrative and educational functions of the role, including ensuring the local web site for the GP Training Programme is up to date, relevant appropriate and accessible. Work with the administrative support for the GP training programme and LFG to ensure that the GP trainee database is up to date, accurate and the information is provided in a timely way for the ARCP process. B) MANAGING THE FOUNDATION PROGRAMME The Programme Director will Have an up-to-date understanding of the curriculum and assessment methods for the Foundation Programme. Support the development of the Foundation Programme curriculum in general practice Liaise with the Foundation Programme Directors in the Acute Trusts over placements including handover and induction Support the educational network involved with the Foundation Programme both within the Trusts and in general practice. Support recruitment to the Clinical Supervisors (CS) and Community Educational Supervisors (CES) roles. Ensure that doctors training in the Foundation Programme are aware of general practice and are informed about the training for, and a career in, general practice. C) THE WIDER DEANERY ROLE The Programme Director as a member of the KSS Deanery will Work with co-Programme Directors and other members of the deanery team to ensure the highest quality of education for, and in, general practice. Programme Director – JD – July 2011 4 Take part in an agreed model of annual appraisal with their Patch Associate GP Dean and demonstrate evidence of personal learning and development. Have a responsibility to involve the Patch Associate GP Dean if there are difficulties with undertaking the role. Attend Programme Director conferences and meetings and keep updated with national and Deanery policy. Each Programme Director should endeavour to attend the majority of the meetings (i.e. 75%), but for all meetings at least one Programme Director from every GP Specialty Training programme should attend in order to inform the others Feed back to the Deanery local issues of concern. Act as a local leader in GP education on behalf of the Deanery and liaise with other bodies such as PCTs and other relevant providers of services to patients. Submit regular reports on the GP training programme to the Deanery using the KSS Deanery Graduate Academic and Education Regulation guidelines (GEAR) Maintain good standing with own their own professional regulatory body. Participate in local, Deanery and national Quality Assurance processes Uphold and deliver the Deanery Business Plan INTERNAL KEY CONTACTS GP Dean Head of GP School Associate GP Deans GP Administration team General Responsibilities To promote equality and diversity in all aspects of work. To be responsible for actively identifying their own development needs and committing to a personal development plan based on continuous learning. To cover for colleagues during periods of absence or peaks in workload. To utilise annual leave entitlement to accommodate Deanery Christmas closure, as required. This will be determined by the line manager according to service requirements. The information being handled by staff employed by KSS Deanery is strictly confidential. Failure to respect the confidential nature of this information and to comply with the information governance requirements of the KSS Deanery will be regarded as a serious Programme Director – JD – July 2011 5 breach of Deanery policy, which may result in formal action being taken under the Disciplinary Policy and Procedure, including possible dismissal. Staff must take reasonable care, and be aware of their responsibilities under the Health and Safety at Work etc. Act (1974) and to ensure that agreed safety procedures are carried out to maintain a safe environment for staff and visitors to the Deanery.
