Carmichael Chamber of
Commerce will celebrate a
new culinary Center and a new
Person of the Year on April 8th.
During the new Milagro
Center’s first banquet event, basketball legend, humanitarian,
and former Carmichael resident Vlade Divac (pronounced
“Divacs”) will be named 2016
Person of the Year. Now general manager for the Sacramento
Kings, the giant community figure will receive his award at
the Chamber’s annual awards
night. “It’s my honor,” said the
star. “I am proud to be part of
the Carmichael community.”
His long-time buddy and fellow
Kings hero Peja Stojakovic will
join April 8 celebrations. The
presence of both towering Serbs
promises to lift the Chamber
banquet’s celebrity element to an
unprecedented level.
Divac, 47, was a conquering hero for six seasons of the
Sacramento Kings’ most winning years. The seven-foot
Center has also scored for the LA
Lakers and Charlotte Hornets.
The Kings retired his purple
and white jersey in 2009 and
last year appointed him team
mentor and manager. Divac
enjoys near-royal adulation in
his Balkan homeland. Through
his own charitable foundation
and in cooperation with other
Serbian agencies, he and his wife

Aspling and

Military Council
CARMICHAEL, CA (MPG) - Deborah
Aspling, 61, of Carmichael,
has been appointed to the
Governor’s Military Council.
Aspling was a line officer at
JYG Innovations from 2015 to
2016 and at DTSI from 2014
to 2015. She served as deputy
director at the U.S. Air Force
Physical Evaluation Board from
2009 to 2014 and as a commander in the U.S. Air Force
from 1998 to 2009. Aspling was
a senior vice president and area
manager for Kaiser Permanente
from 2005 to 2008, chief operations officer at Lodi Memorial
Hospital from 1994 to 2005
and assistant administrator at
Sutter General Hospital from
1988 to 1994. Aspling served as
a colonel in the U.S. Air Force
Reserve from 1981 to 2014. She
earned a Master of Business
Administration degree from
California State University,
Sacramento. This position does
not require Senate confirmation
and there is no compensation.
Aspling is a Republican.
Alice Astafan, 77, of
Carmichael, has been appointed
to the Governor ’s Military
Council, where she has served
since 2013. Astafan served as
a member of the California
Veterans Board from 2006
to 2010 and the Federal
Technology Center Board of
Directors from 1998 to 2008.
She served as a major general in
the U.S. Air Force from 1960 to
1998. Astafan earned Master of
Science degrees in international
affairs and early childhood education from California State
University, Sacramento. This
position does not require Senate
confirmation and there is no
compensation. Astafan is a
Republican.

CARMICHAEL, CA (MPG) - Attended by record
numbers, the annual Carmichael Park egg
scramble disposed of more than 5,000 treatfilled eggs last Saturday.
Easter celebrations brought nearly
1,500 children with baskets, buckets, and
bags. Divided by age groups, the hunters swarmed an acre of spring-green grass
and harvested the 2016 egg crop in a few
frenzied minutes. Event host, a suave sixfoot bunny in bow tie and waistcoat, then

Supervisor Susan Peters augmented the
candy haul from her meet-the-constituents
table. Children were further indulged with
balloon art and crafts. The Sacramento Fine
Art Center provided paints and paper for
junior watercolorists. Many bunny portraits
resulted.
Carmichael Kiwanis Club served

egg hunt is a popular Carmichael tradition.

memorial service will be held in
the Earl J. Koobs Nature Area
located in Carmichael, between
San Juan Central (previously
Garfield Elementary) and the
La Sierra Community Center on
5325 Engle Road. Gates to the
area will be open from 10:00
a.m. to 2:00 p.m. The Color
Guard Ceremony will be at 11:00
a.m. The Color Guard will be by
local Boy Scouts, Girl Scouts
and Venture Crew.
The Earl J. Koobs Nature
Area started with a teacher’s
off-hand suggestion in 1971
and local high school students’
perservance in purchasing 4-1/2
acres in Carmichael as a nature
and environmental studies area.
Even then-Governor Reagan
and President Nixon donated to
the students’ cause. A California
ecology grant helped pay the balance. The area was later named
for Mr. Koobs, now called
“Ranger Jack”, the biology
teacher who planted the idea.
The Vietnam Memorial is
especially intriguing. In 1973,
while many were still in disbelief of America’s losses, the
nature area’s symbol became a
memorial to 14 students from La
Sierra High School who died for
our country. This, the first known
Vietnam Memorial in California,

Peacefully Confronting the Bullies Out There

CARMICHAEL, CA (MPG) - There
are probably very few people
who have never suffered bullying in some form in their lives.
The small, the shy, the socially
backward, the unattractive,
sometimes even the popular are
targets of those who would dominate them or bring them down
in the eyes of others.
The short answer might be to
fight back, to lash out at the bully.
But Clint Robinson, a Grand
Master in a Korean form of martial art and owner of Robinson’s
Taekwondo (with locations
throughout the greater Sacramento
area), says a violent response
should not be the first alternative.
“Taekwondo is an effective
means of self-defense,” he said,
“but it comes with a sense of
responsibility.”
Still, pity the mugger who
tries to rob Clint Robinson.
“Aggressive behavior is an
imbalance of power,” Robinson
said. “The aggressors are out
to swing the power their way.”
What he hopes to instill in his
students is how to bring that
power back to themselves and
meeting violence with violence
is not always the answer.
Speaking in the massive mirrored room that is his Marconi
Avenue dojang (gym) in
Carmichael where he teaches
males and females of all ages,
Robinson said, “First you have
to identify bullying. Then we
apply the four C’s.”
Caution: Observe the environment in which the bullying is
taking place.
Control: Take control over
our emotions and do not respond
to petty things like name calling.
Confidence: Posture is important. Victims are often those
who look scared. That’s what
the bully wants. Victims should
try to look confident even if they
are not. Don’t slump and look
defeated. Stand up and face the
aggressor.

Courage: When all else fails,
be prepared to take a stand.
Sometimes there is no other
choice but to fight back. If
you’re going to get into a fight
anyway, don’t just stand there.
Hand out some of what you’re
getting.
No parent wants their child to
get into fights. Robinson agrees
and emphasizes that fighting,
while sometimes necessary,
should not be the first choice on
the list.
Clint Robinson can identify
with those who are the younger,
smaller, and more likely to be
bullied. In elementary school he
was a small, rowdy kid. Teachers
decided he was disruptive
because he was capable of working well above his grade level
and bored with what was being
taught. School officials skipped
him ahead several classes to
where the work would be challenging and perhaps inspire him
to put aside the mischief.
Skipping the young Robinson
out of his age group made him
the youngest in his class. That
also might have been fodder for
bullies. The boy was as friendly
and outgoing as he is today,
and he made a lot of friends.
“Nobody wants to beat up a
friend,” he said.
Now in his 50th year of practicing the martial art, Robinson
says those who come to him
to learn how to defend themselves are not always properly
motivated at the beginning.
Improving the skills of bullies or
turning victims into bullies is not
his goal. Taekwondo is a striking and kicking art, but there
is a gentle side that is taught in
tandem.
Which goes back to one
of the four C’s in particular:
Confidence. Knowing with certainty that he can defeat a bully
physically, gives the Taekwondo
practitioner great confidence.
Choosing not to fight means he
can simply walk away from the
problem.
Robinson has made several
educational trips to Korea—the
birthplace of his chosen form of
the martial arts. Just like many
other professions, continuing
education is a requirement. Why
would a Grand Master need further schooling in a discipline
in which he is already a proven
expert who could give Bruce
Lee, Chuck Norris, and Jackie
Chan a few tips? “Research and
development has come up with
refinements,” he said.
“Taekwondo is really simple,”
Robinson said. “With dedication
a student can become fairly proficient in six months to a year.”
Practice and dedication are the
key words here.
Of course, bullying does not
stop at childhood. Every workplace seems to have someone who
maneuvers to be the “top dog,”
even if it means weakening someone held in high regard by others.

Assemblyman Hadley’s Bill Redirects Funds to Local Transit

Hadley (R-Torrance) announced
the introduction of Assembly Bill
1717, which will redirect those
forfeited cap and trade dollars
to fund local transit projects that
directly benefit disadvantaged
communities.
“The High Speed Rail
Authority’s decision to build the
northern California route breaks
the promise made to Southern
California taxpayers. My legislation will ensure that cap and trade
dollars go to the disadvantaged
communities they are meant to
help,” said Assemblyman Hadley.

that the California High Speed Rail
Authority (CHSRA) is shifting its
initial route to northern California
was the fact that this route is ineligible for $600 million in cap and
trade funds.
In the 2014 budgetary process,
the legislature designated cap and
trade funds to the High Speed Rail
project on the basis that it would
provide pollution relief to underserved communities in the Los
Angeles Basin. The new route now
excludes these underserved communities and removes the entire
basis for High Speed Rail receiving
In 2014, the legislature passed
Senate Bill 862, which provided
that 25 percent of all cap and trade
dollars must go toward benefiting low income Californians. With
60 percent of the state’s disadvantaged communities in Southern
California, the change in route for
the High Speed Rail effectively
makes this requirement impossible
to meet.
“It’s clear to me that SB 862
authorized funding only for the specific segment identified in the 2012
Business Plan. The bill did not contain language allowing CHSRA
to change its mind in a future
Business Plan on where funds can
be spent,” said David Schonbrunn,
president of the Transportation
Solutions Defense and Education
Fund (TRANSDEF).
In its 2012 business plan, the
CHSRA made a commitment to
the California Legislature when it
asserted that in exchange for cap
and trade funding, it would build
the first leg of the High Speed Rail
System south, and would accelerate construction of the Burbank to
Palmdale segment.

862 to “accelerate work on the segment from Burbank to Palmdale...
The Burbank-Palmdale segment,
which potentially could become
an operating segment on its own,
would accelerate benefits to the
Los Angeles region.”
AB 1717 will devote the cap and
trade funding that HSRA has forfeited to fund the Transportation
Agency for the Transit and Intercity
Rail Capital Program, which in
turn will help the communities of
southern California and contribute
greatly to the reduction of greenhouse gas emissions for the state.

NFIB Reacts to Governor’s
Governor Brown, Legislators, and Labor Leaders Announce
$15 Minimum Wage Announcement Landmark Agreement to Raise California’s Minimum Wage
Voice of Small Business Ignored in Secretive Deal With Labor Union Leadership
SACRAMENTO REGION, CA (MPG) - NFIB/CA, the
largest small business association in California
representing 22,000 dues-paying small businesses
and over 500,000 employees, issued the following statement in reaction to Governor Brown’s $15
minimum wage announcement today:
“Today Governor Brown and legislative leadership demonstrated a disturbingly clear disregard
for the voice of small businesses in California. At
his press event, Governor Brown claimed he and
legislative leadership listened to and considered
the small business perspective in crafting this proposal. NFIB has yet to hear from Governor Brown,
Senate Pro Tem De Leon, or Speaker Rendon,”
said NFIB/CA State Executive Director Tom Scott.
“It is concerning that in the 21st Century we are
witnessing dark closed-door deals with no public
input or transparency.”
Tom Scott added, “Just two months ago, the
Governor opposed a $15 minimum wage on the
grounds that it would have devastating fiscal consequences on both the public and private sectors.
Although the Governor appears to have changed
his opinion, he cannot change the facts: a reckless
50 percent hike in the minimum wage would have
deep negative consequences including job loss and
increased costs to job creators, senior citizens, and
non-profits.”
“Pro Tem De Leon repeatedly claimed this proposal is the ‘pragmatic compromise’ since the
ballot initiatives had a more aggressive implementation timeline. Just because a policy is marginally
better in his opinion, it does not make it supportable. There is nothing pragmatic about a 50 percent
minimum wage hike, compounded by the existing
25 percent increase over the last two years. With
regard to the ‘safeguards’ during economic downturns, we understand these would only delay the
implementation momentarily—ultimately there

would be no safeguard for small business, only a
temporary pause.”
NFIB California issued this statement earlier
today ahead of Governor Brown’s press conference. Keeping in mind that none of the described
deal is currently in print nor has it undergone fiscal
or policy analysis, NFIB remains strongly opposed
to Senate Bill 3 (Leno) and intends to educate legislators and constituents in their respective districts
about the devastating impacts this bill would have
if signed into law.

minimum wage to $15 per hour
statewide.
The Governor was joined at
the announcement by: Senate

Burger King employee Holly Diaz;
Senator Mark Leno; California
Labor and Workforce Development

Aloise; and United Healthcare
Workers West executive board
member Georgette Bradford.
“California is proving once
again that it can get things done
and help people get ahead,” said
Governor Brown. “This plan raises
the minimum wage in a careful
and responsible way and provides
some flexibility if economic and
budgetary conditions change.”
Under the plan, minimum wage
will rise to $10.50 per hour on
January 1, 2017 for businesses
with 25 or more employees, and
then rises each year until reaching $15 per hour in 2022. This
plan also recognizes the contributions of small businesses – those
with fewer than 25 employees – to
California’s economy and allows
additional time for these employers to phase in the increases.
The purpose of the plan is to
increase the minimum wage over
time, consistent with economic
expansion, while providing safety
valves – known as “off-ramps”
– to pause wage hikes if negative
economic or budgetary conditions
emerge. The Governor can act by
September 1 of each year to pause
the next year’s wage increase for
one year if there is a forecasted
budget deficit (of more than one
percent of annual revenue) or poor
economic conditions (negative job
growth and retail sales).
Once the minimum wage
reaches $15 per hour for all businesses, wages could then be
increased each year up to 3.5 percent (rounded to the nearest 10
cents) for inflation as measured by
the national Consumer Price Index.
This plan also phases in sick
leave for In-Home Supportive
Services workers starting in July
2018.
Governor Brown signed AB
10 in September 2013 to raise
California’s minimum wage 25
percent, from $8 to $10 per hour,
effective January 1, 2016. There
are approximately 7 million hourly
workers in California, of which
about 2.2 million earn the minimum wage.

“Contrary to conventional wisdom, this dramatic wage hike
won’t hurt millionaires and billionaires. It will hurt lower and
middle class Californians, especially those who live in inner
cities and rural areas. Entry-level
and low-skilled workers, including young people, will find it
more difficult to find jobs, pay for
childcare, and eat out. Employers
will hire fewer workers and
instead turn to automation.
“In a state as economically and
culturally diverse as California,
it’s a shame that our elected
officials don’t realize that a
one-size-fits-all approach to combating poverty won’t work in
our state. Not every city is San
Francisco.”

California, it is able to educate
owners on their civil rights and
responsibilities relative to living
in a mobile home park.
During the convention, members will hold breakout sessions,
panel discussion groups, and
attend an Awards Banquet
Saturday evening. Sessions
include subjects concerning
mobile home ownership, real
estate sales and marketing,
earthquake, and flood insurance,
disaster preparedness, and evacuation planning.
Attorneys will present programs based on legal issues.
Tuesdays at 4 p.m. and
Thursdays at 11 a.m.
Keynote speaker for the Banquet
will be Senator Joe Dunn, former head of the Senate Select
Committee on Manufactured
Homes.
Mobile homes offer lowincome seniors one of the last
opportunities to live independently as the cost of other types
of housing continues to escalate in California. They have
the opportunity to have yards
and gardens and to live in single
unattached housing instead of
small low cost apartments which
may not coincide with their older
years.
GSMOL champions the property rights of homeowners and

Fast-Tracking TiSA: Stealth Block to Monetary Reform

do not understand our
banking and monetary
system, for if they did,
I believe there would
be a revolution before
tomorrow morning.” -Attributed to Henry Ford
In March 2014, the Bank of
England let the cat out of the
bag: money is just an IOU,
and the banks are rolling in
it. So wrote David Graeber in
The Guardian the same month,
referring to a BOE paper called
“Money Creation in the Modern
Economy.” The paper stated
outright that most common
assumptions of how banking
works are simply wrong. The
result, said Graeber, was to
throw the entire theoretical basis
for austerity out of the window.
The revelation may have done
more than that. The entire basis
for maintaining our private
extractive banking monopoly
may have been thrown out the
window. And that could help
explain the desperate rush to
“fast track” not only the TransPacific Partnership (TPP) and
the Trans-Atlantic Trade and
Investment Partnership (TTIP),
but the Trade in Services
Agreement (TiSA). TiSA would
nip attempts to implement public banking and other monetary
reforms in the bud.
The BOE report confirmed
what money reformers have
been saying for decades: that
banks do not act simply as intermediaries, taking in the deposits
of “savers” and lending them to
borrowers, keeping the spread in
interest rates. Rather, banks actually create deposits when they
make loans. The BOE report
said that private banks now create 97% of the British money
supply. The US money supply is
created in the same way.
Graeber underscored the dramatic implications: “. . . [M]
oney is really just an IOU. The
role of the central bank is to
preside over a legal order that
effectively grants banks the
exclusive right to create IOUs
of a certain kind, ones that the
government will recognise as
legal tender by its willingness to
accept them in payment of taxes.
There’s really no limit on how
much banks could create, provided they can find someone
willing to borrow it.”
Politically, said Graeber,
revealing these facts is taking
an enormous risk: “Just consider
what might happen if mortgage
holders realised the money the
bank lent them is not, really,
the life savings of some thrifty
pensioner, but something the
bank just whisked into existence through its possession of a
magic wand which we, the public, handed over to it.”
If money is just an IOU, why
are we delivering the exclusive power to create it to an
unelected, unaccountable, nontransparent private banking
monopoly? Why are we buying
into the notion that the government is broke—that it must sell
off public assets and slash public services in order to pay off
its debts? The government could
pay its debts in the same way
private banks pay them, simply
with accounting entries on its
books. What will happen when
a critical mass of the populace
realizes that we’ve been vassals
of a parasitic banking system
based on a fraud—that we the
people could be creating money
as credit ourselves, through publicly-owned banks that returned
the profits to the people?
Henry Ford predicted that a
monetary revolution would follow. There might even be a move
to nationalize the whole banking
system and turn it into a public
utility.
It is not hard to predict that the
international bankers and related
big-money interests, anticipating
this move, would counter with
legislation that locked the current system in place, so that there
was no way to return money and
banking to the service of the
people—even if the current private model ended in disaster, as
many pundits also predict.
And that is precisely the
effect of the Trade in Services
Agreement (TiSA), which was
slipped into the “fast track” legislation now before Congress.
It is also the effect of the bailin policies currently being
railroaded into law in the
Eurozone, and of the suspicious
“war on cash” seen globally, but
those developments will be the
subject of another article.
TiSA Exposed
On June 3rd, 2015, WikiLeaks
released 17 key documents
related to TiSA, which is considered perhaps the most important
of the three deals being negotiated for “fast track” trade
authority. The documents were
supposed to remain classified for
five years after being signed, displaying a level of secrecy that
outstrips even the TPP’s fouryear classification.
TiSA involves 51 countries,
including every advanced economy except the BRICS (Brazil,
Russia, India, China, and South
Africa). The deal would liberalize global trade in services
covering close to 80% of the US
economy, including financial
services, healthcare, education,
engineering, telecommunications, and many more. It would
restrict how governments can
manage their public laws, and
it could dismantle and privatize
state-owned enterprises, turning
those services over to the private
sector.
Recall the secret plan devised
by Wall Street and U.S. Treasury
officials in the 1990s to open
banking to the lucrative derivatives business. To pull this off
required the relaxation of banking regulations not just in the
US but globally, so that money
would not flee to nations with
safer banking laws. The vehicle used was the Financial
Services Agreement concluded
under the auspices of the World
Trade Organization’s General
Agreement on Trade in Services
(GATS). The plan worked, and
most countries were roped into
this “liberalization” of their
banking rules. The upshot was
that the 2008 credit crisis took
down not just the US economy
but economies globally.
TiSA picks up where the
Financial Services Agreement
left off, opening yet more doors
for private banks and other commercial service industries, and
slamming doors on governments
that might consider opening their
private banking sectors to public
ownership.
Blocking the
Trend Toward
“Remunicipalization”
In a report from Public
Services International called
“TISA versus Public Services:
T h e Tr a d e i n S e r v i c e s
Agreement and the Corporate
Agenda,” Scott Sinclair and
Hadrian Mertins-Kirkwood note
that the already formidable challenges to safeguarding public
services under GATS will be
greatly exacerbated by TiSA,
which blocks the emerging trend
to return privatized services to
the public sector. Communities
worldwide are reevaluating the
privatization approach and “remunicipalizing” these services,
following negative experiences
with profit-driven models. These
reversals typically occur at the
municipal level, but they can
also occur at the national level.
One cited example is water
remunicipalization in Argentina,
Canada, France, Tanzania, and
Malaysia, where an increasing
frustration with broken promises, service cutoffs to the poor,
and a lack of integrated planning by private water companies
led to a public takeover of the
service.
Another example is the remunicipalization of electrical
services in Germany. Hundreds
of German municipalities have
remunicipalized private electricity providers or have created new
public energy utilities, following
dissatisfaction with private providers’ inflated prices and poor
record in shifting to renewable
energy. Remunicipalization has
brought electricity prices down.
Other sectors involved in remunicipalization projects include
public transit, waste management, and housing.
Sinclair and MertinsKirkwood observe: “The TISA
would limit and may even prohibit remunicipalization because
it would prevent governments
from creating or reestablishing
public monopolies or similarly
‘uncompetitive’ forms of service
delivery. . . .
“Like GATS Article XVI,
the TISA would prohibit public
monopolies and exclusive service suppliers in fully committed
sectors, even on a regional or
local level. Of particular concern for remunicipalization
projects are the proposed “standstill” and “ratchet” provisions
in TISA. The standstill clause
would lock in current levels of
services liberalization in each
country, effectively banning any
moves from a market-based to a
state-based provision of public
services. This clause . . . would
prohibit the creation of public
monopolies in sectors that are
currently open to private sector
competition.
“Similarly, the ratchet clause
would automatically lock in any
future actions taken to liberalize
services in a given country. . . .
[I]f a government did decide to
privatize a public service, that
government would be unable to
return to a public model at a later
date.”
That means we can forget about turning banking and
credit services into public utilities. TiSA is a one-way street.
Industries once privatized
remain privatized.
The disturbing revelations
concerning TiSA are yet another
reason to try to block these
secretive trade agreements.
