Hello Houghs Neck and beyond, What a great summer we have had.
This July has the highest average temperature since the 1930s.
My girls have had a great summer sailing. First sailing Lipton
Cup hosted by Squantum Yacht Club in early July then sailing
Quincy Bay Race Week hosted by Wessagussett Yacht Club in
mid July. Some of Houghs Necks young sailors placed in both races. The
Laser fleet was Davis Stewart, Kelsey Laforest and Brooke McCarthy. The
Opti fleet was Emily McCarthy. The greatest win of all is knowing that
all the kids that participated in a competitive sport this summer will learn
life lessons about personal goals and the work it takes to achieve them.
The Mayor of Houghs Neck race is heating up. The past couple
of weeks the Candidates have kicked it up a couple of notches. Kelli
“KelGal” Galligan has been selling “Necka” bumper stickers and
had an outdoor screening of The Love Bug. Kim Fallon has been attending
events and collecting donations in person. Joe Giggey has been selling raffle
tickets. He has 4 sets of tickets to raffle off as well as some autographed sports
memorabilia including a Sam Horn autographed ball. Joe will have a Party
and raffle at Louis August 15 at 7pm. He has also arranged to have Wally the
Red Sox mascot to attend and pose for pictures.
Chowdafest, Chowdafest Chowdafest. The 8th annual Chowdafest
will be the biggest event in twelve months. We have booked Houghs
Necks very own Stars Frank Doyle & Bryan Galligan of Rock Island
Sound to play the event. We expect a record attendance and over 150 gallons of
Chowda to be served. If you are interested in entering a chowda for restaurant

2012-13 Membership Drive
This issue of the Houghs Neck Bulletin marks the end of our 55th year
serving our community. Starting in September we also begin our new
membership year. Sept. 1, 2012 thru August 31, 2013. So as we begin our
new membership year we have included a reply envelope (Houghs Neck
only) for your convenience on paying your $5.00 per family membership.
What do you get for your $5.00 you ask?
12 Issues free of the oldest community newspaper in Quincy. The Houghs
Neck Bulletin bringing to you community news, information, and photos
on the events and activities, from all of the organizations, clubs, churches and
scouting groups. We let you know of birth announcements, birthdays, the
passing of loved ones, achievements of your youth and job promotions.
Houghs Neck Chowda Fest, gets bigger every year. This must attend event
brings restaurants and individuals to the neck to see who serves Houghs
Neck’s Best Chowda. This year’s event Sept. 15th, 2:00 ~ 6:00pm $5.00 per
person.
Fall Harvest Fest, a free outdoor children’s event held in October to
celebrate the autumn season at Brill Field with crafts, goodies and games.
Good Neighbor Awards Banquet, a dinner and award ceremony where the
community recognizes our special neighbors. Held in October on a Sunday
evening.
Tree Lighting Ceremony held on the first Sunday in December we ring in
the holiday season with a festive event where we light the tree at the HN Fire
station and get a visit from jolly old Santa. The Houghs Neck Congregational
Church has a tradition that evening that should not be missed. A living
Nativity, with narrators explaining the various scene’s around the outside of
the church. Live animals and members of the church participate. following
the event goodies are served in the church hall.
Children’s Christmas Party, another event for the children of Houghs
Neck. Crafts, games and a visit with Santa are some of the activities that
happen at this free party.
Family Ice Skating Night, this free event is held in February with families
getting together enjoying ice skating goodies and hot chocolate.
Bunny Fun Day in the spring, on the lawn of the MBS church is free and
one of the days that smaller kids look forward to, the Easter Bunny and a huge
egg hunt with lots and lots of fun.
Dot Laing Plant Sale this tradition is held the Saturday between Mothers
Day & Memorial day. Happy planting.
Community Yard Sale held in June for a small fee tables are available to
sell your unwanted items. This fund raiser for the HNCC is open to the public
and we provide all the publicity.
Illumination Night contest, July 2nd just before the big holiday celebration
when most everyone has decorated their home with lights, flags and buntings,
we drive around and choose who has the most and best illuminated house in
the neck. This year “Peggy O” was chosen. Who will win in 2013?
Book Award Scholarships to students from the area, not only those
graduating from high school but also those continuing their undergraduate
education. In 2012 we presented $7,200 to five high school and four college
students. Since 1964, 452 book awards have presented, to 287 kids receiving
from $50.00 to $1,200.00 for a grand total of $203,970
July 3rd Family Fun Day at Edgewater a free day of fun and games for the
whole family, entertainment, beach games and a bike parade top this family
tradition celebrating our nations birthday.
Annual Blood Drive in memory of the Chris and Trudy Peter. The council
has continued this life saving tradition. Giving blood is one of the easiest ways
to make difference on someone’s life. We try to make it easier by sponsoring
a blood drive here in the neck. Thanks to everyone that has given over the
years and invite you to join us next July.
In addition to the events listed above, the council oversees the operation of
the Houghs Neck Community Center and its activities. We offer guidance to
the Houghs Neck TBall. Host open meetings for the community, local and state
candidate forums, our annual Drug Awareness Night has become a model for
other communities to follow. With a grant from the Kaboom Foundation in
August of 2009 we built the Harold and Priscilla Little Playground at Brill
Field and we maintain the area with an additional grant this year.

Fund. Last June the Scholarship committee presented $7,200 to 4 High School

Atherton Hough School
100 Years of Teaching & Guidance to Houghs Neck Children
ATHERTON HOUGH HAPPENINGS Summer 2012
As you know, Dotty Greene retired from Atherton Hough this past spring
after serving as the principal for 22 wonderful years. I had the chance to
work with Ms. Greene as her assistant principal for the past two school years
and serve as Acting Principal for 3 months in her absence. I am excited to
announce that I have been appointed Atherton Hough’s next principal and
am so excited for this challenge and opportunity to serve the families and the
Houghs Neck children. This year will mark my fourteenth year in Quincy
Public Schools. In my short time at Atherton Hough, I have been so impressed
with the community and its shared commitment and dedication to Atherton
Hough and education. I look forward to working with all of you in my new
role.
You are invited to join Ms. Greene as she celebrates her retirement from
Quincy Public Schools on Wednesday, October 3, 2012. Staff, community
members, family and friends are invited to the Neighborhood Club in Quincy
from 4:00 – 8:00 p.m. If you would like to attend, kindly respond by September
12, 2012 with your name and contact information. Checks can be made out to
Atherton Hough PTO and sent to my attention at the school, 1084 Sea Street,

As we move forward into a new school year, we are excited to be able to
bring more technology to Atherton Hough. We need to be able to prepare our
students for the dynamics of our changing world by integrating these advances
in our classrooms. Interactive whiteboards, in focus projectors and document
cameras are a few tools that will help the teachers at Atherton Hough in their
lessons and daily instruction with the students. Our PTO sponsored fall
fundraiser, the Octoberfest, will be held October 12, 2012. Money raised from
this event will directly support the technology efforts at Atherton Hough. If
you own a business or a service or a store and would like to make a donation
to be represented at the raffle table (and earn a little advertisement!), kindly
contact Mrs. Katy Tracey, Atherton Hough’s fundraiser chairperson at (617)

The school office will reopen the week of August 27, 2012. The first day
of school for students in grades 1-5 is Wednesday, September 5, 2012. Please
note that all Quincy schools will be closed on Thursday, September 6 due
to the State primary election. Kindergarten students will begin on Monday,
September 10, 2012. See you soon!

To the wonderful Atherton Hough families and Hough’s Neck
community,
I want to thank you all for making my last few weeks of teaching at
the Atherton Hough School so memorable. I was truly overwhelmed by
all the cards, gifts and well wishes. I was deeply touched by the garden
bench and, to be officially named an “Honorary Necker”, meant more to
me than you know.
I have grown to love the people and the places of Hough’s Neck during
my eighteen years teaching kindergarten in Room 5. There are so many
things that I will miss as I retire from teaching; there are just too many
to list. I am so blessed to have had a career that has brought me so much
happiness and fulfillment for over thirty years. The “Neck” will always
hold a very special place in my heart. And don’t be surprised if you see
me there weeding the garden, walking to Raccoon Island, kayaking or
visiting Louie’s in the years to come. Thank you so much.

5 Mile Run / 2 Mile Walk slated for Oct. 6
Runners and walkers are invited to join the 4th
Annual Smegs Legs Race on Oct 6. The run starts at
9 am beginning & ending at the Broad Meadows Middle School at 50 Calvin
St. The first 350 participants will receive a stylish Smegs Legs long sleeve
t-shirt. There will be over 9 age group divisions’ winners receiving awards
along with a Best Costume division.
This event has fast become one of the elite races in the area due to the
challenging & scenic 5 mile course along with the award winning FREE
chowder & chili at the post race celebration.
This race honors Navy LTJG Chris Smeglin a lifelong Hough’s Neck, Quincy
resident who was tragically killed in Oct. 2008. The monies raised from this
race go to local charities to assist those in need. Please join us to remember
Chris at the 4th Annual Smegs Legs Run.

Many of the pack families spent a weekend of family camping
at Camp Massasoit in Plymouth Mass this summer. The
weekend was so enjoyable in that everything was taken care
of the cooking and the activities. It was a fun filled weekend
that was relaxing for the parents and exciting for the kids. The waterfront was
open with an awsome swim area with a raft that you could swim out to and
dive off of. In addition the waterfront had paddle boats, row boats, kayaks
and canoes that could be used. The was a fair bit of competition on the range
between the parents and kids at BB target shooting, at the archery range and
sling shot gallery. Many fish were caught at the fishing dock and for one of
the families a sibling caught another on the line, don’t worry the barb wasn’t
on the hook! At arts and crafts there were leather craft was taught, gimp was
used, friendship braclets and more. I know my arms were tired from playing
teather ball and volleyball, but it was so much fun! On Saturday night the staff
and campers joined forces and put on a great campfire with plenty of skits
and songs. Our crew presented “the Queen’s Important Papers”, “Invisible
Bench” and “Ghost with one Black Eye”. To quote one of the fathers during
the trip “this is the most enjoyable, inexpensive trip that I’ve had in a very
long time.”
Registration for the upcoming year will be September 10th and 17th. Parents,
you should really consider scouting for your son, this is a program with so much
to offer. We are blessed to have some amazing parents that run the program.
Cub scouting is a program like no other that is available for your child. Where
do important values such as patriotism, citizenship and friendship get taught,
the boys are encouraged throught the program to search out new adventures,
discover the world around them and then are shown how to share it with their
friends. There is a group available for any age from Grade 1 to 18. Watch next
bulletin for an more in depth description of each of the programs available

Bake Sale at the Chowdafest,

The Mission Committee of the Houghs Neck
Congregational Church will once again host a bake
sale during the Chowdafest at the Maritime Center
on Bayview Avenue. This year’s sale proceeds will
once again go to Project Access. Project Access is a program in the Quincy
Public Schools which provides support to the dozens of children who are
homeless and attend our schools. Project Access supplies backpacks and
school supplies for each child and pays all required fees (such as fees for
sports or field trips). Please help support these children. If you are able to
bake, small items such as cookies or squares sell best. Please package cookies
6 to a bag and squares or brownies, 4 to a bag and be sure to label anything
with nuts. Items may be dropped off at the bake table between noon and
2 on the day of the Chowdafest. If you are not able to bake, please come
make a donation or purchase something sweet to enjoy after you sample the

programs about this friendly coastal

In this illustrated talk Patti Williams
will take us on a journey back in
time exploring the unique geologic
formations and geographic features
of Houghs Neck. She will introduce
you to some of the oldest residents,
including one that was around in
1836 when Martin Van Buren was
president. Patti will also discuss the
importance the salt marshes had to
our ancestors in colonial times. The
highly valued salt meadows were
not included in the original 250 acre
grant to Atherton Hough, and instead
were granted to about a dozen people
in small lots ranging from 4 to 10
acres. Gail Freel will talk about
Houghs Neck Garden Club, and its
role in the striking transformation of
Leo Kelly Park. Former Ward One
Councilor Leo Kelly fought hard to
maintain open space in Houghs Neck,
including protecting our marshes and
the “Crusher” from development.

few articles for the Hough’s Neck
Bulletin, I have recently selfpublished a children’s book, GOD’S
LITTLE FRIENDS THAT ROCK.
The story was inspired by rock art.
I discovered rock art on a web site,
painted and glued ‘critters’ and wrote
the story.
The storyline: The friends of the
forest are on their way to the clearing
for their annual Rock Festival. As
they traveled down the brook, the
friends encountered many obstacles

obstacles, but it took ‘rock-solid
faith’ for them to achieve what they
believed in. This is a story filled
with lessons plus helpful tips on
having your own Rock Art Festival.
It is creative and a great activity for
a children’s birthday party, a fund
raiser, or simply something to do on

Dear Houghs Neck Resident,
I hope this summer finds you well.
As the State Legislature closed its
formal sessions for the 2011-2012
legislative session, we finalized a
large number of major policy pieces
in July. This Fall, I will be detailing
each major piece in separate articles.
However, I would like to first update
you on the status of the Massachusetts
Bay Transportation Authority’s
(MBTA) Quincy Center parking
garage. Having met with the General
Manager of the MBTA, Jonathan
Davis and his staff overseeing review
of the garage, it has been determined
that the garage is unsalvageable. As a
result, the garage will need to be torn
down and replaced. I emphasized
the importance of public safety at
the garage and the MBTA Police
will be working with Quincy Police,
the lights are on at night, and the
fencing has been put up. The MBTA
should be able to adjust its capital
bond budget to include tearing down
the garage. As it was only about
400 of the 800 spaces were safe to
use prior to the garage’s closure, the
MBTA is making available over 200
spaces at Quincy Adams Station
located outside of the station as well
as opening access to Quincy Adams
Station from Burgin Parkway and
upgrading payment mechanisms
for customers parking there. North
Quincy Station has not been used
to maximum capacity, especially
at the Newport Avenue parking lot.
These measures should help address
the parking shortfall. I see this as
an opportunity to redesign Quincy
Center Station in conjunction with
the redevelopment of Quincy Center.
I will be working with the MBTA and
the City regarding the replacement
of the garage and possibly upgrading
the entire station.
By the time you read this, the
sales tax free weekend on August
11th and 12th will have passed. The
sales tax free weekend
was included in the
comprehensive Economic
Development Bill that
the Legislature approved.
The Fiscal Year 2013 state budget has
already accounted for the projected
$22 million in lost revenue to the
state as a result of the sales tax free
weekend. Beyond the sales tax free
weekend, the Bill creates new tools
for municipalities to create economic
development, create tools for small
businesses, and invest in workforce
and community development.
The Bill makes important changes
to the Infrastructure Investment
Incentive (I-cubed) by increasing
the available funding from the state
to $325 million to municipalities.
It increases the amount from 2 to
3 projects a municipality can apply
for I-cubed money, capping the
funding for a single community at
31%. This year, Quincy has received
approval for $50 million in I-cubed
money from the state to provide
the infrastructure improvements of
the Quincy Center Redevelopment.
A new Local Infrastructure
Development Program will allow
municipalities the ability to leverage
private funding to finance public
infrastructure projects essential to an
economic development project. This
will allow economic development
projects to move forward despite
the lack of availability of public
funds for the public infrastructure.
This is similar to the Quincy Center
Redevelopment, where Street-Works
can privately support public works,
provided it moves the development
forward.
On the local level, the Bill extends
existing state and local permits by
2 additional years. This will allow
developers to hold on to their existing
permits during this tight credit
market. Expedited local permitting
has been expanded to include a local
option to promote local residential
development. This is an addition
to the existing commercial and
mixed-use development expediting
permitting under current law.
Quincy would have to adopt this
process through the City Council.
The annual cap on Historical
Rehabilitation tax credits cap was
increased from $50 million to $60
million a year. The Brownfield Tax
Credit was extended two additional
years to 2015 to provide assistance
on developers to clean up toxic sites
for redevelopment.
Community
Investment Tax Credits are created
to promote long term public-private
partnerships at the community level.
This tax credit will allow Community
Development Corporations (CDC) to
competitively apply for tax credits,
which can be as high as $150,000
in tax credits over 3 years. The tax
credit program is capped at $1.5
million in 2013, $3 million in 2014
and $6 million in 2015 through 2019.
The tax credit program will end in
2019.
Small business support includes
establishing a Small Business Online
Portal that will provide consolidated
information resources on the Internet.
Small business loan review boards will
be required to provide more formal
feedback and additional information
on alternative financial assistance
should a business loan be denied.
The Small Business Association of
New England will be administering
$250,000 in competitive grants for
manufacturing companies that avert
layoffs through technical assistance
and management consulting. The
Bill authorizes the Massachusetts
Pension
Reserve
Investment
Management Board (PRIM) to be
able to invest at least $100 million
from the State Employee and Teacher
Pension Fund into institutions
that make capital available to
small businesses and early-stage
companies. MassDevelopment will
oversee the Manufacturing Grant
program, which will assist small and
mid-size manufacturing businesses
seeking to grow. $5 million from the
Workforce Competitiveness Trust
Fund will be dedicated to training for
“middle skill” through a collaboration
of public education institutions,
workforce investment boards, and
local employers. “Regional Centers
of Excellence” designation is created

A new corporate status is created,
called the Benefit Corporation
(B-Corp). The designation is for
corporations who voluntarily hold
themselves to a high responsibility
for
renewable
energy
and
environmentally friendly business
practices. New corporations formed
will get a tax credit equal to the
minimum corporate excise tax per
year for the first three years. Front
loading corporate tax payments have
been eliminated in favor of quarterly
tax payments, which will equalize a
corporation’s tax payments over the
tax year.
Over the past few days, I have had
the opportunity to watch some of the
Summer Olympics in London and I
marvel at what the Olympians are
able to do to in their sports. Here
are some interesting facts about
the United States Olympics. In the
2012 London Summer Olympics, the
youngest United States Olympian is
15 years old and the oldest United
States Olympian is 54 years old. The
United State has a total of 261 men
and 269 women participating in 28
sports in London. The first Olympic
champion of the modern era was
James Connolly of the United States.
The United States hosted five summer
Olympics and four winter Olympics,
which is the most of any country.

Where did the summer go,
SEA STREET UPDATE: Paving and
sidewalk repairs are complete and new striping
has been painted FINALLY! The contractor
has a few “punch list” items to finish and this
project will be finalized. With the new road,
we anticipate speeding complaints. Living on
a peninsula, the majority of Sea Street drivers
are also HN residents. I ask that you please
watch your speed and be concerned for the
neighbors, pedestrians, pets, etc as we need
to look out for each other.
PARKING COMPLAINTS: On street
parking is a chronic problem in the City
of Quincy. Living in a neighborhood like
Houghs Neck which was mostly developed
prior to the implementation of zoning
requirements, we have plenty of problems
and I ask for your cooperation. When the
City Council recodified the zoning laws
for the first time since the 1960’s, we knew
parking was a major concern. One matter
we were able to resolve was acknowledging
that we are a working class community and
that 60% of American’s spend some time
working from home. Many of our neighbors
own and operate their own business, whether
a local lobsterman, construction worker,
realtor, internet technology specialist, etc. We
needed the flexibility to allow commercial
vehicles to be parked on our residential
property. Growing up in a home where my
parents owned and operated a successful
small business, I completely understand this
need. I met with neighbors and heard their
feedback and we updated the zoning to allow
for one commercial vehicle to be parked in a
Residential A zoned area. Most of Houghs Neck
is zoned Residential A, as we are primarily
single family homes. Allowed commercial
vehicle size is limited. For example, a pick
up truck and van are allowed but a flatbed
tow truck or large commercial equipment are
not. Recently, the city has received a lot of
complaints in the Manet Ave area and many
residents received tickets. Another complaint
that we’ve been hearing is when people park
within twenty feet of an intersection as it
blocks the visibility when turning on/off a
street. Signs aren’t posted at each intersection
but parking within the 20’ area is prohibited

ATHERTON HOUGH SCHOOL: As part
of the Capital Improvement Plan implemented
by Mayor Koch and approved by the City
Council, $100,000 has been funded for
masonry and repointing at Atherton Hough.
Many Quincy school buildings are in need
of serious repairs. Last year’s assessment
of schools found water infiltration concerns
and the repairs are currently ongoing and are
expected to be complete before school starts
in September.
With the hot summer and lack of rain,
I’ve been hearing many complaints about
mosquitoes. Norfolk County Mosquito
Control sprays in Quincy each Thursday.
