The last decade has witnessed the convergence of three giant worlds - namely electronics,
computer science and telecommunications- and the next decade should follow this convergence in
most of our daily activities with the generalization of sensor networks. The most critical point of
sensor networks is the energy saving issue which limits the life time of the networks. Very often
sensor devices need to be silent, and they communicate through the use of short-block simpleprotocols. In particular, old classical signal processing algorithms were revivified by this context.
During this tutorial, we will review some of the basics of synchronization with a special focus on
digital synchronization loops and the Cramer-Rao bounds that can theoretically be reached.

To face the growing demand for wireless data, several strategies may be implemented: Data
offloading using a different air-interface (e.g., WiFi), reduction of the cell radius (e.g., metro
cells) and densification of indoor transmitters (e.g., femto cells). As a result, heterogeneous
wireless networks are being created combining legacy and emerging technologies. This brings
some constraints on the mobile network deployment and optimization, particularly in urban areas.
Thus far, mobile optimization tools mainly target a maximization of the throughput. Embracing
these concepts, SIRADEL’s presentation focuses on the main challenges brought by the
introduction of small cells in urban areas. It is shown why reliable propagation predictions and
related input data are paramount to obtain an optimized wireless infrastructure. The presentation
suggests how by introducing today some novel criteria (e.g., energy-efficiency, low exposure to
EM wave) to optimize wireless networks, a long-term competitive advantage can be obtained.

Tutorial 2: Recent Advances in Error-Correcting Codes

Error-correcting codes appeared 60 years ago with the pioneering work by C.E. Shannon and
R.W. Hamming. During the last five decades, mathematicians and engineers developed a large
variety of codes and decoding algorithms. Nevertheless, some dates and their corresponding
inventions appear to be somewhat revolutionary. The oldest revolutions would be the invention of
BCH codes, convolutional codes, product codes, the Viterbi algorithm, and the BCJR algorithm.
Later, the rediscovery of Gallager codes and the invention of Berrou codes led to two decades of
prolific research that clearly spread out to all related fields in Signal Processing and Computer
Science. However, our knowledge in the field of error-correcting codes shows up to be vigorous
and far from being close to its final dawn. After a brief presentation of classical families of errorcorrecting codes, this tutorial focuses on very recent discoveries and remarkable results on: Polar
codes, spatially-coupled low-density codes, and high-dimensional lattice codes. The tutorial
terminates with a discussion of potential applications in physical-layer security and network
coding.

The telecommunications sector in Lebanon is critical to the expansion of a Lebanese digital
economy that contributes to the much sought transformation of the current Lebanese economic
model into a developed knowledge-based economy that leverages the Lebanese society’s latent
human capital potential. In view of the Lebanese model specificities – be they pertaining to the
country’s socio-economic configuration or its political economy, telecom government policies
ought to reflect enlightened adaptations of international best-practices to Lebanese idiosyncrasies.
Telecom policy in Lebanon must therefore not only heed micro and macro-economic forces alone,
but also be concerned with the structures under which these forces operate. This session will
discuss the current state of affairs in the telecom sector in Lebanon and move to briefly lay out the
short-to-medium term plan for developing the sector. Alternative long-term models and
philosophies for fundamental reform of the sector will then be exposed, along with the economic
externalities that such models can bring about, specifically in terms of GDP growth and job
creation.
