Superior Street Toledo, Ohio 43604 419-243-3734 , Ext. 42 Neighborhood Roofing Replacement Program Program Eligibility Guidelines A. The applicant must live in one of three program areas in the City of Toledo (see attached maps). If you need additional help to locate the census tract that your home is in you can use the Lucas County Auditor’s Real Estate Information System (AREIS) to find this information. Program Area I: Census Tracts 16 & 17 & 22 Program Area II: Census Tracts 33, 35 & 36 Program Area III: Census Tract 40, 42 & 103 B. The applicant must be the owner of record and have occupied the dwelling for at least two (2) years prior to application. Applicants who have resided in their homes for less than two (2) years may attach a short narrative describing the length of time they have lived in their house and their demonstrated commitment to the neighborhood. This narrative will be reviewed by the program administrators to determine program eligibility. C. Single family structures (1 unit) will be prioritized. Applicants who own and occupy a multi-family structure (2-4 units) may attach a short narrative explaining how each unit of the property is used currently. This narrative will be reviewed by the program administrators to determine program eligibility. D. Owner must be willing to sign an agreement that would require the applicant to continue to reside in the structure for a minimum of five (5) additional years. E. Property taxes and any existing mortgage loan(s) must be certified as current. Applicants who have outstanding delinquent property taxes, but can document completion of at least 50% of a Delinquent Tax Installment Payment Plan will be deemed current under this program. There can be no unresolved, active foreclosures, liens or judgments on the property. F. Applicants must provide documentation that homeowner’s insurance is in place and paid in full on the property. G. Applicants must provide a utility bill (electric or gas) showing active service within 30 days prior to the date of application. H. Applicants must have total household income at or below 120% of Area Median Income (This includes all household residents over the age of 18). Applicants who have total household income above the Area Median Income may include a short narrative explaining any personal circumstances that the program can consider to determine program eligibility. I. Applicants must agree to participate in financial literacy educational opportunities through a neighborhood-based Financial Opportunity Center or the Northwest Ohio Development Agency. J. An applicant’s property must pass a Private Home Inspection to be completed by a Land Bank contractor at no cost to applicant. If the applicant does not pass the Private Home Inspection they will still receive a copy of the Private Home Inspection report, a home maintenance resource book, and a resource guide to other programs. K. Applications will be date stamped and evaluated on a first come first serve basis for each target area. NEIGHBORHOOD RENOVATION PROGRAM Neighborhood Roof Replacement Program Frequently Asked Questions Available Funds: Applicants may be eligible for grants up to $10,000 for a complete roof replacement on a residential property in one of the three identified areas (see maps). Eligibility depends on total household income and other qualifying criteria. How does a person qualify? You must have owned and occupied the house for a minimum of two (2) year prior to applying for this program. Single family structures (1 unit) will be prioritized for funding. Multi-family structures (2-4 units) also eligible upon review. Owner must be willing to sign an agreement that would require the owner/ applicant to continue to reside in the structure for a minimum of five (5) additional years after the roof replacement is complete. Your mortgage, property taxes, and homeowners insurance must be current at the time of the application. There can be no unresolved, active foreclosures, liens or judgments on the property. Your total household income must be 120% or less of Area Median Income (AMI) (see attached charts). Income of all adult occupants is counted. Applicants must agree to participate in financial literacy educational opportunities through a neighborhood-based Financial Opportunity Center or the Northwest Ohio Development Agency. An applicant’s property must pass a Private Home Inspection undertaken by the Land Bank. How do I know if my house qualifies for this program? Your house must be in one of the three identified program areas (see maps). See attached Renovation Program Application Instruction Sheet for returning completed applications, to get additional help with completing your application, and to answer any additional questions. When are applications due? Applications must be received at your designated neighborhood location no later than close of business on May 9, 2014. Every application will be time stamped upon delivery. Incomplete applications will be denied. Frequently Asked Questions – Page 2 How will I know if I am a qualified applicant? Once you have returned the completed application to your designated neighborhood location, your application will be reviewed to confirm that you qualify for the program. What is a Private Home Inspection? A property inspector contracted by the Land Bank will contact you to schedule a time when an inspection of the property can be completed. The inspector must be granted full access to the exterior and interior of your main residential structure. The inspector will then prepare a report detailing the condition of your property and identify any items that may need to be repaired to ensure that the house is safe and habitable. What if my property has other items that need to be repaired in addition to the roof? Depending on the situation, the Land Bank will notify the applicant that due to the current condition of the house it is not eligible for the roofing program. Also, the Land Bank will provide you with a copy of the completed Private Home Inspection report detailing the current condition of the home and a list of possible community resources that could provide assistance for the additional repairs. How will I know if I am approved and will receive a new roof? You will receive an award letter from the Lucas County Land Bank. You will be contacted within 90 days of the receipt of your application. Roof grants will be awarded on a first come, first serve basis, contingent on available funds. What kind of work will be done? A complete roof replacement will be completed with 30-year shingles. Existing slate and tile shingle roofs are eligible if the scope of work does not exceed the $10,000 limit. Garage roof replacements may be eligible if the scope of work does not exceed the $10,000 limit. Within program funding limits, additional roof-related repairs may include: chimneys, coverings, sheathing, rafters, flashings, vents, structural members, soffits, fascia, gutters, and downspouts. Proper ventilation of the structure to prevent condensation of moisture shall be considered a necessary condition of repair. Who does the work? Can I choose my contractor? The Land Bank will choose and hire a local contractor to have the work completed. What is the time-line for the roof replacement to be completed? Approved applicants will receive an award letter with an estimated roof replacement timeline of between May through October of the award year. Who do I call if I have additional questions? Any additional questions should be directed to the program site assigned to your program area. See attached instruction sheet with site locations assigned to program area for addresses and phone numbers of who to contact.
