Bynum Fanyo Utilities Inc. Town of Ellettsville Operational Summary March 2016 TOWN OF ELLETTSVILLE BYNUM FANYO UTILITIES INC. OPERATIONS MANAGEMENT SUMMARY 1995-2015 Prior to September 1995 when Bynum Fanyo Utilities Inc. was contracted to operate the Ellettsville Wastewater Treatment Plant the Town was under scrutiny by the Indiana Department of Environmental Management. The Town had been under a sewer ban which did not allow any new developments to be connected in the Ellettsville or surrounding sewer systems which were connected to the Ellettsville Wastewater Treatment facility. A previous Agreed to Order from IDEM had placed Ellettsville on a mandatory sewer ban in the 1980’s and had stopped development until a lift station to pump excess flow to Bloomington’s Blucher Poole treatment plant was constructed in the mid 80’s. In 1993 Pitometer Associates did a study of the Ellettsville, Eastern Richland and Northern Richland sewer system. The study quantified the flows in the systems and made recommendations on which sections of sanitary sewer pipe needed to be replaced or repaired. The reports were presented to each entity identifying sections of pipe with excessive inflow and infiltration. None of the entities followed the report recommendations and made any repairs or pipe replacements in their respective systems. The Town was again looking at violations which could have produced another sewer ban from IDEM in 1995. In July of 1995 the Section Head from the EPA Region 5 Office in Chicago, and Paul Cluxton from the IDEM Compliance Section met with Bynum Fanyo and the Town’s representatives and discussed the plant violations. The Town was informed that fines and a possible sewer ban by way of another Agreed to Order from IDEM were forthcoming if the Town did not take immediate action. The fines can be as much as $25,000 per day per violation and Ellettsville had eleven documented violations. Bynum Fanyo discussed options with the Town and responded to IDEM and the EPA and avoided paying any fines. The Town terminated the plant operator and in August 1995 the Town Council selected Bynum Fanyo Utilities Inc. to operate the treatment plant. Bynum Fanyo negotiated a voluntary sewer ban with IDEM and reported monthly on progress in removing inflow and infiltration and the plant operation. The voluntary sewer ban obligated the Town to spend $100,000 per year on projects to remove inflow and infiltration (I&I) from the sanitary sewer system. The Town implemented I & I removal projects and reported to IDEM on the I&I removal efforts in the monthly reports. Bynum Page 1 of 15 Bynum Fanyo Utilities Inc. Town of Ellettsville Operational Summary March 2016 Fanyo’s operation of the existing treatment plant resulted in treatment of 37 % more sewage and 6.5% less sewage pumped to Bloomington for treatment in 1996 which was a $67,282.10 savings in the first year of operation. The new 2.3 million gallon per day was completed in November 1997 and the voluntary sewer ban was removed in 1998 with the completion of the Vine Street sewer replacement project. By 2000 the Ellettsville wastewater treatment plant was presented the “Plant of the Year” award by the Southern Indiana Operator’s Association as one of the best facilities in Indiana. The treatment plant also received a nomination for the EPA’s “Operation and Maintenance Plant of the Year” for the State of Indiana. Bynum Fanyo Utilities has also managed the Town’s water utility in the same manner to improve pressure and flow and keep unaccounted for water loss to industry standards thus saving the Town money for purchased water from Bloomington. Bynum Fanyo’s direction of the Utilities Department has enabled the department to be self-sufficient and utilize the Town’s workforce to maintain the water and sanitary sewer infrastructure, construct system upgrades and capital improvement projects which save money by not contracting out work that can be done with in-house labor. By using in-house labor, the Town can realize a savings on each project by not paying a contractor’s rate to complete a sewer or water line replacement. Bynum Fanyo has hired and trained an experienced workforce for the Town to be able to complete projects in-house. This exceptionally qualified workforce has been able to upgrade the sanitary sewer system to eliminate sanitary sewer overflows and reduce inflow and infiltration. The same crews also worked to relocate water lines required by INDOT for the State Road 46 project and make system upgrades to improve the water system pressure, flow and fire protection within the Town’s service area for the past 20-years under the supervision and management of Bynum Fanyo Utilities Inc. Bynum Fanyo Utilities has also assisted in numerous other projects as needed to save the Town money and provide management and manpower to get the job done. The projects include assistance during periods of flooding, assisting with the cleanup after the tornado and most recently the construction of Phase One of the Heritage Trail. Town of Ellettsville Operational Summary March 2016 The follow is a listing of capital improvement and cost savings projects managed by Bynum Fanyo Utilities Inc. from 1995 thru 2015. Also noted are projects where the Town was reimbursed for relocation projects that would have normally been an expense the Town would have paid to contractors. OPERATIONAL CHANGES 1995-1998: Corrections and improvements to standard operating procedures: o Routine cleaning of sewer collection system including root cutting. The entire o o o o system is cleaned. Standardized operation and construction specifications Implemented “on-call” procedures to better serve customers and respond to emergencies after hours Established “Customer Action Report system” to record and track complaints and request for service. Reduces liabilities and provides officials with complete data on events related to Utility system. Established purchasing practices to insure “best cost” for materials purchased by the Utilities Department. o Implementation of safety procedures to better protect Utility workforce and reduce Town’s liabilities o Increased the amount of water available at the fire hydrants in the downtown by reconfiguring valves in water system. Cost Savings Project o Optimized treatment plant operations to treat more flow at the McNeely St wastewater plant and pumped less to Bloomington which saved in treatment costs in 1996 and 1997$130,000.00 CAPITAL PROJECTS 1998: Water o Chester Drive -- Installed 2100 feet of 8” water main & 2 fire hydrants – Savings $31,500 Page 3 of 15 Bynum Fanyo Utilities Inc. Town of Ellettsville Operational Summary March 2016 o Reeves Road --Installed 2600 feet of 8” water main, 2600 feet of 12” water main and 5 fire hydrants- Savings $39,000 o Ratliff / Starnes Rd.-- Installed 5280 feet of 4” water main and 2600 feet of 2” service main- Savings $59,100 o Starnes Road (North) -- Installed 1400 feet of 2” service main – Savings $10,500 o Smith Pike --Installed pressure reducing valve to activate secondary water source from Bloomington – Savings $4,000 Sewer o Vine Street -- Replaced 550 feet of 15” sanitary sewer main – Savings $8,250 1998 Cost Savings / Reimbursement Projects o Revenue increase from correction in billing errors/omissions$ 31,031.00 o Utilize town crews to clean-up contaminated soil at Utility/Street Department Building-savings $8,000.00 o Utilized town crews to dismantle/demolish old wastewater plant on McNeely St.change order savings$150,000.00 1998-2002 INDOT Reimbursement Project Utilizing the Town’s workforce to relocate water and sewer lines for the State Road 46 projects resulted in two types of savings for the Town. o By using the Town’s workforce, a direct savings was realized by the Town not having to pay a contractor to relocate the water and sewer lines as required by the project. This savings is estimated as follows: o Water Line Relocation Savings $557,280.00 o Sewer Line Relocation Savings $325,917.00 o This savings realized by the Town with INDOT reimbursing the Town to relocate the lines INDOT essentially paid the salaries of the employees while working in this capacity. INDOT stated publicly that working with the Town was the best experience INDOT has had with a community. 1997-2000 Cost Savings for Unaccounted for Water o The Utilities Department has decreased its water loss from 20% to 10% from 1997 to 2000. This savings is determined by decreasing the amount of unaccounted for water by comparing the amount of water purchased from Bloomington compared to the amount of water billed by the Town. Replace 61 services. Added 13 fire hydrants and replaced 7 hydrants to upgrade fire protection – Reimbursed thru INDOT Sewer o Paul Street -- Replaced 450 feet of 8” sanitary sewer and 3 manholes – Savings $6,750 o Sanitary sewer line inspection -- Purchased camera and began televising and inspecting the sanitary sewer collection system to remove inflow and infiltration, blockages and roots. Camera cost $15,555.00 Savings per year $33,000.00 o Water and Sewer -- Began the use of hand-held computers for meter reading and began installing touch read meters to improve billing efficiency. Cost Saving Projects o Corrected invoicing practices associated with excavation fees for new services, dumping fees for domestic sewerage, insurance settlements, and damage to water and sewer lines Revenue increase $100,886.00 o Renegotiated power charges with Cinergy-(Annual Savings) $2,616.00 o Ind. Paging Contract - Pagers/tower privileges-(Annual Savings) $2,520.00 CAPITAL PROJECTS 2000: Water o State Road 46 -- Replaced 6” water main from Main Street to Red Hill Road with 12” water main for future growth. 5320 feet of 12” water main was installed with 5 additional fire hydrants. All of the relocation costs were reimbursed by INDOT. o St. Johns Church --Partnered with St Johns Church to install 300 feet of 6” water main and one fire hydrant for better fire protection – Savings $2,250 o State Road 46 East -- Replace 620 feet of 12” water main. All of the relocation costs were reimbursed by INDOT. o Lynwood Addition -- Installed 175 feet of 6” water main to loop the system for better flow and fire protection – Savings $2,625 o First Street - From Chester to Dewey Drive—Replaced – 439 feet of 4” water main with 8” main and one fire hydrant to improve fire protection – Savings $6,585 o State Road 46 @ Hoosier Tire -- Relocated 460 feet of 12” water main and one fire hydrant. INDOT reimbursed project. o McNeely Street Bridge -- Installed 12” water main from Cook’s entrance along McNeely Street, across the creek to Matthews Drive. INDOT reimbursed project. Sewer o McNeely Street Bridge -- Installed 264 feet of 30” and 100 feet of 15” and 24” sanitary sewer in conjunction with the bridge project. INDOT reimbursed project. o General -- Provided assistance to the Street Department in cleaning debris and trees from a storm the night before the Fall Festival. Cost Savings/Reimbursement Projects o Corrected billings for commercial accounts related to fire lines. Meter size and hydrant fees-(Annual Savings) $8,000.00 o Monroe County McNeely St Bridge project-water and sewer line relocations o Reimbursement Amount $66,000.00 o Smith Pike Crossing waterline-trade of in-kind service for easements to reduce cost of INDOT relocation requirements o INDOT change orders for additional relocation requests in 2000$85,778.00 CAPITAL PROJECTS 2001: Water o RBBSC --Relocated 335 feet of water mains in conjunction with the new elementary school construction – Savings $5,025 o State Road 46 -- Installed 12” water main under the new highway near Smith Pike to provide for future development. All of the relocation costs were reimbursed by INDOT. – Listed under reimbursement. Sewer o 30” Interceptor Sewer -- Constructed 1900 feet of 30” sanitary sewer from Sale Street and Main Street to McNeely Street and connected to the existing 30” sewer that flows to the treatment plant – Savings $123,750 Cost Savings/Reimbursement Projects o RBBSC Elementary Schools. Relocated 300 feet of water mains for the construction of the new schools. Materials paid for by respective cable companies with Ellettsville Utilities excavating and installing 3000 feet of conduit to allow for the removal of poles and aerial wires from the east/west corridors of Ellettsville. CAPITAL PROJECTS 2002: Water o State Road 46 – Continued the installation of the 12” water main along the new highway for future development. All of the relocation costs were reimbursed by INDOT. o Dewey Drive – Replaced and upgraded 1600 feet of 4” water line to 8” water line and 23 services. Sewer o Ratliff Rd. Sewer Project – Worked with the new church to provide service to the property. The church paid for the materials and Ellettsville installed the infrastructure. o State Road 46 - Phase III -- Main Street Sanitary Sewer replacement. All of the relocation costs were reimbursed by INDOT. Cost Savings/Reimbursement Projects o Joint trench agreement with Duke Energy on Temperance Street for the installation of underground conduit - Reimbursement $16,000.00 o Partnership with Nazarene and First Christian Churches. Ellettsville’s Utility Department provided the workforce and equipment to an undeveloped area by installing sewer service which allowed the expansion and building plans to be implemented by the churches and created the ability for expansion of the sewer service and future annexation of areas to Ellettsville – Reimbursements $80,000.00 CAPITAL PROJECTS 2003: Water o State Road 46 – Continued relocating water mains with towns crews for the new highway project. All of the relocation costs were reimbursed by INDOT. o Ratliff Road – Extended 1200 feet of water main to serve additional customers o State Road 46 West – Extended 12-inch water main on west side of Town Page 7 of 15 Bynum Fanyo Utilities Inc. Allows church expansion and fire line installation - Town reimbursed church portion of extension CAPITAL PROJECTS 2004: Water o Smithville Telephone/Utilities – Partnered with Smithville Telephone to service additional area by extending the water system 1400 feet with 6” line for fire protection – Savings $21,000 o Thomas Road Water Booster Project – Installed in-line booster pump to service 25 customers and provide acceptable pressures – Savings $4,000 o Sugar Acres Water Booster Project – Installed in-line booster pump to increase pressure to existing customers – Savings $4,000 o SR 46 Fire Station Construction. The site design required lowering and removing solid rock for approximately 2 feet across the site. Utility department crews and equipment saved costs which made the construction of the station staying within the budgeted amount possible. The audit found 22 leaks which were repaired and resulted in a $75,000 savings per year o Lancaster Park – 400-foot water line extension – Savings $1,500 o AT&T McNeely Tank Antennae Array – Negotiated the installation of an antennae on the water tank which will provide for increased revenues of approximately $20,000 per year. Sewer o Sanitary Sewer Flow Monitoring - Upgrade flow monitoring of the Eastern Richland Sewer Corporation system CAPITAL PROJECTS 2015: Water o Ritter Street – Extended 350 feet of water main to increase flows and fire protection in that area – Savings $5,250 o AMR Radio Read – Initiated the upgrading of old meters to automated meter reading meters for future cost reductions. Town of Ellettsville Operational Summary March 2016 o Smith Pike – Installed by-pass on the connection to the City of Bloomington for use if the main connection was damaged during the I 69 Project. o Remapping and evaluating upgrades for the water system Sewer o Wastewater Treatment Plant Actuator Valve – Coordinated the upgrading of the valves with Town’s crews. This allows the operation of the treatment plant oxidation ditch and clarifiers remotely during high flow conditions Cost Savings Projects o Town Hall Relocation – Coordinated the relocation of the clerk and utility offices to the Smith Pike Crossing Development. o Heritage Trail Phase I – Coordinated the Utility and Street Departments construction of the trail. The construction cost estimate for the INDOT funded trail project was $283,000.00 with inspection fees @ $30,000.00.
