The$Executive$Committee$for$2015$is$made$up$of$Bruce$Millar$(CAN)$president,$Rikard$
Bjurstrom$(FIN)$vice$president,$Timothy$Ripley$(USA)$secretary,$Cor$de$Graaff$(NED)$
director,$and$Heiko$Kroger$(GER)$director.$The$EC$has$held$monthly$Skype$meetings.$
ISAF%Annual%Conference%2015%–%%November%2015,%Sanya%China%
The$EC$decided$that$someone$should$attend$the$ISAF$Annual$Conference$as$part$of$the$class’s$effort$
to$make$our$presence$better$understood$and$because$of$the$decision$to$eliminate$sailing$from$the$
2020$Paralympic$Games.$I$was$sent$as$my$travel$plans$to$Melbourne$AUS$could$be$modified$to$
include$the$trip$to$China.$Although$the$location$in$China$presented$additional$costs$the$EC$felt$this$
was$justified$as$we$had$not$used$the$past$few$years$conferences$budget.$I$felt$the$conference$was$a$
complete$success$and$the$2.4mR$class$was$looked$up$as$the$clear$boat$for$future$reUinstatement$in$the$
Paralympics.$A$full$report$will$be$available$on$the$class$website$shortly.%
Charger%Composites%Bankruptcy%
In$November$of$2015$we$learned$that$Charger$Composites$had$declared$bankruptcy$in$Finland.$The$
company$was$put$into$receivership$by$the$courts$and$is$being$dissolved.$Information$from$Finland$is$
that$a$new$company$has$been$formed$utilising$many$of$the$same$people$involved$with$the$former$
Charger$Composites.$The$EC$is$now$reviewing$all$of$the$information$and$has$been$asked$to$consider$
granting$this$new$company$called$$Charger$Technologies$a$licence$to$build$Norlin$2.4mR$(Norlin$OD)$
boats.$Financial$losses$have$occurred$from$a$number$of$sources$including$the$International$2.4mR$
Class.$The$EC$is$assessing$those$losses$and$looking$at$ways$to$mitigate$the$damage$done.$At$this$point$
the$class$is$known$to$have$lost$2909.50$Euros$on$Norlin$OD$royalties$owed$by$Charger$Composites.$

due$to$lack$of$time$have$not$prepared$them$at$this$time.$Future$work$will$be$included$for$
2017$AGM$

Attachment 8:
Proposals from Germany NCA
The AGM shall decide about the Following:
Resolution: 1
" The treasurer shall submit a draft for the treasurers report prior to the
AGM to be distributed together with the other meeting documents"
Reason:
The Treasures Report is a important document to judge the financial situation of an
organization. It also reflects the way a Board handles the membership-Fees of the
members. If a treasurer’s report is only distributed at the event of the AGM, the
members loose a lot of control over the financial live in the organization. Especially if
a member Nation is not present at the AGM.
We are aware, that a final report can only be done at the end of the term. However,
a draft, showing the current figures and giving estimations for the rest of the term,
should be possible.
EC NOTE: The EC has discussed this issue during its monthly Skype meeting.
The issue is valid and as such the EC has decided to implement a policy that
will have the treasurer present an “un-audited” financial statement 60 days
after the year end for distribution to the NCS’s. A final audited statement
will be provided at the yearly AGM. An un-audited version of the 2015
accounts is attached to this document in another section.
Resolution: 2
"The TC shall explain what action it likes to take in respect of the financial
deposits if the ICA. Are there any bigger expenses expected?"
Reason:
Taking the figures for 2014 spread in Rauma, the ICA has a deposit of 36.024,73
EUR.
This reflects an income of the Membership-fees for nine years (36.024/3.980) or the
total expenses of four years (36.024/8.942)
During the years 2014 and 2015 the deposit has been constantly rising with a
surplus of about half the annual sum of membership fees.
We therefore like to know, if the EC considers the deposit as necessary and why.
EC NOTE: The EC has discussed this issue and here are some conclusions.
Although the accounts have been rising over the years a number of the
expenses are not taken every year. An example of this is attendance at the
ISAF annual conference. This past November the President attended on
behalf of the class. This 2015 was in Sanya China and the cost was
considerable due to distance and associated costs. The total expenses
amount was 5400.00 Euros, which impacted the accounts significantly. In
future years the TC/EC will continue to attend the conferences although we
expect some lower costs due to more favorable locations. Within the budget
there is a promotion budget for NCA’s of 2000.00 Euros and although that
full amount has not been utilized to the fullest it will remain. The consensus
is to continue as we have in the past with an awareness that we should
ensure the accounts are spent wisely.
If you transfer this situation into Germany: The ICA would have to pay Income- tax
as it would be considered as a profitable enterprise.
This also means, that the aim of this resolution is not a complain about bad financial
habbits but a request for ideas/actions for future monetary policy.
Any action, that is clearly in the interest of the class, is wellcome.

Proposal from UK NCA
Resolution: 3
To change the Constitution as follows:
TREASURER
• Shall be responsible for managing the funds of the ICA. The Treasurer shall keep
an accurate record of the financial affairs of the ICA and shall make
disbursements as the World Council or Executive Committee may direct.
Financial statements comprising a profit and loss account and balance sheet
shall be presented and a budget shall be prepared for each Annual General
Meeting and both items circulated to the World Council at the latest six weeks
prior to the date of the agm.

• 9.6 EXECUTIVE COMMITTEE
8. Prior to the agm the EC shall provide to the Treasurer a budget to cover usual
class expenses and for positive dispersements to encourage Member Nations of the
World Council to apply for grants in the fields of promotion, training and technical
issues during the budget year.

Report from the ICA Treasurer which shall include:i)
Presentation of
financial statements, ii)
Proposed subscription for the next year,
and iii) Proposed budget for the next year. The budget is to be prepared in
liaison with the EC and should be presented to the agm with the Treasurer's
support that funds are adequate for the proposed budget.
3 The Secretary of the ICA shall distribute an agenda of all motions, nominations,
and relevant paperwork for the AGM, to all World Council Members and
member NCA, no later than six (6) weeks before the date of the AGM. This
paperwork includes the financial accounts for the previous year and the
provision of these at the six week point to the World Council is of paramount
importance to the holding of that agm.
EC NOTE: During this E-AGM the constitution does not allow for changing of
either 2.4mR class rules or changes to the constitution and therefore this
proposal cannot be voted upon. The issues and suggestions in this proposal
are sound and the proposal attempts to formalize and identify the
documents and a timeline that would be presented for future AGM’s
Although it cannot be voted upon at this time this type of modification and
suggestion can be put forward to future AGM’s. Please note that any future
proposals do not need to wait for the constitutional deadline to be
presented although it should not be submitted so far in advanced of the
AGM that it is forgotten.
Attachment 10:
Proposals For the 2017 World Championships
EC NOTE: There are 2 separate proposals attached here.
1. Nynäshamn SWE
2. Sneek NED
The EC would like to make members of class aware of critical issues that
affect the sailors in each bid. It is felt that these issues should be pointed
out in advanced to ensure members have full knowledge before voting.
1. Nynäshamn SWE
According to information received the sailing waters/race course area for
this bid are a distance of 4 miles from the club facilities. Once at this
location it is large enough to accommodate any fleet size. It could take up to
1 hour to sail to the area and provisions for boats on tow may be needed in
light air. They are looking at the possibility of staging the boats 3 miles from
the course but it would still require a 45-minute sail.
Sneek NED
The waters of Sneek are restricted in size. In one direction the maximum
distance is 0.8 miles of sailable water. The organizers would have to have
split fleets if the total entries exceed 50 boats, which would be expected.

If a yacht club and a 2.4mR Fleet have agreed to hold a 2.4mR Class World Championship
or Continental Championship, in their local waters, the club should write an informal letter to
[email protected]
and make an application for this event, with a copy to the home 2.4mR Fleet.
The 2.4mR International Class Association will then send this application form together with
a copy of the valid 2.4mR Class Rules for the purpose of compiling the information for
evaluating alternative sites for that event.

Application for World Championships or Continental Championship shall normally
reach the 2.4mR International Class Association not later than 2 years ahead when
concerning World Championships and 1 year ahead when concerning Continental
Championships

Contact the 2.4mR International Class Association in advance to lay down measurement
procedure, equipment and personnel, space for measurement. Only a certified 2.4mR Class
Measurer is permitted to measure the 2.4mR Boats at this Championship.
7.5*Describe facilities for contestants, committee members and their company in or around the
club area.
The area consists of three major plans for boats, vehicles and trailers. There are two separate clubhouse. There will be
a pub with sale of basic food and drink.
The marina has a slipway for launching tender boats and a number of floating docks to tie the contestant boats. There is
also a solid pillar crane for boat lift.

or Continental Championship, in their local waters, the club should write an informal letter to

a copy of the valid 2.4mR Class Rules for the purpose of compiling the information for
evaluating alternative sites for that event.

hours to Sneek by train, 1 hour by car. From Sneek trainstation it is 6 km to the Harbour.
The Netherlands have a perfect road network to the sailing location by car.
