The pair qualified for the National Finals
Rodeo in barrel racing for the first time when
James was 14. The two ended up winning the
WPRA World Championship every year from
1984 to 1993.
They showed us that you didn't have to have
a $10,000.00 barrel horse to win and because
they did it, we thought we could too!
Scamper died on July 4, 2012, at the age of 35
peacefully at home on her ranch.

Our lives start out in school
and it drags on forever, especially
if you go on to college. No matter
what you do though, that season
eventually ends and we move on.
If you become parents your whole
world turns upside down – for years
and years. Each stage seems to go on
and on and on and you don’t think
they will ever get old enough to get
into school. And then school goes
on and seems to last forever for the
parents too. But the truth is we only
get to have babies in our homes and
lives for a very short time.
When it’s your turn to care
for parents, grandparents or even
a spouse – that too seems to last
forever. Taking care of people of any
age can get to be tiresome after a
while if we aren’t careful about our
perspective. There will be a time in
the future when we will wish we had
relished the time we had with those
we loved. Seasons come and go and
in reality they are relatively brief.
Each season teaches us a
new skill, broadens our ability to
love and stretches our mental and
physical strengths to the point of

I was complaining to God about
being married all my life. The end
of the season would be to become a
widow or divorced and I didn’t want
either one of those seasons, so I quit
complaining.

GOOD FOOD
With that in mind, I like to cook
a special dinner. I’ve done all sorts
of things over the years, from heart
shaped meatloaves to cinnamon love
knots and usually chocolate cobbler
or brownies for dessert. Chocolate is a
must for Valentine’s in my book.

My simple but special Valentine’s Table...
I wanted to share some fun
Valentine’s recipes with you in addition
to a few decorating tips. Now, keep
in mind, I’m no decorator. I have not
within me the slightest fiber of interior
decorating skill, but kids are easy to
please and I lean on that!
Having issued a disclaimer as
to my lack of decorating skills, here
are a few suggestions to make the meal
extra special.
A RED tablecloth is one of the most useful tablecloths you’ll ever have! – I got
my red tablecloth for $12.99. It is washing machine and dryer safe, stain resistant, and…red! Red is important here
because this is why I feel it is worth the investment. A red tablecloth can be used for: Valentine’s Day, Birthdays,
4th of July, and even Christmas! My mother and I strongly believe all you need are three tablecloth colors:
Red, Green, and Ivory. The Green can be used for St Patrick’s Day, Easter, and Christmas (you can even put it
cattywampus on top of the red one for a fun look). Ivory is for Thanksgiving and all other special occasions. So
there you have your tablecloth wardrobe – if you’re interested in tablecloths, of course!
Decorations – Katy Rose and I went to the Dollar Tree and spent a grand total of five dollars on some
decorations for our table. We got four different balloons on a stick (one for each of us) and the I trimmed the sticks
to be varying heights before putting them in a vase on the table. For another dollar we bought some glitter scatter
hearts to sprinkle about. Pretty, festive, and cheap! In the past we’ve just decorated with construction paper. Using
pink and white, we make place mats for each person and then cut out little paper hearts to decorate them and the
table.
Dishes – Back to red! My day to day dishes are Corelle Cafe Red. I love this color for the same reason
as the tablecloth. They’re perfect for every day, but the red also matches with Valentine’s, Birthdays, Fourth of
July (and other patriotic holidays), and Christmas. I prefer these dishes for their durability and price (about $19$25 for a 4 piece place setting at Wal Mart). I also love that they take up very little room in my cabinet. So if you
were thinking of going to buy special dishes for Valentine’s dinner (hey, some people do that!), I’d go with Corelle
because of their versatility.
FOOD! - Let’s face it, it’s EXPENSIVE to eat out and truly, I think most of the food you could cook at
home tastes better anyway. For a family of four to go to a moderately priced restaurant is easily over $40, but even
fast food can go over $20 really quick. As I mentioned before, we’ve had all sorts of Valentine’s menus over the
years, but this year we’ll be having Steak Kabobs and Rice Pilaf. (Recipes on next page.)You can easily feed 4-6
people (eight if you double the rice recipe) for around $20.00 with these two recipes.

Valentine’s Day Notes
Remember, Valentine’s Day is a day to celebrate all those you love. Often we center Valentine’s wishes
on our spouses or significant others. I’ll never forget though when I was five years old walking into the
kitchen Valentine’s Day morning. I found a vase of roses for my mother, with two smaller vases on either side
that had a single rose in each one for my sister and myself. I had not expected it and that made my heart fill
even more!
In today’s rapidly expanding and changing world, we never know how much distance might be between
us and our loved ones from one day to the next. So don’t miss an opportunity to show all those you love - how
much they mean to you. Be it a special meal you cook, a phone call, or even a note. Don’t wait.

Oven Steak Kabobs
Instructions
1. Using kitchen shears, cut
the beef into bite-size cubes.
Place the beef in a gallon-size
ziplock bag and add 1 cup of the
marinade. Let the beef marinate
in the refrigerator for at least one
hour or up to eight hours.
2. Thirty minutes before you plan
to cook the kabobs, preheat the
oven to 350 and place 8 to 12
wooden skewers in a bowl and
cover them with water to soak.
Ingredients

1 recipe all-purpose marinade or 1

bottle of Dale's or Moore's Marinade
chicken, too.
Just substitute
2 large onions, peeled and cut into

wedges
chicken breasts
1 pound cherry tomatoes, bell

peppers (cored, seeded, and cut

into 1 inch pieces), and/or small
just as they are
mushrooms, or other vegetables of

Ingredients Instructions
*3 Cups chicken broth may be
substituted for the chicken bouillon.
1 package vegetable 1. Place all ingredients in a small

Me and Mike got to know each
other at the shelter when the high school
volunteers would take us out to play in the
yard. Mike's family just like mine, got a
new baby and did not want us any longer,
so we got dumped at the shelter. Our
kennels were far apart, but we used to
"yap" to each other hoping for a reply!
Then one day someone came along
with a paper and pen and I heard her
say "this one" as she wrote on her page.
I yapped to Mike what I'd heard and he
said he saw the lady, but she passed him
up. Later that day another lady came by
my kennel and said "I'll foster Jack for
rescue". She got to take me to her house
and told me I'd escaped being put down,
whatever that meant.

It was good to be in a home again with other dogs, going for walks,
being petted, and getting a treat at night as I went to bed.
About a week later, I heard a familiar yap. Could it be Mike?
Sure enough, he was being fostered by the same lady. We had a great
time playing with the family and playing with each other in the yard.
Then one day we went to "adoptions". As Mike and I were
sitting there along came a family to visit with us. I just loved the kids,
Mike did too. The boys said they wanted us. The Mom and Dad looked
at each other, then at the boys, and at us. And then they said "YES"!
The boys and us - we were all jumping for joy! The home had been
pre-approved so we both got to go home with them that day. We could
hardly believe it!
We are living with a wonderful loving family, who love to play
with us and accept our cuddling and "kisseys". Maybe we should
have been named "Lucky" and "Luckier"? We sure hope you liked
our story and will soon adopt a pet from the shelter - they are all
waiting and hopeful just like we were!

offers to help - let them!
It's great for both people - you
get the help you need and you don't have
to feel like you are putting anyone out
& they get to choose a way to help you
that's best for them. When there are no
sticky notes left on the fridge, you should
be in pretty GOOD shape.
The Changing Times: Funeral Food
Southern hospitality always dictates funeral
food but...
what if it's a widow or widower who will be
stuck will all the leftovers? What if the family isn't
as huge as it once was or the funeral is out of town?

restaurant to be used later - when they might actually
enjoy getting out. You can even order them online

Sometimes it's much kinder to take a new
widow out to dinner than to take food to their home
and force them to have to be polite and take it and

Because I Love -
ou only have two rules in life to follow. Love me
and love everyone else. Just worry about those
two things and they will fix everything else. It’s
not about obligations or things or circumstances.
It’s all about love. No matter what your circumstances are,
choose to love and you’ll be fine. Ignore love and try to fix
things yourself and you’ll be lost, frustrated and weak.
Because I love God, I do my civic
duties because He told me to.
Love empowers you and makes you strong. It
always has and it always will. Love is perfect because it
always does the right thing and puts you in the right frame
of mind. When you choose to love, all the other choices
you have to make every day are already made for you.
It takes out all the guess work. Love changes things. It
changes how you feel, how others feel about you and it
will change your circumstances.
Because I love my kids and grand
kids I take voting very seriously,
because it affects their futures.
Love works when common sense won’t. Love
gives you peace. Peace in your heart, your mind and your
soul. Love is a perfect fit. I designed you to need it. You
need to give it as well as get it and both of those things
happen automatically when you choose to focus on what’s
important. Let everything else take care of itself and you
focus on these two things.

THE
The Houston Livestock Show and Rodeo™ was organized for charitable, educational and scientific
purposes to encourage and promote the breeding, raising and marketing of better livestock and farm products at
public fairs and to promote and maintain research and educational functions within the livestock industry. It is the
general policy of the Show to utilize, in the fiscal year subsequent to which it is earned, the excess of its revenue

Trail Rides
A Piece of History
Nothing brings to mind the
Old West like a modern-day trail ride.
Pioneers created trails as they moved
west in search of a dream and cowboys
created trails to take cattle to major
market centers. While these routes
are no longer a necessity in daily life,
more than 3,000 riders saddle up each
February to relive the Old West.
In January of 1952, several
men formed the very first trail ride
as a way to increase awareness of the
Show. Though only four men made the
first journey from Brenham, Texas, the
attention they raised attracted more
publicity than ever expected, as more
than 80 men signed up the next year.
The trail rides are a signature tradition
of the Houston Livestock Show and
Rodeo today.
Today’s riders hit the trail in an
attempt to recreate the Old West, and
in doing so, find a common ground
that links us all to the Show. A sense of
history and pride resides in each rider;
igniting envy and intrigue in each
child as they watch the trail riders and
hope to one day join them.
Star Trail of Fame
The Star Trail of Fame, located outside of the Houston Livestock
Show and Rodeo™ offices in Reliant Center, pays tribute to stars that
have made an impact on the Show. Currently, eight stars are honored with
a gold plaque to commemorate their many years of first-class, musical
entertainment at RodeoHouston®.
And on March 17th, 2013, the Houston Livestock Show and Rodeo
announced that it would award an annual four-year college scholarship
in honor of George Strait. The Houston Livestock Show and Rodeo
George Strait Scholarship will be awarded annually, from this year
forward, through the Houston Livestock Show and Rodeo’s scholarship
program. In perpetuity, this scholarship will honor the legacy of George
Strait and his partnership and friendship with our Show.

A Celebration of
Western Heritage
Every February since 1938 the nation’s fourth largest city is transformed from a bustling metropolis to
a down-home celebration of Western heritage. Decorative floats intermingle with thousands of men and women

promote their campaigns. We did not contact the Chief Justice or Court of Appeals candidates or anyone
without an opponent because there were just too many to do all of them too.
WHY did we do this?
1. Because it offers an even playing field for candidates without war chests.
2. Because it offers a one stop shop for our readers to take a good look at the candidates.
3. Because it offers our readers an opportunity to put the face with the name of every option they have.
4. Because it offers those who can’t or won’t go out to the forums something to base their vote on, other
than name recognition, which we all know is bought and paid for.
5. Because it also offers our readers an opportunity to get a feeling for the candidate because each article is
COMPLETELY UNEDITED and if nothing else - they should have at least approved it.
6. And it gives the candidates an opportunity to share whatever they want (you) the voters to know without
a time constraint or cutting down any more trees for full color glossy brochures to be thrown away.
The candidates you see here today followed through and submitted their photos and articles. Those
whose names appear, but you do not see here are those who for whatever reason chose not to take advantage
of the offer. We contacted each candidate just like you would be able to by email from their websites,
facebook pages or as a last resort by phone if a number was available. Some never responded at all, some
said they would, but didn't follow through and some could not follow the rules and had to be excluded.
We should all personally thank all of the candidates for offering to serve us because - it's not easy
or cheap to run for a political office. It is a shame that they have to attend all of the dog and pony shows
that they do for an audience of less than 50 people most of the time. (Usually there are more candidates
than citizens at these events, it's very sad.) Our system basically makes you put yourself on the altar to be
sacrificed or you cannot possibly win. Many thanks to all of the contributors and candidates who have

world are just that "junk". Now that we have the internet at our fingertips, times are changing.

For the education bill, I have gathered
a team of teachers and professors
for an Educational Advisory Board
and they agree with the 100 teachers
surveyed regarding the need for
more teachers for smaller class
sizes. I have also recruited a panel
of scientists, engineers, and scholars
to develop a proposal that the next
two Desalinization plants be in
Galveston and Jefferson Counties.
This would supply our future water
needs and preserve the junior water
rights for farmers and fishermen.

One Sunday afternoon the
Boss and I had the little hurricane (our
grandbaby Jake) with us and we were
headed to the Winnie, TX to the Old
Time Trade Days. We stopped along the
way at a truck stop that has a large walk
in humidor in Mont Belvieu, Texas.
The Conoco truck stop (10403 I-10
East Mont Belvieu, Texas) is located on
the southwest corner of the intersection
and I’ve bought many cigars here. They
may not always be the cheapest, but
they have always been reasonable and
carry quite a large selection.

The Boss wanted a cigar review
for this month’s edition, so she went in
and selected four premium cigars for me
to evaluate. She hit a grand slam home
run with the very first cigar I smoked.
It’s a Perla DelMar (Pearl of the Sea)
and it’s truly a gem. The cigar is made
by the J.C. Newman Cigar Company.
The Boss said that she paid just over
five dollars for this box pressed cigar.
By the term box pressed, I mean that
this 6 ¼” long cigar in 54 ring gauge is
not round, it’s sort of square by virtue
of being so tightly packed into the box
that it’s taken the shape of the box.
I fired it up and the first
taste was slightly sweet with a mild
flavor. It was smooth throughout its
length, but the sweet flavor started
to fade towards the end. Mind you I
thought it was great throughout the
cigar, it’s just that the sweetness just
wasn’t as prominent towards the end.
The cigar drew well and produced lots
of smoke from each puff. I noticed that
the cigar felt a little light compared to
others I’ve smoked of the same size.
I also noted that the cigar felt soft to
the touch, but maybe that was a sign of
freshness.
I tend to smoke in the evening
after I get off work so I only smoked
about half the length of the cigar and left
the other half in the ashtray so I could
smoke it today while writing the review.
It relit easily and is just as smooth and
creamy as the first half was. This cigar
is Perla Del Mar G size, and there are
four other sizes. The large band has
exquisite art work depicting a light
house and a 17th century three mast
schooner sailing by it. The blue accent
and the gold raised scroll adds depth to
the miniature work of art. This band
will go into my collection.
I highly recommend the Perla
Del Mar for those of you that enjoy
a mild, slightly sweet, smooth and
creamy smoke. Till next time, take a
few minutes out of your busy schedule
and smoke a fine cigar. It will make all
of your efforts seem more worthwhile.

We moved to Santa Fe in 1980, and our
little league football team the "Chargers"
won the championship with the leadership
of Coach Stan Whittington. Those were
good times. I made many friends in
Santa Fe, some of which I continue to
call friends. In 6th grade, I moved to live
with my father in Clear Lake, Texas. My
father, a psychiatrist, modeled patience,
compassion and taught me how to listen.
Together we hunted and fished for quail,
dove, deer and bass.
My law practice encompasses a wide
variety of issues, which made me
uniquely qualified for Governor Rick
Perry to appoint me as the Judge of the
212th District Court in late January 2014.
On, February 3rd, 2014 I was sworn
in as the Judge of the 212th District
Court and in an unprecedented act I
immediately seated a jury for a criminal
trial. I work hard, a trait I picked from
my grandfather, a coal minor at the age
of 14, and I enjoy it. He and my father
both essentially taught me to do the
right thing, for the right reason, the first
time. I hope to continue bringing this
philosophy to the 212th District Court in
the years to come.
It was in 6th grade that I met Peree, my
wife, and we became best friends. We
started dating in 9th grade and continued
throughout high school, college and
law school. We married in 1995 and
welcomed our first child, Jordan, in
1997. Our son, John Paul, was born soon

for my service. The injuries I suffered
in Vietnam have left me today with an
80% disability rating from the Veterans

Court of Texas during the first year after
I passed the Texas Bar Exam. I won the
appeal and it is my understanding the
case has not been overturned (Rosser v.
Rosser). Over the last 33 plus years I
have tried over 45 felony jury trials in

The job of the Civil Air Patrol is
varied by circumstance. We locate

asked to do. We stay so that others
can leave. When not volunteering
time to the Civil Air Patrol I am an
actor on stage every year for the last
15 years at the Wortham Center;
lawyers volunteering 1000's of
hours so that the lives of the less
fortunate will be better. This year

passion for protecting children. During
an internship I realized how severe child
abuse is in our world.
I came to Galveston County to continue
pursuing my passion for protecting
children. I practiced CPS, juvenile and
protective order cases with the District
Attorney’s Office and then went into
private practice, with a focus on family
law. I have tried everything from a
termination of parental rights to attempted
capital murder of a peace officer. I have
been Chief of the Family Division since
2011.
People seem to consider the Family Court
less important than other courts, but it
may actually be the most important. It
deals with the most private and intimate
aspects of our lives. Even in a divorce
with no children, it will affect you for
years: your retirement, which you have
worked all your life to accumulate, your
home, car. All of this has to be divided.
This is not even the most important
thing the Court deals with; children
are. Divorce is traumatic for everyone:
parents and kids. Sometimes parents fail
to realize the impact. I want to be there to
remind them what is important.

we perpetuate the cycle of abuse. Parents
will return again and the children will be
our next generation of CPS parents.
It also deals with juveniles between the
ages of 10 and 17. People fail to realize
the primary goal of the juvenile system
is rehabilitation, keep juvenile offenders
from becoming adult offenders. Offer
them services to address the issues that
brought them to court AND teach them
personal accountability.
Finally, the Court deals with domestic
violence. This comes up in any of the
other cases or can be brought before the
court in a request for protective order. No
doubt domestic violence is a problem in
our society, but there are people who try
to use protective orders as a bargaining
tool, or to get back at someone. That is
when we need someone with experience
to be able to tell when a situation is
dangerous or not.

Asparagus... Cancer Cure???
Maybe, maybe not... but worth the read.
Several years ago I met a man seeking
asparagus for a friend who had cancer. He gave me
a copy of an article, entitled "Asparagus For Cancer"
printed in the Cancer News Journal, December 1979.
I will share it here, just as it was shared with me:
I am a biochemist, and have specialized in the
relation of diet to health for over 50 years. Several
years ago, I learned of the discovery of Richard R.
Vensal, D.D.S. that asparagus might cure cancer.
Since then, I have worked with him on his project.
We have accumulated a number of favorable case
histories.
Here are a few examples:
Case No. 1- A man with an almost hopeless case of
Hodgkin's disease (cancer of the lymph glands) who
was completely incapacitated. Within 1 year of
starting the asparagus therapy, his doctors were
unable to detect any signs of cancer, and he was back
on a schedule of strenuous exercise.
Case No. 2 - A successful businessman, 68 years old,
suffered from cancer of the bladder for 16 years.
After years of medical treatments, including radiation
without improvement, he began taking asparagus.
Within 3 months, examinations revealed that his
bladder tumor had disappeared and that his kidneys
were normal.
Case No. 3 - On March 5th 1971, a man who had
lung cancer was put on the operating table where
they found lung cancer so widely spread that it was
inoperable. The surgeon sewed him up and declared
his case hopeless. On April 5th he heard about the
Asparagus therapy and immediately started taking
it. By August, x-ray pictures revealed that all signs
of the cancer had disappeared. He is now back at his
regular business routine.
Case No. 4 - A woman had been troubled for a
number of years with skin cancer. She developed
different skin cancers which were diagnosed by the
acting specialist as advanced. Within 3 months after
beginning asparagus therapy, the skin specialist
said her skin looked fine with no more skin lesions.
This woman reported that the asparagus therapy also
cured her kidney disease, which had started in 1949.
She had over 10 operations for kidney stones, and
was receiving government disability payments for an
inoperable, terminal, kidney condition. She attributes

College of Law in 1989, Anne worked
a couple of years with a small firm and

City. New to Texas City, Anne built
her practice with almost no money and
very few connections in the community.

very hard to build her practice to a staff
of ten, representing over 2000 families
from Galveston County.

oday’s modern man has
become way too dependent
on the police and fire
departments, paramedics,
and other governmental
agencies in my opinion.
The
Americans of the 19th century that
settled this land, could effectively
utilize firearms to defend themselves
and their family. They could doctor
a snake bite, set a broken leg, and
when need be, remove a bullet or
arrow from a family member’s body.
The one thing they fell short on
was putting out fires. If your cabin
caught fire, most likely it would burn
down.
I believe that a real man
who is the head of a family unit
should be proficient with all types
of firearms and that he should make
sure that every member of his family
is trained in firearm SAFETY and
usage. A mother should be able to

rounds of her Smith and Wesson
revolver in a target accurately, just
as fast as she can pull the trigger.

ages and the parents should make the

follow all laws concerning firearms
usage in your area.)
Firearms are tools. They
have no evil souls. They don’t make
decisions about when or who to fire
at, just like a claw hammer doesn’t
decide when or how hard to strike
a nail. Man’s ability to effectively
utilize tools is what places us above
animals in the food chain.
It’s egregious to me that in
today’s society so many people die
from home related injuries that could
have been dealt with by someone
with just minimal first aid training.
Do you know what to do if you
child is hurt? I mean can you apply
common sense first aid? Do you need
to call paramedics for absolutely
everything? How long will it take
them to arrive? Can you get your
child to the emergency room faster
than they can?
I have firsthand knowledge
of a teenager who lost two fingers
and part of his thumb in a table saw
accident and the response time for
the ambulance was over 90 minutes
to their rural Georgia home. He
was home alone trying to make a
mother’s day present for his mom,
but he did survive. All because he
had been taught some basic first aid
by his game warden father and he
didn’t panic. He wrapped the wound
tightly in clean bed sheets and held it
above his head, and he even put his
severed digits in ice so they could be
sewn back on.
Unfortunately the ambulance
couldn’t get to him in time because
they were out of the county
transporting a heart attack patient to

and I recently celebrated 20 years of
marriage. We have four wonderful
teenaged children, and we all attend
Calvary Chapel in Friendswood. We
live on a family homestead in Santa Fe

raised a variety of farm animals over

resident for more than 20 years, I
serve on the Boards of Directors for
HIS Ministries, the Crisis Pregnancy
and Support Center of Texas City, and the
Advocacy Center for Children. I’m also a
member of the Santa Fe Lions Club and
the Galveston Rotary Club. I am a frequent
speaker at Citizens Police Academies
and other community and faith-based
organizations.
As a prosecutor, I have held those
in authority accountable for their actions
regardless of their position, political
influence or party affiliation. I believe
that public officials are not above the law
and must be held accountable -- just like
everyone else. I established Galveston
County’s first Public Integrity Section
to investigate and prosecute offenses
committed by public servants. This bold
action created pushback from some in the
power establishment, but it is vital to the
future integrity of our public officials and
institutions.
I helped establish the first Veterans
Treatment Court and the first Drug Court in
Galveston County. I’ve worked to increase
cooperation among law enforcement and
other prosecutors’ offices across the state,
saving taxpayer dollars through cooperative
special prosecution agreements. I
expanded the No Refusal Program through
grant funding, and I remain committed to
aggressively prosecuting drunk drivers to
make Galveston County a safer place, both
for our visitors and our residents.

work of the Court. The Court hears
misdemeanor cases, in which the
maximum punishment is one year in
county jail and/or a fine of $4,000.
Additionally, the Court hears civil
cases, family law cases, and juvenile
cases, which involve crimes committed
by individuals younger than 17 years of
age. I am the Judge who determined
that a 14-year old should stand trial as
an adult for brutally stabbing to death
an elderly woman. The Court also hears
appeals from JP courts and eminent
domain cases.
During my tenure, I have substantially
reduced the number of cases on the
Court’s docket by setting cases for trial,
ordering the parties to mediation, and
dismissing frivolous lawsuits. I have
instituted a policy in which anyone who
is arrested for Driving While Intoxicated
must install an interlock device on his

monitor the monthly reports from the
interlock device companies and revoke
bail for those in violation.

lane installed on Highway 6 in front of
Santa Fe High School, keeping our kids

cleaned up and fully restored. Those are
only a couple of many improvements we
have made in Precinct 2.
I promised to cut county spending.
Once again, I have done that. I worked
successfully to get our jail inmate
healthcare contract rebid, saving
taxpayers over $1 million annually. I
reformed the operation of San Luis Pass
toll bridge, saving hundreds of thousands
of dollars. I am currently in the process
of negotiating the design and building of
a road and rail bridge from Galveston to
Pelican Island that will create thousands
of good jobs and a billion dollars of ad
valorem real estate value, in addition
to creating a major port for Galveston
County.
I’m also fighting for the construction of
the Ike Dike which will serve as a surge
protector against flooding from future
hurricanes. In addition to that, the Ike
Dike will help lower insurance rates and
protect the petrochemical plants in Texas
City and Chocolate Bayou. The protection
of our property and families will also be a
direct result of the Ike Dike.

to like it because many of them have
used it as a payroll budget plan rather
than a retirement plan, taking money out
from time to time. We could bring this
up to date by making it a payroll budget
plan leaving the employee with about
30% more money to spend at home when
he takes his money out. Also, It could be
funded by local banks, thereby keeping
that money in Galveston County.

I’ll also be prompt and diligent in
collecting outstanding fees so we can
ensure consistent administration of justice
and ease the tax burden on Galveston
County residents. Now that the county
has consolidated precincts for the JP
courts, I will manage the larger caseload
by being your full-time judge. I will have
both of my offices open from 8:00 am to
5:00 pm Monday through Friday, and I
will explore the idea of implementing
evening and/or weekend availability
of the court as well. Taxpayers pay the
Justice of the Peace and staff full-time
salaries. Taxpayers have the right to
expect that offices stay open full time to
serve them.
My judicial philosophy is that I believe in
a common sense, conservative approach
based on the United States Constitution
and my belief in “One Nation, under God,
with liberty and justice for all.” Everyone
in court should be treated impartially and
fairly. A Justice of the Peace should apply
the law firmly, as written. But, in doing
so, a justice should also treat those who
come before the court with dignity and
respect. These are just a few of many

of Houston Law Center. Since then my
law office has been located in the Stewart
Title Building in Galveston for over 30

A Justice of the Peace must know
the law and how to apply it to cases. I
have presided over civil and criminal jury
trials. It is necessary for this Judge to the
know the Code of Criminal Procedure,
the Penal Code, the Rules of Evidence,
the Probate Code, the Property Code,
the Family Code, the Government Code,
etc.
Our new redistricted Precinct
2 combines portions of 6 out of the 8
old J.P. precincts. This Justice of the
Peace and his staffs will work to forge
a new community. The court will now
become the “People’s Court” for parts
of League City, Dickinson, Texas City,
and Galveston joining with Santa Fe,
Hitchcock, Bayou Vista, Omega Bay,
and Tiki Island.

and I am a candidate for Justice of the
Peace, Pct. 3 of Galveston County. I am
currently Justice of the Peace, Pct. 2. I
have held the position of Justice of the
Peace, Pct. 2 since January 1993. I am
now running for Precinct 3 because of
redistricting of the Justice of the Peace/
Constable precincts that occurred in
2013.

to keep order in the Court by following
Courtroom decorum, providing litigants
(particularly those without an attorney)
with sufficient time to present their case,
and make decisions based upon the law
and the evidence.

disappointed by the decision made but I

I was born and raised on
Galveston Island. After graduating from
Ball High, I obtained my bachelor’s and
master’s degrees in political science
and my law degree from South Texas
College of Law. My first experience as
a lawyer was that as Assistant District
Attorney for Galveston County from
1989-1992. I have also taught American
Government part-time at College of the
Mainland (1992-1994). After being
elected Justice of the Peace, I began a
private law practice, primarily in the
areas of probate, family and real estate
law. From 1997-2003, I served as a
member of the Texas Judicial Council in
Austin. In 2003, I joined the faculty of
the Texas Justice Court Training Center,
teaching either Justice Court Judges or
Court Clerks from the fall of 2003 thru
the spring of 2008 and once again for the
2009-2010 academic year.
The primary issue in this
campaign is the election of the best
person for the job. Justice Precinct 3
is a minority majority precinct. I am
African-American with 21 years of
experience on the bench. I believe that
my educational background, annual
continuing education, experience on the
bench and personal qualities, such as

The Justice Court handles
many types of cases, civil, criminal
and administrative. In the civil realm,
the cases range from landlord/tenant
issues (evictions, failure to make
repairs, return of security deposit),
debts, auto accidents, and other types of
cases where the amount in controversy
does not exceed $10,000.00.
On
the criminal side, the court handles
class c misdemeanors, such as traffic
tickets, disorderly conduct, and public
intoxication to name a few. A couple of
examples of administrative cases include
issues involving driver’s licenses and
concealed hand gun licenses. I believe
that I have the knowledge and skill to
handle these cases appropriately.
The Court also interacts with
other agencies, such as law enforcement,
and other county offices, such as the
District Attorney’s Office, the auditor’s
office and the county clerk’s office to
name a few. I believe that over the years
my office has developed and maintained
a professional workable relationship
with these offices.

I have lived in Galveston County since
1966, when my dad was transferred here
with Grumman. My parents taught me
important values including honesty,
responsibility and solid work ethics. I
attended Clear Creek Schools and the
University of Houston. My daughter
graduated from Clear Creek and U of H
and lives in Houston with her husband
and their two dogs.
