Select Source Procurement Waiver for Lubrication System Upgrade
Request and Recommendation
FFM requests a select source waiver to procure equipment upgrades for Fleet’s vehicle
lubrication system.
Background
Fleet has vehicle lubrication equipment that was installed in 2005 to interface with their internal
Fleet Management Record and Recharge (FASTER) System. FASTER is Fleet’s vehicle
management and reporting system and provides the primary records needed to manage parts
inventory, maintenance schedules, vehicle/heavy equipment utilization, and recharge invoicing
for county departments. The hardware/software for the lubrication equipment that interfaces with
FASTER is outdated, replacement parts are not available, the software operating system is not
compatible with the internal supported IT updates currently being installed, and IT is not able to
modify the hardware so it works with the new software updates. The vendor that installed the
system in 2005 and provided repair support for the lubrication equipment is no longer in
business. Fleet’s current repair vendor, Kubat Equipment, has been able to keep the interface
system on line with a temporary modification; however, the modification will not support the
lubrication equipment long term.
Discussion
Fleet’s lubrication equipment’s interface hardware/software needs to be replaced because it has
reached obsolescence. Funds were budgeted ($55,000) for replacement in 2013. Fleet has
utilized Kubat Equipment, and at times Eaton Services, for repair support since the original
vendor is no longer available. For the past 2 years Fleet has relied on Kubat exclusively to keep
the system operational because Eaton was unable to provide reliable repair support.
Kubat has provided a proposal in the amount of $53,701 to upgrade the lubrication equipment
hardware/software system that will interface with our Microsoft platform internal software system
updates. This upgrade will enable the lubrication equipment to remain in use long term. The
proposal is within the amount budgeted in 2013 for replacement. FFM believes Kubat’s proposal
is the most cost effective solution for the lubrication hardware/software interface system
replacement and this select source procurement is the best approach for the county due to the
limited sourcing options available.

Alternatives
The alternative is to continue to rely on the temporary modifications currently in place to keep the
lubrication systems connected to FASTER. However, if the temporary measures currently in
place fail, the loss of the lubrication equipment’s automated reporting capability to FASTER will
impact Fleet’s operational productivity because records will have to be kept manually.
Fiscal Impact
The funds for the lubrication system hardware/software replacement were included in the 2013
budget. The replacement equipment will improve reliability of the record documentation that
Fleet utilizes to manage its operations and invoice for services.

Request for approval of structural modifications to a trash enclosure at Lima Plaza
and issuance of an asset number from the Finance Department.
Request and Recommendation
The purpose of this request is to recommend approval by the Board of County Commissioners to
make modifications to a concrete trash enclosure located at the Lima Plaza campus so that it
can be used as a storage area for snow removal equipment and other grounds maintenance and
landscape supplies and equipment. If approved, the Finance Department will assign an asset
number to the modified trash enclosure/storage outbuilding.
Background
In early 2013, Facilities and Fleet Management (FFM) obtained funding and approval to
purchase snow removal equipment for Lima Plaza. There is currently no outside storage at that
campus which can be used for this equipment so it is being stored in a leased container
temporarily. FFM conducted an analysis of various options to determine the most cost effective
approach to providing storage for the new equipment as well as other grounds
maintenance/landscaping equipment, tools and materials that are stored inside building 700.
Discussion
As part of the storage options analysis roofing over a concrete trash enclosure located adjacent
to the northern-most buildings was considered as a possible alternative. Currently there are
three trash enclosures on the campus (north, central and south). Only one is being used for trash
dumpsters at this time. FFM staff analyzed the trash storage needs for the campus, including the
forecasted occupancy of the 2 vacant northern buildings, and feels that 2 of the 3 will be more
than sufficient for the entire campus. The option of constructing a truss system and roof over the
north enclosure along with a securable door and lighting was found to be the most cost effective
solution to providing the necessary outdoor equipment storage space for Lima Plaza. The cost to
enclose the unused trash structure is $8,225. The annual cost to lease the storage container is
$1,200. The conversion of the trash enclosure will use an underutilized asset and obviate the
annual leasing cost for the current leased storage container. The concept for this approach has
been reviewed with the Arapahoe County Public Works Building Department and a Building
Permit for this work has been issued should the decision be made to move forward.

If this request is declined FFM will continue to lease the storage container currently used to store
snow removal equipment.
Fiscal Impact
The $8,225.00 cost for the enclosure work can be paid for with existing funds in the Building
Maintenance Fund (BMF). The BMF has a current surplus due to a project budgeted for 2013 to
lower the Deer Trail sewer line that is no longer needed because the Town of Deer Trail has
informed us that maintenance or modifications to the line is their responsibility.

The time that it takes to offload and stage all of the components used in the entire
assembly takes less than 2 hours.
The patent design (see photos of lifting brackets) that each panel is constructed with
allows for very safe and efficient transfer from staging to assembly without utilizing
cranes, and potentially putting personnel near suspended loads or having to use tag
lines.
Each panel is designed to be connected to the extended boom forklift with a specially
fabricated lifting device which easily slides in and out of each welded bracket, which
eliminates personnel from having to put their hands on the panel until each panel is set
on the ground and pinned.
With weather permitting…The entire staging and assembly takes approximately 8-10
hours.
Personnel are able to stage and secure the inner liner of the tank while one of the side
panels remain detached from the final opening of the side walls of the tank.
Personnel are then able to access the interior of the tank by using a double sided fixed
ladder once the last remaining panel is set and secured.
The use of man lifts and proper fall protection devices are then used to secure the
inner liner to the top of the tank panel by using specially fabricated clips. These clips
are fastened by using a cordless drill and spring loaded hardware, which draw the clips
in together and help to compress the inner liner to the tanks side panels as water is
being filled simultaneously. This saves on time and the unnecessary use of hand tools
such as wrenches or sockets.

There will be not trucking to or from the fresh water tank, the only trucking
involved will be the delivery of the tank and later the removal of the tank.
The water comes from our storage pond at East Quincy Holdings. The water
in that pond comes from water well on that site at East Quincy Holding and from Pure Cycle. Both well are potable sources.
The tank is set back from the road 200’, with the only access though a
locked gate. The tank itself has a safety stair way with locked gate on the tank.

Portable Frac Tank Certification – Pinned Seams
Dear Mr. Lovelace:
Per your request our office has performed a structural analysis of the portable frac tanks as well as the
associated accessories. This analysis was performed to determine that the tanks meet the required
strength criteria under operating conditions according to the AISC Manual of Steel Construction.
The tanks range in diameter from 81 to 156 feet and are 11 feet, 8 inches in height and are designed
to store water. They are constructed of individual steel reinforced panels that are connected together
with a patent pending steel pin system.
The tanks are constructed of the following materials:
¾ Tank Panels – ASTM A36, 36 ksi Steel Plate
¾ Horizontal & Vertical Framing – ASTM A500, Grade B, 46 ksi Structural Steel Tubing
¾ Connecting Pins - ASTM A36, 36 ksi Steel Round Bar
Our office has determined that the portable frac tanks, as described herein, are capable of supporting
the operating load conditions in conformance with the AISC Manual of Steel Construction.
Calculations of this analysis can be provided upon request.
