1
Introduction
1.1
Background
The University of Oslo (UiO) is Norway’s largest and most traditional institution of
higher education, founded in 1811. At present, there are approximately 28 000 students
inscribed and 7 000 persons employed at UiO. Centre for Cancer Biomedicine (CCB) is
a Centre of Excellence affiliated to UiO. It is situated at the Institute for Cancer
Research at the Norwegian Radium Hospital, which is part of Oslo University Hospital.
1.2
Objective
The University of Oslo (UiO) in Oslo, Norway, intends to acquire a super resolution
microscope, in accordance with requirement specification below.
1.3
Announcement
This tendering process will be sent for announcement via ”Doffin” (www.doffin.no)
and the Tender Electronic Daily (TED) (www.ted.europa.eu).
1.4
Scope of supply
Superresolution microscope to be used in biomedical research, for 3-dimensional
imaging of tissues and cells as well as for quantitative analyses. The microscope will be
part of a national platform for molecular imaging and must be user-friendly and well
suited to serve multiple users. The ability to image weakly fluorescent specimens at
sub-diffraction resolution (120 nm in XY or better, preferably also improved resolution
in Z) will be emphasized. The microscope should also offer the ability to perform nonsuperresolution imaging (e.g. widefield or confocal imaging) of specimens at high
temporal and spatial resolution.
Lasers that cover a broad spectrum of commonly used fluorochromes, for instance 405,
488, 561 and 642 nm. Image acquisition at minimum two wavelengths, but preferably
three or more wavelengths, is required. The option to upgrade additional laserlines to
excite cyan and yellow fluorescent proteins (445 and 514 nm) is advantageous.
High-sensitivity scientific-grade detectors are required. The option to acquire multiple
channels on multiple detectors simultaneously is advantageous.
Chromatically corrected objectives with high numerical aperture and oil immersion for
the magnifications 60x/63x and/or 100x are required.
Excitation light source and excitation / emission filter sets for common fluorophores,
for instance DAPI, FITC, TRITC and Cy5 for wide-field imaging, are required.
Detector for transmitted light, for instance DIC, is required.
Inverted fully motorised microscope controlled by PC (including PC) is required.

High-precision motorised microscope stage with the ability for multi-point visiting is
required.
An anti-vibrational table must be included in the offer. The microscope will be placed
in a room that satisfies vibrational class B for buildings.
Microscope control software for advanced analysis and the possibility for advanced
microscopy of time series at multiple points in three dimensions must be included.
Advanced analysis software including 1 off-line licence for analytical purposes.
A system for Z-drift compensation at multiple positions is highly desirable.
A system for microscopy of live cells, e.g. incubator box with CO2 and temperature
control, is highly desirable.
The possibility to upgrade the system to novel developments or complementary
superresolution techniques, for instance localisation-based techniques or faster image
acquisition, is highly desirable.
A list with offers for further upgrades is desirable.
An offer for service contract is required.

Implementation of the Competition
2.1
Language
All written and oral communication regarding this competition should go on in
Norwegian or English.
2.2
Procurement procedure
This purchase will be conducted in accordance with the Norwegian law for public
procurement of 16th July no.69 (LOA) and the regulations for public procurement of 7th
April 2006 (FOA). These regulations are based on the EEC Directives for public
procurement.
The chosen procedure for this particular competition is an Open Procedure for
acquisitions extending in volume the EEC – threshold, in accordance with FOA parts I
and III.
This Invitation to Tender contains both requirements regarding the qualification of
suppliers and the tender document, including attachments.
The qualification and the tender document are published together (this document).
Applications for participation in the competition (qualifications) and the tender should
be submitted at the same time, and within the given deadline.
2.3

Information during the tendering procedure, including qualification of the
suppliers
The purchaser reserves the right to improve, supplement or alter the tender document
within the tender deadline, in accordance with FOA § 17-2.
If the Purchaser improves, supplements or alters the tender document, these
improvements, supplements of alterations will be forwarded to all the parties, who have
applied for the tendering documents.
Any question the supplier might formulate concerning the tender documents have to be
submitted within date / time announced in the schedule for purchase (see.2.3) This
deadline is set to give the contracting authority the opportunity to prepare answers and
communicate them to all the parties, who have called for the tendering documents. Any
submitted questions will be answered, and questions and answers will be made available
to all parties, who have applied for the tendering document, at which the author of the
resp. questions will not be explicitely named.

2.5
Supplier’s expenses caused by participation
Neither the Invitation to Tender, nor the submission of the Tender, will in any way
commit the Purchaser to enter into a contract with the supplier, or involve the Purchaser
in any financial commitments.
The supplier’s expenses for preparing, submitting and following up the tender process
will not be reimbursed.
2.6
Tender inspection /tender conference
There will not be arranged any provider inspection or any provider conference. A phone
conference with tendering suppliers may be granted if there should be any demands for

clarification of any outstanding issues (after the deadline of submisson of this tender, ref
item 2.3 above).
2.7
Tender clarification Meetings
If the purchaser comes to the conclusion that it would be necessary to arrange for
Clarification Meetings, the tenderer(s) / supplier(s) will be notified.
2.8
Publicity
The commissioning party informs that the public has the right of access to offers and
protocols after the choice of supplier has been made, see Act of May 19th, 2006 no. 16
on the Right of Access to Documents in Public Activities (the Publicity Act), section 23,
third subsection, in conjunction with Regulation of April 7th, 2006 no. 402 on Public
Procurement (RPP), section 3-5. The commissioning party is obliged to comply with the
principle of access, ref. the Publicity Act section 11.

3.1
Requirements to the supplier
Qualifications
The supplier has to comply with the requirements for participation in the selection
process in the competition as listed below:
1. Signed Tender Document
2. Mandatory Requirements:
 Requirements: Tax Certificates.
Documentation: Tax certificates, not any older than 6 months. “Tax
certificate” refers to:
 The Supplier has to submit a Tax Certificate issued by the appropriate tax
authorities in the jurisdiction of the country, where the supplier’s main
office is located, confirming that the supplier has paid all official taxes.
 For Norwegian Suppliers:
 Form from the Tax Commission (RF-1244) issued by the treasury/
“Skattefogd” for value added tax.
 Form from the Tax Commission (RF-1244) issued by the municipality
treasurer/“kemner/kommunekasserer” for payroll and regular taxes.
 Foreign Suppliers:
 Foreign suppliers have to present corresponding certificates issued by
their respective authorities. The documents have to proof that the
supplier has met all legal tax requirements.
If the Authorities do not issue such a certificate, the supplier has to
forward a statement confirming that all taxes have been paid. The
Statement shall be confirmed and signed by the supplier’s Chief
Financial Officer and auditor.

 Requirements: For work which will be completed in Norway the
purchaser requires that all suppliers produce a self-certificate that show
that the supplier fulfils, or by the time of awarding, will fulfil the legal
requirements in Norway regarding health, environment, and security
(HES).
Documentation: HES self-certificate in according to FOA, see appendix A
about HES.
Suppliers may use the form that follows as appendix A
3. Legal and Financial Position
Requirement: Legally established company
Documentation: Company registration certificate.
4. Technical and Professional Qualifications
 Requirement: References.
Documentation: At least one relevant reference customer, including
name/telephone number of reference person (The Purchaser should be able to
contact the reference person).
Missing documentation or missing information can lead to rejection of the application,
in accordance to FOA § 20-12.
3.2
Deadline for Application to participate/ Tender Deadline
Tender must be received by the purchaser at the date and time given in the purchase
schedule (2.3) Tender must be received by the purchaser by April 20th 2012 at 12:00
hrs.
Applications/Tenders arriving later than the deadline will be rejected from the
competition, in accordance with FOA §§ 20-12 and 20-13

3.4
Labelling
The envelope(s) containing the request to participate and the tender shall be labelled:
“ Tender for KT 2789 ” H.T.Brekke.
Only to be opened by recipient”.

4.1
Opening and handling of requests to participate and the tenders
There will be a non public opening, held immediately after the submitting deadline.
This means that the suppliers will not be given the opportunity to be present at the
opening. There will be written a protocol from the opening.
Received requests to participate and Tenders will not be returned.
Requirements for the tender
Tender Document:
Tenders delivered should be regarding super resolution microscope in the Specification
Requirements (item 1.4).
Tenders shall be organised as follows:
1. Tender cover letter with binding signatures
2. Documentation showing that qualification requirements are fulfilled in accordance
with the required documents asked for in point 3
3. Documentation of awarding criteria as shown in para 5.1.
The Bidder is asked to in the offer to point out in a separate document, with clear
reference to where in the offer relevant information is located, which information in the
offer that the Bidder regards as under a duty of secrecy following the RPP section 3-6,
or which due to other reasons shall be excepted from the right of access. The
commissioning party notifies that the information from the Bidder is merely guidance,
as the commissioning party is obliged to make an independent assessment of the right of
access following the legal framework, ref. the Publicity Act.
The Tender should be delivered in 2 copies, as well as 1 electronic copy on CD/memory
stick. If there is any difference between the written and electronic version, the written
version will be the official version, to be used.

4.2
The Tenders validity and price format
The tender must be valid for a minimum of 120 days.
All prices, rates and sums shall be fixed firm and guaranteed throughout the delivery
period.
All prices, rates and sums shall be quoted in NOK (Norwegian kroner), EURO or
USD. Changes and fluctuations in rates of exchange are not subject to compensation.
Vendor shall provide at its own cost all documents necessary to complete the scope of
supply. All costs for customs (not any custom duty into Norway for scientific
equipment), handling fees to handling agents etc. applicable to the delivery shall be for
Vendor's account.

Alternative Tenders
There is opportunity to give alternative tenders.

The contract will be awarded to the most economically advantageous tender in relation
to the award criteria below. The award criteria are given with weight (of priorities) as
shown:

The supplier is obliged to provide sufficient documentation concerning the various
award criteria.
5.2
Rejection
The rules for rejection in FOA §§ 20-12 and 20-14 will be used in the competition.
The purchaser retains the right to cancel the competition or reject all tenders, if there are
compelling reasons for this.
5.3
Contract
The contract will be based upon the attached general purchase conditions (appendix B).
Substantial reservations regarding the contract will not be accepted.

Any reservations, actual and possible, must be specified in the tender letter. The
reservations must be formulated precisely and unambiguously, in order to enable the
purchaser to consider any deviations (price) without having to contact the supplier.
In general, we would like to remind that suppliers participating in Open Procedure
Competitions – where there is no opportunity to negotiate – should be careful to include
reservations about the Procurement documentation. Please, keep in mind that the tender
might be rejected if it is not possible to evaluate what any possible reservation will
imply for the delivery.
5.4
Conditions
Special conditions for implementation of the contract, in accordance with FOA§ 3-11
(2)

Announcement
The decision of awarding of contract will be announced in accordance with FOA
§ 22-3.
