2013 Hawaii Commandery MOFW CAP/ROTC/JROTC Report
1. Introduction. The Hawaii Commandery supports all 26 JROTC units in Hawaii, 2 JROTC units in Japan,
the Army ROTC units of the Universities of Hawaii and Guam, as well as the 8 squadrons of the Hawaii
Civil Air Patrol Cadets.
At the national level, MOFW supports an annual award programs of all the military academies (West
Point, Naval Academy, Air Force Academy, Merchant Marine Academy. and Coast Guard Academy),
provides medals through Commanderies at the local level to ROTC/JROTC programs. Over the last few
years, these efforts have grown significantly with involvement of the supporting community through
members of the State Commanderies. MOFW Commanderies also support Military Science studies
through direct involvement with individual ROTC programs.
2. Awards.
The MOFW issues two Medals – Silver for Academics and Bronze for Leadership (see below).
3. History of the MOFW Awards Program.
The MOFW Awards Program was instituted by resolution at the
11th MOFW National Triennial Convention and was primarily
concerned with presentations at the US Military Academy and
the US Naval Academy. The first awards were made in 1929. The
US Coast Guard Academy was added to the program in 1941,
followed by the US Air Force Academy in 1957, and the US
Merchant Marine Academy in 1999. During the late 1920s and
1930s resolutions were made to support and encourage the
Citizens Military Training Corps (now defunct) and the Reserve
Officers Training Corps (ROTC) programs throughout the country.
This gave rise to the awards of medals by resolution of the 1973

Convention by which state Commanderies could select and
present ROTC medals. With the increase in interest of Junior
ROTC in high schools, these programs were included in the MOFW Awards Program.

1. Hawaii Civil Air Patrol.

2. Senior ROTC.
a. University of Hawaii Army ROTC. MAJ Greg Pipes, U.S. Army, was the presenter for both the Army
and Air Force at the combined awards ceremonies held on 18 April, 2013 at the University of Hawaii
campus in the Orvis Theater. The Army Cadets honored were:

b. University of Guam Army ROTC. LTC Scott Bartley, PMS, was the presenter for the
Awards Ceremony held 19 April. The cadets honored were:
1) Military Order of Foreign Wars Awards Silver Medal: Cadet/SGT Jimwel Cabay
(Saipan/Northern Marianas College) . Cadet Cabay was the top MSII NMC cadet for the Spring
semester and met the criteria established by the University of Guam Professor of Military
Science to achieve a minimum academic grade of a "B" in the class and pass the Army Physical
Fitness Test. The recipient is considered to be the top University of Guam MSII Cadet..
2) Military Order of Foreign Wars Awards Bronze Medal: Cadet/PFC Javil Manglona (Guam)
Cadet Manglona was the top MSI NMC Cadet for the Spring semester and met or surpassed the
criteria established by the Professor of Military Science to achieve a min of a "B" in the class and
pass the APFT.

b. Kahuku High School JROTC. COL Douglas Jackson was the presenter at the Kahuku awards
ceremony on 24 April. The cadets who were honored are:

c. Kaimuki High School JROTC: SAI MAJ Doug Thomas was the presenter at the Kaimuki annual awards
ceremony held on Thursday, 25
April, at 6:00 PM, in the Kaimuki

d. Waimea High School JROTC. SGM Keith Castaneda was the presenter at the Waimea awards
ceremony on 24 April. The cadets who were honored are:
1) Silver Academics Medal: Cadet SSG Emily Evans. Emily was a squad leader. She was involved in
the Saber Honor Guard and performed for Veterans' Day, 100th Battalion Memorial Ceremony.
She was also a supporter for the community by helping with the public display of flags
throughout the year during federal holidays. She also assisted directing students in Frank
DeLima's Moving on Up Transition program and also in the Kauai Science In Step for 4th, 6th and
8th graders. She also marched in the Veterans' Day parade, Lights on Rice parade and the
Waimea Lights parade and also supported the Relay for Life event. Recently she was one of our
cadets who took part in a flight orientation with COL Victor Bonfiglio who enabled her to pilot
the aircraft with him as the instructor pilot.
2) Bronze Leadership Medal: Cadet LT Jofferlyn Perpose. Jofferlyn was a platoon leader. She was
involved in all the off island adventure challenge competitions. She went to Maui Madness
(Baldwin Adventure Challenge), Waianae Adventure Challenge, Navy Team Challenge, Kalaheo
Basketball Invitation and hosted our competition, the Menehune Adventure Challenge. She was
also a member of the Saber Honor Guard and performed in the Veterans' Day Ceremonies,
marched in the Veterans' Day parade, Lights on Rice parade and the Waimea Lights parade and
assisted in the posting of flags during the federal holidays in the town of Waimea too. Besides
supporting the Relay for Life, she also supported the Visitors' Industry Charity Walk and raised
money for the United Way Walk a thon. She would assist in timing swimmers during the
Mokihana Aquatics Swim meet. Jofferly also joined us on visitations to the Waimea Canyon
School for recruiting for JROTC.

e. Kalaheo High School NJROTC: Companion
LTC Robyn Pietron was the presenter at the
Awards Banquet held on Thursday, 25 April at

Kaneohe Officer’s Club. The cadets who were
honored are:

o’ Kalani Akita. Kekai is a 4.0 GPA
student and junior varsity football
player who leads by example.

Connor Doane. Connor is an Eagle
Scout, Kalaheo News anchorman,
Platoon Sergeant, and possesses a
great spirit of volunteerism.

g. Kaleakehe High School Army JROTC: LTC Dan Malakie was the presenter on behalf of the
Commandery at the Kaleakehe Awards Ceremony, 26 April, in the High School Cafeteria. The cadets who
were honored are:
1) Silver Academics Medal: Cadet N. Nicholas. Cadet Nicholas is college bound, plans to be a
veterinarian, and is considering Senior ROTC.
2) Bronze Leadership Medal: Cadet R. Pira.
h. Moanalua High School Air Force JROTC: Companion LTC Robyn Pietron was the presenter on behalf

k. Kaiser High School Air Force JROTC: Commandery Supporter LTC Robyn Pietron was the presenter at
the annual awards banquet on April 27, 2013, at the MCBH Kaneohe Officers’ Club. The honored cadets
are:
1) Silver Academics Medal: Cadet Master Sergeant (C/MSgt) Hosoi-Gallucci (sophomore). Cadet
Hosoi-Gallucci had a 4.3 GPA first semester and was in the top 8% of her academic class
2) Bronze Leadership Medal: Cadet Senior Airman (C/SrA) Alisha K.P. Tokumaru (freshman) is a Drill
team member, and performed 39 community service hours in just 3 Qtrs.

l. McKinley HS JROTC: Companion COL William

Ranger Team, competing with the

soccer team, and practicing Brazilian Ju Jitsu every night and competing in major competitions.
2) Bronze Leadership Medal - C/SSG Justin DeVera. Justin was selected for his award for stepping
up and doing whatever is asked of him. He is a SQD LDR in JROTC and volunteered to train daily
with our drill team which ultimately led to him being a member of the team which competed in
the National Drill Meet at Ft Knox in April.
m. Mililani High School JROTC: Companion MAJ Ahmad Perry, U.S. Army,
was the presenter at the Mililani Activation and Awards Ceremony held 1
May, 1730-1900, in the Mililani HS Cafeteria. . The cadets who were
honored are:
1) Silver Academics Medal: Cadet Kendra McKinney - a senior at
Mililani High School, graduated with 4.0 GPA, and has enlisted in the
United States Army, Medical Lab Specialist (Military Occupational
Specialty 68K). Kendra was the first ever Battalion S-2 for the Mililani
Army JROTC Program. Kendra is an upright person with high
character, as evidenced by a total devotion to her family, school,
church and community. Some of her accomplishments during School
Year 12/13 as the Battalion S-2 include: 1) 100 percent accountability
of over $40,000 of property, and; 2) Team Member on the Cyber
Patriot Team, (this team came in 2nd Place in the State of Hawaii for
JROTC). Kendra was a member of the Mililani Raider team that won
four trophies including the following: 1st Place Mixed Team
(Roosevelt Rough Rider Challenge), 1st Place Girls Obstacle Course

(West Side Challenge (Nanakuli High School), 1st Place, Mixed
Team, Swim Canoe Event, 2nd Place, Mixed Team, Triathlon,
Waianae Adventure Challenge (WAC).
2) Bronze Leadership Medal: Cadet Keoni Borja. As one of the
Commander’s for the Raider Team, Cadet Borja played a key role
in the team placing first in several events, all due to his
leadership, physical skills, and mental toughness. Cadet Borja
has continuously demonstrated that he has all the leadership
and mental attributes to be a superb officer once he completes
the Senior Army ROTC. Cadet Keoni Borja has been setting the
example throughout his life. His cheerfulness, maturity, and
politeness are infectious. Others are drawn to him by his
magnetic personality and honest concern for others. He has
great potential, and will serve our country with great distinction.

n. Waipahu High School Army JROTC: Companion COL Arthur Tulak was the presenter at the Waipahu
JROTC President’s Parade on 2 May. The Cadets receiving the awards were:
1) Silver Academics Medal: Cadet Jehner
Agpoon, a sophomore and LET 2 at Waipahu
High School, has been selected for the
Bronze Leadership medal. He is the
Marauder Battalion S3 for this year and was
selected to be the Brigade S3 for this year's
Spring Camp and Governor's Review. He is
very active in the Battalion and regularly
competes in drill competitions and on color
guards. Cadet Agpoon is also on the school's
track team and maintains a 3.2 GPA.

2) Bronze Leadership Medal: Cadet Regina
Marie Calo, a sophomore and LET 2 at Waipahu High School, has been selected for the Silver
Academics medal. Cadet Calo has a very rigorous class schedule and maintains a 3.95 GPA. She
constantly strives to do her very best in every thing she does and consistently excels. She is the
Battalion S1, is on our Raider and Cyber Patriot teams, and was selected to be a battalion
commander during this year's Spring Camp.

p. Kapolei High School JROTC: Commandery Supporter LTC (Ret) Cynthia Glennister was the presenter
at the Kapolei Awards Ceremony held 2 May, in the Kapolei HS Cafeteria. The cadets who were
honored are:
1) Silver Academics Medal: Cadet Lauren Lobaton. Cadet SSgt Lowen Lobaton holds the Billet of
Platoon Guide, and, due to his leadership qualities, has been selected to be Company Staff next
year. Assistant Supply Officer. Highest GPA in JROTC. Has competed in many Drill competitions
this year. High YPFT score. Has participated in almost all Civic Service/volunteer activities.
Great leader that will probably be the Cadet Commander by the time he's a Senior.
2) Bronze Leadership Medal: Cadet Kayla Lanier. Cadet 2ndLt Kayla Lanier: Commanding Officer
(prior to that, she was Executive Officer). Recon Team Commander. Highest YPFT (youth
physical fitness test) score. Most Civic Service/volunteer hours. She's not the Drill Team
Commander, but she does compete, and even when she's not competing, she comes to every
drill competition. She also attended this year's Army JCLC (JROTC Cadet Leadership Course)
where she was a 'Stand-out Cadet'. Cadet Lanier displays Leadership qualities on a daily basis.

q. Aiea High School Air Force JROTC, May 4, Major Gerald McClellan, was the presenter at the
awards ceremonies held at the School Library. The cadets who were honored are:
1) Silver Academics Medal: Cadet Bradley Padama-Kinere. Cadet Padama-Kinere e is a second
year cadet in the class of 2015. He holds a 3.5 GPA placing in 6th overall in the Aiea Corps of
Cadets. He is a member of the Aiea Varsity football team and the track team. In addition to his
MOFW award, Cadet Padama-Kinere received the AFJROTC bronze medal for academics, the
AFJROTC gold medal for athletics, The Marine Corps JORTC medal for athletics and, most
importantly, the Aiea Principal Award for Top Overall Cadet for the 2012-2013 school year.
Because of his talents, Cadet Padama-Kinere will hold the position of Inspector-General during
the spring semester of the upcoming school year.
2) Bronze Leadership Medal: Cadet Logun Morton. Cadet Morton is a first year cadet and a
sophomore in the class of 2015. He holds a 3.95 GPA placing him second overall in the Aiea
Corps of Cadets. He is a member of the Aiea Varsity football team and the Paddling Team. In
addition to his MOFW award, Cadet Morton received the AFJROTC silver medal for academics,
AFJROTC silver medal for
athletics, the Marine Corps JROTC
scholarship medal, and was
selected the top first year cadet
for 2012-2013. Cadet Morton is a
member of the Aiea Special
Forces Team and Honor Guard.

r. Farrington High School Army JROTC, May 7, LTC William Crawford, 196 Bde XO, was the presenter.
1) Silver Academics Medal: Cadet Ryan Cardenas. The MOFW Academic Medal is awarded to a
cadet who exemplifies the torch of knowledge and excels in teaching others.”
2) Bronze Leadership Medal: Cadet Bob Soi. The MOFW Leadership Medal is awarded to a cadet
who leads by positive example, lives the Army Values, and demonstrates the highest personal
and ethical standards

u. Waianae High School Army JROTC: Companion LtCol Dave Terrinoni was the presenter at the
Waianae annual awards ceremony held on May 9, 2013, at 1730, in the Our Lady of Keaau Church. The
cadets who were honored are:
1) Silver Academics Medal: Cadet
Corporal Evgeny Artsibasov.
Cadet Artsibasov is an exchange
student from southern Siberia. He
is 17 years old and completes his
one-year study in Hawaii in June.
He is a very sharp young man and
was deeply honored to receive
this award from the MOFW.
Cadet Artsibasov explained that he
will probably serve in the Russian
military at some point. Lt Col
Terrinoni, after making the
presentation, explained to Cadet
Artsibasov that we who serve in our individual country's military have a bond of service and
country that that allows us to have an understanding with each other, across country lines, that
not many other professions can understand and that he has an award from an American military
order that no one else in Russia will have.
2) Bronze Leadership Medal: Cadet Malachi Swift. Cadet Swift’s award was accepted by the SAI
Major Alvarado.

v. Nanakuli High School Army JROTC: Companion MAJ Ahmad Perry, U.S. Army, was the presenter at
the Awards night held May 10, 2013 in the High School cafeteria. The cadets who were honored are:
1) Silver Academics Medal: Cadet
Staff Sergeant Krysta Pa'e.
Cadet Pa'e is a Sophomore and
served as our Battalion S-4 this
school year. She's done an
exemplary job. She's also been
an active member of our
Unarmed Exhibition Drill Team
and our school's Cheerleading
Squad. Krysta excels in her
academics and will
undoubtedly, be assigned in
ever-increasing positions of
leadership through her
remaining years in the JROTC
program and Nanakuli High and
Intermediate School.
2) Bronze Leadership Medal: Cadet Sergeant Heaven Sooga. Cadet Sooga is a Junior (LET 3). He is
a Squad Leader and active member of our Armed Exhibition Drill Team. He's also an active
member of our Ranger Team. Always motivated and mature-minded, Heaven has set an
extremely positive example for his peers and subordinates throughout the school year. He will
continue to be a positive force within our corps of cadets.
w. Matthew C. Perry High School Marine Corps JROTC, Marine Corps Air Station Iwakuni, Japan.
Major Devalle was the presenter on 12 May.
1) Silver Academics Medal: Not only has Cadet Archambault been a cornerstone of the Drill Team
he also participated in all the unit community service projects and the Rifle Team. Academically,
he received an overall 4.0 GPA to include his grade in the JROTC. He was this year's President of
the Freshman class and a two time member of the National Honor Society. He originated a tutor
program within the JROTC in an effort to help struggling cadets. Cadet Ryan C. Archambault. He
was also the recipient of the Son of the American Revolution Award.

2) Bronze Leadership Medal: Cadet Cecilia M. Calderon received the MOWF Leadership Award.
She is a current sophomore student who excels in every endeavor she attempts. She is the
Secretary of the Sophomore Class, a member of the Far East Choir, participates in numerous
clubs and activities and has coordinated numerous community affairs where she is always
present. Continually striving for excellence, she has been selected to lead the JROTC unit next
year.
x. Kailua High School Air Force JROTC. COL Tulak was the presenter on 11 May 2013, at the Klipper
Club, Kaneohe Marine Corps Base. The cadets who were honored are:
1) Silver Academics Medal: Cadet Kalen Holbrook. Cadet Holbrook is a second year sophomore
and is in the top 20 percent of his class. He completed Summer Leadership School and is an
active member of the Adventure Team. Kalen is the Financial Management NCO and is
responsible for fundraisers and planning the cadet corps budget. Cadet Holbrook was a key
member of the JROTC Leadership and Academic Bowl team, which was the only Air Force Team
from Hawaii to advance to the second round. His performance was also noteworthy during the
Headquarters Unit Evaluation Inspection and contributed to earning the Distinguished Unit

2) Bronze Leadership Medal: Cadet Tyler Nicosia. Cadet Nicosia is a sophomore transfer student
who joined the program upon his arrival in January. Tyler quickly established himself as a leader
by completing Liko Academy and becoming part of the Adventure Team, Honor Guard, and
Sabre Team and he participated in the Governor’s Review, the Waianae Adventure Challenge
and the KHS Graduation ceremony. Cadet Nicosia was selected as the Logistics Apprentice and
is responsible for the care and management of over 150 uniforms, the curriculum library of over
500 books, and an Air Force equipment account valued at over $10,000. He is also an active
aviation enthusiast and is certified in both gliders and paragliding.

aa. Campbell High School Navy JROTC: COL Arthur Tulak was the presenter on behalf of the
Commandery at the Campbell Awards Ceremony, May 16, 2013, at the Campbell HS Cafeteria. The
cadets who were honored are:
1) Silver Academics Medal: Cadet Roden Parro. Cadet Parro is a 4th year cadet in his Senior
year. Cadet Parro was selected as our Senior recipient of the Military Order of Foreign Wars
because of his dedication to our unit, the school and his community, Cadt Parro is the unit’s
Command Master Chief and has been the leader of the Campbell Armed Drill Team for 4 years.
As the Drill Team leader he has taught, led and coached many cadets in drilling with the rifle
(regulation drill) as well as exhibition drill. Cadet Parro is a true professional whose ambition is
to join the U.S. Marine Corps after completion of high school. An example of Cadet Parro’s
character is his dedication to his family (mother), as a single parent Cadet Parro carries the
weight of being the “head of the family” as well as balancing school work, his NJROTC unit
responsibilities and a part time job. He never complains, drops his grades or neglects his ROTC
responsibilities. He is the epitome of Honor, Courage and Commitment.
2) Bronze Leadership Medal: Cadet Mark Anthony Miguel. Cadet Miguel was selected as the
Freshman recipient of the Military Order of Foreign Wars Academics Medal, because he
demonstrates the true sense of Community and school service. Cadet Miguel is consistently
spearheading community service projects as well as school projects. Cadet Miguel has the gift
of charisma; which enables him to gather people for projects to benefit less fortunate people.
Cadet Miguel maintains a 4.0 GPA in NJROTC as well as his core subjects. Cadet Miguel is also
on the drill team and has competed in several drill competitions.

1) The MOFW Ribbon was presented to: Cadet Danielle Tulak in recognition of her induction as a
Hereditary Junior Member of the Military Order of Foreign Wars, based on the qualifying service
of her Great Grand Father, LT Harrison Taylor Wells, U.S. Army, who served in the 72d Field
Artillery during World War One and was awarded the Allied Victory Medal, the Missouri Medal
for the War with Germany, and a silver War Chevron .

Vice Commander, LT USN (Ret) Cornelius Brown, was the presenter on 15 June at the Kennick
High School on the Yokusaka Naval Base. The cadets who were honored are:
1) Silver Academics Medal: Cadet Richard Sebrano Beredo. Cadet Beredo was selected as Honor
Cadet awarded to the single cadet in each grade level with the Highest School-Wide Cumulative
GPA. One of 6 cadets selected to participate in the College Options Foundation JROTC Academic
competition advancing to Level 2 in the competition. Other awards include Outstanding Naval
Science Cadet, Aptitude, Participation, Community Service, Unit Achievement and Exemplary
Conduct.
2) Bronze Leadership Medal: Cadet Don Elijah Atienza. Cadet Atienza was selected as
Distinguished Cadet over 50 other cadets, active on Orientation and Drill Teams, selected to
represent Kinnick HS at the JROTC Far East Drill Competition, participated in the Secretary of the
Navy Academic Competition. Other awards include Physical Fitness, Community Service, Unit
Service, Participation, and Exemplary Conduct.

dd. Hawaii National Guard Youth ChalleNGe Academy, Kapolei. COL Arthur Tulak was the presenter
on 20 at the Kroc Center. presented medals to the top Cadets of Class 39 at the 12 December
graduation ceremonies at the Kroc Center in Kapolei. The State Adjutant General, Major
General, Darryll Wong, Air National Guard, was the presiding officer and was assisted by
Brigadier General Stanley Osserman. This was the first year that Cadets have received any
medals from any veterans organization. The presentation was well received and several
parents, family members, and community leaders expressed their thanks to the Commander for
supporting the program. The cadets who were honored are:
1) Silver Academics Medal: Cadet Daniel Waters received the Silver Medal for Academic
performance. Maj. Gen. Wong expressed his great pride in the success of the program, and in
particular this graduating class, which had 100% high-school graduates. Those who meet all
academic standards for a High School diploma receive a State diploma administered by the Dept
of Adult Education. This was the first class to have all Cadets achieve this distinction.
2) Bronze Leadership Medal: Cadet LTC Maleko Alexander, Class Commander, received the Bronze
Medal for Leadership. Cadet Alexander was the top-cadet for this class, finishing the program as
a Cadet Lieutenant Colonel and Commander.
