MESSAGE FROM THE CHAIRMAN
As we prepare for the 2015 legislative session, let's first take a moment
to reflect on all that's been accomplished over the past few years: an
overhaul of our workers’ compensation reform system, major lawsuit
reform, moderate and responsible tax cuts, significant improvements in
infrastructure funding and creation of a stable tax structure for our oil and
gas companies. Our Legislature and Governor are to be commended for
staying focused on improving Oklahoma's business climate. As a result of
their good work, Oklahoma is now recognized as one of the most businessfriendly states in the country.

State economic development incentive programs also have contributed
to our economic growth. Our Governor, our Chamber and economic
developers statewide rely on these programs to recruit high-paying
jobs and capital investment. By way of example, Boeing moved jobs to
Oklahoma City from California, Kansas and Washington. Additionally, GE’s
newest research facility, now under construction in the heart of Oklahoma
City, could have been located anywhere in the world. Without our state's
Quality Jobs Act, the Aerospace Engineer Tax Credit and other incentive
programs, those jobs would not be coming to Oklahoma.
The redevelopment of many areas in downtown Oklahoma City likely
would not have occurred without the state’s tax credit for the Rehabilitation
of Historic Buildings – a necessary component of financing the high
renovation cost of historic buildings. Importantly, the hotels, restaurants
and offices in these buildings generate a reliable stream of tax revenue for
the state and city. The state’s return on investment is easily calculable and
outweighs the cost of associated incentives by a multiple.
This year we expect the Legislature to scrutinize many of the state's
tax credits and incentive programs. As the state's largest economic
development organization, we welcome the scrutiny. We favor increased
transparency in the programs and even acknowledge there are several
incentives that may need to be changed. If a program cannot show an
acceptable return, it should be scaled back or repealed. While we believe
a thorough review is appropriate and necessary, we will also argue that
those programs that do work should be kept or even enhanced.
To this end, our legislative agenda includes a list of the incentive programs
we will work to protect. We believe they generate revenue and allow our
state to effectively compete in the battle for jobs. We ask that you join
our effort to work closely with the Legislature to ensure the continued
improvement of our business climate.

STATE ISSUES
Economic Development Incentive
Programs
The Chamber supports retaining the state’s premier
economic/community development programs which
are critical in attracting new businesses to the state,
assisting existing companies expand and encouraging
investment in communities across the state. Following
are the key programs the Chamber will work to protect:
• Quality Jobs Act (includes 21st Century QJA and
Small Employer QJA)
• Five year ad valorem abatement and sales tax
exemption on manufacturing facilities
Workers’ Comp Reform
The Chamber supports defending and improving
the comprehensive workers’ compensation reform
legislation passed by the Legislature and signed by
Governor Fallin during the 2013 session.
Lawsuit Reform
The Chamber supports adopting the Rational Use of a
Product Act.
Oil & Gas Tax
The Chamber supports maintaining a stable oil and gas
tax structure which promotes the investment of drilling
capital in Oklahoma.
• Investment/New Jobs Tax Credit
Pension Reform
• Historical Building Rehabilitation Tax Credit
The Chamber supports legislation to strengthen the
long-term financial condition of the state’s pension
plans.
• Freeport (Inventory) Exemption
There are a number of other state programs the
Chamber believes should be retained which relate
to specific industries and are designed to encourage
economic development. Those programs include:
Oklahoma Quality Events Act, Sales Tax Exemption &
Refund for Aircraft Repairs, Exemption & Refund for
Aircraft Maintenance or Manufacturing, Excise Tax
Exemption on Aircraft Sales, and the Oklahoma Film
Enhancement Rebate Program.
Water
The Chamber will work with the Governor, state
Legislature, City of OKC and other stakeholders to
ensure the availability of a long-term water supply for
central Oklahoma.

American Indian Cultural
Center and Museum
The Chamber supports completion
of the American Indian Cultural
Center, including the issuance of
state bonds (or other state funds)

American Indian Cultural Center
and Museum. The Chamber’s
support is contingent upon the
AICCM developing a viable plan to
fund the ongoing operations of the

OCAST / i2E
The Chamber supports full funding
of OCAST’s FY 2016 budget
request, including the Seed Capital
Fund and other programs managed
by i2E. Funding for OCAST
promotes economic development
in Oklahoma in four critical areas:
1) research and development
funding for businesses and
universities; 2) two- and four- year
college internship opportunities;
3) support for the lean and digital
manufacturing program managed
by the Oklahoma Manufacturing
Alliance; and, 4) early-stage funding
for startup businesses. This funding
allows Oklahoma communities to
attract and retain high-quality STEM
businesses and quality college
talent.
Oklahoma Quick Action
Closing Fund
The Chamber supports funding the
Oklahoma Quick Action Closing
Fund to a level that will allow
Oklahoma to be competitive with
surrounding states. Increased
funding for this economic
development tool will assist the
state in attracting high-quality jobs
and industry to Oklahoma.

MUNICIPAL ISSUES

The Chamber supports

Municipal Revenue
The Chamber supports
legislative action to
preserve and diversify
sources of revenue available to municipalities,
including increased local control, and increased
apportionment of gas taxes to cities.
Dog Kennels
The Chamber supports legislation to amend state
law which restricts the location of dog kennels,
grooming, boarding and dog day-care centers
within 2,500 feet of a public or private school or
children’s daycare facility. As currently written,
the statute unreasonably restricts the rights of
business owners and hinders development
of needed services in high-density urban
environments.
FEDERAL ISSUES
• The Chamber supports lifting the crude oil export
ban and expanding LNG export capabilities.
Exports will open markets for abundant U.S.
production that will increase demand – leading to
further job creation.
• The Chamber supports federal immigration reform
to secure the borders, establish reasonable
and effective visa policies and procedures and
recognizes the need to attract essential workers to
the United States.
• The Chamber supports passage of the Marketplace
Fairness Act to ensure sales and use taxes owed
from online purchases are fairly and effectively
reported, remitted and collected.

EDUCATION & WORKFORCE
DEVELOPMENT PRIORITIES
STATE ISSUES
Development of New Curriculum
Standards
The Legislature repealed the Common Core State
standards during the 2014 session and assigned
the State Department of Education to develop new
Oklahoma Standards. The business community through
the Chamber must be actively involved to make sure
Oklahoma adopts high quality new standards to ensure
high school graduates are college and career ready.
Flexibility for Urban Districts
The Chamber supports local control for large urban
districts. We support districts’ efforts to create unique
urban goals, standards and accountability mechanisms
that meet or exceed state standards once they are
adopted.
Teacher Preparation and Support Pipeline
Oklahoma’s teacher preparation system needs to
be improved in order to train, attract, and retain high
quality teachers. We support review/revision of
policies/laws to improve the recruitment and retention
of high-quality teachers, including:
A competitive market-based salary and benefits
package which encourages high-performing teachers
to stay in the classroom including targeted incentives
for STEM, early childhood and special education
teachers.
Eliminate limitations on districts’ ability to offer
recruitment and retention incentives outside of
negotiated agreements.
Streamline the certification process for already-certified
teachers willing to relocate to Oklahoma.
Make it financially feasible for more educators to return
to the classroom by easing statutory restrictions on
retiree earnings, out-of-state service, military service or
higher education adjunct service.
Charter Schools
The Chamber supports Charter schools and education
choices. Charter Schools are public schools, with

public school students and are required to adhere to
the same rules and requirements as traditional public
schools. We support creating high-quality charter
schools and enabling successful charter schools to
grow.
We support creating a solution to address the facility
needs of Oklahoma charter schools that is equitable
across all public schools.
We should also work to lift the caps on how many
students can attend charter schools by:
• Encouraging authorizers to expand caps on charter
school attendance.
• Allowing universities to authorize charter schools
statewide.
Long-Term Planning for Education
The Chamber supports creation of a long-term and
sustainable plan to improve education and enable our
schools to meet the future workforce needs.
Oklahoma School of Science and
Mathematics
The Oklahoma School of Science and Mathematics
(OSSM) has consistently ranked among the nation›s top
public high schools. Over half of OSSM graduates stay
in Oklahoma, and 85% are choosing STEM careers.
The Chamber supports full funding of OSSM FY 2016
budget request. Recently completed dorms increased
the school’s capacity, and a modest increase in
funding will allow OSSM to accept additional qualified
Oklahoma students and continue to fuel Oklahoma’s
economic engine. School and Campus Safety
For each of the past six years, legislation has been
introduced that would permit the carrying of guns at
Oklahoma colleges and universities. The Chamber
continues to oppose these efforts and believes carrying
of firearms should not be part of life on campus. The
Chamber also opposes efforts to permit the carrying of
weapons at early childhood, PreK-12 and Career Tech
facilities.
Higher Education—College Degree
Completion and Funding
Since 2011, Governor Fallin and the Oklahoma State
Regents for Higher Education have been working to
increase the number of degrees and certifications that
are awarded by our schools. The Chamber supports
prioritizing funds to ensure continued success for the
Complete College America initiative. Early Childhood Education
The Chamber steadfastly supports early childhood
education and full funding of pre-kindergarten and
kindergarten programs. Targeted spending on our
youngest children is simply a smart investment. The
Chamber supports legislative initiatives to maintain
early childhood education programs and initiatives.
Oklahoma’s Promise
Oklahoma’s Promise is

college access programs
in the country. We oppose
legislation that would diminish
the program’s focus on
college access. We support
efforts to increase the
number of college graduates
and maintaining the direct
allocation of state funds
which ensures full funding of
the scholarships earned by
Oklahoma students. Maintain and
Protect Graduation
Requirements
The Chamber wants all high
school graduates to be prepared to enter college or
the workforce. We supported the Achieving Classroom
Excellence (ACE) law that requires students to complete
rigorous coursework and pass four of seven end-ofinstruction exams. The Chamber opposes weakening
graduation requirements or curriculum standards. We
oppose legislative and administrative actions that could
reduce the rigor of the testing system.
Attract and Develop High-Performing
School Leaders
Oklahoma is facing a shortage of experienced school
leaders because of retirements and aging workforce.
The Chamber supports creation and implementation
of initiatives that attract, retain, and develop innovative
and high performing school leaders.
Increased Instruction Time
Oklahoma currently requires only 175 instructional days,
which is among the lowest in the nation, and some
schools have instructional days of 6 hours or less. We
support legislation that facilitates increasing instruction
time in the classroom and time on-task for students.
Business and Industry Training
The Oklahoma CareerTech System is acknowledged
as one of the top systems in the nation. CareerTech
is a key ingredient in attracting industry to Oklahoma
through its Training for
Industry Program (TIP).

Career Readiness and
Certification
The Chamber believes

of our workforce to have
post-secondary education

of Industry Recognized
Credentials training programs as funding is available.
We support key scholarship programs, Oklahoma
Tuition Equalization Grants (OTEG), Oklahoma Tuition
Aid Grants (OTAG), and concurrent enrollment. These
will help achieve the Complete College America goals
by enabling more students enter college and obtain a
college degree. The Chamber supports higher education capital
and maintenance improvements to support record
enrollment growth as funding is available. Top-notch leadership by school superintendents and
principals is critical to school performance. Additionally,

STATE ISSUES
Oklahoma Plan/Insure Oklahoma
The Chamber supports efforts by Oklahoma’s leaders
to develop a state-based plan to extend health
insurance coverage to up to 200,000 of Oklahoma’s
uninsured residents provided the state can: 1)
accurately project the future cost of such a plan; and, 2)
identify a funding source to pay for this coverage. To
ensure the success of this state-based plan, pursuit of
all available funds should be considered to reduce the
costs of uncompensated care that are currently shifted
onto health care providers, employers and individuals.

The Chamber supports providing incentives to recruit
and retain Primary Care Physicians and Allied Health
Professionals in Oklahoma, especially in rural and
underserved areas, through expansion of residency

loan forgiveness and other incentives. The Chamber
further supports efforts to identify new funding streams
dedicated to this initiative.
The Chamber also supports the expansion of
telemedicine as a means of addressing the physician
shortage and issue of limited health care access in rural
Oklahoma.
Any Willing Provider
The Chamber opposes “any willing provider” legislation
which would eliminate the incentive for medical
providers to contract with managed care networks
and, as a result, potentially frustrate efforts at cost and
quality control and ultimately deny consumers the
benefits of cost-reducing arrangements with providers.
Research and Development
The Chamber will support efforts to foster an
environment that is conducive to further research
and will oppose efforts to unreasonably restrict the
continued development of the state’s bioscience and
research programs.
Mandates
The Chamber opposes new health insurance mandates
and liability that will undermine an employer’s ability to
provide quality health insurance at reasonable cost to
employees.
The Chamber further opposes new mandates being
placed on physicians, hospitals, and providers that will

Improvement Plan
The Chamber supports state wellness and disease
prevention programs which serve to improve the
physical and mental health of Oklahoma citizens
such as development of a new five-year Oklahoma
Health Improvement Plan supported through the State
Department of Health; tobacco prevention programs;
studies of the potential health effects of e-cigarettes;
public outreach initiatives, as well as workplace and
school-based wellness, health education, and healthy
eating programs.
Smokers as Protected Class
The Chamber supports legislation to remove smokers
as a protected class from applicable employment laws.
Prevention of Disease
The Chamber recognizes the detrimental impact
that chronic and communicable disease has on
quality of life for Oklahoma’s citizens, and the severe
economic costs it imposes on health care providers
and employers. Therefore, the Chamber will support
efforts by the state’s elected officials and medical
and research communities to develop avenues
to successfully prevent and combat chronic and
communicable disease.

MUNICIPAL ISSUES
Local Control
The Chamber supports legislation that would provide
municipalities with local control over local issues
such as tobacco use and smoking provided existing
businesses are exempt or otherwise protected.
FEDERAL ISSUES
The Chamber supports improving health care quality,
access and affordability without imposing new
mandates and/or taxes on business. Therefore, the
Chamber opposes a single-payer government-run/
public option or health care system with government
mandates.
The Chamber believes that employers drive innovation
in health benefits and that market-driven health
reforms are the best approach to reducing costs while
promoting efficiency, wellness and quality of care.

located at I-44 and Broadway Extension, I-240 and
I-35 (Crossroads), and I-40 east of I-240, as well as
necessary improvements to S.H. 74 (north of Lake
Hefner Parkway).

damage caused by overweight freight loads.
Local Option
The Chamber will support legislation granting cities
the option of considering the location of contractors (in
relation to the project) in awarding municipal contracts;
provided, that the legislation exempts ODOT, the
Oklahoma Turnpike Authority (OTA) and all other state
agencies.

The Chamber believes timely restoration of full access
between I-40 and downtown Oklahoma City is critical,
and will therefore advocate for the reconnection of
the old I-40 (new boulevard) from Western Avenue
west to the new I-40 as soon as it is practicable. The
Chamber will further advocate for the completion of
the remaining reconnection corridor between Gaylord/
Shields and Western Avenue as promptly as the
environmental process allows.

supports efforts by ODOT to negotiate with the State of
Texas and Amtrak to ensure Amtrak can be maintained
as the passenger rail carrier.
The Chamber supports continued dialogue on
extending the Heartland Flyer Amtrak service to
Newton, Kansas – which would connect Oklahoma City
to Kansas City, St. Louis, Chicago and other locations
on the Amtrak system.
Oklahoma Rail Safety Improvement Plan
The Chamber supports ODOT’s Rail Safety
Improvements plan to address rail safety issues in
Oklahoma City and across the state.
MUNICIPAL ISSUES
Downtown
Boulevard
The Chamber will work
with the Congressional
delegation, the City of
Oklahoma City and the
Oklahoma Department
of Transportation
(ODOT) to ensure the
timely completion
of the Downtown Boulevard. Significant delays in
completing the Downtown Boulevard will impair access
to downtown and negatively impact current and future
businesses located along the proposed boulevard
route and within the downtown core.
The Chamber supports the Oklahoma City Council’s
adoption of Alternative C as the City of Oklahoma City’s
selected design option for completion of the Downtown
Boulevard.
Transit
The Chamber supports implementation of transit
programs that will best serve Central Oklahoma
including the Central Oklahoma Transit and Parking
Authority (COTPA) 2005 Fixed Guideway Transit Study
and its following components:
Association of Central Oklahoma Government’s (ACOG)
Regional Transit Dialogue Committees to identify
regional transit alternatives/solutions for Central
Oklahoma.
ACOG’s Commuter Corridors Study to examine
mitigation strategies for future congestion.
The Chamber further supports the development and
implementation of a taskforce consisting of core
Central Oklahoma cities working toward the goal of
establishing a Regional Transit Authority (RTA).
Intermodal Hub
The Chamber will work with the City of Oklahoma City,
ACOG, COTPA, ODOT, and the state Legislature to
develop and fund an intermodal hub at the Santa Fe
station that will effectively integrate various modes of
transportation and enhance economic development
opportunities.
The Chamber supports efforts to work with
stakeholders to maximize alignment and development
of future locally preferred alternatives for mass
transportation.
Quiet Zones
The Chamber will work with the City of Oklahoma City,
the Alliance for Economic Development and ODOT to
establish a Railroad Quiet Zone on the BNSF mainline
running through downtown Oklahoma City.
Parking
The Chamber supports increased funding for
construction of additional parking to allow continued
economic development downtown.
Alternative Transportation
The Chamber supports increased construction of
sidewalks, trails and bike lanes.
FEDERAL ISSUES
Federal Highway Trust Fund
The Chamber will work with our Congressional
delegation and ODOT to secure a permanent funding
solution for the Federal Highway Trust Fund (including
Mass Transit programs).
The Chamber supports reauthorization of a multi-year
surface transportation act to provide funding stability to
state and local governments.
Bus Funding
The Chamber supports restoring federal bus funding to
pre-MAP 21 levels.

Chamber on a joint agenda. The Chamber
is also joining forces with the Tulsa Regional
Chamber and the State Chamber to promote

OKLAHOMA STATE LEGISLATURE PRO-BUSINESS
SCORES
It is critical for the business community to support
candidates and elected officials who will advance
pro-business legislation at the Capitol. The Greater
Oklahoma City Chamber’s government relations
division provides information prepared by the statewide
Research Institute for Economic Development (RIED) to
identify elected officials’ votes on issues important to
the business community. Alongside the RIED scores,
the Chamber also assigns a score to legislators based
on issues important to the Greater Oklahoma City
region.
In 2014, the Chamber tracked votes on a key
amendment to the Quality Jobs Act, protection of the
aerospace tax credit, legislation to stabilize the state’s
oil and gas tax system, an extension of the film rebate
program, improving and extending the Quality Events
Act, broadening the Small Employers Quality Jobs Act,
completion of the American Indian Cultural Center
and protection of rigorous education standards for
Oklahoma students.

identified by the Greater Oklahoma City Chamber and

The administrative body of Oklahoma County is the Board of
County Commissioners, which was created by the Oklahoma
Legislature. Oklahoma County, like all counties in Oklahoma, is
divided into three districts. The districts are as equal in population
as possible, numbered 1, 2, and 3, and subject to alteration by the
Oklahoma Legislature not more than once every 10 years. One
commissioner is elected from each district for a term of four years.
Elections are held every two years, beginning with a primary on
the last Tuesday in June. The run-off is held on the fourth

Tuesday of August, and the general election is on the first Tuesday
following the first Monday in November. The next Oklahoma
County elections will be in 2016.

Oklahoma City is governed by a council/manager system
established by an amendment to the city charter in 1927. The
charter, adopted in 1916, originally called for a commission form
of government. The mayor and eight city council members are
elected to four-year terms. In order to keep continuity within city
government, half of the council is elected every two years. The city
is divided into eight wards. The voters of each ward elect a council
member to represent them, and the mayor is elected at large. The
mayor and the council appoint a city manager to serve as the city’s
chief administrative official.
