Who are we? Springhead Medical Centre, now part of Modality Partnership, has operated from its location on Willerby Road since 1948. It has spread from its original location at 376 Willerby Road into 374 Willerby Road and now to 797 / 799 Hotham Road South. The clinical team includes six GPs, two clinical practitioners, four practice nurses and four health care assistants. Supporting our clinical staff is a team of admin staff, receptionists, secretaries and a practice manager. We also train GP registrars, Physician associates, nursing and medical students. The practice delivers a range of general practice services designed to help if you are unwell and help you live a healthier life. The practice is also commissioned to deliver other services such as long acting reversible contraception, minor surgery and vaccinations The current building also hosts outpatient gynaecology, carers support and citizens advice. Springhead Medical Centre serves all of West Hull as far east as Chanterlands Avenue/Bricknell Avenue and south of Cottingham Road and approximately 60% of the patient list lives within the city boundary. Hull Trinity House Charity is a local charity that owns the land that was formerly school playing fields based off Calvert Lane. Springhead Medical Centre Patient Participation Group (PPG) The PPG works with the practice to provide a patients’ perspective on the services provided at Springhead Medical Centre. The group monitors service delivery on behalf of patients and provides feedback to the practice. The group also acts as a critical friend and examines changes to bring about improvements to service delivery. NHS Hull Clinical Commissioning Group (CCG) NHS Hull CCG has responsibility for the commissioning of health services to meet the reasonable needs of the people of Hull. The CCG works in close collaboration with partners to improve health, reduce health inequality and secure high quality services for all the communities in Hull. Hull Trinity House Charity The Hull Trinity House Charity is established to support needy seafarers and their families along with providing rest homes. The Charity also supports the Trinity House Academy and Welton Waters Adventure Centre. The Estate from which Trinity House derives the income to support its charity includes retail units and office accommodation which are available for lease. Hull Citycare Ltd Citycare is a public private partnership part owned by the Department of Health. The company supports public sector organisations with a variety of estates work, including getting the most from existing buildings and, where necessary, developing new ones. Hull Clinical Commissioning Group Background The Hull Trinity House Charity grounds previously used as school playing fields have been out of use for several years and there is a long term plan to redevelop the site and put the land back into use. Hull Trinity House Charity and Citycare have been working together to bring forward a co-ordinated development for housing and a new primary care health centre to accommodate the Springhead Medical Practice (now part of the Modality Partnership), community services and a pharmacy. Why housing? Hull City Council continues to develop a sustainable long term housing supply for the city as part of its local plan to deliver the anticipated housing needs for 2021 and beyond. This site has been identified as a potential for housing within the draft local plan. Why a Health Centre? The Springhead Medical Practice currently operates from a converted terrace house and converted shop units which have poor accessibility for patients. In recent years other branch surgeries in the Willerby Road area have closed. The practice list size is now just short of 17,000 and growing. A new building would give the practice modern, purpose built premises to deliver a wider range of services within the community for the future. The plans to date Early work explored the Wymersley Park area as a suitable location, but feedback gathered at the community consultation events in July 2016 told us that due to the loss of dedicated and maintained green space this would not be preferred. Further site explorations identified a number of alternatives, however many of these were ruled out due to size, location or availability. A short list of 4 sites were appraised in detail: 1 1. Peter Pan Park / Pickering Park - Poor location, public green space currently in use 4 Hull Clinical Commissioning Group Development proposal An outline planning application is being prepared for around 200 houses (including public green space) and a health centre.location or availability. Key considerations Traffic impact The proposal includes forming a new vehicle entrance on to Calvert Lane and creating pedestrian and emergency access only onto Anlaby Road. A traffic assessment is currently underway and we continue to work with Hull City Council to develop appropriate traffic mitigation measures on Calvert Lane. Flood risks A flood risk assessment and surface water drainage strategy will form part of the application, to ensure there is no impact on surrounding properties. Ecology The site is predominantly grassland and we recognise it has ecological value for the local area and early survey work is underway. The proposals include a large open greenspace and will need to include features to increase the biodiversity of the site. An ecological survey and appraisal will be submitted with the application. The Council produces an annual Strategic Housing Land 920 Availability Assessment (SHLAA) which identifies potential sites for housing development. 104 103 LC-34 The housing requirement for Hull is 10,800 new homes during the period 2016 to 2032 (675 dwellings per year).
