TERMS OF REFERENCE
I. Background
The Coordinator of Indigenous Organizations of the Amazon Basin—COICA—in its status as an
international indigenous organization, and within the framework of its objectives and mission,
has accompanied the processes of legal protection of indigenous territories as one of its central
program policies. Not only has this exercise been done in practice, but it has also been claimed
by COICA as an inalienable right in all of the international forums, as a way to avoid
dispossession, appropriation, and land grabbing by multinational companies dedicated to
agribusiness, petroleum, mining, hydroelectric construction, etc.
Given that 25% of all of the Amazon Basin is indigenous territory and that the forests in these
territories store between 30 and 46 million tons of carbon, these territories offer great potential
for the reduction of emissions of greenhouse gases, the mitigation of climate change, and the
adaptation and resilience to climate change. The figures of carbon storage are so immense that
they largely exceed the Protected Natural Areas in the Amazon Basin, the Democratic Republic
of the Congo, and the Republic of Indonesia.
The conservation of forests and the ecosystem services that indigenous territories offer are the
result of a profound idiosyncrasy linked to nature and the respect for biodiversity; as such, the
unity between nature and the Amazonian man is a factor of forest and jungle conservation in the
Amazon that, against the states, empowers them to demand the right to the legal protection of
indigenous territories, and, as an irrefutable and proper right, access to Global Climate Funds.
II. The Project
The main activity of Outcome 1, one the components of the project “Boosting the Global
Governance of Forests: Defending the Live Amazon for Humanity,” is designing culturally
appropriate mechanisms to channel climate funds.
The foci of interest for COICA and its member organizations are: The Forest Carbon
Partnership Facility (FCPF), Forest Investment Program (FIP), ONU REDD, Bilateral Climate
Funds, Green Climate Fund (GCF) and Climate and Forest Governance Working Group, and
the Bilateral Climate Funds: Amazon Vision (Colombia), Amazon Fund (Brazil), Zero Net
Deforestation Agreement (Peru); REDD+ Investment Fund (Guyana), and ONU REDD+
(Ecuador).
Project Objectives
The project seeks to:
1. Organize an evaluation workshop
a. Objectives
i. Evaluate the status and current experience of indigenous peoples
ii. Identify the challenges to participation and inclusion of the proposals of
indigenous men and women
iii. Identify the opportunities, strengths, and weaknesses for the inclusion of
the indigenous proposals and participation in funds/climate programs
iv. Focus and allocate funds to indigenous peoples
2. Analyze the legal framework, programs, strategies, and implementation of the climate
funds
a. Objectives
i. Identify lessons learned and best practices in the context of rights
ii. Obtain access and benefits for indigenous communities in various
national contexts
iii. Provide information for the initial workshops to be developed by all
countries involved in this project
3. Generate influence through the dialogue and the establishment of agreements between
national Amazonian indigenous confederations and their national governments
a. Objectives
i. Attain access, participation, rights, and benefits for the indigenous in
public climate funds
ii. Link advocacy efforts on the national level with the governing bodies of
climate funds for implementation at the national level and for increasing
access to existing international funds
4. Draft proposals with national and sub-national organizations to access existing funds
a. Understanding
i. Limitations of respective financing mechanisms should be taken into
account
ii. This objective will be completed after the initial international/regional
workshop held in late February or early March to present the results to
COICA’s 5 base organizations and will build upon the analysis completed
to present and guide proposals in order to maximize their success.
III. Objective of the consultancy in the 1st Stage
COICA is soliciting consultants in the countries of Guyana, Brazil, Colombia, Ecuador, and
Peru, with the following profile:
- Must have experience working with indigenous organizations in the Amazon

Must be an expert on the issue of climate change with the knowledge of and capacity to
analyze the functioning of Global Climate Funds and of Bilateral Climate Funds (see
Figure No. 1) in the countries mentioned, in the terms required by the project, detailed in
the lines above.

Consultant tasks:
a. As articulated by the Technical Coordinator of the COICA project, consultant will
develop a diagnostic that contains the following information:
i. Which organizations (of the legal type) can access the funds
ii. The type of support granted by the fund (donations, loans, etc.)
iii. Scope of the activities that can be financed—management plans, land
titling, new companies, etc.
iv. Form of governance—who will make decisions about which projects or
proposals are financed
b. Presentation of this diagnostic in PowerPoint and in a written report (about 8 to
15 pages)
c. By the 15th of January, the consultant should provide initial drafts of their
products and the final versions by the 3rd of February.
d. The international/regional workshop will be held between the end of February
and beginning of March with the goal of presenting the findings, listening to
observations, and consolidating them into a regional document.
e. The costs of travel and accommodation will be covered by the project
f. Coordinate and communicate the diagnostic with the Technical Coordinator of
the Project designated by COICA (Antonio Gonzales) and the leadership of the
relevant base organization
IV. Duration
The contract will last until the completion of all the activities and the submission of the products,
which should be done no later than February 3rd, 2017 and with your presence at the
international/regional workshop.
The present consultancy can extend until August 2017, in accordance with the advancement of
the stages that define new tasks to be noted in the new contract.
V. Value of Consultancy
The payment for each of national consultancy will be $1,500.00 USD.
