INTRODUCTION
Welcome and thank you for your interest in a classified management position with the
Guadalupe Union School District.
THE POSITION Chief Business Official (CBO)
The Chief Business Official (CBO) reports to the Superintendent for the leadership of the
district’s Fiscal Services. The CBO coordinates the operations of Business, Facilities Management, Maintenance, Operations and Transportation, Purchasing and Payroll. The CBO
serves as a primary liaison with other governmental entities affecting the school district;
arranges supplementary financing of district activities to adequately support the planning,
organizing, staffing, directing, controlling, and evaluating the Fiscal Services Department.
The CBO must possess in-depth knowledge of school business and fiscal services, including budget development, accounting, auditing, and the Generally Accepted Accounting
Principles (GAAP).
The CBO is also expected to posses strong interpersonal skills and will deliver presentations to groups such as the district’s Board of Trustees, bargaining teams, parents, etc.
DISTRICT PROFILE
The Guadalupe Union School District (K-8) is located on the beautiful California
Central Coast, approximately 70 miles north of Santa Barbara and 32 miles south of San
Luis Obispo. The city which is situated in the northwest section of Santa Barbara County
has a population of approximately 7,000 residents.
Guadalupe is located in the rural agricultural section of the greater Santa Maria Valley.
Agriculture is the biggest industry in and around the city. Our district serves families of
Guadalupe as well as families from the neighboring farms and ranches. Many students
come from migrant families. The 2016 CBEDS Enrollment is 1,280 students in Kindergarten through 8th Grade. The student population is 96.72% Hispanic, 1.80% White, .47%
Black, .39% Filipino, 16% Asian and .23% American Indian or Alaska Native, and .23%
Other.
The District has two schools: Mary Buren Elementary (K-5 Self-Contained) which staffs a
Principal, Assistant Principal, 40 certificated employees and classified support staff. Kermit McKenzie Junior High School (6th –8th Departmentalized), staffs a Principal, Dean of
Students, 19 certificated staff and classified support staff.
DISTRICT PROGRAMS
The District operates a variety of instructional programs to support and supplement core
instruction, including an ASES Program and Summer School Program. School level support staff includes a psychologist, instructional assistants, campus safety assistants, outreach consultants, food service employees, and a Resource Officer to support the instructional and non-instructional programs on both campuses. The schools also have learning
centers where students, staff and parents have access to books and technology.
The District administrative staff includes: Director of Educational Services, Coordinator of
Pupil Services, Chief Business Official, Director of Child Nutrition Services, Healthy Start
Family Services Coordinator, and an ASES Coordinator.
DUTIES AND RESPONSIBILITIES:
The successful candidate will demonstrate the following:
 Provides leadership in the development and improvement of all assigned departments in such a way as to maximize
student achievement and meet the Board-adopted mission, vision, goals, and objectives;
 Advises the Superintendent on all matters relating to the business and financial affairs of the district;
 Establishes and supervises a program of accounting, adequate to record in detail all financial transactions;
 Supervises the collection, safekeeping, and distribution of all funds;
 Initiates contacts with vendors relative to supply and equipment availability, comparative prices, and quality
of commodities.
 Monitors all purchase transactions to verify approvals, correctness of information, coding information,
price extensions, etc.;
 Prepares all bidding documents, including notices and instructions to bidders, specifications, and forms of proposal;
 Serves as the district resource person in the collective bargaining process for certificated and classified personnel;
 Attends all Board meetings, assists the Superintendent in the development of Board agenda items, and makes budgetary
presentations to the Board;
 Analyzes and forecasts income projections and costs; oversees LCFF revenue calculations;
 Directs the operation of perpetual inventory systems and central warehousing and delivery operations;
 Assists in the planning of new facilities; manages architect and construction projects; coordinates application process with
state agencies such as DSA and OPSC; assists in the development of schedules and monitors progress; develops
alternatives for financing facilities as needed;
 Supervises pupil accounting procedures and plans for pupil projections;
 Supervises and/or coordinates the operations of Business, Facilities Management, Maintenance, Operations and
Transportation, Purchasing, and Payroll;
 Plans, organizes and supervises the activities of the business office and business office staff in all aspects of fiscal
accounting, payroll, risk management, finance and budget preparation;
 Serves as a liaison with SBCEO on budget development and reports and computerized accounting programs
and upgrades;
 Responsible for research, development, and administration of the annual district budget and related reports;
 Responsible for the coordination and approval process for the use of district facilities;
 Coordination of the district’s annual external audit;
 Prepares special reports and analyzes legislation;
 Maintains Occupational Safety and Health Administration (OSHA) standards and procedures in handling hazardous
materials and the district’s Safety Program;
 Develops and implements long- and short-term plans and activities for assigned areas in the district;
 Supervises and evaluates classified personnel, as designated by the Superintendent;
 Communicates with schools relative to operational budgets, purchasing, warehousing, etc.;
 Works closely with the employee organizations and district administrators;

 Improves the district’s operating efficiency through innovative practices and efficient use of personnel
without sacrificing educational standards;
 Performs other related duties as assigned by the Superintendent.
EDUCATION AND PROFESSIONAL REQUIREMENTS

Requires a BA Degree in accounting, finance, business administration or a closely related field;
MA is desirable

Five (5) years of experience in accounting systems and operations, financial reporting, auditing;

Three (3) years in leadership role.

CBO Certificate from FCMAT, CASBO, UC Systems or any state approved organization or institution
is highly desirable.

Hold a valid California Driver’s License.

Range:
$90,108 to $118,548 - pending verification of experience and transcripts

Work Year:
July 1 to June 30
Work Days:
235 days (Longevity Incentives)

SELECTION PROCEDURE
Completed applications will be screened by the Superintendent. The selection criteria
stated in this brochure will be utilized during the screening, interview, and selection
process.
A limited number of candidates will be invited for personal interviews. Initial interviews will
be conducted by the superintendent and school administrators.
Interviews will be held on Friday, Mar 31 with a second round of interviews for the
top two candidates on Saturday, Apr. 1.
The selected candidate will be expected to begin work with the Guadalupe Union School
District on Monday, May 1, 2017.
