SubmissiontoClimateChangeAuthority/AustralianEnergyMarketCommission
SpecialReviewonpowersystemsecurity,electricitypricesandemissionreductions
TheAustraliaInstitutewelcomestheopportunitytomakethissubmissiontotheSpecial
ReviewconductedbytheClimateChangeAuthority(CCA)inconjunctionwiththeAustralian
EnergyMarketCommission(AEMC).
TheAustraliaInstituteagreeswiththeAEMCthatfundamentalmarketreformisneeded,and
withtheCCAthatenergyefficiencyshouldbeapriority.Bymakingtheenergymarketmore
flexiblewecansolvethe‘energytrilemma’:simultaneouslyloweringprices,increasing
securityandloweringemissions.Ourthreepolicysuggestionsencourageproducersand
consumersofelectricitytorespondtoperiodsofhighdemand,whichwilllowerthesepeaks
andthereforeelectricitypricesoverall:
• FiveMinuteSettlementwouldhelpmajorconsumersreducedemandinresponseto
pricepeaks.
• Demandaggregationcouldfacilitate‘virtualpowerplants’abletocontributeto
balancingsupplyanddemandinasimilarwaytophysicalpowerplants.
• Aggregateddemandreductionrewardsconsumersforreducingtheirenergyusage
duringperiodsofhighdemand.
