V. SAFETY AND EMERGENCY SERVICES 1. Law Enforcement Personnel (Table V-1) Table V-1 shows a total of 111 personnel for the six county sheriffs, and an estimated 71 for city and town police departments. These include the sheriffs, deputies, police officers, dispatchers, and other staff, for a combined personnel total 182. Together they cover a population of 46,027, which averages out to about one staff per 252.9 persons. The staff of 71 serving the city portion of population for the communities listed (24,609), averages out to about 166.7 persons. When viewed by square miles, the combined personnel of 195 average about 45 square miles each. For the Saguache County Sheriff, the average is about 176. 2. Crime Reports (Table V-2) Table V-2 provides a 2011 update on the number of offenses reported for 12 law enforcement departments in the region by the Colorado Bureau of Investigation. The Valley’s two largest cities of Alamosa and Monte Vista show the largest total number of offenses, but the total reported for the Alamosa PD (750) is almost four times greater than Monte Vista (162). From the table we see larceny/thefts as having the highest concentration of reported crimes, with 447 in this category for the Alamosa PD. Assaults have the next highest incidence, with firearms and other weapons also more common in Alamosa and Monte Vista. 3. Crime Rate Comparisons to Colorado Statewide (Table V-3) Table V-3 compares the region to the state on rates per 1,000 population for offenses and arrests in 2011. Colorado’s rate for total offenses was 40.84/1,000 vs 29/1,000 for the Valley. But the Valley’s arrest rate topped the state 47.3 per 1,000 to 41.94 per 1,000. Arrest rates were lower for drug violations, but considerably higher in the Valley for DUIs, with the highest in Alamosa (17.67), Monte Vista (11.74), and South Fork (9.15) compared to 6.0 statewide. 4. Jail Facilities (Table V-4) Since 2002, all but two of the five counties with jail facilities expanded the number of beds in their jails. Alamosa moved from 52 beds to 85. Conejos moved from seven to 60, while Rio Grande moved 16 to 49. Costilla expanded slightly from 12 beds to 19. There are 234 beds in jails in the region. Mineral County has no jail. 5. Fire Departments (Table V-5) The 25 fire departments and government agencies in Table V-5 have a total of 398 staff and volunteers, 88 trucks, and a holding capacity exceeding 98,000 gallons. Conejos County has the most departments, staff and trucks followed by Rio Grande and Alamosa. Many of these departments are required to cover large distances to fight fires in their territories, and have agreements to assist others when needed. Emergency Services A central emergency dispatch and response E-911 service is available in all six counties managed by an intergovernmental authority board. Line costs, equipment, and other costs are supported by a $0.50 surcharge on telephone bills totaling about $11,000/mo, or $132,000/year. Emergency Medical Services (EMS) are provided by the San Luis Valley Regional Emergency Trauma Advisory Council (RETAC). Programming and funding under the Homeland Security Administration has been available in some locations. Wildfire is the largest emergency concern at this time. Map 21 shows location of geologic faults and other potential hazards.
