President’s Introduction
A Paws to Reflect On a Record-Breaking Year
Dear Friends:
As I finish my first year as President
of the SPCA of Texas, I am encouraged
by the continued support from all of the
kind, generous friends of animals. I
have had the opportunity to visit with
many supporters and community
leaders in North Texas. Their input and
feedback, along with the input from the
SPCA Board of Directors, volunteers
and staff, have given me greater insight
on the history of the SPCA. This
historical perspective combined with
suggestions for future organizational
change has been very enlightening.
Annual reports traditionally provide
a “snapshot” of all the organization’s
program statistics and highlights for the
year prior. This report will provide such
a glimpse into the SPCA of Texas in
2004, with a specific focus on our major
shift towards the core mission of
protecting abused animals.
The year 2004 was one of change for
the hundreds of neglected and cruelly
treated animals who came through our
doors. The SPCA of Texas has a
significant impact on animals and
people in North Texas and beyond due
to the many community resources we
provide. However, our staff and
volunteers cannot do it alone. The
efforts of complainants willing to come
forward and report
instances of
suspected neglect,
combined with
efforts of law
enforcement
officials willing to
partner with SPCA
investigative
Hank
resources, have
resulted in animals
being legally seized and permanently
removed and placed in new homes.
Providing rescue and investigation
programs to the many communities we
serve is a critical part of our mission to
improve the welfare of all animals. This
annual report will highlight the hard
work and dedication of our staff and
volunteers that make these rescue
efforts a reality, efforts that are
ultimately made possible by the
generous support from individuals,
corporations and foundations that fund
the SPCA of Texas.
Acquiring funding was critical to our
organization in 2004 not only for our
rescue and investigation efforts but also
as a necessary step in securing a future
for the SPCA of Texas. Due to the Texas
Department of Transportation’s reengineering of the downtown Dallas
MixMaster, our current facility at 362
S. Industrial Blvd. will soon be replaced
by highways. That said, we have been
aggressively seeking a new location
that the many homeless animals we
temporarily care for can call home.
We continued the silent phase of our
capital campaign throughout 2004 and
are proud to announce that, after months
of scouting out a new location, we’ve
settled on a perfect spot to call home to
SPCA staff, volunteers and most
importantly, the animals. This facility,

Media Coverage Up 10% in 2004
In 2004, the SPCA of Texas’ media
coverage was once again impressive.
With an average of 13.5 media hits per
day and a total of 4,946 media hits for
the year, this is a 10% increase compared
with the year 2003. The SPCA’s media
coverage included 35 weekly scheduled
media spots valued at $35,000 per week,
854 print ads, 3,209 radio broadcasts/
reports, 183 Internet placements and
700 television appearances.
SPCA of Texas Media Relations

www.spca.org and 600 VIPs (Very
Important Pets) on www.petfinder.com.
Media Relations staff also served as
SPCA spokespeople during 175 regularly
scheduled television and radio

This year has proven to be a recordbreaking year for the SPCA of Texas’
Rescue & Investigations team. Thanks
to the efforts of SPCA Animal Cruelty
investigators, in conjunction with local
officials from a number of different
counties and cities, 2004 was a year in
which more breeders and other animal
owners, suspected of anything from
dog fighting to neglect, were charged
and convicted of the inhumane crimes
for which they were accused.
In 2004, the SPCA of Texas Rescue
and Investigations department received
9,826 calls and emails regarding
investigations. In compliance with local
law enforcement officials, we relieved
1,098 animals from cruel living
conditions as defined by section 821.021
of the Texas Health and Safety Statute
or section 42.09 of the Texas Penal Code.
SPCA of Texas investigators logged
formerly the United Methodist Reporter
building, is located off I-30 and
Hampton in Dallas. We are excited to
make the transition from our current
cramped quarters to a larger, more upto-date facility for animals and staff to
enjoy. We anticipate this move to be
final by 2006.
The year 2004 was one of tremendous
progress, primarily in the area of animal
rescues and investigations. Such
progress could not have been achieved
without the passion and dedication of
staff, volunteers and individuals in the
many communities we serve. This
support is undeniably essential to the
SPCA of Texas’ ability to realize our
mission of improving the welfare of
all animals.
Thank you for supporting the SPCA
of Texas in 2004.

51,241 miles through 11 counties. To
date in 2005, SPCA of Texas investigators
have received an average of 250 calls
and emails per week, a 32 percent
increase over last year.
The SPCA of Texas conducted 2,308
investigations in 2004. Thirteen of
these cases resulted in civil hearings
and 11 cases resulted in criminal
proceedings. Of the 11,507 animals
seen during investigations, a total of
1,098 animals – or nine percent – were
removed by court order.

A Fix for Pet
Overpopulation
In response to the problem of pet
overpopulation throughout the
Metroplex, the SPCA of Texas Martin
Spay/Neuter Clinic in Dallas and Perry
Spay/Neuter Clinic in McKinney spay
and neuter all animals before they are
available for adoption to the public.
SPCA clinics, which are open seven days
a week, also offer spay/neuter surgeries
to the public at an affordable cost.
Since opening its first clinic in 1976,
the SPCA has performed more than
170,000 spay and neuter surgeries on
dogs and cats! In 2004, the SPCA
performed 20,960 spay/neuter surgeries.
Thanks to $12,276 in donations to the
SNIP Fund, spay/neuter surgeries were
provided to qualifying families and
individuals at no cost. In addition,
thanks to generous donations to the
Emergency Medical Fund, which
totaled $16,245 in 2004, the SPCA was
able to help many animals in need of
urgent veterinary care.

The SPCA of Texas couldn’t be the
comprehensive community resource
that it is without the support of donors,
volunteers and staff. Let’s face it: being
the leading animal welfare agency in
North Texas doesn’t come cheap, and
we cannot fulfill our mission without
the support of the Dallas-Fort Worth
community. We are proud to say that
the SPCA of Texas has 46,773
supporters who provided an array of
unrestricted gifts and 31,129 pack
members who donated $25 or more to
our programs and services in 2004.
Among others, we received these
generous gifts in 2004: $1,000 from

Our largest rescue of 2004, which
involved seizing more than 300 dogs
from a breeder in Wills Point (Van
Zandt County), Texas, brought support
from 131 donors, which included some
of the following foundation and
individual donors: $10,000 from The
Mitchell Foundation; $10,000 from
Phoebe Perry; $10,000 from an
anonymous donor; $4,800 from PETCO

Education & Social Services
People and Pets
Work Hand-in-Paw
to Help Community
The SPCA of Texas reaches out to
the community by providing
information, therapy and other
assistance through its Education and
Social Services division. These services
are provided in area schools, hospitals,
nursing homes and community centers
in a comprehensive effort to promote
kindness toward all animals and
conversely, to provide animal assistance
to people in the form of comfort,
support and therapeutic services.
In 2004, the SPCA Education and
Social Services division served a total
of 25,875 human clients and 1,392 pets.
Programs in this division include
Education Outreach, Pet Trekker Tours,
Critter Camp, Pet Haven, Pet-O-Meals,
the P.R.E.P. program and more.
Thanks to the generosity of school
groups and other individuals receiving
these services, the SPCA of Texas
received 12,207 in-kind donations
valued at an estimated $16,969.00
in 2004!
Pet-O-Medic High-Tails It to Retrieving
the Rescue of Injured Strays Animals,
Saving Lives
The Perry Rescue Ambulance is an
SPCA of Texas service that picks up the
city’s injured stray animals. This service,
which is an extension of the SPCA of
Texas Rescue and Investigations
department, has been saving the lives of
animals in need since 2002. Thanks to
the generosity of Phoebe Perry, this
service is funded through 2006 through
the Phoebe and Russell H. Perry Fund
of the Communities Foundation of
Texas, Inc.
Once a phone call is received, officers
seek out the injured animal, and, based
on their evaluation, transport the animal
to an SPCA facility, a local animal clinic
or to a wildlife rescue sanctuary.
In 2004, the SPCA rescued a total
of 320 injured animals – including dogs,
cats and birds – through this community
service. The SPCA responds to calls
within the City of Dallas and throughout
Dallas County each day from 8:00 a.m.
to 6:00 p.m.

The SPCA of Texas is a community
partner with several other Texas
agencies to improve the welfare of all
animals. In 2004, the SPCA partnered
with 31 agencies throughout the state
of Texas. By partnering with other
agencies, the SPCA of Texas is able to
offer some animals a third chance at life
by transferring animals scheduled for
euthanasia in animal care and
control agencies to SPCA facilities.
In 2004, 1,078 animals were
transferred to the SPCA facility in
Dallas, 365 animals were transferred to
the facility in McKinney and 568
animals were transferred to the facility
in The Colony.
Offsite Adoptions Spread
a Warm, Fuzzy Feeling
The Offsite Adoption team of the
SPCA of Texas serves as an education
and public relations outreach by
bringing adoptable animals to a number
of community events, fundraisers and
other locations where people live, work
and play.
The SPCA of Texas Offsite Adoption
team transports adoptable pets to
NorthPark Center, the Galleria, Valley
View, the InfoMart, the Dallas Auto
Show, Neil Sperry’s All Garden Show,
Easter at Lee Park as well as other
locations and events. In 2004, the SPCA
of Texas Offsite Adoption team
successfully placed 2,245 animals in
loving homes at the nearly 250 events
in which they participated.

to Help
Thanks to the kind hearts and true
dedication of individuals and families
throughout the communities served by
the SPCA of Texas, we are proud to say
we utilized more than 1,200 volunteers
in 2004. Without a doubt, the SPCA of
Texas would not be the community
resource it has become today without
the tremendous support of our
volunteers. In fact, volunteer hours in
2004 totaled an amazing 40,000, which
represents an estimated $512,000 in
labor costs.

Minor Illnesses and Prevention
Thanks to Sponsors,
We’ve Got It Licked
The SPCA of Texas Moody Medical
Annex treats animals with minor
illnesses like kennel cough, upper
respiratory and eye infections, with the
hope that they will recover and find
new homes. Pets admitted to the annex
are given medications and extra
veterinary attention in a quiet facility
separate from the main shelter. This
treatment costs an average of $7 a day
per animal. The SPCA is able to operate
the annex thanks to community support
for the Sponsor a Foster Pet program,
which funds the annex. In 2004, 494
pets were treated in the medical annex
with support from 564 sponsors, which
totaled $89,688.58.
The SPCA of Texas’ Heartworm
fund, which was created to help cover
the high cost of heartworm treatment,
allowed 279 dogs to receive life-saving
heartworm treatment in 2004. All told,
491 heartworm sponsors generously
provided a total of $31,376.95 toward
this cause in 2004.

Animal Lovers Keep
Adoption Program Purring
In 2004, the SPCA of Texas saved
14,842 pet lives and gave them each a
second or, in some cases, a third
chance at life in a caring, responsible
home. The Dallas facility placed 4,557
pets in loving homes, the McKinney
facility adopted out a total of 3,912
animals, the SPCA facility in The
Colony sent 2,034 animals to new
homes and finally, the Offsite Adoption
team was responsible for 2,245 animals
finding forever homes.
Happily, the SPCA reunited 2,094
animals with their human companions.
Entering 2005, 594 animals remained
in our facilities awaiting adoption.
Thank you to SPCA staff and
volunteers, whose tireless efforts
allowed us to attain a 96% adoption
