RULES AND REGULATIONS
GOVERNING ENTRIES AND EXHIBITS
It is the aim of the management to get as many local exhibitors as possible in all Departments, but
each year we lack space. We especially URGE exhibitors to engage space in ample time to eliminate
last minute confusion. When space is filled entries will be closed.
Entries in livestock departments close Monday, unless otherwise specified.
Stalls and pens will be not be reserved unless application is accompanied by the required fee. All
applications for pens and stalls should be sent directly to the superintendent as early as possible. The
entries can be made at any time but you must have the space reserved. All assignments will be made
by the superintendents of their respective departments.
No article or animal can be removed from the position before 3 p.m. on Saturday. ANY EXHIBITOR
VIOLATING THIS RULE WILL FORFEIT ALL PREMIUMS HE/SHE HAS WON.
Exhibitors of purebred livestock shall furnish the superintendent of the proper department satisfactory proof as to the breeding of the animal on exhibition. Exhibitors are required to have their registration
papers with them as this is the most satisfactory way of settling disputes regarding the eligibility of
animals exhibited.
Exhibitors of livestock must keep the space in the rear of the stalls clear and clean and refuse or offal
must be placed where indicated by the superintendent.
All articles competing for premiums must possess more than ordinary merit. No animal or article
deemed unworthy shall be awarded a premium. Judges may award any grade of premium offered
according to the merit of the animal or article.
Any livestock which in the opinion of the Fair Board and local veterinarian is not in perfect health,
shall be subject to removal from the fair grounds immediately after notification.
No person shall be allowed to interfere with the judge during or before their adjudication; and any
person who by word, letter or otherwise attempts to interfere with the judges shall be excluded from
competition
The superintendents are expected to make written reports signed by the judges, and file the same
immediately with the manager.
No person shall act as a judge for awarding premiums of which he is in any way a competitor.
Blue ribbons are designed for first premiums, red ribbons for second premiums, white ribbons for
third which will be affixed by the superintendent.
Any award made for premiums contrary to the above rules will not be paid unless approved by the
board of directors.
No soliciting allowed on the grounds except by permission of the manager.
Premiums will be paid as soon as possible. In case funds are limited due to unforeseen conditions,
the fair board reserves the right to prorate the premiums.
All livestock shown in the open class must be registered livestock.
It is the responsibility of each exhibitor to conduct himself so as to NOT endanger another exhibitor
or his exhibit. Anyone violating this rule will be asked to leave the Fairgrounds, along with his exhibit
for the remainder of the Fair and will forfeit all awards and prizes won.

PROTEST
Any exhibitor found guilty of fraud in entry of exhibition or violation of regulations will be denied
prizes. Any ungentlemanly conduct toward the judges or management by exhibitors will be cause for
withholding any premium award. Protest against any entry or against any decision of the judges must
be made in writing and a deposit of $10 must accompany the protest which deposit will be forfeited
if protest is not sustained. Protest shall be filed with the president, vice president, and secretary. The
decision of the committee on all matters shall be final.

Stalls 3-1/2 feet, $5.00; Stall rent to accompany order for stalls.
4-H and FFA members may show in open class by paying $5.00 entry fee per head.
Bedding for Open Class cattle will be sawdust - $3.00 per head. This does not apply to 4-H/FFA
animals already stalled.
Stock to be entered and in stalls before 10:00 a.m., July 13.

Anyone taking cattle away during fair without consent of the Superintendent loses his right to
premiums.

HEALTH CONCERNS
Due to recent concerns for the safety and health of
animals it will be a requirement at the upcoming
Winneshiek County Fair for livestock (horses, cattle, sheep, swine,
goats and rabbits) to be accompanied by a health certificate issued
by a local veterinarian within 21 days of the Winneshiek County Fair.
All dogs and cats must show proof of rabies vaccination.
This decision was reached by discussing current health issues with
members of local commodity groups, veterinarians (local, state and
Iowa State University Extension), 4-H leaders, 4-H and Youth
Committee, Extension Council, and Fair Board Members. The
livestock industry in Winneshiek County is valued at over 90 million
dollars. We must take every precaution to insure that only healthy
animals are shown at the Winneshiek County Fair.
Any livestock arriving at the Winneshiek County Fairgrounds
unaccompanied by a health certificate will be denied entry.
Only animals that are being exhibited will be allowed on the
fairgrounds. This means no giveaways.

Talent Search

Winneshiek County Fair
The Bill Riley’s Iowa State Fair Talent Search will
be held on Wednesday, July 13, 2016, at the
Winneshiek County Fair. The winner of each division will be eligible to compete at the Iowa State
Fair. Cash prizes will be awarded to 1st, 2nd and
3rd place in each division.
The contestants must be legal residents of Iowa.
The divisions include Sprouts (2-12 years of age)
and Seniors (13-21 years of age). Acts are limited to 3 minutes (plus 1 minute set up time) and
cannot include more than 5 people. Categories of
acts include vocalists, dancers and instrumentalists.

If more than 15 acts are entered in a division,
there may be auditions to select the acts which will
perform at the Winneshiek County Fair.

THURSDAY, JULY 14
The PEE WEE DAIRY SHOW will be held at 12:00 noon on Thursday, July 14 in the Show Barn.
To enter, simply bring your child and calf to the east end of the Show Barn.
THERE WILL BE NO PRE-ENTRY. HEALTH PAPERS REQUIRED.
The rules are as follows:
1. The participant must be UNDER nine (9) years of age as of Sept. 15, 2015. Pre 4-H.
2. There will be THREE age groups
a) Ages 3 & 4 • b) Ages 5 & 6 • c) Ages 7 & 8 (Pre 4-H)
3. Information needed: (a) age of child (b) name of child
4. Health papers are required to show a calf.
5. The calf must be born after March 1, 2016.
6. The calf can be a heifer of any breed.
7. No clipping is necessary, just washed and clean.
8. Judging will be in following areas: (in all groups)
(a) The best pair (person and calf).
(b) The best groomed calf (calf may win in only 1 age group).
(c) The best groomed person.
(d) Showmanship (5-6 year & 7-8 year).
9. There is NO ENTRY FEE.
10. There will be trophies for first in group, and ribbons, plus other prizes.
11. To enter simply bring your child and calf to the east end of the
Show barn before 12:00 p.m. on Thursday, July 14, 2016.

No article will be awarded a prize that is not worthy, regardless of competition or lack of
it. Where there is no competition, only one premium will be awarded.
No prizes will be given for exhibits which are short in weight or number given.
All entries must be entered 9:00 a.m. - 6:00 p.m. on Monday, July 11.
Entries should be prepared using Extension 4-H bulletin 462 - “Harvesting & Preparing
Vegetables For Exhibit” available at County Extension office.
All entries will be judged on preparation and showmanship.
Exhibit and any monies from premium must be picked up on Saturday, July 16 - 3-5 p.m.

NOTE: We wish to encourage our exhibitors to enter seeds and grains that have been
thoroughly cleaned, so that the exhibits will be one of the most excellent standards.
Each exhibit of grain or seed shall consist of one peck (1/4 bushel).
Sheaves of grains and grasses shall not be less than three or more than four inches in
diameter at center of band.
We encourage all exhibitors to take special pains to prepare sheaves that are attractive
and meet the requirements regarding size.

2016 WINNESHIEK COUNTY
FAIR QUEEN CONTEST
RULES AND REGULATIONS
1. Each contestant must be at least 16 years of age and not more than 21 years of age on August 11, the first
day of the 2016 Iowa State Fair.
2. Contestants must reside in Winneshiek County or an adjoining county if the majority of her activities are in
the county she represents.
3. Each contestant must be an active member of at least one service organization in her community such as a
church group, Girl Scouts, 4-H, FFA, etc.
4. No professional model is eligible to compete.
5. The candidates will be selected by competition in beauty, personality and leadership.
6. The winner will be selected by a judging committee. Judging will be based on the following:
Personality, Attitude, Appearance and Awareness.
Leadership and Citizenship - Contribution to the Community.
Overall Appearance, Charm and Poise.
7. The Winneshiek County Fair Queen is eligible to compete in the IOWA STATE FAIR QUEEN PAGEANT,
and she must abide by the Iowa State Fair Queen rules.

We strive to make our Fair exhibit an outgrowth of pupils’ activities in the schools during the year. In these
displays we are aiming to show correlation of school subjects, educational values arising from a training of a
whole child and an appreciation of current national problems together with their local ramifications.
Since the purpose of the school exhibit is to show what the pupils in our schools are doing, no premiums are
given for individual articles exhibited and neither are the schools competing against each other. The money
received from the Fair Board for the school exhibit is divided among the school districts participating after
expenses have been paid.
All articles should be plainly marked and labeled giving the name and grade of the exhibitor, the name of the
school district and the name of the teacher.

2. Registration forms are available online at winmedical.org, or day of the event.
3. Judging starts at 1 pm.
4. NO ENTRY FEE. Limit of two (2) entries in each category per person.
5. Must be COMPLETELY HOMEMADE and presented in a disposable container.
6. RECIPE MUST BE INCLUDED with each entry, including name, address and
phone number. Recipe becomes property of WMC Nutrition Services, but at
your request will not be released to anyone.
7. Winning smoothie becomes property of WMC.
8. Open to anyone. YOU DO NOT need to be a Winneshiek County Resident.
9. Discourteous, abusive or unprofessional behavior by a contestant may lead to
disqualification at the organizers’ discretion.
10. By registering for the competition, all competitors give their permission to the
organizers and to the organizers’ designees that the competitors may be photographed, videotaped, and tape recorded and further that the organizers and
their designees may use the photographs, video tapes, and audio tapes of the
competitor for any purpose including commercial purposes. Any competitor who
does not agree to this provision must notify the organizers in writing before the
start of the competition.
NOTE
• The organizers reserve the right to modify these rules at any time. Any rule
modifications will be announced publicly before the competition begins.
• Judges selection is FINAL.
Snack Smoothie Judging Criteria
• Consistency 1-5 points: Smooth texture and bright color.
• Nutrition 1-5 points: No added sugar and under 130 calories for 12 ounces (you
can calculate calories at http://caloriecount.about.com/cc/recipe_analysis.php)
• Flavor 1-5 points: Delicious taste with a strong flavor direction (example: Mango
Green Smoothie tastes like mango.)
Each participant receives a WMC Centennial Red Wing
Collectible Pottery piece.
