We especially URGE exhibitors to engage space in ample time to eliminate last minute confusion. When space is filled entries will be closed. Entries in livestock departments close Monday, unless otherwise specified. Stalls and pens will be not be reserved unless application is accompanied by the required fee. All applications for pens and stalls should be sent directly to the superintendent as early as possible. The entries can be made at any time but you must have the space reserved. All assignments will be made by the superintendents of their respective departments. No article or animal can be removed from the position before 3 p.m. on Saturday. ANY EXHIBITOR VIOLATING THIS RULE WILL FORFEIT ALL PREMIUMS HE/SHE HAS WON. Exhibitors of purebred livestock shall furnish the superintendent of the proper department satisfactory proof as to the breeding of the animal on exhibition. Exhibitors are required to have their registration papers with them as this is the most satisfactory way of settling disputes regarding the eligibility of animals exhibited. Exhibitors of livestock must keep the space in the rear of the stalls clear and clean and refuse or offal must be placed where indicated by the superintendent. All articles competing for premiums must possess more than ordinary merit. No animal or article deemed unworthy shall be awarded a premium. Judges may award any grade of premium offered according to the merit of the animal or article. Any livestock which in the opinion of the Fair Board and local veterinarian is not in perfect health, shall be subject to removal from the fair grounds immediately after notification. No person shall be allowed to interfere with the judge during or before their adjudication; and any person who by word, letter or otherwise attempts to interfere with the judges shall be excluded from competition The superintendents are expected to make written reports signed by the judges, and file the same immediately with the manager. No person shall act as a judge for awarding premiums of which he is in any way a competitor. Blue ribbons are designed for first premiums, red ribbons for second premiums, white ribbons for third which will be affixed by the superintendent. Any award made for premiums contrary to the above rules will not be paid unless approved by the board of directors. No soliciting allowed on the grounds except by permission of the manager. Premiums will be paid as soon as possible. In case funds are limited due to unforeseen conditions, the fair board reserves the right to prorate the premiums. All livestock shown in the open class must be registered livestock. It is the responsibility of each exhibitor to conduct himself so as to NOT endanger another exhibitor or his exhibit. Anyone violating this rule will be asked to leave the Fairgrounds, along with his exhibit for the remainder of the Fair and will forfeit all awards and prizes won. Waukon: Village Farm & Home Ft. Any ungentlemanly conduct toward the judges or management by exhibitors will be cause for withholding any premium award. Protest against any entry or against any decision of the judges must be made in writing and a deposit of $10 must accompany the protest which deposit will be forfeited if protest is not sustained. Protest shall be filed with the president, vice president, and secretary. All dogs and cats must show proof of rabies vaccination. This decision was reached by discussing current health issues with members of local commodity groups, veterinarians (local, state and Iowa State University Extension), 4-H leaders, 4-H and Youth Committee, Extension Council, and Fair Board Members. The livestock industry in Winneshiek County is valued at over 90 million dollars. We must take every precaution to insure that only healthy animals are shown at the Winneshiek County Fair. Any livestock arriving at the Winneshiek County Fairgrounds unaccompanied by a health certificate will be denied entry. Only animals that are being exhibited will be allowed on the fairgrounds. This means no giveaways. Please leave pets that are not entered in the pet show at home. Decorah Public Opinion Fair Edition Tuesday, June 28, 2016 Bill Riley’s Iowa State Fair Talent Search Wednesday, July 13 11:00 a.m. Winneshiek County Fair The Bill Riley’s Iowa State Fair Talent Search will be held on Wednesday, July 13, 2016, at the Winneshiek County Fair. The winner of each division will be eligible to compete at the Iowa State Fair. Cash prizes will be awarded to 1st, 2nd and 3rd place in each division. The contestants must be legal residents of Iowa. The divisions include Sprouts (2-12 years of age) and Seniors (13-21 years of age). Acts are limited to 3 minutes (plus 1 minute set up time) and cannot include more than 5 people. Categories of acts include vocalists, dancers and instrumentalists. To enter, simply bring your child and calf to the east end of the Show Barn. THERE WILL BE NO PRE-ENTRY. HEALTH PAPERS REQUIRED. The rules are as follows: 1. The participant must be UNDER nine (9) years of age as of Sept. 15, 2015. Pre 4-H. 2. There will be THREE age groups a) Ages 3 & 4 • b) Ages 5 & 6 • c) Ages 7 & 8 (Pre 4-H) 3. Any exhibits in this department must have been raised by the exhibitor in Winneshiek or adjoining counties. No article will be awarded a prize that is not worthy, regardless of competition or lack of it. Where there is no competition, only one premium will be awarded. No prizes will be given for exhibits which are short in weight or number given. All entries must be entered 9:00 a.m. - 6:00 p.m. on Monday, July 11. Entries should be prepared using Extension 4-H bulletin 462 - “Harvesting & Preparing Vegetables For Exhibit” available at County Extension office. All entries will be judged on preparation and showmanship. Each contestant must be at least 16 years of age and not more than 21 years of age on August 11, the first day of the 2016 Iowa State Fair. 2. Contestants must reside in Winneshiek County or an adjoining county if the majority of her activities are in the county she represents. 3.
