100 years of excellence
For a century, Woodland Hills has stood for children. We have helped
them grow strong by developing roots in their communities. We have
helped them find the courage to branch out as young adults with a
better understanding of who they are and what they need to do to
stand tall.
Since our early days as an orphanage operated by the Duluth Catholic Diocese,
Woodland Hills has continually evolved to serve the needs of children. Our latest
growth included a three-story addition to our main campus building, providing more
space for girls programs, and renovated space to expand services for boys.
During that same 100 years, our organization has also shown
remarkable growth. Building on our roots as a children’s home,
Woodland Hills began offering residential treatment in 1971 for young
people with behavioral issues. In 2008, we laid the groundwork for our
organization to grow and serve more children. In our 100th year, we
spread our branches even farther, expanding our campus to include
a larger girls residence, and expanding our programs to offer mental
health services.
This continued growth is important and necessary so that we
continue to serve as a landmark in the lives of the children in our care.
Their short lives may have taken some bad twists, but they are by
no means broken. And with proper guidance and nurturing, they can
realize their potential to grow strong and flourish.
Just as we’ve drawn our name from the trees that
surround our campus, we also can draw comparisons
between the strength of a tree, the strength of our
agency and the strength we strive to help our young
people realize.
LETTER FROM THE CEO
100 years of community
A snapshot of 1909
For a hundred years we’ve helped children and families. And it’s our intent to continue that story
line for another century. In 2008, we followed a well-designed strategic plan that enabled us to add
services, expand our building and reach more young people, becoming an even better
resource for the children and families of our communities.
As a result, in 2009, Woodland Hills celebrated its historic centennial anniversary in a
very big way! On the 100th anniversary of our founding, we opened a beautiful, $5
million facility for at-risk girls. This building creates a more gender-responsive campus
by completely separating the boys programs from the girls. The girls and their staff have
responded enthusiastically and love their new home.
Meanwhile, the boys groups have also moved to a new home on campus. We currently
are finishing some major remodeling of several boys living units and staff office areas. Our
planning in 2008 translated into a campus restructuring that allowed us to move boys in the
Chisholm House program onto the main campus, where they can take advantage of all the
excellent resources available.
Woodland Hills also prepared in 2008 to open two mental health units. We celebrated
this growth in 2009 with a unit for girls in February and another for boys in September.
This was an extraordinary accomplishment given the massive campus expansion and

logistical coordination already going on. We now offer excellent mental health residential services
to complement our award-winning behavioral and correctional services. In 2009, our 100th year of
operation, we created a lovely new campus expansion and developed a wider array of comprehensive
services to better serve children. What better way to celebrate our centennial anniversary!
Woodland Hills residential and community-based programs have won local, state and national awards
for our stellar commitment to reclaiming children. Our agency has a wide reach and the capabilities to
help children in our community as well as children and families throughout Minnesota.
We have you to thank for our success. You believe in us and in our children. Many of you support our
children through your gifts of time, talent and treasure. Many of you partner with us to deliver holistic
services that meet the children’s most pressing needs. Your continued belief in and support of the
work done here is deeply appreciated.

100 years of Success
How far we’ve come
The financial position of Woodland Hills rebounded during 2009. Income from operations grew from
a loss of $76,530 in 2008 to a surplus of $158,042. Investments also showed a marked improvement
during the year, and philanthropic giving continued to be strong. We are pleased with our capital
campaign efforts and the support that our friends have made to Woodland Hills.
Our assets totaled $15,713,116 by year’s end. During 2009, we completed the biggest construction
project in Woodland Hills’ history – a state of the art, gender-specific, female wing. It is a welcoming
environment that protects and heals youth. This project has elevated Woodland Hill’s ability to serve
youth in our care.

100s of Changed Lives
Mission/Guiding Principles
It seems a hundred lifetimes ago that she lived here. The frightened, defiant 17-year-old girl has
transformed into a confident, optimistic and very capable young woman of 28 striving to realize her
potential.
Today, Sarah Stern Wolf lives in the metro area where she is enrolled in the
Minnesota School of Business to pursue a paralegal degree at the same time
she’s working toward a criminal justice degree. She expects to complete the
coursework in about two years and establish a career in the justice system.
Sarah is opting for this career based on her own experiences, including jury duty
responsibilities that connected her with a couple of very impressive prosecuting
attorneys. Sarah said her jury duty had some surprises. She figured she would be
selected by the defense because of her past juvenile behavior and history. “They
thought I would empathize with the defendant.”
It turned out the prosecution wanted her even more because, as a juvenile,
Sarah had been sent to a residential program where she successfully completed
treatment. They knew she would expect accountability from the person on trial.
“I’m so grateful for my placement at Woodland Hills,” she said. “It was difficult
at first getting used to the routine and treatment style. Once I had been there a
while, it became comfortable. When it got closer to graduation, it felt safe and I
didn’t want to leave. There were hard times, but there were good times too.
“And when I think back, although I remember a lot of hard, physical work, I
also think about my group. I genuinely cared about all of these girls, and still care about them. Even
though it was more than 10 years ago, I will always be a Laker and I’m really proud of that.”
It could have gone a hundred or so different ways for Sarah if it hadn’t been for her willingness to
accept help and work on realizing her potential. “I get scared when I think about where I would be
without Woodland Hills. It was the best thing that could have ever happened to me. They really did
save my life.”

PROGRAMS
100 years of strengthening lives
Woodland Hills has been helping young people heal their lives since 1909. Today we provide services that range from delinquency prevention and
intervention for children, to residential behavioral modification and mental health treatment for adolescents.
We believe that every child has potential. Woodland Hills is committed to improving the quality of life for youth, families and communities, and
affording them opportunities for successful lives.
Our six programs serve approximately 1,100 youth each year. Today Woodland Hills operates three residential correction programs, a residential
mental health program and an outpatient mental health program that each year serve more than 500 youth ages 12 to 17 as referred through court
(80%) and social (20%) services, and occasionally private placements. We also offer a voluntary delinquency prevention program that annually
helps more than 600 six- to 17-year-olds and families in Duluth. Our priority is to provide services to Duluth and St. Louis County. In addition, our
reputation as a leader in caring for children is attractive to correctional and social service agencies throughout Minnesota, as well as to private

Nearly all of the children in our programs are affected by – and must learn to cope with – issues such as neglect, abuse, limited resources and
poverty, trauma, mental health, racism, chemical dependency, grief and/or anti-social behavior. Through education, therapy and guidance, we
help youth overcome delinquent behaviors and mental health issues. Our programs stabilize children, ensure their safety, hold them accountable,
develop their life skills and position them to lead positive, productive lives.
We work hard to maintain an enviable reputation among child care agencies for consistently positive results due to effective use of peer
empowerment philosophies in combination with individualized treatment. Our success rate is 78% over a 10-year period. While we are proud of
the statistic, we are more thrilled with each of the young lives that has turned around thanks to the profound impact of our programming.

youth and their families. To successfully plan and deliver effective

for delivering behavioral modification services
