MAY 1, 2013 Soledad NEWSLETTER A publication of the Soledad Homeowners Association, Las Campanas, Green Va!ey, Arizona President’s Message--In anticipation of our upcoming May Board meeting, I’d like to update you on our exploration of waste and recycling haulers’ rates for Soledad. Kudos to John Grand and Bernie Skrivseth for compiling their extensive report on the rate and service comparisons from two companies. If you did not attend the Annual Meeting, you can get a copy of the report from John or me (contact info at right) and we will e-‐mail you a copy. Let’s bring up this topic again at our November Board Meeting after all of you have had the chance to review the bids, compare the bids to your present waste and recycle bills, and consider the services each offers at no charge/at a charge. Talk with your neighbors about the possibility of going with a single waste/recycle hauler for Soledad. Why? It would reduce the stress on our streets (ones we now pay to keep up) and hopefully obtain some savings for all of us. If we are able to reach a community consensus, the Board will try some arm wrestling to get further rate/service advantages for all of you. We will reconnect with you in September. Landscape/Maintenance Committee-‐-‐Chairs are Tony Day and Mike Heppner (Board Liaison) Work times and calls for volunteers are posted as needed on the announcement board at the entry monument. (Thanks to all the volunteers who give their time, energy and resources to this effort. Because of you Soledad avoids hiring a landscape company which really helps control our annual HOA costs.) **Desert Snakes Are Out!--Chuck Herring sends the following alert for all those who walk the West Desert Trails area west of our neighborhood or Soledad’s sidewalks and streets. “The snakes are coming out. I called the Rire department's snake line recently to remove a 3 foot snake again. This one turned out to be a gopher snake which they said eats rodents and rattlesnakes. It will be released nearby. It came out of the rocky berm behind Barnes' house and crawled across the street into the shade under our front yard prickly pear.” (Editor’s Note: Last week there were two sightings of a Mohave rattlesnake sunning on the trail on the north side of the fence between Herrings and Camino de Oro. Be careful where you step! Use a Rlashlight in the evening, please! **Need New Screens, Screen Porch or Replacements?--Steve Mallahan highly recommends Francisco’s Screening, phone 520-‐604-‐0128. Easy to talk with, Francisco does excellent quality work. His prices are very reasonable. And he completes the job quickly and on time. Francisco has done work for many in Soledad, including the Mallahans, the Anderkos, and Bill Hannum. They’d be glad to give him an excellent reference. To access the Soledad calendar type the Soledad website into your browser's address line-‐-‐-‐http:// www.soledadhoa.com/ and hit return (or just click on this live link now). On the site's front page click on "Members Only" in the stack on the left side. (The password is Soledad2009, case sensitive.) Click on "Calendar.” When the Calendar screen comes up, scroll down until you see the familiar monthly view. For any event, click on “details” for further information, venue, and directions/map. **Social and Communications Committee meets on the second Tuesday of the month. Next meeting: Tues., Sept 10, 4:00pm, at the home of Terri Anderko, 1147 Mntn Stone (meeting place rotates). **ARC-Architectural Review Committee-Next meeting as needed. If you need permissions for property modiRications or have questions, contact Linda Hansen at Cadden Management, 648-‐6730. **Mah Jongg; Mexican Trains; Ladies Bridge; and Couples Bridge schedules tba. All are welcome. **HOA Board Meetings-‐The next Board meeting will be held on Fri., May 17 at Las Campanas Social Center, 1:00pm. The two after that will be on Fridays, September 20 and November 15, all starting at 1:00pm at Las Campanas. All neighbors are encouraged to attend. (Note: There are Rive (5) Board of Directors’ meetings per year in the following months: January, March (annual meeting), May, September, and November.) **HOA Message Board-‐-‐ Watch for the message board that appears often at the Soledad entrance monument. MAY 1, 2013 REPORT FROM SOLEDAD’S GVC REPRESENTATIVE--- GVC Report from Monthly Meeting held April 18, 2013 The following GVC ofRicers were installed for the 2013-‐2015 term of ofRice: President-‐Stan Riddle; Vice President-‐Pat Meyers; Vice President-‐Eddie Peabody, Jr.; Vice President-‐Don Weaver; Treasurer-‐Dick Smith; Corporate Secretary-‐Kathy Ingham; Parliamentarian: Jack Ernest. Other items discussed were: Drs. Virginia Juettner and Manuel O. Valenszuela, Superintendents of the Continental and Sahuarita schools gave brief presentations of their respective schools, districts, mutual cooperation, and synergies existing between the two districts. They also spoke about Rinancial and budgetary constraints. It was explained that if the Continental School merged into the Sahuarita Schools, Green Valley property taxes would double. President Stan Riddle announced that Nancy Puckett and Paul LeCroix were being nominated to Executive Board At-‐Large Members. Pima County Supervisor Ray Carroll will hold a Town Hall meeting on Friday, May 3, 2013 at 10:00 a.m. in the Desert Hills center. Those attending will include Chuck Huckleberry and representatives from the Pima County Department of Transportation and the Davis-‐Monthan Public Information ofRices. The Board of Representatives passed a resolution encouraging Federal elected representatives of Green Valley to take action necessary to ensure that Congress "revisits" Section 9013 of the 2010 Healthcare Reform Act. Taxpayers who itemize deductions on their federal return must now subtract 7.5% of their adjusted gross income from their total medical deductions when calculating their total itemized deductions. Section 9013 raises this 7.5% subtraction to 10% effective with the 2013 tax year, and effective 2016 for those taxpayers over 65. This is a revenue-‐ increasing step intended to partially offset the additional federal expense of the Health Care Act. There are some who felt this had an adverse impact on Green Valley residents. "Revisits" simply means think about maybe changing it. This change only affects taxpayers who itemize deductions. Vice President Pat Meyers presented a list of beneRits enjoyed by HOA's belonging to the Green Valley Council. The Council will use this list to lobby non-‐members to join and those seeking to buy a home in Green Valley to consider HOA's that belong to the Council. The March Household Hazardous Waste event was a big success with more hazardous waste than ever brought to the collection site. ! PAGE 4 SOLEDAD HOA NEWSLETTER! MAY 1, 2013 GVC REPRESENTATIVEʼS REPORT---contʼd Treasurer Dick Smith put in a plug for the "Read to Dogs" program at Sahuarita Elementary School. Third graders read books to dogs. In theory, it helps the third graders learn to read. SAV has a new home check program to check on people's well-‐being and living conditions. Contact SAV with questions. The Green Valley Fire District will be hiring 6 or 7 RireRighters. The Green Valley Rotary raised over $6,000 for the Food Bank. A fundraiser at Posada Java raised over $3,000 for Green Valley participants in the Honor Flight program. FAST DRIVERS PAY ATTENTION: Lt. Johnson announced that the Sheriff's Department has received a grant for more speed enforcement in Green Valley. Green Valley will be seeing more speed enforcement ofRicers. There was a quorum. WELCOME AND INTRODUCTIONS: Thao Tiedt welcomed the homeowners and introduced the Board of Directors and representatives of Cadden Management. MINUTES: 2012 Annual Meeting held March 20, 2012: It was moved, seconded and carried to approve the minutes. PRESIDENT’S REPORT: Thao Tiedt reported on the accomplishments of 2012: Board members attended HOA seminars. The buffelgrass project is going well. Board members attended the Annual Meeting of Las Campanas master association and our Bob Northrup was elected to its board of directors. It was a good year and the Board worked very well together. Thao listed the homeowners who had died and asked for a minute of silence. FINANCIAL REPORT: Linda Hansen reported: As of December 31st, the Operating Account balance was $7,357.11. The Reserve fund balance was $5,866.87. The income for the year was $21,945 and the expenses were $18,500, with a net income of $3,445. $4,567.11 of the Operating Account was transferred to the Reserve Account. The 2013 Budget was approved with no increase in assessments. COMMITTEE REPORTS: Architectural: Al Mertel reported on DMRs received. ! PAGE 6 SOLEDAD HOA NEWSLETTER! MAY 1, 2013 ANNUAL MEETING 2013--cont’d Maintenance & Landscaping: [No report] Thao Tiedt stated that the committee needs new members. Newsletter: Editor Pat Meyers; published five times a year. Pat will be retiring as editor and is looking for a replacement. Sandwich Board: Reminders of HOA events. Thanks to Anna Tometczak. Activities: Tri-Tip BBQ held October 21; Soledad Socials held during week of January 13; Garage Sale scheduled for March 16; Spring Fling at Las Campanas March 31. New Neighbor Packets: Delivered to new homeowners and renters. GVC Phone Directories: Delivered by volunteers. Budget Report: Used full budget allotment to buy refreshments, supplies, and decoration throughout the year. Guidelines for sponsored events and publications: 1. Events are open only to present Soledad HOA residents and their houseguests; 2. Circulation of the Soledad Newsletter is limited to current residents, whether owners or renters. GVC: Gunnar Bonthron reported briefly on the GVC and said GVC information is published in the Soledad newsletter. He also reported on a survey for GVR. NEW BUSINESS: a. Website update: Thao Tiedt reported that Charles Wolff and Anna Tometczak worked hard to make the site much better. b. New Newsletter editor: Pat Meyers will stay as editor till the end of the year and will train a new editor. c. Las Campanas master association annual meeting: Bob Northrup reported that seven members were elected to the Board of Directors. The first Board meeting will be held April 9th to elect officers, decide terms, and establish committees. d. Trash service: John Grand presented a summary of two trash companies: Waste Management and Saguaro, with comparisons of days and costs. He said both would offer a special price if every homeowner in Soledad signed up with one company. John was asked to prepare a survey of homeowners for the Newsletter. e. Sign-up sheets for Spring Social and committees at table. f. New homeowners: Three were introduced and Thao Tiedt welcomed them. g. Thanks: Thao Tiedt thanked Pat Sedillo and Al Mertel for their service to the community. [Applause] ELECTION RESULTS: Linda Hansen reported the results of the votes, as counted by the Nomination Committee: Elected to the Board of Directors were Fred Dippold and Randy Estes. I also hope that you will share this letter with the members of your HOA/POA so that they too are kept informed on GVC activities. THE STATE LEGISLATURE – UPDATE Courtesy of Attorney Caroline Goldschmidt of the firm, Monroe, McDonough, Goldschmidt & Molla, here is the current status of bills still under consideration by the legislatureʼ that could affect planned communities (HOA/ POAs and condominiums). It should be noted that since the legislature meets daily, the status on certain bills can also change daily. HB 2371 - Omnibus Bill – This is a bill combining a number of House Bills 2474, 2154, 2135, 2237, 2154 and Senate Bill 1365. This bill is currently awaiting Senate Committee of the Whole. The Community Association Institute and other stakeholders have been working with the Sponsor on some amended language that will be introduced when the bill gets to the Senate floor. HB 2292 – Planned Community – Language in this bill states that a planned community shall be limited to the maintenance of community owned property in new developments beginning on January 1, 2014. It is a bad precedent and is currently in the Senate and has not moved. This bill is being watched closely as the Community Association Institute together with a number of legislators are opposing the bill. HB 2536 - Campaign Finance – political signs. An amendment to this bill on campaign finance added language that a condo association shall not prohibit the indoor or outdoor display of a political sign by a unit owner on that unit ownerʼs property, including any limited common elements for that unit. Some condos have extensive limited common elements (like roofs, patios, balconies, stairwells) so this bill, if passed into law could cause problems and confusion. SB 1278 – Public Roadways - This bill, signed by the Governor, impacts planned communities and will set forth that an association has no authority over and shall not regulate any roadway for which the ownership has been dedicated to or is otherwise held by a governmental entity. However, the bill will only impact planned communities for which the Declaration is recorded after December 31, 2014. ! PAGE 9 SOLEDAD HOA NEWSLETTER! MAY 1, 2013 GVC PRESIDENT TO PRESIDENT LETTER---cont’d LEGISLATIVE UPDATE---contʼd SB 1302 – Design Review Process. This bill is on the Governorʼs desk and makes clarification to last yearʼs revision to the Planned Communities Act on architectural review. It is our understanding that all other House Bills and Senate Bills that were proposed and stated in the February Presidentʼs Letter have either died in committee or failed by vote. You can obtain further information on these bills if desired by going to www.azleg.gov on the Internet. TOWN HALL MEETING Mark your calendars for Friday, May 3rd at 10:00 AM. The Place is Desert Hills Social Center. Supervisor Ray Carroll will be bringing his staff and County Administrator Chuck Huckelberry together with representatives from the Davis-Monthan Air Force Base. This will be an opportunity for residents of Green Valley to ask these two gentlemen questions on issues that they are concerned about. It is open to the public, so plan on attending. It should be quite informing. OUR NEW OFFICES As you know, the GVC will be moving into new offices in the old Fire Station on La Canada. We are looking forward to the move, but as is usually the case, it will be difficult to carry on our normal business activity that takes place each and every day and still pack up and be working with the movers to make sure everything is moved and properly placed. Therefore, as we approach moving day – currently scheduled for the end of May, we ask for your patience if you have an issue to discuss with the GVC staff during that time. MAY 1, 2013 RECIPE CORNER--- From Bruce and Marsha Hocking-‐-‐-‐”A few folks who a:ended the Spring Fling asked for us to provide the recipe for the Peanut Bu:er Chip Triangles that my wife, Marsha, made. I have a:ached the recipe which you could include in the HOA newsle:er, if you like.” (Editor’s Note: I had two of these and they were deelish. Thanks Marsha and Bruce!) Peanut Butter Chip Triangles 1-1/2 cups all-purpose flour 1/2 cup packed light brown sugar 1/2 cup (1 stick) cold butter or margarine 1-2/3 cups (10-ounce package) REESE'S Peanut Butter Chips, divided 1 can (14 ounces) sweetened condensed milk (not evaporated milk) 1 egg, slightly beaten 1 teaspoon vanilla extract 3/4 cup chopped walnuts Powdered sugar (optional) 1. Heat oven to 350°F. Stir together flour and brown sugar in medium bowl. Cut in butter with pastry blender or fork until mixture resembles coarse crumbs. Stir in 1/2 cup peanut butter chips. Press mixture into bottom of ungreased 13x9x2-inch baking pan. Bake 15 minutes. (Note: We determined that greasing the sides of the baking pan might help prevent sticking.) 2. Meanwhile, combine sweetened condensed milk, egg and vanilla in large bowl. Stir in remaining chips and walnuts. Spread evenly over hot baked crust. 3. Bake 25 minutes or until golden brown. Cool completely in pan on wire rack. Cut into 2- or 2-1/2inch squares; cut squares diagonally into triangles. Sift powdered sugar over top, if desired. Makes 24 or 40 triangles Tip: To sprinkle powdered sugar over brownies, bars, cupcakes or other desserts, place sugar in a wire mesh strainer. Hold over top of desserts and gently tap sides of strainer. ! PAGE 11 SOLEDAD HOA NEWSLETTER! MAY 1, 2013 SOLEDAD SPRING FLING On Easter Sunday Soledad neighbors gathered for our annual celebration of warmer weather (seemed like a long time coming this year-‐-‐but, then, there is always June and July. . .). Thanks go out to hosts Barb Peterson and Robin Lowe (with assists from the entire Social Committee and spouses) who assured a lovely setting and plenty of baked and fried chicken. Delicious potluck sides and desserts rounded out a grand spring feast. Daffodil centerpieces went home with a lucky winner from each table. Here’s the evidence that a great time was had by all!
