By the middle of next year, the Hopi Nation anticipates
signatures on a lease to make the long-planned 463 acre
Tawa’ovi Community Development Project a reality. The
mixed use project, designed by Thompson + Pollari Planners + Architects, Phoenix, started as a vision in 2004.
After nearly a decade of planning and negotiating with
the Bureau of Indian Affairs for federal approvals, the
construction starts are in sight.

the lease is in place, we plan to open solicitations for civil
engineering and construction.”
The first project on the board is a 15 unit housing development scheduled for construction in 2014. “Housing

Evolving through meetings with tribal officials and federal officials,
the master planned project will bring mixed residential and commercial development to tribal lands. The other objectives for the full
project are to provide commercial and governmental services for
the Hopi homeland. Development will grow outward from a community center. This planned northern gateway to tribal lands will be
a tourist hub, commercial and government center for the Hopi.
In the initial land use plan, 28 acres are allocated for housing, 26.5
acres for the governmental campus and emergency services, and 9
acres for a cultural campus. Another 32 acres are allocated for business, commercial, and light industrial uses, as well as a K-8 school
site.
“A broad range of housing types are planned,” explains Jenkins.
“These are needed to address the multiple housing needs of the
Hopi people and community. Housing is needed for the youth, the
elderly and to bring many Hopi people home that now live off-site.”
Creating jobs is another major priority, say Hopi officials. Commercial and institutional development is also sought to create jobs.
“Economic development and business incubation are key themes for
development of the Tawa’ovi Town Center,” Jenkins says.
The next step—a programmatic environmental impact assessment
(PEIA) by BIA—moves into the spotlight tonight with a series of public meetings on Hopi tribal lands and ending with sessions October
30th in Flagstaff and November 1st Phoenix. The PEIA assesses the
short- and long-term environmental impacts of allowing the Secretary of Interior to execute the long-term lease. Thompson + Pollari
and other consultants prepared technical and environmental studies
incorporated into the federal assessment.
The tribe established goals ensuring the project will be financially
and physically sustainable as it grows towards build-out. The land
plan and architectural design have a cultural foundation.
The commercial development is oriented towards tourism with a
central marketplace embracing both retail and business incubation
space for Hopi artists,
craftspeople and farmers. A new community
planned from cultural
and contemporary practice, Tawa’ovi centralizes facilities needed by
those who will live and
work in the area.

Need for Wider Broadway in Tucson Called Out of Date

Construction isn’t coming until 2016, but there’s been a
stir because neighborhood groups and the city councilman who represents the area say we don’t need a wider
Broadway at all. They say the project is based on old and
faulty traffic projections.
More recent traffic studies paint a changing picture about
the future of traffic on Broadway.
Traffic has tapered off from 48K ADT in 2004 to 40K ADT
these days.
Depending on which trend line you follow, the peak or
the present, volume has increased somewhere between
80 to 300 daily cars per year over the past 25 years. But
the official Pima Association of Governments forecast is
a much faster increase of 400 daily cars each year for the
next 30 years.
The study concludes three lanes in each direction, double
left-turn lanes at major intersections and dedicated rightturn lanes at some intersections will be needed to handle
the projected volume and keep average travel speeds the
way they are now.
The high-growth forecast was created at a time when
local leaders pictured Broadway becoming “a high-rise
corridor from downtown to the Park Mall,” former City
Councilwoman Margot Garcia told the Citizens Accountability for Regional Transportation Committee earlier this
month.

Suns Keep St James Hotel after Madison Demo

New Townhomes Proposed For Historic Avondale

No one commented when Avondale demolished a
40-year-old blighted multi-family housing unit—an
eyesore and a hotbed for crime—on Hill Drive between
Third and Fifth streets. Now city staff is proposing a redevelopment of the so-called “Hill Drive properties” into six
new townhomes.
“The purpose of this new development is to provide
high-quality, well-designed housing units incorporating known sustainability strategies while increasing the
available housing stock for NSP-eligible homebuyers,”
explained Gina Montes, director of Avondale’s Neighborhood and Family Services Department.
NSP - short for Neighborhood Stabilization Program - is
a grant offered through the U.S. Department of Housing
and Urban Development, for which Avondale received
$1.2 million in funding.
Neighborhood Family Services is proposing that once the
units are complete, they will only be available to NSPeligible homebuyers earning up to $80,000 a year. Two
or three of the six units will be preserved for households
at or below 50 percent of the area’s median income.

Mostly Positive Indicators Show Strong Phoenix Industrial Market

The Phoenix industrial market continues its convincing
march toward recovery by reaching several important
milestones.
Industry experts concluded that the industrial sector
would recover faster as favorable economic conditions
such as durable goods orders and manufacturing output
favored the industrial market early.
The sector has posted 10 straight quarters of positive absorption going back to 2010. Vacancy rates have returned
to levels not seen since 3Q 2008. This positive direction
reflects a rebound in U.S. exports, consumer spending
and online purchasing, which has led to a high demand
for large distribution space in which there are few options
in the Phoenix market.
Confidence in the industrial market and Phoenix in
particular, has brought renewed interest in developing
new projects. Most new construction is a combination
of build-to- suit manufacturing space and several new
speculative projects to meet the demand for 100K+ SF
distribution space.
But not all is well in the industrial sector. Rental rates,
despite slight improvements in several areas, continue
to struggle to gain momentum overall. Leasing activity
remains sluggish and has slowed by 28% compared with
last quarter and is the lowest third quarter total since 3Q
2008.
The Valley’s industrial vacancy settled at 13.2%, a 20-basis
point drop from last quarter and the lowest overall vacancy rate since 3Q 2008. Absorption settled at a positive
759K SF, a far cry from last quarter’s nearly 2.6 MSF of
space; however, it completes 10 straight quarters of positive absorption. Year-to-date absorption is at 3.5 MSF.
Eleven projects totaling 3.9M SF are under construction
this quarter.
There were 96 sales transactions totaling $223.6M, which
is down from last quarter’s $350M+ quarter, however, it is
the second strongest of any quarter since 4Q 2008. Average Price/SF was posted at $63.38 and is the highest price
per square foot in three years. Actual cap rates have fallen
to 6.0% from 6.7% last quarter.
The industrial market outlook remains positive as the
Arizona and the U.S. economies continue to improve.
Expected population increases here and better than
average employment figures have helped bring renewed
optimism. Greater speculative development in the Valley
has taken hold to fill gaps in inventory.

Eloy To Purchase 280 Acres, OK’s $400K Library Renovation

City Council approved staff’s pursuit of purchasing some
land out by the airport, and for the refurbishment of
the former city library last week after lengthy discussion
about the costs.
Staff brought a formal proposal before Council last Monday to allow them to move forward in procuring a 15-year
loan at a fixed interest rate of 3.1 percent for $2.9M. The
loan money would go toward the purchase of 280 acres of
land adjacent to the airport for future expansion, and to
draw up plans for reconstruction of the former city library
into a community center and emergency location. It was
also staff’s intent to refinance a loan the city had for the
construction of the Public Works building.
The loan has three items in it: One of it being the
$300,000 for the old library (with another $100,000
already in the city’s budget), $1,600,000 for the land
purchase, and approximately $955,000 to refinance the
original loan, which would include assorted bank fees.
Another $85,000 is potentially budgeted for the purchase
and installation of an emergency generator, to make the
facility a place for respite in the event of an emergency in
Eloy for residents.

Major Sales and Leases
1. A group of Tennessee investors, EdR,
purchased The District on Fifth, 550 N.
5th Ave., Tucson, for more than $66M
($317K/unit; $86K/bed). The multi-story student housing complex was built
last year by Residential Housing Development LLC with 208 units housing
768 beds. EdR also owns The Reserve
at Star Pass, 41 S. Shannon Rd., Tucson
and is a partner is Roosevelt Point in
Phoenix.
2. One of the few mid-rise office buildings in the Cactus Rd./Tatum Blvd. area
of Northeast Phoenix, the Paradise Village Corporate Center, sold for $27M
($136/SF) to a Presson Corp.-formed
limited partnership. Cassidy Turley
BRE Commercial handled the sale for
both parties, including seller LNR Partners LLC, Miami, FL. The building was
78 percent leased at the time of sale. It
was acquired from the receiver.
3. Archway Holdings Corp, Los Angeles,
paid $20M ($192/SF)—the largest
medical office building transaction
so far in 2012—for a 103K SF, twobuilding medical office complex, 6320
W. Union Hills Dr., Glendale. Centas
Inc., Chicago, was the seller. ORION Investment Real Estate represented the
buyer. The project is being renamed
Arrowhead Health Center and is 65
percent occupied. GPE Commercial
Advisors is the leasing agents. The
buyers acquired Estrella Health Center,
Phoenix, and Baywood Health and
Broadway Health centers, Mesa, upgrading the three facilities to the tune
of $8.6M for Estrella and a combined
$5.9M into the two Mesa facilities
(Also covered in BREW).
4. Taylor Morrison paid Pulte $11.3M
($32K/lot) for 351 finished lots on
216.6 acres in the Tierra Del Rio
community, Peoria. The community
is located northeast of Happy Valley
Rd. at Loop 303. The deal gives Taylor
Morrison 141 75 by 130-foot lots, 154
65-foot lots, and 56 55-foot lots, all at
120 foot depths.
5. Paramount Tucson LLC, Phoenix,
plunked down $9.9M ($236/SF) for
the 42K SF University of Phoenix
Tucson main campus, 300 S. Craycroft
Rd.—one of the campuses slated to
remain open following the college’s
locational downsizing this year. The
seller is BP 300 RCM Investors LLC/BP
300 Thackeray Investors LLC, Tucson.
The school is committed for four more
years. The three story, Class A, Williams Center property in central Tucson was a build-to-suit for the college.
6. A Los Angeles-based specialist in
rehabilitating underperforming assets,
BH Properties, has purchased the
old Pella Corporation manufacturing
facility, 6700 S. Pella Dr., Tucson, for
$5.3M ($20/SF), a substantial discount
from the $9.9M asking price. Pella
closed their operation in 2008. PICOR
Commercial Real Estate Services represented the buyer on the 25.7 acre
transaction.
7. Green Leaf Partners paid $7.9M
($82K/unit) for the 96-unit Val Vista
Gardens apartments, 3443 E University Dr., Mesa. Mesa Housing Investors
LLC sold the project with Marcus &
Millichap representing both parties.
The property was about 95 percent
occupied at the time of sale.
8. Property is starting to move in the
Tucson industrial market. Three major
properties are now in escrow, the previously reported Pella plant and:

85K SF call center, formerly used
by American Airlines, 3350 E. Valencia Rd. The 14.5 acre site listed
for $7.3M.

20K SF manufacturing building,
built for LeTourneau Technologies, 6393 S. Campbell Ave. No additional information was available

9. Lincoln Property Company has sold
an 83K SF industrial property to Cabot
Properties, Inc., Boston. The 100-percent leased Flexpak Corp. building,
3720 W. Washington St., Phoenix, sold
for $5.8M ($70/SF).
10. Arrowhead Health Office Properties
LLC sold an 11K SF medical office building, 2629 N Scottsdale Rd., Scottsdale,
to a Florida investor for $3.3M ($298/
SF). The leaseback arrangement in
the sale keeps the sole tenant and
seller, now Arrowhead Health Family
Practice, in a 15 year lease. Colliers
represented the seller, Lee & Associates, the buyer.
11. Public Storage, Inc. purchased Val
Vista Storage, a 57K SF self-storage
facility, from Val Vista Storage LLC,
Mesa, for $3M ($53/SF; $7.7K/unit).
Empire Commercial Real Estate brokered the deal for both sides.
12. Levine Investments LP, Phoenix, paid
River La Cholla LLC, Tucson, $2.2M
($1M/acre) for about 1.1 acres of
undeveloped land approved for a night
club at 2130 W. River Rd., Tucson. The
Pima County Assessor lists the property as the site of a partially completed
pad and utilities night club and bar.
13. Grand Canyon University acquired a
131K SF building on 15 acres, 5115
N. 27th Ave., from Crown Realty &
Development. The purchase price was
not named. Cushman & Wakefield
handled the transaction. The building
is currently leased as an indoor swap
meet.
14. First Solar, Inc., is seeking a tenant for
half its 1M SF factory building in Mesa.
Originally planned for ten production
lines, the solar panel manufacturing industry has been hard-hit by the
turndown in Europe and increased
supply in the marketplace. Finished
several months ago just as the Tempebased company shut down production
lines in Europe, First Solar now plans
to open a maximum of four production
lines in the space. This leaves half of
the floor area open for lease (AZCentral premium content).
15. The Buckeye Logistics Center, 6825 W.
Buckeye Rd., Phoenix, is at 100 percent
occupancy with the 106K SF lease for
Mor Furniture for Less. The 102 month
lease, starting next May, adds the
furniture retailer to Kelloggs, Victory
Packaging, HD Supply and Philosophy
as tenants in the Principal Real Estate
Investors’ building. Cushman & Wakefield represented the landlord; CB
Richard Ellis represented the lessee.
16. Dollar Tree has signed a 10K SF lease
for a new store in the Ranch Market
shopping center, 67th Ave. and Camelback Rd., Glendale. Zell Commercial
Real Estate Services, Inc., represented
landlord Phoenix Ranch Market LLC;
SRS Real Estate Partners represented
the tenant.
