Pacific Highlands Ranch Community Park Committee Meeting Report Meeting Location: Pacific Trails Middle School, Art Room M102, 5975 Village Center Loop Road, San Diego, CA 92130 MEETING REPORT Meeting Date: 11/10/2015 Meeting Time: 6:30 PM Project: Pacific Highlands Ranch Community Park Meeting Purpose: The purpose of the meeting was to review conceptual park and recreation center alternatives, and to collect feedback from the Advisory Committee and community. Introductions and Opening Remarks Manjeet (Chair) called the meeting to order. Approval of Previous Meeting Minutes Ken motioned to approve October 27, 2015 meeting minutes with the following corrections: On page 2 of the flip chart notes, kitchen clarification –the intent is to have counter space, but not a large separate kitchen. On page 2 of the flip chart notes, closet clarification - the intent is to have consolidated closets and avoid little closets. Scott seconded the motion. The motion was unanimously approved. Presentation of Conceptual Park Alternatives and Conceptual Recreation Building Floor Plans Glen Schmidt of Schmidt Design Group, Inc., reviewed design principles and a summary of what was heard at the previous meeting. He outlined the three park alternatives: Pacific Highlands Ranch Community Park Committee Meeting Report 11/10/2015 Page 2 of 2 Concept 1: Heavily Programmed/Traditional Recreational Concept 2: Informal/Alternative Recreation Concept 3: Passive/Neighborhood Recreation MEETING REPORT Jim Gabriel of Architects HGW, reviewed the desired room sizes and capacity that were provided by the City and the proposed building floor plan adjustments based on a tour of Carmel Valley Recreation Center with City staff. A larger storage area was achieved by utilizing mainly exterior circulation. Glen presented the site context and highlighted site parameters, joint-use opportunities and circulation, and view corridor through the Village Center. Glen and Jim presented park alternatives and architectural alternatives 1, 2 and 3. See attached PDF for a copy of proposed design alternatives. Public Comment Manjeet opened the floor for public comment. All comments from the community were recorded on a large flip chart and are attached to this report. Summary The Committee indicated a preference for Concepts 2 and 3 which have a strong connection to the existing Village Center promenade. They also supported the mix of activities in Concept 2 but preferred the smaller parking area as well as the backstop location area in Concept 3, noting that a second backstop should be incorporated. The Committee indicated that they preferred the architectural style and roof lines created by Architectural Concept 1 but for it to be located per Concept 2. They provided feedback regarding the angles of the roof on the northern façade of Alternative 1. Based on the community and the Committee’s feedback, the design team is now tasked with developing a preferred park plan based on a combination of elements from Concept 2 and Concept 3.
