MASTERWHEEL
of the Rotary Club of Zanesville
Miss Ella Shipley led the Pledge of Allegiance.
Invocation:
Pete Peterson
Introduction of guests:
Guests today were State Senator Troy Balderson, State
Representative Brian Hill, County Treasurer Chris
Hammil, County Auditor Debra Nye, City Councilman
David Tarbert, Ron Jarrett (guest of Rick Sabine) and
Charlie Peterson (guest of Pete Peterson).
News at Noon:
George Hiotis reported on
discussions on the upcoming
marijuana legislation around
the state. There are also discussions on changing legislative districts. Many parts of
Ohio qualify for disaster relief
from the heavy rains earlier
this year. And the Columbus
Zoo welcomed 4 newborn
lion cubs and expect more as
another lioness is pregnant.
George’s forecast of sunny
weather had everyone reaching for their umbrellas (see
last week’s newsletter). This
George seeing “double”
week’s joke was a real groaner
(squealer actually) about a
farmer, his pig and a police officer.
Main Program:
President Stacy introduced
Muskingum
County Fair Board
President
Darrel
(Cubby) Cubbison as
our speaker. In typical fashion Cubby
regaled the club with
information
about
the 169th edition
of the Muskingum
County Blue Ribbon
Darrel Cubbison,
Fair. He began by
Musk Co Fair Board President
thanking the Fair
Board for their hard work throughout the year to make the
fair run smoothly. Fair Board members in attendance were
Doug Guinsler, John Graham, Dan Thornton, Tom Forker,
Berney Harmon and Stacey Stewart.
Cubbison said they already have notes in the book for the
2016 fair. He talked about a “ticket” that he had received
from the DeGarmos in Perry township. It was an ink blotter signed by R. Y. White Secretary of the Fair Board 100
years ago. The blotter would admit one child for free to the
fair. The blotter was taken around for all to see. Cubbison
said he knew Mr. White and it was rare for someone from
“out of town” to be on the fair board at the time because
White lived in Rix Mills and had to travel by horseback
and stay over to attend meetings or work at the fair. Most
board members were from the local Zanesville area.

Cubbison said he and his wife have attended over 70 of
Ohio’s county fairs over the past couple of years and there
are lots of similarities among them. He said the fair was
begun originally as a way for farmers to show they were
raising quality crops as at the time areas were struggling
for enough food products. Ohio is now the nation’s leader
in chicken and egg production (no answer for which came
first). There are over one half million chickens being raised
in Muskingum County and more will be coming as the
business expands. This year’s fair has no actual birds of
any kind due to the bird flu problem but youngsters have
replaced the live exhibits with other displays about their
animals. Cubbison said that these youngsters are learning
a lot more about their animals than normal due to how
they have had to rework their exhibits.
Cubbison said that wine competitions may become part
of the fair due to the increasing numbers of wineries in
the county. A few years ago there were only 43 wineries
in Ohio but now there are over 400. Another growing area
is harness racing. A couple of years ago only 602 racing
mares were bred but now there are over 1400. A lot of
this interest is due to the growing casino business. Race
horse owners use the county fairs to train and practice for
larger events. Cubbison said that all of this increase means
more jobs in several areas so it helps all of our counties.
Cubbison also said that 30 per cent of the population eats
goat but that will soon rise. Goat meat is becoming more
popular and those who like beef also seem to like goat.
They just prepare it differently.
Legislative Update:
President Stacy called upon State Senator Troy Balderson
and State Representative Brian Hill to update the club on
what is going on in the legislature. The legislature has
been on summer break and both have been touring their
districts talking to residents. Right now the big issue is
the upcoming election and the potential three Issues that
might appear on the ballot. The legislature has been working on passage of legislation that would put restrictions of
what ballot issues could allow. It mainly would prohibit
issues that would permit oligopolies or cartels or practices
that are illegal otherwise in state or federal law. Hill is the
Agriculture Committee Chair and he says there is lots of
work being done in preparation for the fall migrations of
various birds that might pass through Ohio and perhaps
bring the bird flu with them. So far Ohio is ok but it is
critical that the bird flu is kept out of Ohio. Balderson
said he attended a conference in Colorado and found that
since the state approved the marijuana legislation recently
their state now has the highest homeless rate for persons
between 25 and 30 years of age.
