Joong Kim Delivers State Of Calexico Address

Calexico Mayor Joong Kim
gave the State of the City Address
last week where he highlighted
the work of the City and its challenges during the last year.
Mayor Kim said that
Calexico has faced many challenges in the past year, both fis-
cally and administratively.
"These challenges have slowly chipped away at morale but we
are learning from our mistakes
and putting systems in place,"
Kim said.
In the Housing and Economic
Development area, Kim said that
the City has participated in the
annual Homeless Connect coor-
dinated by the Imperial Valley
Homeless Task Force in an effort
to bring much needed services to
the homeless. With the participation of the City of Calexico,
Imperial County Mental Health,
Catholic
Charities,
Neighborhood House, and many
others, Kim said that approximately 110 homeless individuals

were able to receive services
needed even mental health referrals.
The Housing Division further
attempted to prevent potential
homelessness caused by eviction
of tenants, by providing rental
assistance to 37 families.
"These families were all low
income and in danger of eviction," Kim stated. Through a
HOME Tennant Based Rental
Assistance grant, the City was
able to provide partial rental
assistance, and in some cases
even utility payments assistance.
Total assistance provided was
approximately $241,931.
Construction was completed
for Villa Primavera Apartments,
which were funded through the
collaborative efforts of the City,
State, and a private company,
with $5.1 million dollars received
through grants. The apartments
have 48 units and provide affordable housing for low/moderate
income families, with 17 units set
aside specifically for household
with developmental disabilities
that are being managed by the
Regional Center.

IVROP Hosts Weekend Law Skills Event At IVC

For most high school students, weekends are the times to
relax and break from the weekday drugery of classwork. For
some students involved in local
explorers programs, last weekend
was an opportunity to show off
their skills and learn some of the
rigors of being a public safety
officer.
On April 23, 2016, the
Imperial
Valley
Regional
Occupation Program (IVROP)
hosted a special skills competition at Imperial Valley College's
track area for aspiring law
enforcement students. Kids participating in the program needed
to properly move a 165 lbs
dummy, complete an obstacle
course run, do a wall climb, finish a 500 yard run, defend themselves in a “red man” drill, fill out
a report form properly and join in
a Jeopardy-style knowledge
bowl.
Three
Valley
schools,
Brawley, Central and Calexico,
joined in the competition day,
along with several volunteers
from area law enforcement agencies. All three schools have law
enforcement elective classes
through the IVROP program.
Volunteer agents included
ones from the Naval Air Facility
– El Centro base, El Centro,
Brawley, the Imperial County
Sheriff's Office, the Immigration
and Customs Enforcement (ICE)
and others.
Saturday's program also
brought emphasis on IVC's
POST program, or Police Officer
Standards and Training. IVC's
program, which started a few
years ago, allows students interested in becoming law enforcement professionals to get a leg up
on their peers. IVC's program is
also available in the summer, giv-
ing students the chance to earn
college credits during high
school.
To become an police officer,
one needs to be 21, have a high
school diploma, a valid driver's
license, be a US Citizen and have
no felony convictions. Prior to
training, some officers also take
extra classes and earn higher
degrees in order to advance
through the ranks easier.

Captain Doster spoke of how he
loves the Imperial Valley and its
commitment to our veterans.
The mission of Imperial
Valley College Military &
Veteran Success Center is to provide a holistic approach to serving military/veteran students
through focusing on three key
areas: 1) Academics, 2) Health
and
Wellness,
and
3)
Camaraderie; to serve as a central
hub that connects military/veteran students, as well as their families, to campus and community
resources that reinforce the concept of AT EASE (Academic
Transition and Employment
Access for Student Excellence).
Its goal is to ensure a seamless
transition from military to civilian life.
The Veterans Success Center
will be offering a wide verity of
services such as: Academic
Services, Active Duty Military,
Assessment Center, Community
and Veteran Services Resources,
Disabled Students Program &
Services (DSPS), Distance
Education, E-Benefits, Financial
Aid, Help Getting Started, Health
& Wellness Services, Monthly
Verification, New Students
Assistance, Reservists, Spouses
& Dependents, Student Activities
& Leadership, and Student
Employment.

Veterans Success Center opening
there were representatives from
U.S. Congressman Juan Vargas,
State Senator Ben Hueso, and
Assemblymen Eduardo Garcia
who gave certificates of appreciation to the College.

Ibarra explained her artistic
process, " There's lots of different
types of art works. I am inspired
by things I see in life of things I

literally have visions of. Greek
mythology is one of my biggest
inspirations, you'll see a lot of

are abstract expressionism."
Ibarra added, "My vision as an
artist changes with whatever hits
me in the moment, what I feel
moved to create. The mystique of
the sea moves me and represents
where
I
am
from,
Massachusetts."
Ibarra concluded with, "What
I like about my art is that it
allows me to express myself in a
very visual way. I see things in
bold vibrant colors and with a lot
of detail and finery into it. This is
something I like to achieve in my
art work and when I can get that
nice balance it makes me really
happy."

was initiated. Recruitment to fill
the vacant ranks of Reserve Police
officers has been successful.
Currently, there are two sworn in,
with another six going through
backgrounds.
"Officers are being trained in
the body camera policy. The body
cameras will be issued to individual officers once the entire sworn
staff has been cleared with the
departments policy, " Kim said.

Administration has helped with
the recovery of funds. As of today,
Kim informed that checks
amounting $12,460 were located
and turned in to Finance Director
Eduardo
Gutierrez.
Approximately
$68,700
in
unclaimed training reimburse-
ments was identified and paperwork was completed to execute
the reimbursement process.
The Finance Department has
re-constructed two years of financial records to date are audit
ready.
"We have completed the transition to new, sophisticated new
accounting software so that City
records are posted on single software. The people of Calexico now
have more options to make online
payments for paying their water
bills and business license," Kim
stated.
Kim said that the Finance
Department goals for the upcoming year include providing timely,
accurate clear financial information.
"We will manage revenue,
budget in order to safeguard the
city's assets, pay vendors and
employees in a timely manner,"
he said.
Kim said that the focus at this
time is to pass the Annual Audit
requirements and establish the
parameters of the 2015-16 and the
2016-2017 budgets to maximize
the use of public resources and
provide through city departments
the basic service required by the
community.
"The City continues to move
forward despite challenges. There
will be additional changes
required in the upcoming future as
our audits are completed and balanced budget will need to be
adopted. Despite the frustration
and fear that change can bring, we
must look at it as an opportunity
to grow and become more efficient and knowledgeable. We all
must work together to ensure that
Calexico continues to progress
and its people are given a better
quality of life in our community,"
Kim said as he concluded his
presentation.
The State of the City also
served as a celebration of the 108
Anniversary of Calexico and various community service groups
and citizens were recognized.

Knokx Pro Returns To Brawley For Evening Of Pro Wrestling

Knokx Pro Entertainment, a
professional wrestling group
from Sun Valley, California,
brought their show back to the
Imperial Valley on Saturday,
April 23, 2016 at the Lions
Center in Brawley.
Saturday's performance was a
repeat of a previous show at the
same venue last September.
While often derided as
“fixed” or “fake,” the over three
hundred fans who nearly filled
the Center did not seem to care in
the slightest, enjoying themselves
with all the action in the ring.
The larger than ever crowd
came see the up and coming stars
from the promotion or to get a
glimpse of World Wrestling
Entertainment (WWE) Hall of
Fame inductee Jr "Rikishi" Fatu.
Each ticket was $15 for ringside or $10 for general admission
with a local charity running the
snack bar. There was also a "gimmick table" with posters, t-shirts
and other trinkets for sale for the
wrestlers to sell their merchandise.
Other wrestlers also offered
free autographed photos and
photo opportunities during the
evening.
The evening began with ring
announcer “Dani” singing the
national anthem and offering a
10-count tribute to recently
departed wrestler Joanie “Chyna”
Laurer
Knokx wreslters at the show
included female wrestlers Jezette
Marie and Harley Kiss, a masked
British-style wrestler named
"Eyez in Disguise," a clownthemed
wrestler
called
"Freekshow," a "greaser" style
grappler called "Pedro" among
several others.
The main event of the
evening featured Rikishi as part
of the "Samoan Dynasty" threeman team wrestling three other
grapplers from the school.
Other highlights of the
evening included Mariachithemed wrestler "El Presidente"
coming out to the ring with three
local folklorico dancers from the
Hidalgo Society's group along
with several title changes for the
“Urban Empire Championship,”
which follows similar rules to the
WWE’s original “Hardcore Title”
from the late 1990s.
During the buildup to the
show, some of the wrestlers took
to area restaurants to promote
their show, with social media
users finding the Knokx Pro
grapplers at Brownie's Diner and
Johnny's Burritos.
All of the wrestlers are part of
the Knokx Pro Wrestling
Academy from Sun Valley,
California. Other trainers at the
school included David "Gangrel"
Heath, a vampire themed
wrestlers famous during the
WWE's "Attitude era" and Reno
"Black Pearl" Anoa'i.
Famous alumni from the
school include the WWE's Rusev.
Rikishi is part of the world
famous "Samoan" clan of
wrestlers that includes "High
Chief" Peter Maivia, Dwayne
"The Rock" Johnson, Eddie
"Umaga"
Fatu,
Rodney
"Yokozuna" Anoa'i. Rikishi is
also the father of WWE tag team
wrestlers Jimmy and Jay Uso and
the first cousin of current WWE
champion Roman Reigns.
THE MAIN EVENT of the evening featured Jr. “Rikishi” Fatu as
part of the “Samoan Dynasty” in a three-man tag team bout
against a trio of other Knokx Pro Entertainment performers.
Neighborhood House Has New Board

A new Board of Directors for
Neighborhood House was sworn
in by Superior Court Judge Poli
Flores on Thursday, April 21. The
new Executive Board for
Neighborhood House will be
made
of
Liza
BarrazaManriquez, Rosa Corona, Saul
Garcia, and Richard Cordero.
Supporters and members of
Neighborhood House met at the
annual luncheon where a report
of the yearly activities was given
by
Neighborhood
House
Executive Director, Ricardo
Ortega. The annual luncheon
was held for the first time at their
new community hall constructed
this year.
Among the accomplishments
that Neighborhood House carried
out last year was a donation and
support to the Micro-Business
Service Center. Micro workshops
were held to provide information
on how to initiate a micro-business and a on home-based business development.

Program, Neighborhood House
provided food pantry, rental
assistance, clothing and utility
assistance for low income families and individuals in crisis. It
also provided emergency food
bags in 2015 to 3,853 individuals
while 189 people were assisted
with homeless prevention services helping them with water, electricity, gas utilities, and rental
assistance.
Neighborhood House provides emergency and transitional
shelter to homeless women and
children, as well as, case management services. Last year, 147
women and children were provided shelter.
Last yeat for the holidays and
special events, the Neighborhood
House held a Thanksgiving
Luncheon a Children Toy
Distribution and an Annual
Christmas Festival. 680 people
were served on the Thanksgiving
luncheon and 550 toys were
given away during the toy distribution drive.
For Executive Director
Ricardo Ortega, the support and
donations of the community are
what has kept the Neighborhood
House going for 70 years.
"It is the challenges that make
us stronger. If we didn't have
those challenges and if we
became a little bit comfortable,
that means we are not doing our
work," Ortega said.

Calexico School Board Looks At Pool
Funding Alternatives At Special Session

The Calexico School Board
of Trustees met in a special session to discuss the swimming
pool project and funding issues
relating to the City of Calexico.
The board met to discuss how
to cover the shortfall of funding
for the swimming pool project
should the City not support them
financially with Measure "H"
funds because of the current
financial situation. There was
uncertainty among the board
members about the future of the
funds since at the recent joint
pool meeting composed of
District and City representatives,
Calexico Mayor Joong Kim stated that the money of Measure
"H" had been depleted and the
City will not be able to contribute
to the pool project.
Councilman
Armando
"Mandy" Real attended the meeting and provided some documents regarding the status
Measure "H" and questioned the
Mayor's remarks about the pool
financing.
"It's unfortunate that some
people take our Mayor's words
and assume that the rest of the
board agrees with what he is saying. The money is there and the
plan is to give the district $2 mil-
lion." Real said and stated he supports the pool and wants to see it
complete.
Real provided a report summary from the City of Calexico
stating that they projected
$10,800,000 of Measure H Bond
for the construction of the new
fire station, Adrian Cordova Park
and swimming pool. Councilman
Real said this will be on the agenda for the next Council meeting
which is scheduled for May 3,
2016, to release the $2,000,000
of Measure H Bond to the
Calexico Unified School District
for the construction of the swimming pool.
"I support the pool 100 % and
if it was up to me I would give
you the $3 million but that is
something that has to be discussed by the entire council,"
Real said.
The Calexico School District
received notice a from the state
Department of Finance late last
year that they cannot use the $1.4
million set aside by the City of
Calexico for the construction of
the pool. The department said the
District can only use $72,000 of
that money.
The district took a position of
not paying the bond proceeds
since the Department of Finance
did not have a written agreement
between
the
former
Redevelopment Agency and the
District to release the money.
Board Trustee President Ciro
Calderon said they were worried
because of the comments made
by the Mayor saying Measure
"H" funds were depleted.
Calderon said they want to make
sure the project will continue and
see completion stage by June 10.
"Because of the lack of communication with the Interim City
Manager, we have to assume that
the City will not cooperate with
us on this project but we have to
do everything in our power to
make sure this project is completed. This project is not going to
stop," President Calderon said.
Superintendent Maria Ambriz
said the District is in disposition
to work closely with the City of
Calexico and said the school district will benefit if they work
together.
"Our District for the last few
months has sent several communications to the City and we have
received little to no response. It's
very interesting that up to this
day we have not received official
response from acting City
Manager or the legal department

Busy Weekend for El Centro Sector
Border Patrol At Indio Checkpoint
U.S. Border Patrol agents
from the Indio Station assigned
to the Highway 86 checkpoint
arrested three men for suspicion
of alien and drug smuggling in
three separate events this weekend.
The first arrest occurred
Saturday at approximately 8
a.m., when a 50-year-old man
approached the checkpoint driving a grey 1992 Ford F150.
A Border Patrol detection
canine alerted to the vehicle during a pre-primary inspection.
Agents referred the man to the
secondary inspection area for a
closer examination. After an
intensive search, agents discovered 25 packages of methamphet-
amine hidden inside the firewall
area of the vehicle.
The second arrest occurred
Sunday at about 1 p.m., when a
19-year-old man approached the
checkpoint driving a 2000 Ford
Mustang.
A Border Patrol detection
canine alerted to the vehicle during a pre-primary inspection.
Agents referred the man to the
secondary inspection area for a
closer examination. After a thorough inspection, agents found 10
packages of methamphetamine
stuffed inside the rocker panels
of his vehicle.
The methamphetamine had a
combined weight of 62.4 pounds

The men, one a Mexican citizen and the other a United States
citizen, the vehicles, and narcotics will be turned over to the

Giving and Taking Positive Actions
Sometimes Have Negative Results
One of my deepest desires is
to see this City of Holtville, that
so many call home, flourish. I
envision a city where the residents have everything that they
need available to them without
having to travel to get it. I hear
that many of our citizens would
like to see one of the fast-food
chains open up in the city. Others
ask for a grocery chain to open a
store in Holtville. At the City
level, we hear those wants and
have been reaching out, but are
told that we do not quite have the
population in which they are
looking for, but we are close. We
try to reach out to builders to
build more homes or apartments,
but building costs are high.
Over the past year I have
been traveling to Los Angeles
once a month, as I sit on a Policy
Committee for the Southern
California
Association
of
GovernmentsCommunity
Economic
and
Human
Development, and have been
working on a huge project which
is the 2016-2040 Regional
Transportation Plan/ Sustainable
Communities Strategy, 25 years
of planning for Southern
California future for transportation and sustainable communities. There were discussions on
the reduction of greenhouse
gases, reductions of miles driven,
and increases of active transportation such as biking or walking. There was also discussion on
having communities that were
self-contained to cut down on
miles that are driven where the
community has everything in the
local area that can sustain them,
including affordable housing.
On the other side of those discussions was the fact the State of
California is not receiving
enough funds from the gas tax to
pay for the maintenance of our
roads, building permitting and
costs are too high to build affordable housing.
Now we have another obstacle that has gotten in our way.
There was a celebration in
Northern California as Governor
Brown signed the bill to raise the
minimum wage to $15.00 an
hour. This bill may not have such
an effect on the northern part of
the state as average annual household incomes range over the 80k
rate. But what about in the southern part of the state where that
average is somewhere closer to
the 50k rate and what about the
rural areas like Holtville where
that average drops down even
further and closer to 40k? We live
in an area that most of the local
mom & pop shops struggle to pay
the current minimum wage. I feel
that the chance that Holtville will
see one of these new businesses
come to our city has diminished
with this new law going into
effect.
The effect is yet to be seen.
Even the economist that were discussing this rate increase could
not predict what effect it would
have on the economy.
Time will tell as to how this
will affect us in the Imperial
Valley.
As the circle goes on, we all
want to see higher paying jobs
and the most for our buck.
On Another Note
I was honored and privileged
to make two proclamations at this
past Monday's council meeting
the first was for our great public
works employees as we declared
the week of May 15th - May 21st,
2016 as "National Public Works
Week" in the City of Holtville.
The second proclamation was
to our Veterans, those that serve
and protect our country and our
lives, declaring that Holtville
City Council does hereby proclaim May 2016, as "Veterans
Appreciation Month in the City
of Holtville".
Being able to make these
proclamations is a highlight for
me as the Mayor of this great
City.
Bad Year For Celebrities... And Should
The Fair Bring A Big Act For 2017?
2016 HAS NOT been a great
year for celebrities of my generation, the people that were
admired by those between the
ages of 25-40. Were' barely at the
end of April, and so many have
passed on from their lives on
Earth.
So, we decided to suspend the
snarkiness for a little while and
focus on the fallen celebrites that
meant the most to people around
my age.
(NOTE: Since this is a short
personal list, we're going to skip
some celebrity passings that may
have meant more to you. I mean
no disrespect, but this IS a personal list, after all.)
Prince Rogers Nelson April 22 – Age 57.
A musician of great talent and
appeal, with hit songs like
“Purple Rain,” “Little Red
Corvette” and “1999.”
Also known for a name
change to a symbol in the early
1990s that was part of a contract
dispute with his record label.
Influenced thousands of other
musicians, from various genres
of music, during his life.
David Bowie – January 10 –
Age 69.
Another musician of talent
and appeal, Bowie was a multitalented artist best known for his
multiple personas during his
music career.
In addition to songs like
“Space Oddity” and “Let's
Dance,” was also widely
acclaimed for his acting roles as
Jareth, the Goblin King in
“Labyrinth” and as himself in
“Zoolander.”

Again, no one likes seeing or
hearing about anyone you liked
or enjoyed dying, but this first
third of the year has hit some of
us right in the childhoods.

ENTERTAINMENT returned to
Brawley last weekend (see story
on page 3), bringing some top
notch wrestling to the Valley.
Along with the recent DJ
Snoopadelic show, the recent
trend of high level entertainment
acts coming to the Imperial
Valley has been nothing short of
awesome.
Which begs the question:
What’s going on at the Fair? For
several years, the Fair & Fiesta
Board has been focusing on
bringing a variety of lower cost
tribute acts to the annual event.
While this is something we
agree that the Fair should be
commended for, it also reminds
us of the conservative nature of
the Fair’s entertainment policies
(Note: In this instance, we
are using the word “conservative” to mean “adverse to risk”
and not as it’s understood in the
political sense.)
Perhaps it’s time for the Fair
board to look into getting a more
socially relevant act to the Fair,
even at a small additional price.
If people are willing to pay $45 to
watch Snoop Dogg DJ a few
songs, maybe the Fair can take a
risk on bringing in a big act to
supplement the usual tribute concerts.
(Oh, and if anyone from the
Fair Board is reading this,
please bring in a Prince, David
Bowie or Queen tribute band to
next year’s Fair!!)

Pioneers Hospital Officially Becomes Affiliate Of Scripps Health Network
Pioneers
Memorial
Healthcare District is an affiliate
of the Scripps Health Network.
The announcement was made
at a ceremony at Pioneers
Memorial Hospital in Brawley.
This marks the first time a hospital has joined the Scripps network, and the first expansion of
the network outside of San
Diego County.
Pioneers and Scripps entered
in to a two-year agreement in
October 2015, with the goal of
Pioneers becoming an affiliate
of the Scripps Health Network.
Since then, the two organiza-
tions have worked toward providing increased value to
patients through enhancing the
quality of care and reducing
costs.
“We are excited to have
reached this milestone in our
agreement with Scripps Health,
which is helping us achieve our
goal to be the premier provider
of health care services in the
Imperial Valley,” said Pioneers
CEO Larry Lewis. “We have
been working together during
the past months to expand needed services for the Valley while
improving the quality of the care
we offer and now are taking the
next step by becoming an affiliate of the Scripps Health
Network.”
Effective Tuesday, April 26,
2016, Pioneers Memorial can
refer to itself as an affiliate of
the Scripps Health Network in
its marketing materials.
“We are proud to have
Pioneers as an affiliate of the
Scripps Health Network,” said
Chris Van Gorder, Scripps president and CEO. “We look forward to continuing our work
together to further enhance the
quality of health care offered in
Imperial Valley.”
Under the terms of the
October
2015
agreement,
Pioneers runs as an independent
hospital, and retains its name
and current governance structure. The agreement includes
Scripps providing Pioneers with
leadership training and development, process improvements and
other related services.
The October agreement was
reached
after
discussions
between Scripps and Pioneers
that began in April 2015 upon
Pioneer’s decision to pursue an
affiliation with Scripps, which
had responded to Pioneer’s
Request for Information. The
Request for Information was
sent to several major acute care
providers in San Diego seeking
expressions of interest in affiliating with Pioneers. The Pioneers
board determined that, as part of
its strategic initiative to improve
access to care for Imperial
Valley residents, the best choice
would be an affiliation relationship with Scripps.

Superintendent of Business
Services, Mei Randle, made a
presentation to the board about
two options on how to cover the
shortfall of the swimming pool
funding and asked direction from
the board. First option was to
have the District fund the project
from its Unrestricted General
Fund Ending Fund Balance. The
projected June 2016 Ending Fund
Balance at Second Interim was
$11,367,334. This would reduce
the June 2016 Ending Fund
Balance by $4,446,502 totaling
$6,920,832 which is approximately six percent of the total
General Fund expenditures.
Randle said the District will meet
its three percent reserve requirement, but it has decreased significantly.
Option two the District will
include
the
shortfall
of
$4,446,502 in the LCAP over the
next three years beginning in
2015-16 (current year). This will
allow the District to not significantly decrease the Ending Fund
Balance reserve. Randle said that
this action may take away actions
and direct services to students
and staff.
Trustee Lorenzo Calderon
asked if it would be possible to
use half of the two options presented and reminded the board
they are in negotiations with the
teachers. Randle said it's possible
to present a combination of both
at the regular board meeting for
Thursday, April 28. The board
agreed to have that item at
Thursday's meeting as an emergency item. Should the City
release Measure "H" bonds at the
May 3rd meeting, the board will
come back and amend the options
to cover the pool funding at a
later time.

Pine School Receives Three Grants To Help Get Connected

There was a celebration at
Pine School this past Wednesday,
April 20th as a special announcement was being made of some
very rewarding grants that Pine
School had received.
Pine School not only received
one grant, but they received three
in total. All of the grants involved
technology and were inspired by
President Obama's ConnectED
Initiative.
Pine School's Principal, Mr.
Drye, was watching one of the
president's speeches as he was
talking about the ConnectEd
Initiative, which starting him
thinking that Pine School could
be a candidate for that program.
He started to research it and
found that there were actually
three different grants that they
could apply for: the Apple
ConnectED Grant, the 2015/2016
Broadband
Infrastructure
Improvement Grant or BIIG2
Grant, and the Connected Nation
Grant.
Mr. Drye assembled a team of
his staff to help him in the preparation of the grants and applied
for all three. Grants are not
always easy to receive and to
receive three is unheard of, but
that is what Pine School has
achieved.
The Apple Grant will provide
new Apple MacBooks and iPads
for the teachers and students to
use. The Broadband Grant will
make the connecting to the internet through Wi-Fi anywhere on
the campus a reality.
The third grant will allow all
of the Ipads to have the ability to
connect with the internet through
cell service.
There was a lot of excitement
in the air as the representatives of
Apple started handing out all of
the new devices and then were on
hand to get those devices registered and connected.

Poppy Funds For American Legion Begins This May
A tradition is returning
to Holtville the month of May
2016.
American
Legion
Auxiliary member of Bradley
Keffer Unit 138 will be distributing poppies for donations to the
public, family and friends. All
contributions from the Poppy
Fund go directly for the rehabilitation of Veterans honorably discharged from the United States
Armed Forces, Veterans Active
duty military personnel and their
families where financial and
medical need is evident.
Donation locations will
be: Donut Shop, DePaoli’s
Property, Family Dollar Store,
Rotary Club and other locations
around town.
The red crepe poppy
flowers are made by disabled
Veterans and offered every May
by the Auxiliary members.
The poppy flowers was
selected because many of the
World War I Veterans remembered them on the fields of
Europe. The poppy came to symbolize the sacrifice Veterans
made. The red reminded the
doughboys of the blood that had
been shed. The poppies seemed
to bloom, even on the shelled battlefields, and became a sign of
hope and renewal for those who
survived.

Two Proclamations Given At Holtville City Council Meeting

There were two proclamations made at Mondays City
Council Meeting.
The first was to recognize all
of the hard work work that the
city’s Public Works Department
does for the City of Holtville so it
was proclaimed.
MAYOR'S PROCLAMATION
WHEREAS, public works
services provided in our community are an integral part of our citizens' everyday lives; and
WHEREAS, the support of
an understanding and informed
citizenry is vital to the efficient
operation of public works systems and programs such as water,
sewers, streets, parks, public
buildings, and solid waste collection; and
WHEREAS, the health, safe-
ty and comfort of this community
greatly depends on these facilities and services; and
WHEREAS, the quality and
effectiveness of these facilities,
as well as their planning, design,
and construction, is vitally
dependent upon the efforts and
skill of public works officials;
and
WHEREAS, the efficiency of
the qualified and dedicated personnel who staff our public
works department is materially
influenced by the people's attitude and understanding of the
importance of the work they perform; and
WHEREAS, on a national

Turning Point Life Center Holds Carnival To Help Kids Go To Camp

Pastor Rudy Garcia was the winner of the kiss the goat contest receiving the most tickets for that
task. Turning Point Life Center held their carnival this past weekend in Holtville.
STACIE CHANDLER HELPS this little one decide which bucket to put her ticket in. The person
with the most tickets in their bucket woudl have to kiss a goat.
THIS LITTLE GOAT was a good sport as all of the children were
trying to catch him and then he had to get kissed by a human.

they provided free hot dogs to everyone.

Supervisors Chooses New Flag To Represent Imperial County

The Imperial County Board of
Supervisors unveiled its new County
Flag at Tuesday's, April 26th meeting
that was selected among many
entries competing this year.
As requested by Supervisor Ryan
Kelley, the County started a valley
wide contest to have a new Imperial
County Flag where students submitted great designs that reflected the
history and future of Imperial Valley.
The goal was to create a lasting symbol for the county that captures the
history, beauty, and uniqueness of
our community. The contest was
open to all Kindergarten through
12th graders in the county and also
adults.
County Board of Supervisors
Chairman Ryan Kelley says the
Board hosted the contest in hopes of
fostering more pride in our community and rallying members of the
community to utilize this opportunity
to establish our own identity.
"We should not be defined by
San Diego or other areas. Imperial
County will have a flag that defines
our identity and make us proud of our
valley heritage," Supervisor Ryan
Kelley said.
Fifteen participants were recognized this past Tuesday and the winner of the contest, Luis Villegas of El
Centro, and his flag was selected as
the new symbol of Imperial Valley.
Villegas, a Central Union High graduate, said he decided to come back to

Calexico Arts Center Hosts “Dawn” Youth Art Show

Calexico Cultural Arts Center for
Dawn, a Calexico youth art show
on Friday, April 22.

all art forms were welcomed to
Dawn. Everything from performed arts to paintings, sketches
and photography all came together to showcase the young local

and injection of fertilizers. This person will help lan efficient use of labor
force and maintain company's quality and quantity standards for finished
product. Interact with other Department Managers to facilitate coordination
of work in the Holtville or surrounding area. Perform other duties as
assigned. Must be available to work most weekends.
PHYSICAL REQUIREMENTS:
Continuous use of both hands; including grasping, pulling and pushing.
Walking on even and uneven surfaces, sight, hearing, standing, sitting,
bending, twisting, stooping, climbing, reaching forward, reaching overhead

Brawley Wildcat Swimmers Sweep Central Spartans At Home Swim Meet

The Brawley Wildcats Swim
Team hosted a dual meet with
their cross-Valley rivals, the
Central Spartans, at the Lions
Center pool on Thursday, April
21, 2016.
At the end of the multiplelevel meet, Brawley managed a
complete sweep of the Spartans
at all four divisions, separated by
skill level and gender.
The Wildcats Junior Varsity
boys and girls teams won their
divisions 89-7 and 93-77 respectively while the Brawley Varsity
womens and mens teams won
their divisions 118-77 and 96-74
accordingly.
Top male swimmers from the
dual meet include:
• Brandon Goddard (BUHS,
Mens 50m Freestyle) with a time
of 25.03.
• Ross Wilson (BUHS, Mens
100m Freestyle) with a time of
52.26.
• Jaime Vasquez (CUHS,
Mens 100m Butterfly) with a
time of 59.22.
• Giovanni Gejorio (CUHS,
Mens 100m Backstroke) with a
time of 1:06.35.
• Cannon Walker (BUHS,
Mens 100m Breaststroke) with a
time of 1:14.99
Jamie Vasquez (CUHS, Mens
200m Individual Medley) with a
time of 2:22.64.
And leading some of the individual female categories were:

Womens 50m Freestyle) with a
time of 27.48.
• Logan Nemlowill (BUHS
Womens 100m Freestyle) with a

The Brawley Wildcats Swim
team also hosted a meet between
themselves, Holtville, Calipatria
and Vincent Memorial on
Tuesday, April 26, 2016 at the
Lions Center pool.
At the second meet, Brawley
swept all of the smaller schools
with a dominating score.
