• Since November 2001, the Florida Division of Emergency Management have
met with wholesale, industrial and retailers representing various sectors of the
industry including grocers, pharmacies, home improvement and general
merchandisers as well as the private transportation industry.

Logistics Feasibility Study
• The following set of operational standards were provided for adoption by
retail establishments – Participate and coordinate with the Business and Industry Emergency
Support Function (ESF) 18 liaison at the county and/or the state
emergency operations center.
– Through Business and Industry ESF-18, request that local emergency
management offices designate a business liaison that will work in
exempting retail establishments at those levels of government.
– Retailers working through the local emergency operations center
would have local governments identify key retailers and provide access
cards or procedures that allow their staff and suppliers access back
into the impacted areas.
– Retailers should issue photo ID for their employees to
assist in reentry post event. State will assist with generic
reentry placard, subject to acceptance by county sheriff /
government.
