FROM OUR EXECUTIVE DIRECTOR
A
s the fiscal year for BVCAA comes to
its end, I want to take this opportunity to
thank each of you for all you do each day
to help those we serve.
As a recipient of American Recovery and
Reinvestment Act (ARRA) Federal funding
we were challenged this past year with
helping to fuel our local and state
economies. We have gone above and
beyond what we set out to do and it is
because of the efforts of every BVCAA
employee that our goals are being met.
How have ARRA funds impacted our
agency?
1. $943,310 in funding to implement a
new Electronic Health Record (EHR)
system. EHR globally links all of our
clinical sites electronically to reduce costs,
improve quality of care and improve record
keeping. Special thanks to not only the
EHR team but also to the Pharmacy staff
for all they did to integrate EHR into the
CHC’s.
2. $1,537,698 in funding has been
granted allowing BVCAA to create
J.O.B.S., a paid on the job training
program that provides training opportunities, by experienced and qualified trainers,
in three areas: Janitorial, Office and
Building Trades, and Landscaping and
Grounds Keeping Services. Trainees must

be presently registered as unemployed
with the TWC.
forward as diligent providers to the over 60,000
people we serve each year.
3. $3,006,045 was granted in ARRA
funding to help low income persons
needing minor home repairs make their
home more energy efficient. Work that
may be performed includes: insulation of
attic, wall and floor space, weatherstripping and caulking of windows and
doors, evaluating current heat and air
conditioning appliances and replacement
of not efficient refrigerators.

4. $306,692 in funding to improve Head
Start/Early Head Start staff compensation
and training, upgrade Head Start centers
and classrooms, and increase hours of
operation.
5. $429,297 in funding to meet the
increased demand in health clinics.
Through the hiring of one doctor and two
support staff, BVCAA health clinics will be
able to accept an increased number of
patients and maintain a more stable work
load.
As we enter into the new fiscal year, we
will continue to strive to offer services that
not only provide long term cost savings but
also economic advancement of the
individual and families served with ARRA
funds. We will also continue to move

OTHER RECENT PROJECTS FOR BUILDING TRADES
Recently JOBS Services has completed 3 remodeling projects
for individual homeowners in the Brazos Valley. Due to our
paid on the job training program for Building/Construction
Trades, we recently successfully completed:
-A new dimensional shingle roof was installed for a low income
homeowner, after the old roofing materials were removed and
hauled off.
-An existing home with the need for replacement of exterior
siding and trim, due to age and wood rot, project was completed, The exterior of the home and the carport were also
painted. The homeowner was so excited about the work, she
also hired JOBS to have her landscaping cleaned up and
solar screens installed.
-A duplex an individual investor had recently purchased was
cleaned inside and a “move in punch list” completed so it
would be totally ready for new renters, and the interior
millwork and sheetrock was repaired at the owner’s request.
The exterior of the home was also painted. The Landscaping
team was hired to clean up the landscaping and to make
repairs to the sprinkler system.
BUILDING TRADES
JOBS is pleased to announce the Award of a Construction Remodeling Contract with the City of Bryan, Community Development
Services Department. This Contract Award is for the remodeling of
one single family residence in the Bryan City Limits. A building
permit for this remodeling project was issued this week.
During the remodeling of this home, lead paint will be safely
removed, followed by interior remodeling including (but not
limited to) new plumbing, electrical, and HVAC systems, new
insulation, sheetrock, new cabinets and counter-tops, and interior
painting and refinished floors. For the exterior of the home, new
siding, new windows, and new doors will be installed. The exterior
will also be painted. A concrete driveway will be installed. To
make the house more functional, the floor plan will also be modified for the homeowner’s needs. Goals of this remodeling project
inc lude bringing the hom e up to current building code requirements and providing quality products so the home can be energy
efficient for the homeowner. The CHDO (Community Housing
Development Organization) program provides the opportunity for
Federal Government funds to be awarded to local community
governments to form partnerships with local non-profit agencies to
improve the quality of life through home remodeling for deserving
residents at an affordable cost.
JOBS is excited about the opportunity to be a CHDO partner with
the Community Development Services Department of the City of
Bryan and we are looking forward to a continuing relationship in
the future.
LANDSCAPING TEAM
Our landscaping team provides general mowing, weed-eating,
edging, and blowing services. They also can trim trees and
bushes, design and plant new flower beds, pull weeds, and
install or repair lawn sprinkler systems. Our Landscape Team
Leader is a Texas Master Gardener and is qualified to assist
with landscaping designs and needs ranging from commercial
projects to home vegetable gardens. When he is not working
at JOBS Services, he can be found in his own yard tending his
vegetable garden or selling his produce at the Bryan Farmer’s
Market on Saturdays.
JOBS Landscaping Team is presently in the final stages of
completely redesigning and installing a large commercial job
for a local credit union: from new design and installation of
draining pipes to repairs and extensions of the existing
sprinkler system, removal of dead trees and plants to design
and installation of new trees, plants, and flower beds. You may
have noticed this extensive project, as you drive down University Drive in College Station.
JANITORIAL TEAM
Our JOBS Janitorial Team has received rave reviews and
complements from several new commercial customers. We are
excited to have the largest number of JOBS Trainees on our
Janitorial Team. Two of BVCAA, Inc.’s vendors have been
supplying training to our Janitorial Trainees both at our local
offices and in the Temple area. JOBS has all new equipment
which was purchased specifically for our program and state of
the art safety and equipment training is on-going. We appreciate the hard work of the Janitorial Team Members and Leader
in the on-going maintenance of the Agency buildings they
have been assigned. Our Janitorial Team Leader has many
years of commercial cleaning experience at local hospitals,
nursing homes and schools.

Thanks to BVCAA Board Members, Robert Autery, Carmen Deloach, Mike
Flores and Gloria McCarty for attending the Leon County Community
Health Center Open House on Thursday, June 17 . Congratulations to the
LCCHC Staff for creating such a great clinic! We also want to welcome Dr.
Ronald Cole to the BVCAA family! The clinic is now offering prenatal

Outstanding Individual
Volunteer Service Award
The Texas Council of Community MHMR Center, Inc. recognized our own
Karen Garber as the recipient of the 2010 Outstanding Individual Volunteer
Service Award. Below is the information they shared with all those in
attendance at their Annual Conference this past June.
Women’s Health Day
“Karen M. Garber is ahead of her time in the innovative ways she
delivers information about the awareness and reality of mental
illness.
Karen became a volunteer locally with NAMI/Brazos Valley in
2007, and with Mental Health Mental Retardation Authority of the
Brazos Valley in 2009. Through her tireless dedication, commitment, passion and leadership efforts, she became the greatest
advocate of mental illness in the Brazos Valley. It is not uncommon to find Karen spending endless hours conducting educational programs for our consumers and family members.
In addition to faithfully and consistently continuing to offer the
“Family to Family” educational classes, Karen also facilitates
local support groups. She not only serves as President of the
local NAMI/Brazos Valley affiliate, she has proven to be a vital
influence in developing the NAMI affiliate of Brenham, Texas. In
this capacity, she has been instrumental in bringing greater
awareness of mental health issues to the community. She
believes that education is an essential part of understanding and
coping with mental illness.

The above quote exemplifies the leadership qualities of Karen
Garber. Volunteer Coordinator, Janie Velasquez adds, “Karen is
like the Energizer Bunny that keeps going and going with that
great smile on her face. She truly has been an inspiration to all
of the NAMI/Brazos Valley members and consumers of the
agency.”

of studies dedicated to evaluating the interaction between exercise and nutrition on
health, disease and human performance. If you are looking to get in shape or test
your stamina, one of these studies might be for you!

As a reminder, due to healthcare cost increases, this year there are some plan changes. For instance, our $250 per individual annual
deductible is increasing to $500; our $500 per family deductible is increasing to $1,000; and our $15 co-pay to see an in-network doctor is
increasing to $20. Employees will still receive this insurance at no charge, but dependents’ premiums are increasing. Employee plus children
monthly premium is increasing from $300 to $400; employee plus spouse monthly premium is increasing from $300 to $400; and employee
plus family monthly premium is increasing from $400 to $500. These increases will show on your July 1, 2010 paycheck.
Employee Assistance Program (EAP)
BVCAA provides an Employee Assistance Program (EAP) to full-time employees and anyone in their households. An EAP provides
counseling services, as well as other services, at no charge. In addition, all services are confidential. This program is provided through
Horizon Health and they may be reached 24-hours a day at 877-851-1631, or online at www.horizoneap.com, login ID is standard6, and
password is eap4u6. The phone lines are manned by master’s level Member Advocates who are well qualified to assist employees with
any issues they may have. Employees and members of their households qualify for up to six free counseling visits with a counselor in
their area, per year, per incident. Other issues the EAP may assist with include financial counseling, legal concerns, childcare,
eldercare, alcohol and drug abuse, relationship issues, stress and anxiety, grief and loss, and identity theft.
