3% Cap Bill Introduced
H.R. 685 “The Mortgage Choice Act” was introduced in the House of Representatives. H.R. 685 is bipartisan legislation introduced
by Representatives Bill Huizenga (R-MI), Gregory Meeks (D-NY), Ed Royce (R-CA), David Scott (D-GA), Steve Stivers (R-OH), Mike
Doyle (D-PA), David Joyce (R-OH), Betty McCollum (D-MN) and Stephen Fincher (R-TN). It would make two adjustments to the
Truth in Lending Act’s (TILA) definition of “points and fees” to ensure greater consumer choice in mortgage and settlement
services under the Ability to Repay/Qualified Mortgage (QM) rule. An identical bill passed the House last year on the suspension
calendar by voice vote (H.R. 3211). NAR and its industry partners is working to get companion legislation introduced in the Senate
and is urging both Houses to move quickly to end discrimination against mortgage companies affiliated with real estate firms.

Fannie Mae released !
&'(),'& to provide clarifications and additional information about Collateral Underwriter,
Appraiser Quality Monitoring (AQM) and updates to the Property Eligibility and Appraisal Requirements section of the Selling
Guide. The lender letter stresses that the lender must not make demands or provides instructions to the appraiser based solely on
automated feedback. Before asking the appraiser to consider any additional sales, the lender must determine if the use of such
sale would result in any material change to the appraisal report. The letter also clarifies that there is no direct connection between
the CU risk score and the AQM. A high CU risk score does not automatically trigger an AQM review and a lender should not
consider a CU high risk score as reflective of an individual appraiser’s work.

Has the weather got you down? Tired of climbing through piles of snow to reach frozen lock boxes? Do
you find yourself wearing 4 layers of clothing on all your showings? Well cast your worries aside and join
us in one of our volunteer opportunities, where you can concentrate on some “do gooding” instead of
some “gosh darn it’s”!.
Currently, we have the following opportunities for you to involve yourself with other 3 Rivers members and
affiliates.
Together We Cope is a prevention agency, providing resources to families in temporary crisis, which will
enable them to stay in their homes. Since 1982, they have been bridging the gap for south suburban
residents in 27 communities by supplying food, shelter, clothing and referrals, empowering them to return
to self-sufficiency.
Last month a group of Three Rivers volunteers worked one morning at Together We Cope in Tinley
Park, sorting donated clothing items that had to be separated for potential resale in the store. All in
attendance reported having a very enjoyable morning, sharing stories and laughter, all the while working
through bags and bags of clothing. Currently, we have committed to having a group once monthly on a
Thursday morning for 3-4 hours. Next volunteer date is March 19th. Contact Rhonda 815-556-3312 or

Another fabulous opportunity to make a huge difference in someone elses life comes to us from Jim
Ludes and his connection with PADS. The PADS sheltering program runs through We Care of Grundy
County and is designed to offer a safe and welcoming place for people to be able to sleep comfortably
through the coldest months of the year. It is open to adults and families who are in need. Overnight
sheltering for those without a place to stay occurs between mid-October and mid-April at various
churches in Morris. Each church hosts a night of the week from 6pm to 7am. There are three shifts each
night. 6pm-11pm, 11pm-3am, 3am-7am. Shifts require multiple volunteers. Each shift requires multiple
volunteers that have responsibilities to accomplish during their shift. None are any more complicated than
checking guests in and serving and/or making dinner or breakfast. Volunteers are asked to help out for
one four hour shift per month (but can certainly do more). To volunteer or ask questions, please call We

By now you have probably heard of the TILA-RESPA
Integrated Disclosure Rule effective for most loan
applications received on or after August 1, 2015.
As August 1, 2015, draws closer, you may be wondering
what steps Wells Fargo is taking to prepare for the new
rule. And more importantly, you may be wondering if we
will we be ready. The answer is a resounding YES and
here is why:
The Consumer Financial Protection Bureau’s (CFPB) main
purpose is to protect the consumer and that is a primary
goal of the new TILA-RESPA rule. The rule focuses on
consumers fully understanding the terms of a loan

transaction before committing to it. After all, buying a
home is most likely the largest financial transaction of a
person’s life, and he or she should be fully informed.
We at Wells Fargo have always supported that position as it aligns with our consumer-centric vision: “We want to

Aligning the CFPB’s mission to protect the consumer with our own consumer-centric vision is only part of the story:
